Restricted Reporting
All sexual assault reports will default to a being a

restricted report upon initial entry

Only Designated Staff at post will be able to enter these reports


SSC, SSC Backup, PCMO
Only Designated Staff at post and select individuals at HQ will
receive email notifications of restricted sexual assault reports
or be able to see/search them in the CIRS dashboard
Process to convert a restricted to a standard report will require
authentication by a Designated Staff person at post (i.e. name
of Designated Staff person that changes the report will be
included in the data)

More options for who the Volunteer may have reported a crime
to (OIG, OCRD, Local Authorities, Law Enforcement)

CIRS 3.2 will require that each victim in an incident

including (possible) future integration with OHS and VIDA

The total number of reports will increase in 2012, this type of
reporting would have resulted in approximately 200 additional
reports

20+ Volunteers each Volunteer will have to be entered
separately in the future

Burglary with Assault
Only Burglary - No Assault will remain, renamed to Burglary
If an assault occurs in conjunction with a burglary, the incident
will be classified as a higher item on the severity hierarchy
Previously reported Burglary with Assault will be reclassified as
Other Physical and Sexual Assaults

New Classifications
Stalking
A whole new type of incident, since a stalking incident is
actually a collection of other incidents/events
Similar to related incidents with multiple victims, the
incidents/events in a stalking will be tied to one another
through a common ID
Each incident in a stalking must be entered separately

New Definitions
Rape
The penetration, no matter how slight, of the vagina or anus
with any body part or object, or oral penetration by a sex organ
of another person, without the consent of the Volunteer
Attempted Rape no longer classified as Rape

New Definitions
Aggravated Sexual Assault

Another person, without the consent of the Volunteer, intentionally


or knowingly:

(a) touches or contacts, either directly or through clothing, the


Volunteers genitalia, anus, groin, breast, inner thigh, or buttocks;
(b) kisses the Volunteer;
(c) disrobes the Volunteer; or
(d) causes the Volunteer to touch or contact, either directly or through
clothing, another persons genitalia, anus, groin, breast, inner thigh,
or buttocks,

or attempts to carry out any of those acts, AND:

The offender uses, or threatens to use, a weapon OR


The offender uses, or threatens to use, force or other intimidating
actions OR
The Volunteer is incapacitated or otherwise incapable of giving
consent

Sexual Assault
Another person, without the consent of the Volunteer,
intentionally or knowingly:
(a) touches or contacts, either directly or through clothing, the
Volunteers genitalia, anus, groin, breast, inner thigh, or buttocks;
or
(b) kisses the Volunteer on the mouth;

or attempts to carry out any of those acts

New Definitions
Stalking
Engaging in a course of conduct directed at a specific person
that would cause a reasonable person to either
(a) fear for his or her safety or the safety of others or
(b) suffer substantial emotional distress

Requires a pattern of behavior, not a single incident


No longer report stalking in Threat or Other Security

Stalking will also allow association of related events
Events are actions that are part of the stalking incident but
are not reportable crimes in themselves
For example, sending flowers, loitering around a Volunteers
home, or texting frequently
