Land Compensation  The compensation was paid in 1992 – 1994.
 The value of land has increased substantially.
 We do not have titles of the government (anabadi)
land, we are cultivating on. How can we be
compensated?

Rehabilitation  Past experience in rehabilitation has not been


satisfactory. How do we believe that things would be
different with Tata Steel?

Employment  Our literacy levels are low, can we really benefit from
the proposed economic growth?
 How can we be employed in the industries? Can we
sustain our livelihood?

 The Government of Orissa revised R&R policy 2006 has been


a step towards addressing the concerns and been helpful in
winning back the confidence.

 Continuous engagement with the stakeholders has given


insight on the micro-level issues & concerns

 Counseling the families to be displaced & enabling them to


envision a better tomorrow
Revised Government of Orissa R&R Policy

The Government of Orissa has announced a comprehensive R&R


Policy and revised the Kalinga nagar policy
– Additional Ex-gratia announced to increase the land compensation to Rs. 1
Lakh an acre from Rs.37,500 / acre disbursed in 1992-94
– A 1/10 acre plot of land in the rehabilitation colony to each extended family
– House Building Assistance increased from Rs. 0.5 Lakhs to Rs. 1.5 Lakhs
– Temporary Shed Assistance increased from Rs. 5,000 to Rs. 10,000
– Introduction of Maintenance Allowance of Rs. 2000 per month
– Employment of one nominated family member or Cash-in-Lieu, on their
choice
– Equal benefits to landless encroachers
– Cut-off date for enumeration revised to 1st Jan’05
– Revised Family definition for entitlement to R&R benefits

to monitor and facilitate the well-being of the members of Tata
Steel Parivaar.

• The team at Kalinga Nagar also consists of many ‘Ho’ speaking


tribal employees to facilitate the efforts and make effective
communications

drains, water supply, electricity, community
centre, schools, burial ground, places for
religious activities, plantations etc, in an
area of 270 Acres at a cost of about Rs. 50
Crores.

 CAP Foundation is being supported to provide training to the


local youth ( Other than PAPs) such that they can be gainfully
employed in the secondary economic activities – Rs. 1.2 Crores
an year

 Started training centres at Duburi & Baragadia in May’07

monitor the progress of the displaced families and the rehabilitation process

• The members of the displaced families would be tracked at regular intervals to


ensure proper rehabilitation and improvement in the quality of their life,

• Tata Steel will also subject the process to periodic Social Audit by
independent agencies to report on the status of socio-economic development
achieved by the members of Tata Steel Parivaar.

• Empower women folk - Capable of earning their own livelihoods through
