Overview
All MSs involved in this feature are GSM/LTE dual-mode or multi-mode MSs.
The FDD-based LTE is not distinguished from the TDD-based LTE in this document. FDD
stands for frequency division duplex, and TDD stands for time division duplex.

The CSFB QoS feature provides the following benefits:

The very-early TCH assignment based on CSFB call identification function helps decrease
the delay in the establishment of a CSFB mobile originated call (MOC) or CSFB mobile
terminated call (MTC) by 1s to 1.5s.
The CSFB preemption and queuing function helps increase the assignment success rate of
CSFB calls when TCHs are congested.
The full-rate channel preferred for CSFB calls function and the CSFB VAMOS prohibition
function help improve the voice quality of CSFB calls.

3 Technical Description
3.1 Overview
The CSFB QoS feature includes the following functions: very-early TCH assignment based on
CSFB call identification, CSFB preemption and queuing, full-rate channel preferred for CSFB
calls, and CSFB VAMOS prohibition. If all of these functions are enabled and the very-early
TCH assignment based on CSFB call identification function is triggered by a CSFB call, then:

The CSFB preemption and queuing and full-rate channel preferred for CSFB calls functions
do not take effect for the CSFB call.
During the very-early TCH assignment, the CSFB VAMOS prohibition function does not
take effect for the CSFB call. After the very-early TCH assignment is complete, the CSFB
VAMOS prohibition function takes effect for the CSFB call.
CSFB mobile originated calls (MOCs) identified by the CSFB MOC identification function
CSFB mobile terminated calls (MTCs) identified by the CSFB MTC identification function
The very-early TCH assignment procedure for CSFB calls is the same as that for common calls
on GSM networks. For details, see Assignment and Immediate Assignment Feature Parameter
Description.
Preemption policy for calls with the same priority as a new call
With eMLPP, a new call can only preempt lower-priority calls but cannot preempt channels
occupied by calls with the same priority as the new call.
With CSFB preemption and queuing, a CSFB call can preempt channels occupied by both
lower-priority calls and non-CSFB calls with the same priority as the CSFB call.

Preemption policy when the message sent by the CN does not contain the priority of a call
With eMLPP, if the message sent by the CN does not contain the priority of a call, the BSC
does not allow the call to preempt channels.
With CSFB preemption and queuing, the BSC allows a CSFB call to preempt channels
even if the message sent by the CN does not contain the priority of the CSFB call.
Queuing processing
With eMLPP, if a call fails to preempt channels, the BSC determines whether to allow the
call to join a queue based on the value of BSCQAD(BSC6900,BSC6910) and instructions
from the CN.
With CSFB preemption and queuing, if a CSFB call fails to preempt channels, the BSC
allows the CSFB call to join a queue regardless of the value of BSCQAD
(BSC6900,BSC6910) and instructions from the CN.
For details about eMLPP principles, see eMLPP Feature Parameter Description. When both
the GBFD-115001 Enhanced Multi Level Precedence and Preemption (EMLPP) feature and the
CSFB preemption and queuing function are enabled, non-CSFB calls preempt channels
according to eMLPP principles, and CSFB calls preempt channels according to CSFB
preemption and queuing principles.

5 Network Impact
Network Impact
Decreases the delay in the establishment of a CSFB MOC or CSFB MTC by 1s to 1.5s.
Due to the high transmission rate over TCHs, the connections between MSs and the radio
network can be quickly established.
Increases the TCH congestion rate. The very-early TCH assignment for CSFB calls causes
more TCHs to be occupied on the network. If the proportion of CSFB MSs is 10%, the
TCH congestion rate may increase by 0.30.5%.
Slightly decreases the high quality indicator (HQI). If TCHs use a tighter frequency reuse
pattern than SDCCHs, the HQI decreases by 0.10.3%.
Increases the assignment success rate and handover success rate of CSFB calls. The increase
value is associated with the TCH congestion rate. If the TCH congestion rate is 2%, the
assignment success rate of CSFB calls increases by 0.51%.
Increases the call drop rate due to traffic congestion by 0.1% or less.

5 Network Impact
Improves voice quality of CSFB calls. The MOS increases by 0.2 to 0.3 for the CSFB MSs
that are allocated TCHHs before this function is enabled and allocated TCHFs after this
function is enabled.
Increases the TCH congestion rate in congested cells. The increase value is strongly
associated with the cell traffic model and proportion of CSFB MSs in cells. The increase
in TCH congestion rate brought by enabling this function is the same as that brought by
increasing the value of TCHBUSYTHRES by proportion of CSFB calls.
Slightly decreases the HQI. If the proportion of CSFB calls is less than or equal to 15%,
the HQI (proportion of receive quality bands 0 to 4) decreases by 0.3%, and the call drop
rate increases by 0.1% or less.
Improves voice quality of CSFB calls. The MOS increases by 0.2 to 0.4 for the CSFB MSs
for which VAMOS channel multiplexing is performed before this function is enabled and
is not performed after this function is enabled.
Increases the TCH congestion rate in congested cells. The increase value is associated with
the proportion of VAMOS MSs, proportion of CSFB MSs, and cell traffic model. The
increase in TCH congestion rate brought by enabling this function is the same as that
brought by increasing the value of TCHBUSYTHRES by (Proportion of VAMOS MS x
Proportion of CSFB MSs x 2). "2" indicates that two VAMOS calls are multiplexed onto
one TCHH or TCHF.

If the proportion of CSFB calls in a cell is greater than or equal to 15%, disable the preceding
three functions.
You are not advised to enable the full-rate channel preferred for CSFB calls or CSFB VAMOS
prohibition function in heavily-loaded or congested cells.

Ensure that the LTE network covers the same area as the GSM network.

6.4.2 Activation
Using MML Commands
Step 1 On the BSC LMT, run the SET GCELLSOFT command with the following parameters set to
appropriate values for the target cell:
l Set CSFB Support to SUPPORT(Support).
l Set CSFB MOC Identification Switch to ON(On).
l Set CSFB MTC Identification Switch to ON(On).
l Set CSFB Very Early TCH Assignment Switch to ON(On) if required.
l Select CSFBPMAQADENC(CSFB Queuing and Preempt Enable), CSFBOPTIFREN
(CSFB FR Optimization Enable), or CSFBNOUSEVAMOS(CSFB VAMOS Pairing
Prohibit) for CSFB Voice Quality Ensure Switch based on actual conditions.
Step 2 (Optional) If CSFB Very Early TCH Assignment Switch is set to ON(On), run the SET
GCELLBASICPARA command with Immediate Assignment TCH Load Threshold set to
an appropriate value for the target cell.

then perform batch modifications if required.
You must perform a single configuration for a parameter before batch modifications of the parameter. You
