Infrastructure Program (TRIP) in the National Expenditure
Program (NEP) process

Public infrastructure includes:


(Based on RA 1984, RA 7718 and Revised JV Guidelines)
Transport

roads, bridges, highways, ports, rail, airports, etc.

Water Management

water supply, sanitation, sewerage, flood management,


coastal protection, irrigation

Power and Energy

power plants, transmission lines, distribution lines

ICT

internet backbone, servers, database, forecasting


infrastructure, etc.

Waste Management

sanitary landfills, waste-to-energy, MRFs, etc.

Social

hospitals, school buildings, etc.

Defence and
Emergency

law enforcement infrastructure, fire protection, emergency


services, military infrastructure

Administrative

government buildings

TRIP is geared towards:

promoting optimum utilization of public resources


consistent with the PDP
o synchronizing and streamlining the infrastructure planning,
programming and budgeting processes
o providing the DBCC a more definitive basis for the
determination of program spending levels for public
infrastructure
o allocating available fiscal space to readily implementable
programs/projects (PAPs)

o to meet the government commitment of at least 5% of GDP


public spending on infrastructure

The TRIP shall be updated annually


o Agencies are to submit to NEDA their respective lists

Only programs/projects that are consistent with the prioritization


framework and agency MFOs shall be prioritized and be given appropriate
funding
The NEDA to process, review and consolidate the PAPs into the TRIP which
shall be presented to the INFRACOM for approval

Shall be the basis for the list of infrastructure PAPs (new and ongoing) to
be included the National Expenditure Program (NEP) by DBM
DBM to determine the program spending levels and indicative budget
ceilings

On securing appropriate endorsements/approvals


o For ICC-able projects: ICC approval must be secured by January of the
preceding year (i.e., ICC approval must be attained by Jan 2015 for its inclusion
in the budget for FY 2016)
o For other projects, the necessary endorsements must be secured by January of
the preceding year from appropriate heads of agencies as well as from the
Regional Development Councils, etc. as necessary

For PPP projects the amount of subsidy and/or amortization payment


from NG and the expected starting year of subsidy/payment should be
accordingly indicated
