The Civil Society Strengthening Program known by its French acronym PASC is
financed by the resources of the 10th European Development Fund (FED) to the tune
of 7 million Euros equivalent to 4.5 billion FCFA. This program is registered by
convention number CM/FED/22-O71 of 16 February 2011 for financing between the
government of Cameroon and the EU. PASC is implemented by a program
management unit (PMU) on the basis of a contract for technical assistance.
The goal of PASC is to contribute in strengthening the capacities of Civil Society
Organizations (CSOs) in order that they become actors alongside the state in the
implementation of public policies and therefore participate in ameliorating the social,
economic and political governance of the country. The specific objectives of the
programme are:
To develop and disseminate information and knowledge on civil society and
improve access to information for CSOs.
To strengthen the role of CSOs in governance initiatives both at the national
and regional levels in order to sustain these initiatives.
To contribute to the building of the organizational, technical and institutional
capacity of CSOs.
As part of its methodology, PASC signed a contract with the African Institute for
Economic and Social Development (INADES Formation Cameroon) to act as a
Relay Organisation (RO) of the programme for the North West Region. INADES has
three major roles to play within the context of this contract;
Strengthen the system of communication, exchange and capitalization of
PASC activities at the regional level by facilitating the collection and
dissemination of information within the region, but also between the regional
and national level.
Support initiatives that promote multi-stakeholder participation in order to
improve the involvement of CSOs in the decision making process.
Develop and pilot a capacity building process for grassroots and second level
CSOs.
The specific objective was to contribute in the implementation of PASC through the
coaching and mentoring of grassroots and second level CSO of the North West
Region.The following were the indicators to this specific objective:

- CSOs in the Region are more involved in receiving and sharing information this is
seen in the fact that all grant recipients like MBOSICUDA, COMAID and YOP have
produced capitalization documents of their projects. MECCOD and NOWEFOR also
produced documents summarizing basic land law for the use of civil society actors.
-The civil society website has promoted the capitalizing and sharing of experiences
and existing best practices within the regions and out of the Region. Information on
project activities is released on time and published in the website to make it visible
for all. The webpage now displays a visitors counter that tells how many persons visit
the page.
- The civil society is now equipped with the information that can enable it participate
effectively
in

- COMAID has formed synergies with other actors on land tenure rights. These actors
include; the North West Land Observatory (NWLO), North West Fons Union
(NOWEFU) and National Engagement Strategy (NES). NES is a coalition of land
actors.
- More than 80% of grant recipients have been more performant in planning
implementation and reporting in conformity with PASC procedures.
-CSO lobbied against the eviction of the mbororo people of Njah from their land in
favour of constructing a university.
-Through the various multi stakeholder projects implemented, closer ties have been
developed between CSO and government ministries and councils. Public-private-civil
society confidence has grown in the Region.
-The interface between government and private enterprises has been greatly
improved as CSO actors have increase involvement in policy and decision making
processes e.g. YOP has increased the involvement of youths in youth policy
implementation through the National youth council. ACTWID has engage council
commitment to improve marketing of agro pastoral products for its population.

-As Relay Organisation we have acquired skills in coordinating and managing CSO
events
-Our role as RO has increased our visibility in and out of the Region
-Regular follow up within the project circle leads to greater impact
-Coaching and mentoring are very important to see that an organization respects
terms of the project contract.
-We are now more aware of the activities of CSO in the region

The relationship is good. The authorities are aware of the existence of the program in
the Region and supported the action by being present during workshops when they
were invited.
3.4. Where applicable, describe your relationship with any other organisations
-INADES has CSO who are associates in the implementation of the project. These
associates are from the seven divisions of the Region. They are members of the
Regional Coordination Committee who advise and assist the Relay Organisation in
the implementation of the action.
They assist INADES in organising and realising workshops, in the NWR. The
associates served as a pool of resource persons for the RO

realisation of PASC activities in the Region
The CSO in the North West are aware of the activities of PASC and have taken part
in the realisation of the program in the Region. The participation of the civil society in
PASC activities has been very impressive and this demonstrates the fact that they
are very interested in collaborating with the other stakeholders to be able to
contribute to the development of the local communities

The cooperation was good as they made efforts to communicate though various
channels(email, phone, website) the activities of the project. However the aspect of
softening the financial procedures is necessary.
