AndorderNo.1of1998withrespecttoElectricalInstallationsSystem,
AnduponthesubmissionoftheUndersecretaryoftheElectricityandWater.
Herebyorders:

TheprovisionsofthisregulationattachedtothisOrdershallcomeintoeffectandallprovisionscontrarythereof
shallberepealed.

Definitions

In these Regulations (as hereinafter defined), the following words and expressions shall have the meanings
herebyassignedtothem,unlessthecontextotherwiserequires:

ToinvestinBahrain,visit

TheMinistry:
MinistryofElectricityandWater.
Customer:
AnynaturalornominalapplicantprovidedbyElectricityandWatersupplybyMEWuponhisrequest.
ElectricalContractingLicenses
Licenses granted to Electrical Installations Contractors to carry on service installations works and illustrate
permissibleworksandloads.
PersonalElectricalLicenses
VariouslicensesgrantedbytheMinistrytoindividualstopracticeelectricalinstallationsasengineers,technicians
orartisanssubjecttothetermsandconditionsinthisRegulationherein.
LowVoltage:
Connectionvoltagenormallynotexceeding650VA.C.betweenconductors.
HighVoltage:
Connectionvoltagenormallyexceedingmediumvoltagebutnotexceeding11000VA.C.,whichmaybemodified
bythecustomertolowvoltagefordistributionpurposes.
Customer'sInstallations:
Wiringandapparatussituatedinthecustomer'spremisesandcontrolledor/andinstalledbyhim,excludingany
switchgearofthesupplyundertaking.
PermissibleLoad:
Theentirepermissibleloadfortheelectricalcontractorasperthegradegrantedtohim.
TheElectricalContractor:
TheElectricalcontractorwhoislicensedbyMEWtoprovidecustomerswithelectricalinstallationsaspermutual
agreement.
Licensed:
TechnicianlicensedbytheMEWtooperatehighvoltageapparatus
Clause(2)
ElectricalLicenses
ElectricalLicensesaretwotypes:
A.Electrical Contracting Licenses for electrical installations that qualify an establishment to carry out
electricalworkspursuanttothelicensegrade.
B.PersonalElectricalLicensesthatlicenseindividualsholderstopracticeelectricalworkswithinapproved
electricalestablishmentspursuanttothelicensegrade.
Clause(3)
GradesofElectricalContractingLicenseandtheappliancesandequipment
requiredtobeavailableforthegrantofsuchlicense
Electrical Contracting Licenses are divided into four grades according to the kind of load, qualifications and
experiencesofemployeesandtheappliancesandequipmentusedinaccordancewithSchedule(1)appendedto
thisRegulation.
Clause(4)
RulesRelatingtoElectricalContractingLicenses
A.The applicant shall submit a written application to the Director, Electricity Distribution Directorate, for
acquiringanelectricalcontractinglicense,providedthatsuchapplicationshallmeetalltheconditionsfor

thegrantoftherequestedgradeasperSchedule(1)appendedtothisRegulation.
B.The same rules applicable to new applications shall be applied to application of change of electrical
contractinglicenses,andtheMinistryhasrighttorejecttheapplicationforchangeofthelicensegradeif
thenumberofcontractorsintherequestedgradeexceedsthepermissiblenumberforthatgrade.
C.Licensesshallberenewedannually,andtheMinistryhasrighttorejecttheapplicationofrenewalifone
yearormorepassedsincetheexpiryofthevalidityofthelicenseandinsuchcasetherenewalapplication
shallbetreatedasanewapplicationforacquiringthelicense.
D.TheMinistryhasrighttorejecttherenewalofthelicenseiftheapplicanthasfailedtocorrectprevious
installationfaults.
E.The holders of licenses whose licenses are valid when this Regulation comes in force shall prepare
themselvestocomplywithitsruleswithinoneyearfromthetimeitcomesintoforce.
F.TheMinistryshallbenotifiedwithsevendaysofthelossormissingoftheElectricalContractingLicense
ortheSealawardedtotheholderofthelicense,orincaseofchangeofthenameofthelicenseholderor
change of his postal address, phone numbers or in case of liquidation of its business, its winding up,
amalgamation,ordeclarationofitsbankruptcy.
G.LicensesinGrade4shallnotexceed150Licenses.
Clause(5)
TypesofPersonalElectricalLicensesandtheConditions
requiredtobefulfilledbytheApplicants
A.EngineerLicense(ElectricalInstallations)
ConditionsrequiredforthisLicenseare:
1.BachelorinElectricalEngineeringfromanaccreditedteachinginstitution.
2.CertificateofRecognitionfromtheCommitteefortheRegulationofEngineeringProfessions.
3.PassinginterviewoftheElectricalLicensesCommittee.
B.TechnicianLicenses(ElectricalInstallations)
ConditionsrequiredforthisLicenseare:
1.DiplomainElectricalEngineeringfromanaccreditedteachinginstitution.
2.CertificateofRecognitionfromtheCommitteefortheRegulationofEngineeringProfessions.
3.PassinginterviewoftheElectricalLicensesCommittee.
C.ElectricalWorkerLicense
PassingthepracticalandtheoreticalexaminationforthisjobaspertherequirementsoftheMinistryis
requiredforacquiringthisLicense.
D.LicenseforGroundCablesConnector(voltage40011000Volt)
PassingthepracticalandtheoreticalexaminationforthisjobaspertherequirementsoftheMinistryis
requiredforacquiringthisLicense.
E.LicenseforWorkonHighVoltageEquipment
Passing the practical and theoretical examination for operating high voltage equipment as per the
requirementsoftheMinistryisrequiredforacquiringthisLicense.
Clause(6)
RulesRelatingtoPersonalElectricalLicenses
A.An application for getting a personal electrical license shall be submitted to the Licensing Unit at
ElectricityDistribution
Directorateafterfulfillingtherequiredconditionscoupledwiththefollowingdocuments:
1.CopyoftheCPRtogetherwiththeoriginalforchecking.
2.Copyofthepassporttogetherwiththeoriginalforchecking.
3.Validresidenceforforeigners.
Providedthatadecisionontheapplicationshallbetakenwithinthirtydaysfromthedateofcompletion
oftherequireddocuments,andincaseofrejectionoftheapplication,thedecisiontothateffectshallbe
based on specific reasons and the applicant whose application has been reject has a right to submit
grievancetotheUndersecretarywithinfifteendaysfromthedateofhisnotificationofthedecisionand
theUndersecretaryshallissueadecisionontheGrievancewithinthirtydaysfromthedateofsubmission.
B.Practicing electrical installation business must be through companies or establishments who have
licensesfromtheMinistrytopracticethatbusiness.
C.licenseshallberenewedeveryfiveyearsandapplicationforthatpurposeshallbesubmittedbeforethirty
daysfromtheexpirydate.
D.Personal Electrical Licenses become automatically invalid after the age of sixty five or in case of unfit
health.
