June 5, with the course win-
ning rave reviews from many
participants.
The Admiral’s Cup at 8

About the Air Show
The 2010 Naval Base Ventura County
Air Show at Point Mugu is scheduled for
Saturday, Aug. 7, and Sunday, Aug. 8.
Admission and parking are free. Gates
will open at 8 a.m. both Saturday and
Sunday, with flight demonstrations
starting at 10 a.m.
Headlining the air show is the Air
Force Demonstration Squadron, the
Thunderbirds. The air show will also
feature the latest in aviation, with both
military and civilian air acts and vintage
aircraft on display.

43 years of change at Mugu

In December 1967, Lyndon Johnson
was president of the United States. There
were 474,300 U.S. troops in Vietnam. The
Great Western Forum opened in Los An-
geles. The civil rights movement was at its
fullest.
And Ernie Mora got his first job at Na-
val Air Station, Point Mugu.
Mora retired last month after 43 years
at Mugu. He went from picking up trash
along the streets to managing the buildings
and facilities that hold one of the most
highly technical operations at Naval Base

ing out three times a week for my physical
health, joining a Bible Study for my spir-
itual health and scrapbooking once a week
for my emotional health. My team and
listeners are also taking the challenge.

areas of your life: emotional, spiritual or

Working group visits base
A recent proposal in Congress
led to congressional legislation
change to the “Don’t Ask, Don’t
Tell” policy while Department of
Defense Comprehensive Working
Group visited Naval Base Ven-
tura County on May 27.
During the working group’s
visit with approximately 100 ser-
vice members, congressional leg-
islation was written to change the
“Don’t Ask, Don’t Tell” policy.
The current law is still in effect,
and DoD will continue to apply
the law.
The legislation would allow a
change in the law only after the
ongoing DoD review is complet-
ed and only after the president,
Secretary of Defense, and the
chairman of the Joint Chiefs of
Staff all certify DoD is ready to
make this change without hurting
unit cohesion, military readiness
and effectiveness, as well as re-
cruiting and retention.
In a recent message to the force,
the Secretary of Defense informed
service members and their fami-
lies that their participation in the
process is now more important
than ever. He encouraged service
members and their families to
stay informed on this process, but
they should not let the ongoing
political debate distract them
from what is important — the
critical mission to defense of the
country and the duty to uphold
the values represented by the uni-
form.
Service members and their
families can provide comments to
the working group by using the
online inbox at http://www.de-
fense.gov/dadt. This website is
common access card (CAC)-en-
abled and is another way to com-
municate with the working group
on issues associated with the re-
peal.
A plan of action to address the
issues involved with implement-
ing a repeal of the law will be
submitted to the Secretary of De-
fense no later than Dec. 1, 2010.

 Father’s Day a time to reflect on importance of dads

I am so proud to write this article pay-
ing tribute to fathers, mostly because I am
a “daddy’s girl.” Therefore, acknowledging
and celebrating the pertinent role of fa-
thers is easy.
When I was a child, my father was my
cheerleader at every basketball game, track
meet and my Saturday bowling league. He
encouraged me never to give up. He
coached me even when I didn’t want to
hear it. He screamed my nickname from
the gym bleachers with instructions and
warnings of players nearby on the court.
The time and effort he spent with me
proved his love and satisfied my heart and
mind that I was cared for.
My daddy was my hero, friend, confi-
dant, encourager and protector. His tire-
less affection of hugs and kisses made me
feel like I was the most important kid in
the world. Some would think I was spoiled,
and quite possibly that thought might have

love means spoiling your child, well, do

Bill introduced to change California kindergarten rules
An issue that often affects military
families is kindergarten school registra-
tion. Each state can set its own age require-
ments for kindergarten entry. Therefore,
as families move from one state to an-
other, the requirements may change.
As if moving a family around every 2.9
years isn’t enough to handle, varying state
education requirements make moves even
more difficult.
For many years, a move from California
in the middle of kindergarten has meant
a student needing to repeat kindergarten
in another state. A 4-year-old in California
can start kindergarten as long as he or she
will be 5 by December 2. However, a bill
has been sponsored that may change that
requirement.
Sen. S. Joseph Simitian of the 11th Sen-
ate District is sponsoring SB 1381, which
would change the kindergarten entry-age
in California from 5 years old by Decem-
ber 2 to 5 years old by September 1. The
new age requirement would be phased in
over three years beginning in 2012. Half
of the approximately $700 million in an-
nual cost saving from having fewer chil-
dren in kindergarten would be redirected
to fund increased enrollment in quality
preschool programs. The remainder of the
funds would help alleviate California’s
budget shortfall.
In most states, children must turn 5 by
September 1 in order to start kindergarten.
California allows children as young as 4
years and 9 months to start kindergarten
as long as the child turns 5 by December
2. Currently, California is one of only four
states — the others are Connecticut, Mich-
igan and Vermont — with a cutoff date
later than December 1.
Research indicates that beginning school
at an older age improves children’s social
and academic development. A 2005 study
by the Rand Corporation found a “sig-
nificant boost” to test scores, especially
for children from low-income families.
Based on these benefits, California’s
nonpartisan Legislative Analyst’s Office,
the California Performance Review, and
the Governor’s Committee on Education
Excellence have each called for an earlier
kindergarten cutoff date. In the analysis
of the 2010-2011 Proposed Budget, the
legislative analyst recommends that the

Sailors take the high road on safety
More than 70 motorcyclists from Naval Base Ven-
tura County (NBVC) took part in the third annual
Safety Ride on May 21, an event captured here by
Kelly A. Varner, spouse of Boatswain’s Mate 1st Class

Varner was on the back of Willett’s motorcycle for
the 70-mile trip from the Point Mugu Theater to the
Rock Store on Mulholland Highway and back.
“Riding on the back of my spouse’s motorcycle gives
me the opportunity to take photos while in motion,”
Varner said. “I just can’t do that while riding my own
motorcycle.”

“Look out for yourself and the other guy, too,” he
said. “This is a great way to spend a beautiful morning

The ride tested motorcyclists’ skills on such treach-
erous conditions as wet roads, gravel and switch-
backs.
“This ride gives motorcyclists the skills they need
for a group ride, and it offers leadership skills,” said
NBVC Safety Manager George Egeler. “Many have
never ridden in a group before, and this gives them the
confidence to do it again.”
Egeler was pleased with how many took part.
“It was great to see such a good turnout from all the
units,” he said. “We hope to do it again next year.”

Tips for staying safe this summer

After a rather unusual winter,
the summer season is fast ap-
proaching. Summer can be one of
the most enjoyable times of year,
but it also comes with the need for
many precautions. Exercising a
little operational risk management
can prevent most summertime in-
cidents.
According to the Naval Safety
Center, private motor vehicle ac-
cidents are the No. 1 killer of Sail-
ors throughout the fleet. Statistics
show that one Sailor dies every five
days in a traffic accident.
Here is some sage advice for you
and your shipmates to consider:
1. Wear your seat belts when-
ever you are in a vehicle. It doesn’t
matter if you are driving or are just
a passenger in the back seat. Seat
belts can be the difference between
a fatal accident and an accident.
• Ensure you are completely
rested prior to your departure and
return from trip.
• Plan for at least a 15-minute
rest stop every two hours.
• Limit driving to 350 miles per
day or no more than eight hours
on the road.

roads. It was an industrial area, but there
weren’t nearly as many buildings.”
Mora came on base as a laborer, making
crate boxes for missile shipments. Work
was nothing new to him; he grew up help-
ing in his parents’ restaurant, El Charrito
in Ventura.
“I’ve worked hard my entire life,” he
said. “I got that from the restaurant.”
He was assigned to various public works
shops projects until Herman Qualls, a pest
control technician, suggested he try that
field. He qualified and got the job, and
for the next eight years, he and his co-
worker applied and managed pesticides
around the entire base.
“We were ‘The Bug Guys,’” he remem-
bered with a smile.
Always looking to further himself, he
debated a career in entomology but real-
ized it required a lot more schooling.
The Lighthouse

available on base and was given a yellow
bag and a stick and worked trash detail.
“I was going to Ventura College at
nights, and what nobody knew is that I’d
keep my school books in the yellow bag,”
he said with a sly smile. “I studied on the
job. It took me a long time, but I finally
got my associate degree in business man-
agement.”
Mora was moved off trash detail after
a year and qualified for a job as a main-
tenance helper at the Navy Astronautics
Group, the forerunner of NAVSOC. De-
termined to break into management, he
went back to school, and three nights a
week for two years, he drove to the UCLA
Evening Center in downtown Los Angeles,
eventually earning a certificate in plant
engineering.
By this time, the Navy was making head-
way on diversity issues. Initiatives were
implemented to recruit “underrepresented

opment programs for students, something
he is especially proud of today.
He helped create the Careers Through
Education program, which provided local
math and science high school students job-
shadowing by professional engineers, then
helped them get summer jobs on base. The
goal was for them to return after college
graduation. The program lasted three years,
with about 15 youngsters taking part each
summer. The number who completed the
program and returned to base jobs after
finishing college: two.
“And neither was a minority,” Mora said
in frustration. “But you know what? It was
still a success because two entered the fed-
eral workforce.”
In 1990, Mora was appointed facilities
manager of NAVSOC, and over the next
20 years he did everything from redesigning
its buildings to modernizing the equipment
at Laguna Peak.

“I can actually say that I’ve seen major
advancements in the diversity of the
workforce at Point Mugu,” Mora said.
“That’s what I’ll take with me.”
He’ll also take away a bittersweet mem-
ory of Sept. 11, 2001. In the midst of all
that terror that day, Mora received the
Civilian Meritorious Award.
“I told the captain that it was going to
be difficult for me to accept it on that
day,” he recalled. “The captain said it was
the right thing to do, that good things
are still happening, and that we need to
look forward. I was totally over-
whelmed.”
Mora leaves with a sense of accom-
plishment and pride of his years at
Mugu.
“When I come to work every morning,
and I see all the farmworkers out in the
rain and cold, trying to make a decent
wage, and I think of all the people out

Around that time, pest control operation
was contracted out, and Mora found him-

meant Hispanics. Mora was appointed the
Pacific Missile Test Center Hispanic Em-
ployment Program manager, a position he
would hold for 10 years.
“Buildings are important,”he said. “They
provide comfort to people, and if those
people are happy, they’re motivated.”
Mora’s proud of the role he has played
in changing the color of what is today
of work and all the people in Iraq and
Afghanistan who are there so we can be
here – when I see all that, I feel blessed
and grateful for my time in government
service.”

NMCB 4 helps train Afghan National Army engineers

Twenty-six students graduated from the
first class of the Afghanistan National
Army Engineer School on May 25, com-
pleting phase one of the partnership be-
tween Naval Mobile Construction Bat-
talion 4 and the ANA partnership that
was facilitated by the multinational Op-
erational Mentoring and Liaison Team.
This partnership found its beginnings
at the crowded dining facility at Camp
Mike Spann in northern Afghanistan
when several Seabees were seated next to
two officers from the Croatian Army. Din-
ner conversation naturally led to the Sea-
bees and the Croatians discussing their
respective missions and the current chal-
lenges they were facing.
The Seabees’ challenge at the time was
the shortage of line haul assets. Capt. San-
tini from the Croatian Army was tasked

bees stepped off with five ANA tractor-
trailers to pick up NMCB 4’s equipment
at Camp Marmal, Afghanistan.
Over the next few weeks, the Seabees
and ANA completed five more convoys
together, transporting more than 20 piec-
es of equipment while the ANA soldiers
gained valuable experience in convoy plan-
ning and execution and maintenance train-
ing with several of NMCB 4’s top mechan-
ics.
Santini introduced NMCB 4’s Seabees
to several Norwegian officers who were
tasked with standing up the Engineer
School at the adjacent ANA installation,
Camp Shahin. They initially asked for
Seabee assistance with the curriculum and
operator maintenance training. Selfors
contacted the Center for Seabees and Fa-

Shortly thereafter, discussion began re-
garding the concept of leveraging NMCB
4 construction of the nearby new Forward
Operating Base at Deh Dadi to train the

On April 14, 10 military instructors from
Norway, Germany, Finland and Hungary
accompanied 26 ANA officers (students)
to FOB Deh Dadi. After a quick introduc-
tion, Equipment Operator 1st Class Brian
Cummings, Equipment Operator 1st Class

took over the daily coordination of the

“It’s kind of a train-the-trainer sort of
thing,”said Cummings. “We train the ANA
officers and they then train their enlisted
personnel.”

Chief Roseanne Oliveros of Underwa-
ter Construction Team (UCT) 2, was re-
cently inducted into the Women Divers
Hall of Fame (WDHOF) during a WD-
HOF 10th anniversary celebration in Se-
caucus, N.J.
Oliveros is the first-ever underwater
construction technician to receive an in-
vitation to join this prestigious interna-
tional honorary organization. Her selec-
tion recognizes excellence in her craft and
leadership in her field.
Oliveros is currently the officer in charge
of Construction Diving Detachment
Bravo at UCT 2 in Port Hueneme. She is
the first and only female chief petty officer
to be assigned in that role, one of the many
firsts she’s had in her naval career, a dis-
tinction which was a key factor in her

FORT EVERGLADES, Fla.— Ten
Seabees from Naval Mobile Construction
Battalion (NMCB) 3, NMCB 40, and
Underwater Construction Team (UCT) 2
traveled from their homeport in Port Hue-
neme to Joint Expeditionary Base, Little
Creek, Va. to participate in Fort Ever-
glades Fleet Week April 27 through May
3.
The Seabees began the trip in Little
Creek when they loaded four pieces of
Civil Engineer Support Equipment
(CESE) onto two Landing Craft Air Cush-
ioned (LCAC) onboard USS Iwo Jima
(LHD 7). Despite decades of combined
experience, at shore and on deployment,
this was these Seabees’ first experience
riding an LCAC and being underway on
a U.S. Navy warship.

While underway, the Seabees were able
oversaw more than 2,070 man-days of
underwater construction on six separate
projects with zero safety incidents.
She has also volunteered twice for six-
month Iraqi deployments.
Oliveros was recently selected as a chief
warrant officer, another first for a woman
diver in the U.S. Navy.
“I would like to encourage any potential
female candidates who may be discour-
aged by the physical requirements, primar-
ily pull-ups, that they can complete them
and excel in this field,” Oliveros said. “I
could not complete one pull-up or swim
when I first decided I would become a
diver. Through hard work and a strong
support network I was able to build my
strength and attend swimming lessons
until I could complete six pull-ups and felt
comfortable in the water.”
WDHOF is an international non-prof-
it professional society whose mission is to
honor women from around the world who
have excelled in diving. There are cur-
rently 176 members of the WDHOF, of
which 20 are U.S. Navy divers.

triple-stacked racks with about 18 inches
from the top of the mattress to the bottom
of the rack above, the Seabees experienced
firsthand life aboard ship.
During the time on board the Iwo Jima,
they conducted man overboard drills as
well as Damage Control, Chemical Bio-
logical Radiological and General Quarters
drills.
They also set up a static display with
four pieces of CESE and UCT dive gear.
Over the course of the week, the Seabees
informed members of the public, as well
as Sailors and Marines, what the men and
women of the Naval Construction Force
bring to the Navy and Marine Corps team.
Visitors enjoyed climbing on and explor-
ing the different pieces of CESE and were
impressed by the capabilities that Seabees
provide.
“It was a great opportunity to showcase
the Seabees to the public and to other
Sailors and Marines,” said Engineering

Admiral’s Cup gives everyone a chance

Even before they got in the
water, Admiral’s Cup triath-
letes Hillary and Brent
McLoughlin of Camarillo
knew they’d have some tough
competition:

“Actually, I don’t think we’ve
ever had a race where there
were no dolphins,” said Kent
Blankenship, who, as the out-
going athletics director of Mo-
rale, Welfare and Recreation,
was organizing his last events
at Naval Base Ventura County
(NBVC) with the June 5 Ad-
miral’s Cup and Armed Forc-
es Triathlon.
He ended on a high note.
“We had a great turnout for
the Admiral’s Cup,” said Capt.
Jim McHugh, commanding
officer, NBVC. The morning
was overcast and the ocean
was a cool 56 degrees.
“I love this course,” said Bri-
anna Blanchard of Agoura,
who came in first among the
women with a time of 57:20.
“The weather is always great,
and I love all the fans. I like a
flat, fast course, and this is per-
fect.”

Blanchard, too, is a business
major, having just completed
her undergraduate work at
Pepperdine University. Both
hope to become professional
athletes.
“I’ll just have to see how far
I can go,” Blanchard said.
One who has gone a long
way on the amateur circuit is
Peggy McDowell-Cramer. She
started competing in triathlons
in 1992, when she was 51 years
old. Now 69, she still competes
in about nine a year, but the
Admiral’s Cup, she says, is a
priority.
“I feel really safe here,” she
said of the base. “I’m not
afraid someone will jump out.
It’s a wonderful environ-
ment.”

“This is his third year of tri-
athlons,” said his wife, Mary,
as she patiently waited for him

Sumpter was the last one out
of the ocean for the first leg of
the triathlon, and lifeguards in
kayaks and on boards had
formed a semi-circle around
him, encouraging him on. The
