RESTORATION OF ROAD CUT FOR LAYING OF SEWER LINE ON
NIAZBAIG RAIWIND ROAD (IF ROAD TO BE RESTORED BY PUNJAB
HIGHWAY DEPARTMENT).
In continuation of this office letter No.290/S dated 10.05.2014
The Sr. Construction Engineer WASA, Construction Division I has requested this

office to provide estimate and NOC for restoration of Niazbaig Raiwind road left carriageway on
account of laying R.C.C sewer and conduit. The total length of the sewer is 8.39 Km out of which
6.39Km is falling within ROW of Punjab Highway Department on niazbaig raiwind road from
Kachi Kothi till Sattukatla drain. Earlier the estimate to the tune of Rs- 474.394 million for
restoring 6.39 Km road was submitted vide your office letter no 290/S dated 10-05-2014. Keeping
in view the discussion made in your office on 12-06-2014 in the presence of Sr. Construction
Engineer WASA, Construction Division I, the revised estimate to the tune of Rs.257.224 million
was re-prepared and was submitted in triplicate for technical vetting.
After the submission of estimate the WASA , vide above referred letter, the Director
Construction -1, WASA had intimated that , WASA/ LDA will restore the road cut for laying of
sewer line / conduit on left carriageway of Niaz baig Raiwind road at there own.
Being a viable option ,a draft NOC is submitted for accord of approval so that NOC
for laying of Sewer be issued to WASA Lahore.
1. In order to avoid damage to adjoining road, asphalt be cut through
mechanical cutter.
2. WASA / LDA will reconstruct the road with specifications of road pavement
as provided by RR&MTI based on latest traffic volume.. The width of the
road will be 24 ft main carriageway and 4 ft wide treated shoulder on outer
side.
3. The existing road crust will be stored by WASA with in a distance of 10 Km
and will be reused during construction of road.
4. Damage to existing side treated shoulders with pavers and underlain sub base
will be restored by WASA/LDA.

5. Since, the depth of excavation is on higher side i.e. more than 10 ft therefore
vertical bracing in deep trench will be ensured by WASA and bracing will be
left in trench after filling of trench with sand by WASA.
6. Sand will be compacted in layers to the extent of 95 to 100% of modified
AASHTO dry density by WASA till sub grade top.
7. No disturbance to center median , existing side drains network or right
carriageway will be made. If any disturbance will be made, it will be WASA.
8. In case of change in rates by Government, the additional cost impact will be
paid by WASA.
9. Any impact in cost due to change / enhancement of scope will be borne by
WASA.
10. Construction / excavated material will not be dumped by WASA on right
carriageway and will be disposed off outside project limits.
11. Proper traffic management / diversion plan will be circulated in leading
Newspapers by WASA and traffic management will be done by WASA.
12. All precautionary measures will be adopted by WASA during laying of sewer
line / conduit to avoid any mishap / accident.
13. All kind of underground / above ground services / utilities will be relocated
by WASA.
14. Upon completion of road work , 3rd party validation will be got conducted
by Punjab Highway Department to ensure effective qualitative construction
and charges will be paid by WASA.
15. After restoration of road work, WASA will maintain the said segment of road
for 3 years. Any rectification required during maintenance period will be
done by WASA at its own cost.
16. After laying of sewer/ conduit, vertical bracings in trench will be left and
proper horizontal bracing will be done to avoid collapse of adjoining road.

Dear Sir,
The Sr. Construction Engineer WASA, Construction Division I had requested this
office to provide estimate and NOC for restoration of Niazbaig Raiwind road left
carriageway on account of laying R.C.C sewer and conduit. Earlier the estimate to the tune
of Rs- 474.394

Million was submitted vide T/O letter No 290/S dated 10-05-2014 for

arranging technical vetting .


Now, vide above referred letter the Director Construction -1, WASA had intimated
that , WASA/ LDA will restore the road cut for laying of sewer line / conduit on left
carriageway of Niaz baig Raiwind road at there own.
Since the matter in of high importance due to involvement of huge government
exchequer and also this road serves as a VVIP route of Prime Minister of Pakistan and Chief
Minister of Punjab. Therefore, it is recommended that WASA/ LDA be allowed to restore
road at there own with certain conditions. The drat conditions for NOC are listed below and

being submitted for accord of approval so that NOC for laying of Sewer be granted to
WASA Lahore.
