species will replace the host species. Initially, every second host tree
will be replaced, then as the trees mature the forest may become
entirely Spanish birch or it may remain dotted with silver birch. It is
constantly a work in progress.
Throughout the arboretum, landscape and human programmes
are blurred as the forests become seed banks for the future, each
holding a viable population to preserve vulnerable and endangered
species. The 100 forests, Central Valley and various demonstration
gardens across the site offer a set of contrasting spatial experiences
and activities that complement each other to form a cohesive whole.
The conventional notion of arboreta as a collection of singlespecimen trees is redefined as a productive landscape of designed
and designated forests. Collection, scientific study and landscape
amenity become inseparable.

opposite: The overall design of the arboretum
is like a patchwork quilt, draped over the
rolling hills beyond the Burley Griffin
geometries of Canberra.

terminus for the western axis from the new
Parliament House to the suburb of Yarralumla,
the end point of the national civic spine. The
sites topography informs its planning, layout
and planting regimes, with elements that
contrast and balance the dramatic landform.

transformation.

The site plan includes land terraces running parallel with the Seine.
The drainage and flood control system is juxtaposed with agricultural
allotment gardens.
Saint-Ouen has a rich tradition of allotment gardens and apiary production for workers
associated with the sites former use as the Thomson-Houston Electric Company. However,
much of this was being squeezed out by urban redevelopment. Agence Ters 12-hectare
(30-acre) park accommodates existing residents and new inhabitants of 4,000 recently
constructed apartments, which are 40 per cent social housing, making the integration of
community programmes and events essential.
