ThisbillifpassedintolawwilldirecttheSecretaryofHomelandSecurityto
establishnationalemergencycentersotherwiseknownasFEMAcampfacilitieson
militaryinstallations.Thisisanincrediblydisturbingpieceoflegislation
consideringthatthepowersthatbehavealreadysetinmotionanagendatosetupa
nationwidemaritallawapparatusthroughU.S.NorthernCommandandthe
DepartmentofHomelandSecurity.Apparently,thefusioncenters,militarized
police,surveillancecamerasandadomesticmilitarycommandisnotenough.Even
thoughwealreadyknowthatdetentionfacilitiesarealreadyinplace,theynowwant
tolegalizetheconstructionofFEMAcampsonmilitaryinstallationsusingtheever
popularexcusethatthefacilitiesareforthepurposesofanationalemergency.With
thephonydebtbasedeconomygettingworseandworsebytheday,thepossibility
ofcivilunrestisbecomingagreaterthreattotheestablishment.Oneneedonlylook
atIceland,GreeceandothernationsforwhatmighthappenintheUnitedStates
next.Withthisinmind,itappearsasifthesesocallednationalemergencycenters
willbeusedinanationalemergencybutonlyifthenationalemergencyrequires

largegroupsofpeopletoberoundedupanddetained.Ifthatisntthecase,than
whyhavethesenationalemergencyfacilitiesbuiltinmilitaryinstallations?

SEC.2.ESTABLISHMENTOFNATIONALEMERGENCYCENTERS.
(a)InGeneralInaccordancewiththerequirementsofthisAct,theSecretaryof
HomelandSecurityshallestablishnotfewerthan6nationalemergencycenterson
militaryinstallations.
(b)PurposeofNationalEmergencyCentersThepurposeofanationalemergency
centershallbetouseexistinginfrastructure
(1)toprovidetemporaryhousing,medical,andhumanitarianassistanceto
individualsand
familiesdislocatedduetoanemergencyormajordisaster
(2)toprovidecentralizedlocationsforthepurposesoftrainingandensuring
thecoordination
ofFederal,State,andlocalfirstresponders
(3)toprovidecentralizedlocationstoimprovethecoordinationof
preparedness,response,
andrecoveryeffortsofgovernment,private,andnotforprofitentitiesand
faithbased
organizationsand
(4)tomeetotherappropriateneeds,asdeterminedbytheSecretaryof
HomelandSecurity.
ThelegislationsaysthattheSecretaryofHomelandSecurityshallestablishnot
fewerthan6nationalemergencycentersonmilitaryinstallations.Thismeansthat
theSecretaryofHomelandSecuritycansetupasmanyFEMAcampswithinmilitary
installationsastheywant,itjusthastobemorethan6ofthem.Ontopofthat,it
alsostatesthatthefacilitieswillbeusedtomeetotherappropriateneedsas
determinedbytheSecretaryofHomelandSecurity.Thiscouldmeananything.Ifthe
SecretaryofHomelandSecuritythinksitisappropriatetokilllargegroupsof
peopleliketheNazisdidinWorldWarIIGermany,thanitlooksasifthisbillwould
givethemtheauthoritytousethesefacilitiesforthatpurpose.
Belowissection3takenfromthebill.
SEC.3.DESIGNATIONOFMILITARYINSTALLATIONSASNATIONAL
EMERGENCYCENTERS.
(a)InGeneralNotlaterthan60daysafterthedateoftheenactmentofthisAct,the
Secretary
ofHomelandSecurity,inconsultationwiththeSecretaryofDefense,shall

designatenotfewerthan6militaryinstallationsassitesfortheestablishmentof
nationalemergencycenters.
(b)MinimumRequirementsAsitedesignatedasanationalemergencycentershall
be
(1)capableofmeetingforanextendedperiodoftimethehousing,health,
transportation,
education,publicworks,humanitarianandothertransitionneedsofa
largenumberof
individualsaffectedbyanemergencyormajordisaster
(2)environmentallysafeandshallnotposeahealthrisktoindividualswho
mayusethecenter
(3)capableofbeingscaledupordowntoaccommodatemajordisaster
preparednessand
responsedrills,operations,andprocedures
(4)capableofhousingexistingpermanentstructuresnecessarytomeet
trainingandfirst
responderscoordinationrequirementsduringnondisasterperiods
(5)capableofhostingtheinfrastructurenecessarytorapidlyadjustto
temporaryhousing,
medical,andhumanitarianassistanceneeds
(6)requiredtoconsistofacompleteoperationscommandcenter,including
2stateoftheart
commandandcontrolcentersthatwillcomprisea24/7operationswatch
centerasfollows:
(A)oneofthecommandandcontrolcentersshallbeinfullreadymode
and
(B)theothershallbeuseddailyfortrainingand
(7)easilyaccessibleatalltimesandbeabletofacilitatehandicappedand
medicalfacilities,
includingduringanemergencyormajordisaster.
(c)LocationofNationalEmergencyCentersThereshallbeestablishednotfewer
thanonenationalemergencycenterineachofthefollowingareas:
(1)TheareaconsistingofFederalEmergencyManagementAgencyRegions
I,II,andIII.
(2)TheareaconsistingofFederalEmergencyManagementAgencyRegion

(d)PreferenceforDesignationofClosedMilitaryInstallationsWhereverpossible,

center.IftheSecretariesofHomelandSecurityandDefensejointlydeterminethat
thereisnotasufficientnumberofclosedmilitaryinstallationsthatmeetthe
requirementsofsubsections(b)and(c),theSecretariesshalljointlydesignate
portionsofexistingmilitaryinstallationsotherthanclosedmilitaryinstallationsas
nationalemergencycenters.
(e)TransferofControlofClosedMilitaryInstallationsIfaclosedmilitary
installationisdesignatedasanationalemergencycenter,notlaterthan180days
afterthedateofdesignation,theSecretaryofDefenseshalltransfertothe
SecretaryofHomelandSecurityadministrativejurisdictionoversuchclosed
militaryinstallation.
(f)CooperativeAgreementforJointUseofExistingMilitaryInstallationsIfan
existingmilitaryinstallationotherthanaclosedmilitaryinstallationisdesignated
asanationalemergencycenter,notlaterthan180daysafterthedateof
designation,theSecretaryofHomelandSecurityandtheSecretaryofDefenseshall
enterintoacooperativeagreementtoprovidefortheestablishmentofthenational
emergencycenter.
(g)Reports
(1)PRELIMINARYREPORTNotlaterthan90daysafterthedateofthe
enactmentofthisAct,
theSecretaryofHomelandSecurity,actingjointlywiththeSecretaryof
Defense,shall
submittoCongressareportthatcontainsforeachdesignatedsite
(A)anoutlineofthereasonswhythesitewasselected
(B)anoutlineoftheneedtoconstruct,repair,orupdateanyexisting
infrastructureatthe
site
(C)anoutlineoftheneedtoconductanynecessaryenvironmentalclean

SEC. 4. LIMITATIONS ON STATUTORY CONSTRUCTION.
This Act does not affect-(1) the authority of the Federal Government to provide
emergency or major disaster assistance or to implement any
disaster mitigation and response program, including any
program authorized by the Robert T. Stafford Disaster Relief
and Emergency Assistance Act (42 U.S.C. 5121 et seq.); or
(2) the authority of a State or local government to respond to
an emergency.
SEC. 5. AUTHORIZATION OF APPROPRIATIONS.
There is authorized to be appropriated $180,000,000 for each of fiscal

years 2009 and 2010 to carry out this Act. Such funds shall remain
available until expended.
SEC. 6. DEFINITIONS.
In this Act, the following definitions apply:

(1) CLOSED MILITARY INSTALLATION- The term closed
military installation means a military installation, or portion
thereof, approved for closure or realignment under the Defense
Base Closure and Realignment Act of 1990 (part A of title XXIX
of Public Law 101-510; 10 U.S.C. 2687 note) that meet all, or 2
out of the 3 following requirements:
(A) Is located in close proximity to a transportation
corridor.
(B) Is located in a State with a high level or threat of
disaster related activities.
(C) Is located near a major metropolitan center.

(2) EMERGENCY- The term emergency has the meaning

given such term in section 102 of the Robert T. Stafford Disaster
Relief and Emergency Assistance Act (42 U.S.C. 5122).
(3) MAJOR DISASTER- The term major disaster has the
meaning given such term in section 102 of the Robert T.
Stafford Disaster Relief and Emergency Assistance Act (42
U.S.C. 5122).
(4) MILITARY INSTALLATION- The term military

installation has the meaning given such term in section 2910
of the Defense Base Closure and Realignment Act of 1990
(part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note).
ThissectionauthorizestheHomelandSecuritySecretarytosetupthese
FEMAcampsinclosedoropenmilitaryinstallationsandinregions
aroundthenation.ThisessentiallylegalizesanyexistingFEMAcamp
infrastructurethathasbeenbuiltineitherclosedoropenmilitary
installationsandopensthedoorforadditionalfacilitiestobecreated.
Fortunately,thebillonlyauthorizes$180,000,000peryearforthese
facilities,butconsideringthatthemajorityofthedetentionfacilitiesare
probablyalreadybuilt,theywon'tneedmuchadditionalfunding.Thereis
nodoubtjudgingfromthelanguageofthisbill,thatitismeanttolegalize
whattheyvealreadybeendoing.Afterall,FEMAhasalreadybeenlooking
atwaystotransportlargequantitiesofpeopletocamps,theyheldaFEMA
campdrillwhichconsistedofanillegalalienroundupinIowaand
KBR/Halliburtionhasalreadyaidedinthecreationofdetention
facilities.Therationalebehindthislegislationisundoubtedlytoserveasa
mechanismofcontroliftheauthoritiesneedfacilitiestoholdlarge
amountsofdissentingpeople.Thisisnottohelppeople.Oneonly
needstotakealookatwhathappenedduringHurricaneKatrinaanditis
obviousthatthegovernmentdoesnotcareaboutthepeople.Theydidn't
carethen,andtheydon'tcarenow,andthesefacilitiesbuiltorunbuiltwill
definitelynotbeutilizedforthepeople'sinterest.

Department of Homeland Securitys (DHS) U.S. Immigration and Customs Enforcement
(ICE) component has awarded KBR an Indefinite Delivery/Indefinite Quantity (IDIQ)
contingency contract to support ICE facilities in the event of an emergency. KBR is the
engineering and construction subsidiary of Halliburton (NYSE:HAL).
With a maximum total value of $385 million over a five-year term, consisting of a one-year
based period and four one-year options, the competitively awarded contract will be executed

Secretive FEMA Camp Drill Running In Iowa

The Federal
Emergency
Management
Agency
(FEMA) along
with other
government
institutions
are currently
conducting an
8-day antiterror and
disaster
exercise from
May 1st
through May
8th called
National Level Exercise 2-08 in the United States. We recently covered this

exercise in great detail using press releases from FEMA and U.S. Northern
Command as source material. We also raised the prospect of the government
using this exercise as cover for a potential false flag terror attack. Considering
the historical precedent of the government running drills on the day of the 9/11
attacks as cover for the actual operation, this 8-day long anti-terror and
disaster exercise sparked some concern. According to the press releases from
both FEMA and U.S. Northern Command, drills are slated to take place in
Oregon, Washington State and in the Washington DC or mid-Atlantic area.
With this in mind, it is incredibly strange to see reports from the Des Moines
Register and the Waterloo Cedar Falls Courier indicating that a secretive
FEMA exercise is taking place in Waterloo, Iowa. According to these reports,
the federal government has leased out the entire National Cattle Congress
fairgrounds until May 25th for an exercise. Early reports indicate that a large
number of mobile home-size trailers and generators have been moved on to the
residence and that both FEMA and the U.S. Immigration and Customs
Enforcement (ICE) are involved in this exercise. Considering the reported
involvement of FEMA and ICE, the trailers and generators being moved in, as
well as the secrecy around this particular exercise, this has all the hallmarks of
a FEMA camp drill. The purpose of ICE being involved appears to be to round
up illegal aliens so they can test the efficiencies of their processing procedures.
Reports of the National Cattle Congress fairgrounds being leased out until May
25th by the federal government first appeared in the Waterloo Cedar Falls
Courier's report. According to their report, both large mobile home-size
trailers and generators have appeared on the site. In addition, one of the board
members of the National Cattle Congress stated that it was his understanding
that FEMA was involved. An employee of ICE was also on site indicating that
they must have some sort of involvement in what is happening.

Normal operations on the National Cattle Congress fairgrounds have been
suspended for most of May as the federal government has leased out virtually the
entire facility for a training exercise, NCC general manager Doug Miller said
Saturday.
Miller said he could release few details. But activity on the NCC fairgrounds was
apparent Saturday, as contractors installed massive generators adjacent to many
buildings on the NCC fairgrounds and windows of many of the buildings were
covered up, blocking views of any work going on inside. A number of large mobile
home-size trailers also have taken up residence on the site in the past several
weeks.

Miller said the federal government is leasing the fairgrounds through May 25
under an agreement approved by the NCC board. He and others close to NCC said
no entity has leased out the entire fairgrounds for that long a period.
He said it is his understanding that access to the NCC fairgrounds will be
restricted beginning Monday, except for next weekend's Cedar Falls High School
prom at Electric Park Ballroom.
Miller said he has primarily been dealing with the U.S. General Services
Administration on the arrangements, and that his physical facilities staff have
been cooperating with federal officials on logistics and setup for the exercise.
Miller said that, other than GSA, he could not identify which agencies are
involved in the exercise. But an individual on site Saturday who identified himself
as an employee of the U.S. Immigration and Customs Enforcement referred
inquiries to ICE officials in Minneapolis, who could not immediately be reached
Saturday.
Miller also was referring inquiries to federal officials in Cedar Rapids, and NCC
board member Tunis Den Hartog said it was his understanding the Federal
Emergency Management Agency was involved.
The secrecy around this drill and the lack of any formal press release or
announcement by the federal government on what is happening is incredibly
disturbing. In fact, an ICE spokesman declined to comment on the drill and a
news blackout has been imposed at the National Cattle Congress fairgrounds
where all of this activity is taking place.

Federal officials have imposed a news blackout at the National Cattle Congress
fairgrounds in Waterloo, where they have leased almost the entire property
through May 25.
Tim Counts, a Midwest spokesman for U.S. Immigration and Customs
Enforcement, known as ICE, declined to say Monday whether an immigration
raid is pending that would use the fairgrounds as a detention center.
"ICE never talks about our investigative activity or possible future enforcement
actions," Counts said. "Regarding the exercise in Waterloo, there is currently no
publicly releasable information about that, so we aren't releasing any."
He declined to say whether the "exercise" involves training or an immigration
enforcement operation.

"We expect that at some point there will be additional information available, but I
can't speculate at what point that might be," Counts said.
The fact that officials from the federal government are being very secretive
about whats happening here indicates that they are doing something they know
people arent going to like. Even the state Governor has been left in the dark
about whats happening.

Representatives of Gov. Chet Culver and U.S. Sens. Tom Harkin and Charles
Grassley said they had no information about what was happening at the Cattle
Congress fairgrounds.
At Grassley's request, his staff called ICE officials on Monday.

The apparent involvement of FEMA and ICE indicate that the purpose of this
exercise is to test their FEMA camp deployment apparatus using the round up
of illegal aliens as a test case. Although there is no way of confirming that this is
100% the case, if there are round-ups of illegal aliens in this general area
during the next few weeks, it will be pretty obvious at that point.
Regardless of the goals or aims of this drill, there is no questioning the fact that
the federal government does not want to stop illegal immigration. The federal
government is encouraging this problem so they can dissolve the borders
between the three countries and form a North American Union between
Canada, Mexico and the United States. With all of the hysteria surrounding the
phony war on terror, it is ridiculous that the border has not been sealed which
shows that the open border policy with Mexico is supported by the Bush
administration. Since the vast majority of Americans want something done
about the illegal alien problem, they will think that this is a great thing, but
what they fail to realize is that these camps are not really for illegal aliens, they
are for the average American.
Plans for government run concentration camps are well documented from Rex
84, the Armys Civilian Inmate Labor Program and the KBR built detention
facilities. This looks like a continuation of this concentration camp agenda and
considering that the government has refused to take real action to stop the
illegal alien problem, why would they want to build a FEMA camp in the
middle of Iowa to run a drill? The answer is simple, they are going to use the
excuse of the illegal alien problem to setup the FEMA camp infrastructure

announce this exercise and even go out of their way to ensure a media blackout

As predicted last week, ICE has begun factory raids of illegal aliens in Iowa. This
was not very difficult to predict. The federal government last week leased out the
National Cattle Congress fairgrounds in Waterloo, Iowa until May 25th and began
moving trailers and generators on location. Reports from the Des Moines Register
and the Waterloo Cedar Falls Courier indicated that FEMA and ICE, two agencies
within the Department of Homeland Security were involved in this secretive
operation. Considering the large groups of illegal alien factory workers in the area
of the fairgrounds, it wasn't hard to figure out what was going to happen next. The
Department of Homeland Security has now decided to go live with their

test FEMA camp operation and are using illegal aliens as live subjects
for processing purposes.
This is a drill designed to setup a FEMA camp that will be used to
process American citizens. Make no mistake about it, this has nothing
to do with stopping illegal immigration. Rounding up a few hundred
illegal aliens and asking them questions is going to do nothing to resolve
the policies that have encouraged and facilitated the illegal alien
problem. It does however serve as a fine test run for processing large
groups of people through a FEMA camp.

Immigration and Customs tags on them have entered the Agriprocessors Inc.

The buses, along with a trail of SUVs and vans with Minnesota license plates, arrived
at about 11:45 a.m. Federal agents descended upon this northeast Iowa community at
about 10 a.m. today to conduct an immigration raid at the nation's largest kosher
meatpacking plant. The ICE agents entered the Postville plant to execute a criminal
search warrant for evidence relating to aggravated identity theft, fraudulent use of
Social Security numbers and other crimes, said Tim Counts, a Midwest ICE
spokesman. Agents are also executing a civil search warrant for people illegally in the
United States, he said.
Immigration officials told aides to U.S. Rep. Bruce Braley that they expect 600 to 700
arrests. About 1,000 to 1,050 people work at the plant, according to Iowa Workforce
Development.
What's really suspicious
about this whole thing is that Braley said that this

whole operation is more of an investigation instead of an actual raid.
According to his statements published in the Des Moines Register report, it
appears as if the FEMA camp on the National Cattle Congress fairgrounds is going
to serve as a processing center. This gives more credence to the observation
that this exercise is nothing more than a drill to test processing

procedures for large groups of people.
Aides to Braley, a Waterloo Democrat, said they have been told that "hundreds" of
arrests are expected because the action is more of an "investigation" than an
immigration raid, and specific individuals are being targeted for arrest as part of the
investigation.
Jeff Giertz, a spokesman for Braley, said immigration officials left the impression that
the Cattle Congress site will be used mainly for processing of suspects rather than any
long-term detention.
Counts said that each person being arrested would be questioned by ICE and by
Public Health Service medical professionals to determine if they have humanitarian
issues, including child care giver or medical issues.
"Those interviews will aid ICE in determining whether people will be detained or
conditionally released on humanitarian grounds, pending their immigration court
appearance," Counts said.

Homeland Security patrolling the area. There are also helicopters flying around.
Why would they have men running around wearing black uniforms with
helicopters flying overhead if they weren't planning on using this site for something
important? It is pretty clear that the fairgrounds are being used as a processing
center for the illegal aliens that they round up. Where else would they take
hundreds of people? It is doubtful that they would put them up in a five-star hotel.
In Waterloo, a helicopter cruised over the Cattle Congress fairgrounds about 12:45
p.m. as a group of about five reporters watched from a parking lot across the street
from the main gate.
U.S. Department of Homeland Security officials in black uniforms were posted at the
gate and referred all reporter questions to Tim Counts, the spokesman.
It is possible that we might see additional raids considering that the federal
government has leased out the fairgrounds until May 25th. Either way, this
operation will do nothing to resolve the illegal alien issue that most
Americans are up in arms about, but it is very effective at training their
people as to how to setup a detention and processing center for
American citizens. The federal government is getting ready to put large
amounts of people in camps and they don't care what the American
people think about it.

Martial Law & the Legislation that enables it

First, in his article published this month by the San Francisco Chronicle, the former Congressman warns us
of the governments plans to eventually enact martial law - complete authoritarian control over its citizens.
He sites the series of government awarded contracts to Halliburton subsidiary Kellogg, Brown and Root
(KBR) to build detention centers at undisclosed locations.
The article states:
According to diplomat and author Peter Dale Scott, the KBR contract is part of a Homeland
Security plan titled ENDGAME, which sets as its goal the removal of all removable aliens and
potential terrorists.
Several martial law-enabling pieces of legislation will put a complete end to Americans freedoms as we
currently know them.
These include the:
Sect. 1042 of the 2007 National Defense Authorization Act (NDAA), which gives the President
authority to declare martial law at anytime he would deem necessary. Anyone who could be classified
as an enemy to the government can be forced to give up their guns, listen to the soldiersits for our
own safety.
The Military Commissions Act of 2006, which allows for anyone who speaks out against the
government to be imprisoned and will not be entitled to a fair trial by juryin other words, the end of
Habeus Corpus.
National Security Presidential Directive 51 (NSPD-51), which specifies the procedures for continuity
of the federal government in the event of a catastrophic emergency. This legislation defines an
emergency as any incident, regardless of location, that results in extraordinary levels of mass
casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment,
economy, or government functions. This means that at anytime the President declares something to
be a crisis, he has the authority to do anything from canceling elections to suspending the
Constitution to launching a nuclear attack, without Congressional oversight.
H.R. 1955 - Violent Radicalization and Homegrown Terrorism Prevention Act of 2007. This would
allow for a group of people, not necessarily our representatives in Washington, to go throughout the
country and investigate extremist ideology that would promote political, religious, or social beliefs.
The findings of this group would allow for the start of passing legislation against the radicals
exercising freedom of speech! It already passed in the house 404-6. According to the SF Chronicle
article, A clue as to where Harmans commission might be aiming is the Animal Enterprise
Terrorism Act, a law that labels those who engage in sit-ins, civil disobedience, trespass, or any other
crime in the name of animal rights as terroristsgroups in the crosshairs could be anti-abortion
protesters, anti-tax agitators, immigration activists, environmentalists, peace demonstrators, Second
Amendment rights supporters..all potential terrorists, basically anyone who is a free thinker and
speaks out against injustice.

Being the students of history that we are, one cannot help but to be terrifyingly fascinated by
the current transformation currently underway in America, and which is the shockingly
mirror image of what transpired in the 1930s German Republic that saw a democratic
government subsumed by the forces of Fascist Military rule, and not by force, but rather by
the will of the people themselves.
For Russian Social Scientists who have long debated, and speculated upon, the exact
mechanisms wherein free people gladly put upon themselves the yokes of oppressive rule,
there is today no better example than the United States and its people, who while waging a
Global War are also facing economic ruin.
To the many contradictions facing these Americans none is more apparent than their
Military Leaders accelerated plans for the building of Concentration Camps, and coupled
with their not ever believing that they will ever be forced into them, but as countless millions
of Nazi German, former Soviet and present Chinese peoples could tell them that the only
purpose of these camps are for the suppression of all dissent.
The American Secret Police Organization tasked with the building and maintaining of these
camps goes by the most chilling of names, ICE, and which stands for Immigration and
Customs Enforcement. Even more frightening is ICEs blueprint for their citizens, and that
they do not even hide, and which they have titled ENDGAME: Office of Detention and
Removal Strategic Plan, 2003-2012"
Like the Germans under the Nazi Regime had done, the United States Military Leaders are
likewise utilizing their citizens fears of foreigners to construct a series of Concentration
Camps that by ICEs own estimates are able to hold upwards of 5,000,000 human beings!
Where in the past the US Immigration authorities have detained their prisoners in various
holding facilities, to include County Jails, Municipal Jails, Federal Prisons, they have
embarked upon this ENDGAME plan which will make them the largest jailer of human
beings in all of history, exceeding the capabilities of both Nazi Germany and Soviet Russian
combined.
To their efficient planning for the imprisonment of their people, the shocking language they
use reads eerily similar to the laws of Nazi Germany, than to present day America, but as we
can read for ourselves from this ENDGAME report, and which says; "Develop a National
Custody Management Plan promoting the effective utilization of available bed space and
alternative detention settings. In response to its fiscal stakeholders, DRO will develop a national
custody management plan to ensure that the facility use is standard throughout the country and
that bed space use is optimized for cost efficiency."
To the sweeping powers over the American people of this Secret Police Organization we can
also read the description of their assigned duties, "Investigating threats, crimes and

administrative violations; Deterring, interdicting, and removing threats; and policing and
securing federal facilities; Provide air and marine support to minimize the damage, and assist in
the recover from terrorist attacks."
As to who these threats are that these ICE Secret Police Forces will remove should not
come as a surprise to these Americans as their own President has already stated that those
who do not support their Global War on Terrorism are themselves terrorists. As history has
all too often shown, the Leaders of Fascist Nations are never more popular to the masses than
when they shout of war and protecting the Homeland. And all that remains to be done by
these American Military Leaders is to provide the final cataclysmic event that will galvanize
their citizens to relinquish what little remains of their freedom, and to which the plans have
already been put into place, and as we can read from the NewsMax News Service in their
article titled FEMAs Plan for Mass Destruction Attacks" and which says;
"On June 19,[2003] FEMA posted a special bid notice for one of the agencys largest contract
awards ever offering contracting firms $300 million for a five-year contract to simply prepare
plans to create temporary housing on a scale never before imagined, and then stand by. This is
reportedly one of the largest contracts ever awarded by FEMA for a disaster preparedness
program. The name of the program is entitled "Standby Technical Assistance for Disaster
Related Operations." FEMA officials met with the representatives of firms seeking the bids.
Approximately 100 people attended the meeting. FEMA officials made very clear that the
purpose of one of the most massive undertakings in the agencys history was to prepare for
potential mass destruction attacks on U.S. cities. Sources who attended the meeting tell
NewsMax that most of the meeting dealt with how the firms should handle biological, chemical
and nuclear disasters."
Reports from Russian Intelligent Analysts are stating that these preparations have now been
completed and await only the triggering event to take place. As to the exact nature of this
triggering event it is not to our knowing. But what is to our knowing, and historys, is that
the Military Leaders of the United States are capable, and willing, to destroy their own
citizens to further their goals for Empire and Global Conquest, and we can read as exampled
by the United States Military themselves in "The United States Civil Disturbance Plan 55-2"
and which is;
"Under this plan for the deployment of Operation Garden Plot, the use of CIDCON-1 will be
mandatory. This direct support of civil disturbance control operations is to be used by the Army,
USAF, Navy, and Marine Corp. with an airlift force to be comprised of MAC Organic Airlift
Resources, airlift capable aircraft of all other USAF major commands, and all other aerial
reconnaissance and Airborne Psychological Operations. This is to include control
communications systems, aero medical evacuation, helicopter and Weather Support Systems. If
any civil disturbance by a resistance group, religious organization, or other persons considered
to be non-conformist takes place, under Appendix 3 to Annex B of Plan 55-2 hereby gives all
Federal forces total power over the situation if local and state authorities cannot put down said
dissenters. Annex A, section B of Operation Garden Plot defines tax protesters, militia groups,
religious cults, and general anti-government dissenters as Disruptive Elements. This calls for the
deadly force to be used against any extremist or dissident perpetrating any and all forms of civil
disorder."
To the masses of these American people realizing the dangers they are in there is no hope. So
monstrous are the plans made for these once free peoples that their very minds cannot even
conceive of the horrors and degradations soon to befall them. So precarious are these

Dozens of closed military bases on EPA list of

worst toxic sites

WASHINGTON (AP) -- Thirty-four military bases shut down since 1988 are on the
Environmental Protection Agency's Superfund list of worst toxic waste sites -- most of them
for at least 15 years -- and not one is completely cleaned up.
As the latest base-closing commission begins its work, an examination by The Associated
Press shows EPA is concerned with incomplete pollution cleanups at more than 100 Defense
Department facilities. Other military-related cleanups are being led solely by states.
EPA lists 10 sites with problems such as groundwater contamination not yet fully under
control. Five are in California; the others are in Arizona, Florida, Tennessee and Oregon.
Woolford said some of those problems are nearly fixed, but the toughest and costliest remain

at California's McClellan Air Force Base, in Sacramento, and Fort Ord, in Marina.
Of the $23.3 billion in costs from four previous rounds of base closures and realignments, the
Pentagon has spent $8.3 billion so far on pollution cleanups and other compliance with
environmental laws, congressional investigators say. EPA officials say it will be at least a
decade before many are completed -- at a cost the government estimates will reach an
additional $3.6 billion.
They anticipate more military facilities will be added to the Superfund list after the newest
round of base closings is completed. The Pentagon plans to give a list of recommendations to
the Base Realignment and Closure Commission on Friday, the first major step in the process.
"A large majority of these (Superfund) sites will have all the remedies in place by 2015," said
Jim Woolford, head of EPA's Federal Facilities Restoration & Reuse Office. "It may take
longer to remove them from the list because of groundwater contamination or unexploded
ordnance."
However, it is the cleanups still under way that pose the most frequent obstacles to the
Pentagon's ability to cut costs by converting an installation to other uses.
Hard-to-remove contaminants include trichloroethylene, a cleaning solvent linked to cancer,
as well as asbestos-tainted soil, radioactive materials and leaded paint.
"The environmental issues, including what type of cleanup needs to be done, have been the
main holdup on all of these places," Pentagon spokesman Glenn Flood said. "We'll get it
done, but it's going to take time in some cases as we work with the communities."
For the Air Force, 98 percent of the delays in transferring 24,000 acres from military hands
are due to environmental issues. For the Army, it's 82 percent of 101,000 acres. For the Navy,
it's 65 percent of almost 13,000 acres, says the General Accountability Office.
The GAO, Congress' investigative arm, found the Defense Department has saved $29 billion,
and can expect to save $7 billion more, from the closures.
About 72 percent of the property has been unloaded, but 28 percent remains in federal hands
"due primarily to the need for environmental cleanup," the GAO said in a report this month.
The Pentagon insists progress is being made but that it takes time to involve communities.
"You don't know what you have until you do a thorough examination, and it can result in
some delays," Flood said. "It's never going to be fast enough for some communities."
Flood said the base closures actually speed decontamination. "We have to clean them up
whether they close them or not. With BRAC, they just move to the head of the line," he said.
Since the Superfund program began in 1980 to clean up the nation's most hazardous waste
sites, base closure commissions in 1988, 1991, 1993 and 1995 made recommendations that led
Congress to shut down 97 bases.
Twenty-eight of the 34 closed bases put onto the Superfund list were added at least 15 years
ago, including 11 that went on a year before the first round of base closings.

Woolford attributed the delays in finishing those cleanups to the sites' complexity.
"Unlike the typical Superfund private-party sites, these sites are much larger and will
generally have more contamination, and consequently take longer to clean up," he said.

Using Closed Military Bases For The Homeless

March Air Reserve Base near Riverside, California (an hour east of Los Angeles) is being
used for homeless services.
Although a third of the 6,600 acres of the base is still used for the Air Force Reserves, they

Lutheran Social Services operates their Amelias Light program, a transitional shelter for
homeless woman and children that is located on the Reserve Base.
Other bases in California are also housing similar programs.
It just makes sense to use government property to site homeless services and housing.
Especially since land is so expensive.

PENTAGON WANTS 33 BASES CLOSED

WASHINGTON The Defense Department (search) on Friday proposed shutting down 33
of the 318 major military bases across the United States.
The proposal triggers the first round of base closures in a decade and kicks off an intense
struggle by communities and lawmakers to save their facilities.
Aside from the 33 bases recommended for closure, another 29 based are being recommended
for realignment. More than 775 other smaller military installations, including National
Guard and Reserve facilities, will also be closed or realigned, according to the
recommendations.

"Today's announcement is a very important component of the military transformation
President Bush asked us to conduct in 2001," Michael Wynne (search), defense
undersecretary for acquisition, said during a press conference Friday in announcing the
recommendations.

commission that will review it, travel to those installations and discuss the potential closings
with community members.

On January 22nd, Representative Alcee Hastings [D-FL] introduced a new bill in the U.S.
House of Representatives called the National Emergency Centers Act (also known as HR
645).
If Congress passes this bill, the Department of Homeland Security will be REQUIRED to
establish national emergency centers (FEMA camps) on closed military bases.
For years, mainstream apologists have tried to deny that the government was putting
together a network of FEMA detention camps across the United States. But now the wording
of this new law would require that closed military bases be converted into Homeland Security
emergency centers. Just check out this language from the bill: Wherever possible, the
Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate
a closed military installation as a site for a national emergency center.

Lets take a look at some of the specific language in this bill..
In accordance with the requirements of this Act, the Secretary of Homeland Security shall
establish not fewer than 6 national emergency centers on military installations.
This law would require that AT LEAST 6 FEMA camps be established on military
installations around the United States. But it does not set a maximum. So the number of
FEMA camps established under this law could be 6 or it could be 60.
(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.
This language gives the Secretary of Homeland Security the authority to use these FEMA
camps for any purpose that he or she wishes. That is a truly sobering thought.

individuals affected by an emergency or major disaster
Note that the law would require that these FEMA camps be able to house (or imprison?)
large populations for an extended period of time. There camps are not just being set up as

What would you do if you learned that Bush Administration officials wanted to round up
thousands of Americans and throw them into concentration camps?
For all we know, there is no slippery slope. Its entirely possible that extraordinary rendition,
eliminating habeas corpus, and the torture camps at Guantnamo and elsewhere are exactly
what the government says they aretools for fighting terrorists, not domestic political
opponents. But how likely is it?
History is clear: Over and over again, the U.S. government places fascists in powerful
positions. Once in office, they exploit wars and national tragedies to roll back hard-won
freedoms. Theyre Democrats as well as Republicans.
As has happened with increasing frequency in recent years, another blockbuster story
revealing the anti-democratic impulse within the top echelon of the U.S. government has
appeared and vanished overnight. According to Cold War-era files declassified last week, FBI
director J. Edgar Hoover repeatedly advised President Harry Truman to arrest "all
individuals potentially dangerous" to national security, jail them in military prisons and try
them before kangaroo tribunals that "will not be bound by the rules of evidence."
"For a long period of time the FBI has been accumulating the names, identities and activities
of individuals found to be potentially dangerous to the internal security through
investigation," Hoover wrote in a 1950 memo. "These names have been compiled in an index,

Oglethorpe, Macon County - FEMA facility 5 miles from Montezuma, 3 miles from
Oglethorpe, on west side of Hwy 49. No staff or prisoners yet.
Unadilla, Macon County - FEMA facility on East Railroad Street 1.5 miles from Unadilla on
County Rd 230. Plunket Road leads into the facility. Manned and staffed, but no prisoners
yet.
IDAHO
Kooskia - 50 plus miles east, near Lolo Pass and Moose Creek, near a landing strip and a
national forest. Unmanned.
Minidoka, Jerome County - Renovated WWII Japanese-American Special Internment
detention center.
ILLINOIS
Marseilles - small facility on the Illinois River, on Hwy 6, off I-80, relatively close to Chicago.
Holds 1400 prisoners. Surrounded by high barbed wire-topped fencing and guard towers.

Eldorado - Federal prison to be converted to UN forced labor facility. There are 2 that are

12/9/99 Fort Custer (near Battle Creek, Michigan) - has a "Prison camp". Also have received
reports of FEMA "Box cars" riding the rails through Battle Creek and making stops in or
around Fort Custer.
12/9/99 Grayling, National Guard training base - reports of Latvian troops in large numbers
(700+) stationed at Camp. All reportees are considered by this Intelligence officer as "very
reliable".
Southwest MI - FEMA detention facility.
MISSISSIPPI
Hancock County - NASA facility on old toxic waste dump with 2 camps: one at the end of
Kiln Road at Waveland, then the next road after Ammo Road at the Post Office; and one in
the center of a rest station back from the Interstate.
[Inmates from the Hancock County Jail claim they have worked details involving the delivery
of food to these camps under the supervision of UN guards. One individual claims that one of
these camps is full of European men, women and children, all at the same compound. He said
that the UN guards were severely beating prisoners, who appeared to be involved in forced
labor. It is impossible to verify this information at this time.
MISSOURI
Richards Gebaur AFB, Grandview - large civilian internment facility. AFB personnel are
restricted from the area.
12/9/99 Warsaw - Unconfirmed report of a large concentration camp facility.
NEBRASKA
Northeast corner NE - FEMA detention facility.
Northwest corner NE - FEMA detention facility.
Scottsbluff - WWII German/Italian POW camp. Under renovation.
South-central Hastings - FEMA detention facility.
NEVADA
Elco - prison facility 10 miles from Elco.
Las Vegas - From Range Road and Las Vegas Blvd North, across from Nellis AFB, go west on
Range Road aprox. 7 miles. Go under I-15 and you'll see a new 6-foot high chain link fence
and sliding road gate. Signs say "RESTRICTED AREA. AUTHORIZED PERSONNEL
ONLY". Approx. 1 mile after that is the Nevada National Guard compound, and the camp is
on the right next to the RR tracks.

12/9/99 Fort Stanton - currently being used as a youth detention facility approximately 35
miles north of Ruidoso, New Mexico. We do not have a great deal of information concerning
the Lordsburg location. However, we have been informed by several people at Holloman AFB
near Alamogordo, NM that a new facility was just completed there a few months ago.
12/9/99 White Sands - Missile Range: is being used as a storage facility for United Nations
Vehicles and equipment. We have seen them bring this material in on the Whitesands rail
spur in Oro Grande New Mexico about thirty miles from the Texas, New Mexico Border.
12/9/99 Holloman AFB - is being very quickly taken over by the German Luftwaft, and they
have been doing extensive building, destroying many of the USAF building that have been
there for several years.

Ft. Drum - upstate New York near St. Lawrence River and Lake Ontario, close to Canada.
Probable location for eastern processing for prisoners. Both waterways may be used for

definitely built to hold prisoners. They are identical buildings - side by side.
TEXAS
Amarillo - FEMA detention facility.
12/9/99 Beaumont Port Arthur area - thousands of acres of federal camps already built on the
order of detention camp sesign complete with the double row chain link fencing with the
razor styled concertina wire on top of each row. Some but not all of these facilities are
currently being used for low-risk prisoners who require a minimum of supervision. However,
any of these facilities could be returned into an armed internment detection center within a
24-hr. period.
