SECTION2 .FINDINGS
Congressherebyfindsanddeclaresthat,

1)Healthcaremustberecognizedasaright,notasaprivilege.
2)AcountrythatcanaffordwarsinIraqandAfghanistancanaffordtodowhateveryotheradvanceddemocracy
hasdoneunderwritequalityhealthcareforallcitizens.
3)TheU.S.healthcaresystem,whichisoneofthemostexpensiveintheindustrializedworld,yetissimultaneously
theworst.
4)Ourhealthplanscontinuetobeheldhostagebyprivatecarrierswhomustspendheftyoverheadandmarketing
toguaranteeevergrowingprofitsfortheirshareholders.
5)CriticsofsinglepayerNationalHealthInsurancefailtorecognizethatitwouldactuallysavemoney,evenwhile
providinguniversalcoverageforourentirepopulationforcomprehensivehealthbenefits,includinginputsentand
outpatientcare,prescriptiondrugs,dentalcare,mentalhealthservices,andlongtermcare.
6)UpgradingthenationsMedicareprogramandexpandingittocoverallageswouldyieldmorethanahalftrillion
dollarsinefficiencysavingsinitsfirstyearofoperation,enoughtopayforhighquality,comprehensivehealth
benefitsforallresidentsoftheUnitedStatesatalowercosttomostindividuals,familiesandbusinesses.
7)Lastyear,whileoneoutoffiveAmericanscannotaffordtheprescriptionstheirdoctorswrite,thethreemajor
drugcompaniesmade$45billioninprofitbecausetheyspenthundredsofmillionsofdollarsonlobbyingand
campaigncontributions.
8)Therearethousandsofpeopleinthiscountrytodaywhoaresuicidal,whoarehomicidal,butcan'tgetthe
healthcarethattheyneed,thementalhealthcare,becausetheydon'thaveinsuranceorthey'retoopoor.
9)Weneedasystemthatworksnotjustforthemillionairesandbillionaires,butforallofus.
10)WorkingAmericansshouldn'thavetochosebetweenbargainingforhigherwagesofbetterhealthinsurance.
11)Lastyear,theaverageworkingfamilypaid$4,955inpremiumsand$1,318indeductiblestoprivatehealth
insurancecompanies.

SECTION3 .STATUTORYLANGUAGE

A)MedicareshallherebyterminateitsagelimitofsixtyfiveyearsofagetobecomeeligibleforMedicare.All
healthcarebenefitsofMedicareshallbegrantedtoanynaturalborncitizenorlegalresidentsoftheUnitedStates
ofAmericaregardlessofpreviousmedicalhistory.Existingprivatehealthcarecompaniesofanysortshallbehereby
terminated.
B)MedicareshallbecomethesolehealthcareproviderintheentireUnitedStates.TheMedicareprogramshallbe
fundedthroughthe15%oftaxrevenuescollectedbythepeopleoftheUnitedStatesofAmericaprovidedbythe
CentersofMedicareagency,andtheU.S.DepartmentofHealthandHumanServices.
C)TheMedicareforAllActof2016shallbeenactedonJanuary1,2017.

ToprovideUniversalHealthcareforallAmericansbyusingtheMedicaremodel.Withthisbillputintoactionsmillionsof
Americansliveswillbesavedbecausetheywillbeabletoaffordtheseotherwisecostlyhealthbenefits.Beingunabletoafford
healthcarehasnotonlyplaguedbuthasdirectlyaffectedthousandsofAmericanshealthinanegativeway,Infact,some45,000
Americansdieeachyearbecausetheydonotgettoadoctorwhentheyshould(Guardiannews).Whilethepeoplehealthisour
nation'sgreatestconcernanotheraddedbenefitofthisbillwillbethesavingsinhealthcarethatitgenerates:Upgradingthe
nationsMedicareprogramandexpandingittocoverpeopleofallageswouldyieldmorethanahalftrilliondollarsinefficiency
savingsinitsfirstyearofoperation,enoughtopayforhighquality,comprehensivehealthbenefitsforallresidentsoftheUnited
Statesatalowercosttomostindividuals,familiesandbusinesses(PhysiansforNational).Thepeoplearesuretobenefitfromthis
billthatwillnowguaranteeallAmericancitizenstofreeunsolicitedhealthcare.
