Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Environmental Safety Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Over the last 150 years, the increase in the use of cars has resulted in an increase of the amount of greenhouse
gases being exhausted into the atmosphere
2) Studies from the Chinese Academy for Environmental Planning have concluded that the effects of the disastrous
air pollution in China are that around 350,000-500,000 die yearly because of it
3) N.A.S.A. studies have found that so far the ten hottest years of our earth occurred in the last 10 years since 2000,
showing an increase in global temperature
4) The ocean has also increased in temperature, resulting in massive melting of the polar ice caps
5) The burning of fossil fuels such as oil or coal increase the concentration of CO2 in our atmosphere, resulting in
heat being trapped inside of the earth's atmosphere
6) Carbon Dioxide and Methane are the main gases that trap heat inside of the Earth's atmosphere, also known as
Greenhouse Gases
7) Children living within 150 meters of a freeway are more likely to be diagnosed with asthma than children who
lived further
8) By 2025, a 25% renewable electricity standard would lower CO2 emissions by 277 million metric tons
9) Costa Rica has gone two full months on 100% renewable energy
10) One-fourth of all animal species are headed towards extinction in 2050 because of climate change

SECTION 3. STATUTORY LANGUAGE
A) The Environmental Safety Act of 2016 shall require that all major businesses and factories switch to 25%
renewable energy by 2030, all small businesses will have until 2032 to meet this requirement. States will also be
required to have a free public transportation system in place. The president's administration shall also set aside
another 2.5 billion for further research into batteries and components required to manufacture the vehicle. 15 million
of the 2.5 billion will be set aside to set up tax incentives for purchasing and owning an all-electric vehicle.
B) The Environmental Protection Agency and Department of Energy shall enforce this bill. Failure for large
businesses or factories to comply shall receive a very significant fine and the halt of the business or factories
operations until the standards are met.
C) The incentives for this bill are that it will prolong human life on this planet, by managing reducing the pollutants
released into the atmosphere and by being more conservative of the recourses we have available to us. Wildlife and
coastal cities will slowly be saved if this bill is enacted.

The Environmental Safety Act of 2016 will reduce the United States carbon emissions to slow down the
rate that the earth is heating up, as a result from these carbon emissions being trapped heat inside of the earth's

atmosphere. Climate change is having a drastic effect on our health, as well as the animals that also inhabit our
earth. They are feeling the effects of climate change full on, and we are expected to see extinctions solely because
of climate change very soon. Climate Change is also going to raise our ocean level causing coastal cities to flood
and be uninhabitable. Renewable energy is a safe and effective alternative to an energy source and this bill aims
to prove so.
