To limit the benefits of the Social Security / Medicare funds and to prohibit the unlawful usage of said funds by
creating a more competitive application system and raising taxes for the wealthy.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Social Security and Medicare Reform Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) There was a $45 Billion deficit in 2011.
2) Presently, there arent enough working citizens paying taxes as the baby boomers outnumber retirees.
3) Total Medicare spending will jump from $613 billion in 2014 to more than $1.2 trillion by 2024.
4) You can apply from your computer, which makes the system vulnerable to people taking advantage of it.
5) In Medicare alone, there is an amount between $60 and $90 million lost yearly in fraud.
6) The retirement trust fund only has enough money to pay full benefits until 2035.
7) All American workers are required to pay 2.9 percent of their annual wages, salaries, and compensation in
Medicare taxes.
8) Social security has a negative cash flow, resulting in money coming from private markets.
9) Seniors are living longer than ever in recorded history, causing them to be enrolled in the program much longer.
10) Health care costs are rising faster than inflation.
11.) There is a total of 60,541,218 beneficiaries of Social Security in the United States.
12.) As of June 30, 2016, retired workers make up 67.3% of total Social Security beneficiaries in the United States.
13.) 36% of the 2016 federal budget is spent on Social Security, Unemployment, and Labor, totalling
$1,305,647,617,341. The military budget is 28% of the federal budget.
14.) $60 Billion - 10% of Medicares annual funds- was wasted in 2014 due to fake names and addresses.

15.) Medicare is expected to exhaust its funds in 2028- two years sooner than the report from the year prior
had anticipated.
16.) Many people fake medical conditions and illegally gain these benefits, draining the Social Security
reserves.
17.) No through background checks are completed with applicants.
SECTION 3. STATUTORY LANGUAGE
A) The Social Security and Medicare Reform Act of 2016 will help reduce the wasteful usage of American funds on
undocumented aliens and under fake identities. It will raise the minimum age of applicants of Social Security to 30
and the age for Medicare benefits to 65, with exceptions made for patients of including but not limited to any form of
cancer, diabetes, mental disabilities and any other life-threatening conditions. Benefits will be cut down in most cases
in order to reach more citizens in need. Social Security and Medicare taxes will raise according to the gross annual
income of a beneficiary, but will be raised significantly for people with annual incomes higher than $100,000. No
person can claim benefits if taxes have not been paid sufficiently. No person will be refused benefits without a
background check being completed.
B) The Social Security portion of the Act will be enforced by the Social Security Administration. The Medicare
portion will be enforced by all Centers for Medicare and Medicaid Services in the United States. This Act will be
funded by the raising of taxes.
C) This Act will reduce the wasting of funds raised by American taxpayers. Violating the terms of this act would
result in a fine and possible jail time depending on the extent of the fraud.

Social Security and Medicare Reform Act of 2016
While the many have avoided this very controversial subject, it should not be ignored. Medicare alone touches
the lives of at least 59,963,425 Americans. These helpful funds make life easier for many Americans. However,
this system is taken advantage of, doesnt have adequate funding anymore and has too many beneficiaries
enrolled. As a result, it is very close to be entirely drained. This reform act is of utmost importance to America
and its citizens. The decreased benefits with raised taxes will help the effort of stabilizing funds, thorough
background checks will help avoid the loss of money due to fraud and our specific requirements and
deestablishment of Medicare will provide a safety net for generations to come.
Decreasing the amount of money a beneficiary will receive monthly will aid in increasing funds. If for 10 years
the benefits were to be lowered and taxes for the wealthy raised, the funds would be at least partially replenished.
Social security is estimated to run out of funds starting in 2019. If America could prevent this from happening,
that leaves hope for future generations of Americans. Raising taxes for the wealthy and lowering benefits would
eventually lead to rebuilding the funds of our Nations social security.
The SSA and medicare loses too much money yearly as a result of false applicants. A solution to this would be
thorough background checks on each applicant. It is estimated there is a 10% waste in funds every year in
Medicare cue to false names and such. Medicare also creates a system the United States cant support financially.
By the year 2023, Medicare costs are expected to exceed $1 Trillion. If medicare were to be abolished and people
were to use private health insurance, America could put more money to Social Security, and beneficiaries could
put that money towards medical expenses.
If America were to get rid of the Medicare and Medicaid system, it would save loads of money. If people had the
option of having a health plan outside of the government, both they and the government would benefit. Medicare
and Social security could be merged and funds would begin growing again.
The biggest argument against this proposition is that these systems aren't actually going bankrupt. Since the
1930s, poverty levels have only continued to grow, causing the system to back up and become broke. Another
claim is that without Medicare, there would be no good healthcare system, but in reality it would help bring
Social Security funds up by saving billions of dollars in healthcare.
America is in dire need of a reform to its current social security and medicare systems. The problem could be
easily fixed by raising taxes with lowered benefits, thorough background checks and reestablishing Medicare to
be more sustainable by the government.
