Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Gaza Resolution Act of 2017.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) The Old City of Jerusalem contains three of the holiest sites for Christians, Jews, and Muslims.
2) After boycotting all previous Palestinian elections, Hamas, whom the US, Israel, and European Union

classify as a terrorist organization, won a majority of seats in the Jan. 25, 2006 Palestinian Legislative
Council elections.
3) On Nov. 29, 1947, the UN General Assembly decided to end the British Mandate in Palestine and adopt
the "partition plan to create independent Arab and Jewish states.
4) In response to Arab troop mobilization near Israel's borders (which was a response to rumors of an
impending Israeli attack), the 1967 War (a.k.a. the Six Day War) began with Israel launching surprise air
strikes against the neighboring countries of Egypt, Jordan, and Syria. The war resulted in Israeli control of
the West Bank, Gaza Strip, Golan Heights, and Sinai Peninsula.
5) In the decade following the first Arab-Israeli war in 1948, over half a million Jewish refugees from Arab
countries settled in Israel.
6) 1,204 Israelis and at least 9,419 Palestinians have been killed since September 29, 2000.
7) On May 20th, the Israeli government murdered 2 unarmed Palestinian teens, one on video, and wounded
a third.
8) Out of the 100,000,000 refugees since World War II, Arab-Palestinians is the only refugee group in the
world that has never been absorbed or integrated into their own peoples' lands. Jewish refugees were
completely absorbed into Israel.
9)The combined territories of Arab countries is 650 fold greater than Israel.
10) The ruling party in the Gaza Strip is an Islamic fundamentalist group classed by some as a terrorist
group. Regular rocket attacks against Israel are just part of its stated long term strategy to replace the state
of Israel with an Islamic Palestinian state.
SECTION 3. STATUTORY LANGUAGE
A) To solve the conflict regarding Israel and palestine over the Gaza strip, the Israeli military presence in

the occupied territory will be greatly reduced, and american militants will supervise and secure relations
taking place on the gaza strip, and allow the strip to be opened to the residents of Gaza for trade and the
entrance of humanitarian aid. Access to ports and trading routes will allow the residents of gaza to grow
more financially stable, so hospitals and schools can be established.
B) Taxes from imports entering palestine will be given to the palestinian government, and those imports
entering israel will be taxed, and the revenue will be given to the israeli government. Mutual police forces
will monitor and supervise the trading, residents, and imports on the strip. If any other funding is needed,
they may be withdrawn from the department of international relations.
C) This bill will be enacted as soon as funding begins, and will remain in action until the conflict and
tension plaguing the strip has dissolved, and both borders are mutually satisfied with the results of the bill
regarding the people, economic status, and international relations regarding the Gaza Strip. This bill will be
enacted in the next two years to end the conflict as soon as possible.

The conflict in the Middle East has grown out of control, with civilians dying and the unjust
control of life on the Gaza Strip, the time for change is now. The origins of the Gaza Strip, began in
Autumn of 1948. Heavy fighting regarding the land that was said to have been the burial site of Prophet
Muhammad's great grandfather, began when the organization known as Hamas won by majority the
Palestinian legislative election, disconcerting Israel and the United States. When Hamas declined all
previous peace agreements, Conflict began to arise, including the capturing of Israeli soldiers and rocket
attacks. This bill was created to resolve the conflict regarding Israel and Palestine over the gaza strip, due
to the amount of harassment and unjust treatment of that palestinian people, and resolving the current
economical crisis that has been a result of the strip closing by implementing taxes for imports that are
entering Palestine and Israel being paid to their respective nations government, thus reducing the need
for conflict due to a more fair system in place for both nations, as well as end the current violence and
bombing that has lead to countless unjustified murder and loss of homes of the palestinian
people.Reducing Israels military presence in the Gaza Strip will lessen the tension between them and the
Palestinians. As of the past two years, many of the palestinian civilians have been harassed and
unjustifiably incarcerated or killed. These accounts have been set on extremely preposterous reasons,
such as the following, On May 20th, the Israeli government murdered 2 unarmed Palestinian teens, one
on video, and wounded a third. This is not the only time unarmed palestinian has been killed for no
justifiable reason. The strip is a huge opportunity of trading and economic thriving, with the ability to
provide imports and humanitarian aid to the residents of those located in gaza, and the government of
palestine and israel. The assumption that every middle eastern in an area of conflict should be suspected
of being a combatant has lead to the israeli forces not being protectors of the people, but feared by
instead.
