OnSeptember9,2016,theCenterforToxicologyandEnvironmentalHealth,L.L.C.(CTEH)initiatedairmonitoring
insupportofresponseeffortstothegasolinereleaseinShelbyCounty,AL.Thisreportpresentstherealtimeair
monitoringdatarecordedfromSeptember17201605:00toSeptember17,201617:00CDT.

RealTimeAirMonitoring1
Realtime air monitoring was conducted to evaluate the potential airborne presence of gasolineassociated
constituents,ifany,duringresponseoperations. Allinstrumentationwascalibratedatleastonceperdayorper
manufacturers recommendations. Target analytes were measured as total volatile organic compounds (VOCs),
oxygen, benzene, and flammability as the percent of the lower explosive limit (LEL) using remote telemetering
RAESystemsAreaRAEs,handheldinstrumentssuchasRAESystemsMultiRAEPro/PlusandUltraRAEs,aswellas
Gasteccolorimetricdetectiontubes.

Duringthismonitoringperiod,twoLEL,sixbenzene,and21VOCactionlevelexceedanceswererecordedduring
workeractivitymonitoring,includinginstantaneousVOCandbenzenereadingswhichwererecordedabovethe
actionlevel.Whennecessary,workersegressedtheareainaccordancewiththeapprovedsamplingandanalysis
plan.

Table1,below,presentstheresultsofrealtimeairmonitoringusinghandheldinstruments.Mapsoftheincident
sitelocationandlocationsofhandheldrealtimeairmonitoringreadingsareprovidedinAppendixI.

Real-time air monitoring refers to the use of hand-held instruments that provide near-instantaneous readings of an airborne chemical concentration without the need for
laboratory analysis.

Introduction
On September 9, 2016, the Center for Toxicology and Environmental Health, L.L.C. (CTEH) initiated air monitoring
in support of response efforts to the gasoline release in Shelby County, AL. This report presents the real-time air
monitoring data recorded from September 17 2016 17:00 to September 18, 2016 05:00 CDT.

Real-Time Air Monitoring1


Real-time air monitoring was conducted to evaluate the potential airborne presence of gasoline-associated
constituents, if any, during response operations. All instrumentation was calibrated at least once per day or per
manufacturers recommendations. Target analytes were measured as total volatile organic compounds (VOCs),
oxygen, benzene, and flammability as the percent of the lower explosive limit (LEL) using remote telemetering
RAESystems AreaRAEs, hand-held instruments such as RAESystems MultiRAE Pro/Plus and UltraRAEs, as well as
Gastec colorimetric detection tubes.
During this monitoring period, two LEL and six VOC action level exceedances were recorded during worker activity
monitoring, including instantaneous VOC and benzene readings which were recorded above the action level. When
necessary, workers egressed the area in accordance with the approved sampling and analysis plan.
Table 1, below, presents the results of real-time air monitoring using hand-held instruments. Maps of the incident
site location and locations of hand-held real-time air monitoring readings are provided in Appendix I.

During this monitoring period remote telemetering equipment recorded 7851 detections of VOCs above the CTEH
established action level of 30 ppm and 11 detections of LEL above the CTEH established action level of 10% (3% as
raw values on LEL sensors).
Table 2 (below) summarizes remote telemetering AreaRAE data for this monitoring period. For this reporting period
AreaRAE monitoring data may contain drift events2. Appendix I and Appendix II include location maps and graphs
for remote telemetering data, respectively. 4

Introduction
On September 9, 2016, the Center for Toxicology and Environmental Health, L.L.C. (CTEH) initiated air monitoring
in support of response efforts to the gasoline release in Shelby County, AL. This report presents the real-time air
monitoring data recorded from September 18 2016 05:00 to September 18, 2016 17:00 CDT.

Real-Time Air Monitoring1


Real-time air monitoring was conducted to evaluate the potential airborne presence of gasoline-associated
constituents, if any, during response operations. All instrumentation was calibrated at least once per day or per
manufacturers recommendations. Target analytes were measured as total volatile organic compounds (VOCs),
oxygen, benzene, and flammability as the percent of the lower explosive limit (LEL) using remote telemetering
RAESystems AreaRAEs, hand-held instruments such as RAESystems MultiRAE Pro/Plus and UltraRAEs, as well as
Gastec colorimetric detection tubes.
During this monitoring period, eight benzene, five LEL and nine VOC action level exceedances were recorded during
worker activity monitoring, including instantaneous VOC and benzene readings which were recorded above the
action level. When necessary, workers egressed the area in accordance with the approved sampling and analysis
plan.
Table 1, below, presents the results of real-time air monitoring using hand-held instruments. Maps of the incident
site location and locations of hand-held real-time air monitoring readings are provided in Appendix I.

Real-time air monitoring refers to the use of hand-held instruments that provide near-instantaneous readings of an airborne chemical concentration without the need for
laboratory analysis.

During this monitoring period remote telemetering equipment recorded 5060 detections of VOCs above the CTEH
established action level of 30 ppm and 14 detections of LEL above the CTEH established action level of 10% (3% as
raw values on LEL sensors).
Table 2 (below) summarizes remote telemetering AreaRAE data for this monitoring period. For this reporting period
AreaRAE monitoring data may contain drift events2. Appendix I and Appendix II include location maps and graphs
for remote telemetering data, respectively. 4

Drift is defined as any interference in the PIDs or electrochemical sensors ability to accurately report the concentration of a chemical in the atmosphere. Humidity, rapid
temperature changes, and compromised batteries are examples of common sources of drift.

Real-time air monitoring was conducted to evaluate the potential airborne presence of gasoline-associated
constituents, if any, during response operations. All instrumentation was calibrated at least once per day or per
manufacturers recommendations. Target analytes were measured as total volatile organic compounds (VOCs),
oxygen, benzene, and flammability as the percent of the lower explosive limit (LEL) using remote telemetering
RAESystems AreaRAEs, hand-held instruments such as RAESystems MultiRAE Pro/Plus and UltraRAEs, as well as
Gastec colorimetric detection tubes.
During this monitoring period, four benzene, one LEL and 13 VOC action level exceedances were recorded during
worker activity monitoring, including instantaneous VOC and benzene readings which were recorded above the
action level. When necessary, workers egressed the area in accordance with the approved sampling and analysis
plan.
Table 1, below, presents the results of real-time air monitoring using hand-held instruments. Maps of the incident
site location and locations of hand-held real-time air monitoring readings are provided in Appendix I.

Real-time air monitoring refers to the use of hand-held instruments that provide near-instantaneous readings of an airborne chemical concentration without the need for
laboratory analysis.

During this monitoring period remote telemetering equipment recorded 2235 detections of VOCs above the CTEH
established action level of 30 ppm and 3 detections of LEL above the CTEH established action level of 10% (3% as
raw values on LEL sensors).
Table 2 (below) summarizes remote telemetering AreaRAE data for this monitoring period. For this reporting period
AreaRAE monitoring data may contain drift events2. Appendix I and Appendix II include location maps and graphs
for remote telemetering data, respectively. 4

Drift is defined as any interference in the PIDs or electrochemical sensors ability to accurately report the concentration of a chemical in the atmosphere. Humidity, rapid
temperature changes, and compromised batteries are examples of common sources of drift.

On September 9, 2016, the Center for Toxicology and Environmental Health, L.L.C. (CTEH) initiated air monitoring
in support of response efforts to the gasoline release in Shelby County, AL. This report presents the real-time air

First-aid measures after skin contact: Wash immediately with water for 15 minutes. Remove affected clothing and
wash all exposed skin area with mild soap and water, followed by warm water rinse.
First-aid measures after eye contact: Rinse immediately and thoroughly with water, hold eyelids open for 15 minutes.

Decontamination
Dry removal of PPE following standard contamination control techniques is typically appropriate. Wash hands and face
with soap and water after exiting the contaminate reduction zone. Use a degreasing solution to decontaminate
waders, chemical protective boots, tools and equipment.
Special Considerations
Light ends (e.g. pentanes, butanes, benzene, xylenes, toluene, and ethyl benzene) often volatilize during the first
few days of the response as the oil weathers. Do not underestimate the explosive hazards of the light ends.
Exposure to carcinogens should be as low as reasonably achievable. Implement engineering controls even if air
monitoring indicates respiratory protection is not required.

P103 for additional information.

l have received requests for a waiver under the Clean Air Act (CAA) lo add ress a fuel supply emergency
caused by a failure in a segment of the Colonial Pipeline in Alabama. As you know, regulations
promulgated under the CAA require gasoline sold in certain areas of Delaware. Maryland. New Jersey.
Virginia. and the District of Columbia to meet reformulated gasoline (RFG) requirements. These areas
are referred to as the Affected RFG Covered Areas.' The RFG regulations at 40 C.F.R. 80.78(a)(7)
also prohibit any person in Alabama, Delaware. Georgi~ Kentucky, Maryland. Mississippi. New Jersey.
North Caro lina. South Carolina, Tennessee, Vi rginia. and the District of Colum bia from combining any
reformulated blendstock for oxygenate blending (RBOB) with any other gasoline, blendstock. or
oxygenate. except for the oxygenate of the type and amount specified by the refiner that produced the
RBOB. RBOB is combined with its specified oxygenate to produce RFG.
The pipeline failure affects Lhc petroleum distribution system in the Affected RFG Covered Areas and
has resulted in significant supply shortages of RFG to these areas. which are projected to remain over
the next several days. Additionally, the pipeline fa ilure has also caused supply shortages of conventi onal
gasoline (CG) in other non-RFG areas where RBOB could be supplied by other pipelines to produce
RFG, if the RBOB could be commingled with CG or other gasoline blendstocks.
The U.S. Environmental Protection Agency, in consultation with the U.S. Department of Energy. has
evaluated the impact of the fuel d istribution system disrnption on fuel supply in the Aftected RFG
Covered Areas. Based on this evaluation, the EPA has determined. and DOE concurs. that it is necessary
to take the followi ng action to minimize or prevent further disruption of an adequate supply of gasoli ne
to consumers in these areas.
1 have determined that an ..ex treme and unusual fuel supply circumstance' exists that w111 prevent the
d istri bution of an adequate supply of gasoline to consu mers. CAA 211 (c)(4)(C)( ii )(I), 42 U .S.C.
7545(c)(4)(C)(ii)(l). This extreme and unusual fuel circumstance is the result of a pipeline fai lure, an
event that cou ld not reasonably have been foreseen or prevenced. and is not anributable to a lack of
prudent planning on the pan of suppliers of the fuel to these areas. CAA 211 (c)(4)(C)(ii)(II). 42 U.S.C .
7545(c)(4)(C)(ii)(ll). Furthermore. I have determined that it is in the public interest to grant thi s
waiver and that this waiver applies to the smallest geograph ic area necessary to add ress the fuel supply
circumstances. CAA 211 (c)(4)(C)(ii)(Ill) and (iii)(I), 42 U.S .C. 7545(c)(4)(C)(ii)(III) and (i ii)(I).
Therefore, to minimize or prevent further gasoline supply disruptions. I am issuing this waiver of the
fede ral RFG requirements in the Affected RFG Covered Areas. Under this waiver. the EPA will allow
regulated parties to sell CG in the Affected RFG Covered Areas. Additionally, I am waiving the
provisions at 40 C.F .R. 80. 78(a)(7) that prohibit any person from combining any RFG blendstock for
oxygenate blend ing with any other gasol ine. blendstock. or oxygenate, unless certain conditions are met.
This waiver covers the prohibitions at 40 C.F.R. 80.78(a)(7). and applies to the District of Columbia,

This waiver is effective immediately and will continue through October 6, 2016. After October 6, 2016,
refiners and importers may not produce or import gasoline that does not meet the RFG standards for
distribution in the Affected RFG Covered A!eas. However, any CG for use in the Affected RFG
Covered Areas that is in the distribution system on October 6, 2016, may be distributed and sold until
the supply is depleted . CG that is in the possession of parties other than retailers and wholesale
purchaser-consumers must meet the RFG requirements by no later than November 6, 2016. Retailers and
wholesale purchaser-consumers may continue selling or dispensing CG until their supplies are depleted .
The EPA will continue to work with the DOE and affected states to monitor the impact of the pipeline
failure on the fuel supply situation. Should conditions warrant, this waiver may be modified, terminated
or extended, as appropriate.

Pond 2 was not sampled until September 19, 2016 because product previously covered the majority of the pond and prevented sampling access due to health and safety
concerns related to hazardous atmospheres.
