A BILL

1 To contain the Russian federation from expanding its military influence upon Eastern Europe and the
2 Middle East. The United States will pledge to support any nation from militaristic of conic aggression
3 perpetrated by Russia.

5 Be it enacted by the Senate and House of Representatives of the United States of America in Congress
6 assembled

8 SECTION 1. SHORT TITLE

This act may be cited as the Freedom Shield Act of 2016.

11 SECTION 2. FINDINGS

Congress hereby finds and declares that,
13 1) There has also been an uptick in long-range bomber activity from the Russians in Eastern Europe
14 and extending to flights off the U.S. West Coast
15 2) Russia invaded Georgia in 2008
16 3) Russia invaded the Ukraine in 2014
17 4) Russia has approximately 7,300 nuclear warheads and has been violating the Intermediate-Range
18 Nuclear Forces Treaty, which requires that countries : not to possess, produce, or flight-test a ground19 launched cruise missile (GLCM) with a range of 500 to 5,500.
20 5) There is a strong connection to the Russian hackers who broke into the Democratic Party's
21 computers, the World Anti-Doping Agency's Administration System and who are implicated in the
22 leaks of the personal emails of former Secretary of State Colin Powell and the health documents of
23 Olympians are being supported by Russia.
24 6)After the Invasion of the Ukraine, President Barack Obama signed Executive Order 13660 that:
25 authorizes sanctions on individuals and entities responsible for violating the sovereignty and
26 territorial integrity of Ukraine, or for stealing the assets of the Ukrainian people. These sanctions put
27 in place restrictions on the travel of certain individuals and officials and showed our continued efforts
28 to impose a cost on Russia and those responsible for the situation in Crimea
29 7) In NATOs mission, in which the United States is a member of: The Alliance also remains open to
30 the use of military lines of communication to address the critical issues we face.
31 8) A recent report by the European Leadership Network documented almost 40 incidents involving
32 Russian aircraft or ships between March and November 2014 and pointed out that they were both
33 more frequent and involved more risk than in previous years.

35 SECTION 3. STATUTORY LANGUAGE
36 A) The Bill will the use Military and Economic Aid packages to the countries threatened or invaded by
37 Russia. The United States will give military training to foreign allies as well as weapons and
38 equipment for threatened countries. The United States may enact economic sanctions towards Russia.
39 The United States will also increase its military commitment to the North Atlantic Treaty Organization
40 (i.e. NATO); A maximum of the 5 billion dollars may be used.
41 B) The Administering agency will be the Department of Defense. The source of funding comes from
42 the closing of the loophole on tax deductions on real estate losses, which currently cost the United
43 States approximately $457 Billion. The enforcement agency to generate the revenue is the Internal
44 Revenue Service (i.e. IRS).
45 C) If Russia ultimately threatens to either invade or commits hostile actions, the United States may
46 have the power intervene in the conflict and increase funding levels to the invaded country.

The Russian Federation must be contained by the United States because of its threat to its
neighbors, its interference in U.S national security and its large military nuclear arsenal.
Due to the ultimate desire of Russia to increase its land and influence, the country has
manipulated its neighboring countries. The Russian Federation is fearful of retaliation of
western countries, thus it seeks buffer zones to protect itself. This has already been expressed
by Vladimir Putin, who once stated in a 2005 speech that, Above all, we should acknowledge
that the collapse of the Soviet Union was a major geopolitical disaster of the century. As for
the Russian nation, it became a genuine drama. Tens of millions of our co-citizens and copatriots found themselves outside Russian territory. Putin, whom was a KGB agent, shows
that he considered the countries that were prior under the Soviet Union to be the property of
Russia. Russia has used threats of violence for its own gain against its smaller neighbors. For
example, when Sweden expressed interest in joining NATO the Russian Ambassador, Viktor
Tatarintsev, stated: I don't think it will become relevant in the near future, even though there
has been a certain swing in public opinion. But if it happens there will be countermeasures".
Again, since Sweden being away from Russian influence would be damaging, Russia insists
that there will be retaliation.
The RF has begun to interfere with the United States national security interests, mainly by
attempts to influence the U.S Presidential election; recently Homeland Security has stated
that: The U.S. Intelligence Community is confident that the Russian Government directed the
recent compromises of e-mails from US persons and institutions, including from US political
organizations. Russia purposefully hacked and attempted to influence the U.S Election to
have their favorite candidate win is a breach in U.S national security. Russia has also been
responsible for interfering with the economy. Russia has placed embargoes on the European
Union for agricultural produce. This has had negative effects on U.S allies in the region, due
to the fact that: Across the EU as a whole, exports on average, depending on the year,
represent 11-13 billion dollars (8 to 10 billion euros), thats 9% of total EU trade. Due to the
fact that Russia represents such a large amount of Europe's economic infrastructure an
embargo of this size threatens to damage the worldwide market.
Russia is a very real danger to its Compared to many of the countries in the world the russian
military is even more efficient than the United States, for example in Syria Russian air forces
have been conducting nearly as many strikes in a typical day against rebel troops opposing
the government of President Bashar al-Assad as the American-led coalition targeting the
Islamic State has been carrying out each month this year (Schmitt and Myers). The Russian
military is much more efficient than the U.S-Russia have an efficient military, it also has a
large nuclear arsenal. The United States and Russia both contain the largest amounts of
nuclear weapons and material in the world; however Russia still relies on nuclear weapons.
Russia is in favor of enlarging its nuclear weapons for its use as a defense against other
nations. The use of nuclear weapons as a deterrent has been expressed by Vladimir Putin, who
during a defense meeting stated, We have repeatedly said that Russia will take the necessary
measures to strengthen the response capacity of the strategic nuclear forces. We will work on
missile defense systems, but at the first stage, as we have, I repeat, they said, we will work
over the shock and systems that are able to overcome any missile defense system. This
encouragement by the Russian government promotes the escalation of nuclear arms.
The Russian must be contained, if not, then the effects could be catastrophic.
