SECTION- A TECHNICAL
COMPONENT
1. Rationale: Livestock plays a vital role in the national economy which
accounts 51.8% of the agriculture value added and 11.3% of the
total GDP. The contribution of livestock is 6.1% more than the
combined contribution of major and minor crops (Economic survey of
Pakistan 2009). The role of livestock in the rural economy may be
realized from the fact that 30-35 million of the rural population is
involved in livestock raising, having household holdings of 2-3
cattle/buffalo and 5-6 sheep/goat per family which help them to drive
30-40 % of their income from it.
On the basis of dairy production Pakistan owns 4th position but the
contribution of our dairy sector in national economy is very low. There
is a great potential in livestock sector to grow bigger but it needs
modern interventions on scientific lines. Our farmer’s community
generally in Pakistan and particularly in Khyber Pakhtunkhwa is
practicing conventional animal husbandry. According to the baseline
survey ‘Baseline on Livestock District Buner’ RAHBER and LTC
2010, the extension services in the target area was almost equal to
zero. Health is also a bottle neck in the remote areas of the targeted
district.
The proposed project aim at mass awareness regarding extension
education of the farming community. The establishment of the
Livestock Extension ServicesCenters (LESC) in the said villages would
be a prelude for the farming community that will benefit them through
introduction of modern animal husbandry practices. The adoption of
modern animal husbandry practices like A.I, feeding & breeding etc.
will drastically improve the production potentials of the existing
animals. This will also lead to wider replication of the said practices in
the surrounding villages and ultimately in the whole districts. Besides
this, the LESC will identify and link progressive farmers with LTC and
university for enterprise development. The LESC will serve as door
step services providers, bridging the gap between the farmers and
researcher and will represent the said community at all level for equal
development. This sort of project will prove helpful in livestock sector
development, socioeconomic development of the farming community
and will bring a wave of prosperity in the said areas.

2. Objectives  To render door step services to the farming community


 To motivate and sensitize the farmers community for wider
adoption of modern Animal Husbandry Practices
 To identify new and existing farmers for enterprise
development
 To link the farmers community with various governmental and
non-governmental organization for livestock sector
development
 To improve socio-economic conditions of the farmer community
through better animal health & production.

4. Indicators  Financial and economic indicators


As the activity is money oriented that will have a motivating
effect on the personnel to deliver quality services at low cost.
The LESC is providing quality services to the farming
community that will enormously enhance animal’s productivity
resulting in more income and hence the socio-economic
conditions of the farming community will be improved. The
increase in production of the existing animals and development
of new enterprises will bridge the demand & supply gap of
livestock products. More livestock products availability in the
market will mobilize more human resource to earn their
livelihood and hence more employment opportunities will be
explored.
 Social indicators:
LESC is a social welfare activity that will benefit deserving
communities in three selected villages via improvement in
livestock farming.
This activity will provide direct and indirect self-employment
opportunities to the area people and also to the people
involved in livestock sector development i.e. medicine & feed
companies, vaccines producing firms and livestock business
persons etc.

 Environmental impact:
The best utilization of the agriculture by-products will be
ensured to avoid environmental pollution. The farmers will be
inculcated to install biogas plants to best utilize farmyard
manure and make the animal residues more eco-friendly.

5. Project The project will be implanted in three selected villages, each from
Implementa district Shangla, Swat and Buner. The selection of villages will be on
tion the basis of livestock potential and lack of accessibility to government
health facilities. The Centers will be established in these selected
villages, where first priority will be given to livestock extension with
emphasis on animal health and production. A village Farmer’s
Association will be established that will supervise the center and will
have a liaison with the LTC for the correction of necessary short
comings. Each center will be provided with necessary tools and a
Veterinary Doctor and Veterinary Assistant. As unemployment is on its
boom so the Center will be money oriented and the staff will charge
reasonable fee for their services.
Capacity building of the Farmers community through, on the spot
trainings, vaccination campaign against contagious diseases and field
days for demonstration of new innovations in the field of animal
husbandry will be given due preference.

6. Monitoring LTC believes in quality. The organization always wants a visible


and change and work on real ground.LTC also keeps the farmers
Evaluation community on board as a real stake holder. The prime supervision will
be assigned to the Village Farmer’s Association. The Village Farmer’s
Association will supervise the center. The members of the association
will be linked with LTC directly. The monitoring officer of LTC will visit
the center time to time regularly for monitoring and evaluation of the
project.

7. Sustainabil As the activity is money as well as need oriented, so both the stake

center.
