1. General Description object


1.1. Project Description
The DSW Power Plant (one gas turbine with generator, with their associated ancillary
equipment, bypass stack, Heat Recovery Steam Generator (HRSG) and one back pressure
Steam Turbine Generator (STG) is intended to generate electrical power and to produce the
high and low pressure steam needs from waste heat recovery. The power plant will have a
net output between 170 - 240 MW. The site is situated next to the Dead Sea in Israel at
385 m below sea level.
1.2. The goal
The scope of the present document is to give a global and complete description of the plant
drains system for designing the Power Plant for the Dead Sea Works (DSW) at Sodom.
The aim of this functional description is to complete and to extend the graphic information
reflected in the P&IDs diagrams.

2. Functions of system
2.1. System Description
The function of the drainage network is to collect the drains from different areas and
equipment by gravity to be delivered to the disposal points of the plant. The plant drains
system is divided in three different systems according to the type of fluid drained: oily
water, clean process area water and sanitary sewer water.
The oily water is collected in sump pits and pumped to the Waste Water Treatment Plant
(WWTP), previously sent to an oil separator skid. The clean water and the sanitary sewer
drains are disposed by gravity collected in the underground pipes.
The underground pipe lines are made of polypropylene (PP151). Carbon steel (A112)
cannot be used due to the high corrosion of the soil. When the drain water is pumped out
from the pits or sent through the rack, the pipes are made of carbon steel instead of
polypropylene.
The main functions of the plant drains system is to collect and disposal the drainages from
three different points:

Oily water drains: drainages from areas and equipment that might have oil and
hydrocarbons dissolved. They are sent to a sump pit, and pumped from the pit to
purified in an oil separator skid the WWTP/neutralization basin.
For the oily water network there are four sump

pits:

GT east side pit: collects the oily water drain from gas turbine building east
side.
1. Fuel-oil supply system.
2. Lube-oil and fuel gas skid.
3. Blow-off system.

GT west side pit: collects the oily water drain from gas turbine building west
side.
1. Floor drains.
2. Compressor wash water package (mobile).

ST west side pit: collects the oily water drain from steam turbine building
west side.

ST east side pit: collects the oily water drain from steam turbine building east
side.

Clean water drains: water from areas with no oil dissolved, delivered to the
waste water treatment plant (WWTP). The clean water drainages has two main
pipe lines entering the WWTP:

Buried sump pits: flash tank 1, flash tank 2 and blowdown tank drainages,
coming from each overflow line, are collected in individual sump pits for each
tank. Flash tank 1, Flash tank 2 and blowdown tank drain are pumped out to the
clean water network.

Oily water drainage network

The oily network is divided in four different sump pits to be pumped then to the WWTP.
Previously is passed through the oil separator.
The GT building east side sump pit collects the drainage from the east side of this building.
The drained water from each building is collected in a water channel and sent by gravity to
the oily network. Starting from the highest point of the plant, there is a water channel in
the gas turbine (East side) collecting the drainage from the fuel-oil supply system, the lube
oil and fuel gas skid and the blow off system. Before leaving the buildings there are
installed fire traps, to avoid a fire spread in case of spillage or retaining walls failure. These
traps consist of a small pot to separate the water from the oil due to the density difference
so the fire does not enter the oily network. After the fire trap the drain is sent to the sump
pit through the line D88OWD05 BR001.
The GT east side drain sump pit consist of a buried pit where are collected the drains from
the GT building east side and pumped out by one pneumatic pump D88-36-M-00675/13
when there is a high level inside the pit. The level within the pit is controlled by a waterlevel buoy. When there is a high level (LSH 22014) the pump is started. The pumping is
interrupted when the buoy senses low level (LSL 22015).
The pump has a discharge line (D88CWD15 BR001) with a pressure gauge (D88CWD15
PI22013), a swing check valve (D88CWD15 AA501) and an isolation gate valve
(D88CWD15 AA502). This discharge line is supported on the rack to be disposed in the oily
water drain tank. Then this water is passed through the oil separator to be sent to the
WWTP.
The GT west side drain sump pit consist of a buried pit where are collected the drains from
the GT building west side and pumped out by one pneumatic pump D88-36-M-00675/14
when there is a high level inside the pit. The level within the pit is controlled by a waterlevel buoy. When there is a high level (LSH 22032) the pump is started. The pumping is
interrupted when the buoy senses low level (LSL 22033).
The pump has a discharge line (D88CWD30 BR001) with a pressure gauge (D88CWD30
PI22031), a swing check valve (D88CWD30 AA501) and an isolation gate valve
(D88CWD30 AA502). This discharge line is supported on the rack to be disposed in the oily
water drain tank. Then this water is passed through the oil separator to be sent to the
WWTP.
The ST west side drain sump pit consist of a buried pit where are collected the drains from
the GT building west side and pumped out by one pneumatic pump D88-36-M-00675/15
when there is a high level inside the pit. The level within the pit is controlled by a waterlevel buoy. When there is a high level (LSH 22035) the pump is started. The pumping is
interrupted when the buoy senses low level (LSL 22036).

The pump has a discharge line (D88CWD45 BR001) with a pressure gauge (D88CWD45
PI22034), a swing check valve (D88CWD45AA501) and an isolation gate valve (D88CWD45
AA502). This discharge line is supported on the rack to be disposed in the oily water drain
tank. Then this water is passed through the oil separator to be sent to the WWTP.
The ST east side drain sump pit consist of a buried pit where are collected the drains from
the GT building west side and pumped out by one pneumatic pump D88-36-M-00675/16
when there is a high level inside the pit. The level within the pit is controlled by a waterlevel buoy. When there is a high level (LSH 22038) the pump is started. The pumping is
interrupted when the buoy senses low level (LSL 22039).
The pump has a discharge line (D88CWD60 BR001) with a pressure gauge (D88CWD60
PI22037), a swing check valve (D88CWD60 AA501) and an isolation gate valve
(D88CWD60 AA502). This discharge line is supported on the rack to be disposed in the oily
water drain tank. Then this water is passed through the oil separator to be sent to the
WWTP.
2.2.2.

Clean water network

The function of the clean water drain network is to collect and distribute by gravity the
drainage from the utilities area to the waste water treatment plant and drains from Flash
tank 1, Flash tank 2 and Blowdown tank. All the pipe lines are underground, except the
lines from Flash tank 1, Flash tank 2 and Blowdown tank.
There are two main headers (D88CWD09 BR001 and D88CWD39 BR001) collecting the
water drains from all the areas. For D88CWD09 BR001 and starting with the most distant
area from the water tanks storage area, the drainage points are:

Main condensate pumps and filters (D88CWD09 BR001).


Flash tank 1 (D88CWD12 BR002).
Flash tank 2 (D88CWD15 BR002).
Filtered water storage tank (D88CWD18 BR001).
HRSG blowdown tempering pumps and service water distribution group areas
(D88CWD21 BR001).
Blowdown tank (D88CWD25 BR002).
Feed water pumps area (D88CWD27 BR001).
Sampling skid (D88CWD30 BR001).
Feed RO and backwashing MMF pumps (D88CWD33 BR001).
Demineralized water make-up pumps (D88CWD36 BR001).

There is a main line from the WWTP discharge pumps (D88CWD51 BR001) to the DSW
process and effluent treatment plant (TP11) where it is delivered all the power plant drains.
The flash tank 1 sump pit has a water-level buoy with three levels (LSHH 22016, LSH 22017
and LSL 220218), two discharge lines (D88CWD12 BR010/020) with pressure gauges
(D88CWD12 PI22022/023), swing check valves (D88CWD12 AA501/503) and isolation gate
valves (D88OWD12 AA502/504). The discharge header (D88CWD12 BR001) is buried
(D88CWD12 BR002) before delivering the water to the clean water collector drain line
(D88CWD09 BR001).
The flash tank 2 sump pit has a water-level buoy with three levels (LSHH 22026, LSH 22027
and LSL 220228), two discharge lines (D88CWD15 BR010/020) with pressure gauges
(D88CWD15 PI22022/023), swing check valves (D88CWD15 AA501/503) and isolation gate
valves (D88OWD15 AA502/504). The discharge header (D88CWD15 BR001) is buried
(D88CWD15 BR002) before delivering the water to the clean water collector drain line
(D88CWD09 BR001).
The HRSG blowdown tank sump pit has a water-level buoy with three levels (LSHH 22019,
LSH 22020 and LSL 22021), two discharge lines (D88CWD25 BR010/020) with pressure
gauges (D88CWD25 PI22024/025), swing check valves (D88CWD25 AA501/503) and
isolation gate valves (D88CWD25 AA502/504). The discharge header (D88CWD25 BR001)
is buried (D88CWD25 BR002) before delivering the water to the clean water collector drain
line (D88CWD09 BR001).

2.2.3.

Sanitary sewer network

This system collects the sanitary water from the water treatment plant (D88SS_10 BR001)
and the office building (D88SS_15 BR001) toilets. The main pipe line delivers the sanitary
drained water to the DSW sewage discharge (TP 16).

5.6. Control
System drives will be monitored and controlled from the operation screens of the operating
stations installed in the main control room. In order to control and supervise the regulating
stations, the system includes automatic-manual stations by means of which the operator
can select the control mode (automatic or manual), modify the set point in specific cases
and operates the final control element according to demand. In order to adjust a
parameter, the automatic-manual station has auto-manual and up-down buttons, as well as
selection areas. In manual mode, the demand of the final element will be established by the
operator from the station and will be independent of the control loop; when selected in
automatic mode, the demand will come from the programme regulator in the control
system.
The pumps may be operated through the Distributed Control System (DCS) or locally, using
the CCM switchboard (START/STOP and LOCAL/REMOTE).
Plant drains system has a complete automation that allows control each system from DCS
so, if required, system shall be stopped or will actuate required conditions.
The control and system supervision, control loops descriptions, and the logics of control
protection of the most relevant actuations as well as the plant drains system are indicated
next:

5.7. Control loops


5.7.1. Level control in oily water sump pit (LIC-22014)

Process variable: Level in the GT sump pit. This variable is measured by one high
level switch (LAH-22014) and one low level switch (LAL-22015).

Loop action: On/Off controller.


The Final control element: The final control element is the solenoid valve XV-22014.
When high level switch signal is activated the solenoid is excited and the valve lets the air
inlet to the pneumatic pump D88-36-M-00675/13, which takes out the oily water of the
sump pit. The pumps is running until the low level switch is activated.
In case the low level switch signal is activated the solenoid is deenergized and the valve
closes and cut off the air inlet to the pump, which is stopped.
5.7.2. Level control in oily water sump pit (LIC-22032)

Process variable: Level in the GT sump pit. This variable is measured by one high
level switch (LAH-22032) and one low level switch (LAL-22033).

5.8.1. Flash tank 1 drain sump pit pumps (D88-31-M-00675/11/12)
There are two vertical pumps in sump pit.
Operation:
The pumps may be operated through the Distributed Control System (DCS) or
locally, using the CCM switchboard (START/STOP).
While level is rising, one pump must start up when high level (LSH-22017) is
reached and the second pump must start up when high high level (LSHH-22016) is
reached. While level is falling, the second pump must stop when high level is
reached. The first pump must stop when low level (LSL-22018) is reached.

Start-up permissions:
Not activated low level switch LSL-22018.
Stop permission:
The pumps do not have permission requirements for stopping at any time.
Trips:
The pumps do not have any trips.
Selection:

The DCS, through a selector, shall star the pump with less hours of operation.
The selector is able to start the two pumps simultaneously when high high level
switch is active.

5.8.2. Flash tank 2 drain sump pit pumps (D88-36-M-00675/09/10)


There are two vertical pumps in sump pit.
Operation:
The pumps may be operated through the Distributed Control System (DCS) or
locally, using the CCM switchboard (START/STOP).

reached and the second pump must start up when high high level (LSHH-22026) is

6.

Operation Mode
6.1. Preparations of the system

Before the start-up, the following points must be verified:

System alignment (only after long/maintenance outage and manual operations)


Instrumentation in operation.
Operating Distributed Control System (DCS) with absence of alarms or active
interlocks.
Adequate water level in the sump pits.
MCCs and required electrical devices are energized.
Normal oil level in vertical pumps and motor bearings, if required.
All motors in remote control mode in MCC.

6.2. Start-up
The start-up of the system is not included in the automatic start-up of the Plant (Overall
System Description 0331-MEM-ING-000-010-0010), but must be performed manually.
Once these actions have been verified the procedure below must be carried out:

Set the solenoid and pumps in automatic mode and start the system.

6.3. Normal operation


In normal operation the pumps are running if they are required for each sump pit level
control.
The system normal operation is described in paragraph 5 of this document: "Description of
the system".

Moreover, during normal operation the actions to be carried out by operators will be limited
to check a serial of parameters in order to assure the correct performances of the system. The
main points would be:

Verify sump pits level is within normal range (no alarm).


Verify the discharge pressures are within normal range (no alarm).

6.4. Stop
The plant drains system will be stopped in manual mode as well. The shutdown of the
system will be operated manually and following the next sequence:

Verify if level in the sump pits is within operating range.


Set to manual and stop the pumps of the system.
Lead all the system to safe position.
