On 10/11/16 1 was at my rental property at 1212 Johnson St in the Town of Palmyra, | asked if | could put a new fumace filter in the furnace. When | asked this ! was told by @ male that | could not come inside the house, his name is Ken Kahler. While | was at the door | could smell an awful stench, it smelled like dirty animals. | asked what it was and he replied that there was no animals in the house. The next day on 10/12/16, | was doing routine preparation for winter on the house, | was outside cleaning the gutters when | Could see multiple cages of rats inside an upstairs bedroom. | immediately called the Police to report animal cruelty. | could ‘886 that they had no food or water and they were all piled on top of each other in the cages.
