G E NE RA L FUNCT I O N A L ST AT E ME NT
The Philippine Nuclear Research Institute (PNRI) has been the
center of nuclear science and technology activities in the country since
1958. It is mandated to develop and regulate the safe and peaceful uses
of nuclear science and technology in the Philippines.

The (PNRI) is headed by a Director who is assisted by a Deputy


Director. It is presently composed of five (5) Divisions namely, Atomic
Research Division (ARD), Nuclear Services Division (NSD), Nuclear
Regulatory Division (NRD) Technology Diffusion Division (TDD), and
Finance and Administrative Division (FAD).

OFFICE OF THE DIRECTOR (OD)


Formulates policies, overall thrusts and strategic plans and
provides executive direction in the implementation of nuclear research
and development, technical services, technology diffusion, operations
and regulation of the peaceful uses of atomic energy in the country.

Represents the Institute in international, regional and national


activities, and establishes collaborative programs, projects with local and
international bodies.

OFFICE OF THE DEPUTY DIRECTOR (ODD)


Assists the Director in the formulation of policies, overall thrusts,
strategic

plans,

and

in

providing

executive

direction

in

the

implementation of nuclear research and development, technical services,


technology diffusion, operations and regulation of the peaceful uses of
atomic energy in the country.

Represents the Institute in international, regional and national


activities, and assists in establishing collaborative programs/projects with
local and international bodies.

Planning Section
1. As directed, coordinates the formulation and establishment of overall nuclear S&T
research and service plans, programs, policies through cooperative and coordinated
activities with the different divisions of the Institute
2. Formulates standards, criteria and formats for the periodic evaluation and review of
S&T research and service plans, programs and policies
3. Coordinates with the Finance and Administrative Division in meeting budgetary
requirements and in the preparation of vital reports as may be required
4. Conducts continuing studies, surveys, forecasts supportive of overall S&T research
and service plans, programs and policies

5. Provides staff assistance to the Senior Staff on matters related to PNRI S&T plans,
programs and policies
6. Conducts regular monitoring and periodic assessment of PNRI programs/projects/
activities and prepares summary reports for the Senior Staff and other governmental
authorities
7. Participates in cooperative and liaison activities with inter-agency institutional
planning units and other related offices/agencies
8. Assists PNRI project leaders in the formulation and management of special projects
with external funding sources and prepares responses to various communications
related thereto
9. Provides secretariat support to Senior Staff meetings and other special Committees
as may be directed
10. Performs special functions as may be required

FINANCE AND ADMINISTRATIVE DIVISION


The Finance and Administrative Division (FAD) provides advice and
assistance in policy formulation relative to fiscal and administrative
matters. FAD also provides administrative (Human Resource
Management & Records/Communications, Medical Services), financial
(Budget, Accounting, Property and Procurement, Cashiering) and
auxiliary services (Plant Services, Motorpool) for the successful
implementation of the Institutes programs

A. Human Resource Management and Records and Communication Section (HRMRCS)
Human Resource Management
A1. Formulates, recommends and implements personnel policies, programs and
procedures
A2. Administers personnel programs which include recruitment, selection and
placement, position classification and pay, career and employee development,
performance rating, employee relations, benefits and welfare services

A3. Provides advice and assistance to employees on personnel matters


A4. Establishes and maintains linkages with other government agencies, like the
Civil Service Commission (CSC), Office of the President (OP), Department of
Budget and Management (DBM), Government Service Insurance System (GSIS),
Houses of Congress and Senate and the DOST System on matters pertaining to
personnel welfare and benefits
A5. Takes responsible charge of the design and implementation of non-nuclear
training programs cutting across organizational lines as well as the coordination
of employees training with other government and private agencies
A6. Initiates and coordinates the conduct of personnel researches and analysis of
personnel programs, policies and procedures in accordance with existing Civil
Service Laws and Rules
A7. Acts as the extended arm of the Civil Service Commission in implementing Civil
Service Laws and Rules
A8. Performs other related functions which may be required by PNRI operations
from time to time
Records and Communications
A9. Maintains a system of recording, classification, filing and custody of PNRIs
official papers and documents
A10. Takes charge of the service/maintenance of PNRI communication systems
(telephone and fax), including coordination with PLDT regarding services and
payment
A11. Serves as linkage to different government and private offices, as well as to
foreign government and international organizations/entities relative to the
delivery and receipt of official communications, scientific information/data
through mails, e-mails and telefax
A12. Provides reference service, authentication and retrieval of official papers and
relevant documents
A13. Takes charge of internal routing and distribution of official papers and
documents, such as special orders, office orders, memoranda, etc.
A14. Performs other related functions which may be required by PNRI operations

B. Budget Section (BS)


B1. Prepares the PNRI budget and the corresponding justifications for approval of
management
B2. Prepares special budget as may be required by some government directives

B3. Provides assistance to the different Divisions/Units in the budget preparation
for regular funds as well as grants and donations from local/international
agencies/organizations
B4. Prepares Obligation Request for PO/JO, Payroll, Personal Claims, etc.
B5. Coordinates with the Department of Budget and Management (DBM), Bureau
of the Treasury (BT) and other government agencies charged with fiscal

C. Accounting Section (AS)
C1. Processes Purchase Requests and certifies to the availability of funds prior to
issuance of obligations
C2. Processes vouchers for payment of government obligations
C3. Monitors funds of the agency and prepares reports and statements required
for fund management as required by other government agencies
a. National Cash Allocation
b. Government-assisted projects
c. Foreign Donations/Grants
C4. Maintains basic accounting records and books of accounts reflecting accurate
and updated financial status of various funds
C5. Reviews report of collection and deposits for accuracy and legality and
prepares cash receipts journal
C6. Prepares billing to debtors and sends letters of collection for overdue accounts
C7. Updates schedule of Accounts Receivable and maintains subsidiary records
C8. Prepares employees contribution/remittances to GSIS, Philhealth, HDMF and
NHMF

D. Property and Procurement Section (PPS)
D1. Prepares the PNRI Annual Procurement Program
D2. Receives and evaluates, for completeness/correctness of technical
specifications, Purchase Requests (PR) from various PNRI Units/Divisions and
reflects corresponding serial number for monitoring purposes
D3. Prepares request for quotations and sends to local accredited suppliers and/or
foreign entities
D4. Performs the functions of BAC Secretariat
D5. Prepares applications for letters of credit (LC) or import advances and other
pertinent papers in connection with the procurement of supplies, materials
and equipment from foreign suppliers

D6. Prepares POs/JOs based on approved BAC recommendations and sends


approved POs/JOs to winning bidders
D7. Coordinates with winning bidders to facilitate fast delivery of ordered
supplies/equipment
D8. Receives delivery and coordinates with end-users and Technical Inspectors for
delivery acceptance. Facilitates the preparation of various documents such as,
Waste Material Report (as applicable), Pre-Repair Inspection Report (as
applicable), Inspection Report, ARE/ICS (as applicable) and RIS
D9. Facilitates storekeeping, recording and issuance of supplies and materials
acquired through bulk procurement
D10. Prepares vouchers and other applicable supporting documents for payment
purposes
D11. Facilitates the annual inventory of supplies, materials and equipment and
prepares corresponding Annual Inventory Report
D12. Maintains records/file of PR, PO/JO, DV and supporting documents as well as
Acknowledgement Receipt for Equipment (ARE) and Inventory Custodian Slip
(ICS) for semi-expendable materials issued to employees
D13. Oversees the proper storekeeping and report preparation of equipment that is
turned over by different Divisions/Sections for disposal and coordinates with
the Disposal Committee for their proper disposal
D14. Conducts accreditation of suppliers and updates corresponding accreditation
information annually
D15. Performs other related functions which may be required by PNRI operations
from time to time
E. Cash Section (CS)
E1. Takes charge of the preparation of checks and the corresponding reports for all
PNRI transactions
E2. Takes charge of the collection and deposits of all monies received by PNRI in
accordance with government rules and regulations
E3. Takes charge of the release of payments to dealers, suppliers and service
providers of PNRI

E4. Takes charge in the preparation of payrolls and vouchers involving salaries and
wages, allowances and other compensation benefits of PNRI personnel

F. General Services Section (GSS)
Plant Services Unit
F1. Provides general maintenance services such as carpentry, plumbing, masonry
and electrical works for the upkeep of PNRIs buildings/ offices and furniture
F2. Prepares plans, general specifications and cost estimates related to PNRIs civil
works/projects
F3. Supervises the janitorial services to ensure cleanliness of PNRIs
buildings/offices and premises
F4. Assists in the supervision of security guards to ensure implementation of the
PNRI Manual of Security Procedures
F5. Provides general reproduction of print materials and related services
F6. Performs other related functions which may be required by PNRI operations
from time to time
Motorpool Unit
F7. Provides transport services to PNRI personnel and guests on official business
F8. Establishes and implements a maintenance program for PNRIs vehicles to
ensure that vehicles are always in good running condition
F9. Prepares and updates database on Motorpool operations such as vehicles
utilization, repair and maintenance, gasoline consumption and drivers
performance
F10. Prepares and submits documents required by COA audit
F11. Performs other related functions which may be required by PNRI operations

ATOMIC RESEARCH DIVISION


The Atomic Research Division (ARD) focuses on research and development programs on the safe and peaceful uses of radioactive and nuclear
materials, atomic and nuclear techniques and processes to contribute to
the governments efforts in increasing agricultural and industrial
productivity as well as ensuring health security and safeguarding the
environment

Office of the Chief


1. Provides direction and guidance in the planning of the Institutes R&D activities
2. Provides advice and supervises the operation of the following ARD sections:

A. Agriculture Research Section (ARS)
A1. Undertakes researches in the application of ionizing radiation, radioisotopes
and nuclear techniques in agriculture towards crop improvement and
increased crop and livestock production through:
a. Mutation breeding
b. Use of nuclear techniques in soil fertility and other nutritional studies, soil
erosion and sedimentation studies,
c. Insect control using the Sterile Insect Technique (SIT) and biocontrol agents

C1. Undertakes research in radiochemistry and radiation chemistry towards

elements in various compounds for possible application in new product

b. Development of methods of producing high specific activity radioisotopes
and radioactivity-labeled chemical compounds
c. Application of chemical effects of high energy radiation in the improvement
of the physical properties of materials and in the development of useful
products
d. Understanding the nature of pollutants as well as the pollution processes
and mechanisms in various environmental media

E. Health Physics Research Section (HPRS)
E1. Conducts country-wide measurements of environmental radioactivity
E2. Undertakes risk analysis and dose assessment for the safety of the public and
the environment
E3. Undertakes research in radioecology towards understanding the distribution
and accumulation of radionuclides in the various components of the ecosystem
E4. Develops dosimetry methods and techniques for various radiation sources
E5. Promotes collaborative researches in nuclear energy with other government
agencies, universities and the private sector
E6. Participates in international and/or inter-agency cooperative projects along

NUCLEAR SERVICES DIVISION


The Nuclear Services Division (NSD) is the service-oriented arm of the
Institute, engaging clients from industry, business, government, the
medical and academic sectors and the research staff of the Institute, in
order to provide specialized nuclear services that enhance product
quality, improve processes, and generate information derived from the
use of nuclear techniques. The Division offers, among others, services
such as irradiation of materials and commodities, dispensing of
radiopharmaceuticals for the diagnosis and treatment of diseases,
radiotracer technologies, calibration of radiation detection equipment,
dosimetry, engineering works and analytical testing that harness the
unique, value-added role of nuclear techniques.

A. Nuclear Reactor Operations Section (NROS)


A1. Provides a comprehensive reactor/accelerator utilization service capability for
scientific research and/or technology applications in industry, medicine and
other fields
A2. Provides expertise and reactor/accelerator experimental facilities for the
various on-the-job and nuclear training courses conducted by the Institute
A3. Takes charge of activities related to the life cycle of reactors/accelerators
including decommissioning
A4. Provides consultancy services and/or assistance to researchers and
technologists in the application of the reactor/accelerator in their projects or
studies
A5. Participates in international or interagency projects in reactor/accelerator
utilization and/or applications
A6. Performs other related functions which may be required by PNRI operations

B. Irradiation Services Section (ISS)
B1. Provides irradiation services to the clients of the Multipurpose Irradiation
Facility from industry, academe and research sectors
B2. Continuously upgrades and expands irradiation facilities and capabilities for the
irradiation of different kind of products/samples
B3. Provides consultancy services/assistance to researchers, technologists and
practitioners in the irradiation of samples for use in their research or project
B4. Participates in international or inter-agency cooperative projects along this line
of service or specialization
B5. Performs other related functions which may be required by PNRI operations
from time to time
C. Nuclear Analytical Techniques Application Section (NATAS)
C1. Provides nuclear-based and related analytical services to external clients from
the industry, academe, and research sectors
C2. Undertakes methods development and validation for reliable and adequate
analytical service capability

C3. Provides consultancy services utilizing nuclear-based and related analytical


services to industry, academe, and research institutions addressing specific
problems

related analytical service capability of the section to meet technical and
baseline information requirements in agricultural, biomedical and

D. Radiation Protection Services Section (RPSS)
D1. Provides personnel monitoring services to workers occupationally exposed to
radiation to monitor and assess their external exposure in the workplace
D2. Maintains the Secondary Standards Dosimetry Laboratory (SSDL) to ensure that
a. Output and quality of protection and diagnostic level radiation sources are
standardized
b. Radiation instruments are calibrated to giving correct and accurate
indications of the levels of ionizing radiation
D3. Performs radiation hazards evaluation survey and radiation control services to
facilities using ionizing radiation
D4. Maintains and operates the national Radioactive Waste Management Center to
ensure proper management and storage of radioactive waste including spent
or unused sealed sources
D5. Provides health physics support to the various facilities within PNRI
D6. Performs the field survey activities for the radiological characterization of the
PRR-1 and provides radiation protection support to the Reactor Personnel

D7. Conducts source search and recovery of lost, orphaned and/or inadvertent
radioactive materials and plays a key role in responding to various radiological
incidents
D8. Participates in international and/or inter-agency cooperative projects along

E. Isotope Techniques Section (ITS)
E1. Identifies the areas of nuclear techniques applications in local industries
E2. Undertakes development of radioisotopic and nuclear techniques and products
suitable and relevant to the needs of the industry
E3. Provides consultancy service in the use of nuclear techniques for solving
industrial problems
E4. Renders actual technical service to industry in radiotracing, gauging, and other
areas
E5. Promotes collaborative researches on industrial applications of radioisotopes
and nuclear techniques with local industry, other agencies, universities
E6. Participates in international or inter-agency cooperative projects along this line
of service or specialization
E7. Performs other related functions which may be required by PNRI operations
from time to time
F. Engineering Services Section (ESS)
F1. Provides technical/engineering expertise and services in the design, fabrication,
installation and testing of radiation handling facilities, equipment and devices
F2. Demonstrates specialized NDT and other nuclear related engineering
techniques and provides services as required
F3. Maintains and continuously expands the mechanical, electrical and electronics
service facilities of the division
F4. Provides technical advice or assistance to researchers and technologists for
their mechanical, electrical or electronics support requirements

NUCLEAR REGULATORY DIVISION


The Nuclear Regulatory Division (NRD) performs the regulatory function
of PNRI in licensing and regulating the possession and use of nuclear
and radioactive materials and facilities, as mandated by Republic Acts
2067 and 5207, both as amended, and Executive Order 128. The NRD
also implements the PNRI Policy on Internal Nuclear Regulatory Control
Program, and the coordination of nuclear and radiological emergency
preparedness and response activities.
The NRD undertakes activities in support of international commitments
on nuclear safety, safeguards and security of nuclear and radioactive
materials and facilities

Office of the Chief


1. Provides direction and guidance in the planning, coordination and implementation of
regulatory activities of the following NRD Sections:
a. Regulation and Standards Development Section;
b. Licensing, Review and Evaluation Section;
c. Inspection and Enforcement Section;
d. Nuclear Safeguards and Security Section; and
e. Radiological Impact Assessment Section
2. Provides advice and recommendations to Management on policy formulation and
regulatory issuances.
3. Collaborates with relevant governmental agencies to effectively regulate the safety,
security and safeguards of nuclear and radioactive materials.
4. Performs other related functions which may be required from time to time
A. Regulations and Standards Development Section (RSDS)
RSDS plans, programs, coordinates and carries out the establishment, formulation/development of safety standards, rules and regulations, criteria and guides.
RSDS shall perform the following functions and responsibilities:

A1. Develops or adopts and updates standards, licensing rules, regulations, criteria
and guides;

A2. Reviews/evaluates foreign and international regulations, standards, criteria and


guides as basis for the revision of national laws, regulations and standards;
A3. Conducts studies in the field of standards development and technological
aspect of licensing and regulations;
A4. Conducts consultations and meetings with stakeholders in the drafting of
regulations and standards;
A5. Participates and collaborates in regulatory and other safety-related activities;
and
A6. Performs other related functions from time to time.
B. Licensing, Review and Evaluation Section (LRES)
LRES plans, programs, coordinates and carries out the review, evaluation and assessment
of applications to import, export, acquire, possess, transport, handle and use nuclear and
radioactive material, operate atomic energy facilities in order to ensure compliance with

LRES shall perform the following functions and responsibilities:

B1. Receives and processes applications for atomic energy facility and radioactive
material licenses;
B2. Conducts safety review and evaluation of license applications, prepares

B3. Conducts pre-licensing inspection to verify accuracy of information and
commitments of applicants in the license application;
B4. Assists in the coordination with other government agencies to effectively
regulate and control the import and export of nuclear and radioactive material
through the National Single Window;
B5. Maintains records of all license applications and safety evaluation reports,
electronic database of radioactive material/facility licenses, sealed sources and
other relevant licensing data and track status of licenses;
B6. Participates and collaborates in regulatory and other safety-related activities;

C. Inspection and Enforcement Section (IES)


IES plans, programs, coordinates and carries out inspection and enforcement activities of
licensed radioactive materials and atomic energy facilities
IES shall perform the following functions and responsibilities:

C1. Establishes and updates inspection and enforcement programs and procedures
according to the types of licensed radioactive materials and atomic energy
facilities;
C2. Conducts announced and unannounced inspections and audits of licensed
radioactive materials and atomic energy facilities to ensure compliance with
PNRI regulations and license conditions
C3. Prepares the PNRI Official Inspection Report on the result of inspection and
audit conducted in licensed facilities;
C4. Issues recommendations for the issuance of notices of violations, orders,
administrative sanctions and other enforcement actions, as appropriate;
C5. Maintains records of regulatory inspection findings and tracks compliance
history of licensees;
C6. Participates and collaborates in regulatory and other safety-related activities;
and
C7. Performs other related functions from time to time
D. Nuclear Safeguards and Security Section (NSSS)
NSSS plans, programs, conducts and carries out projects and inspections in support of
international nuclear safeguards commitment and the physical security of nuclear and
radioactive materials and facilities
NSSS shall perform the following functions and responsibilities:

D1. Maintains the national system of accounting for and control of nuclear
materials;
D2. Conducts Physical Inventory Verification (PIV) inspection of nuclear materials
and Design Information Verification (DIV) of nuclear facilities in conjunction
with IAEA safeguards inspections;
D3. Coordinates the formulation and implementation of the physical security
regulations for nuclear and radioactive materials and facilities

D4. Carries out projects and inspection in support of the physical security of
nuclear and radioactive materials and facilities;
D5. Provides report to the IAEA Illicit Trafficking Database (ITDB) of any loss, theft,
missing and unauthorized disposal of nuclear and other radioactive materials;
D6. Coordinates the implementation of foreign assisted projects on security of
nuclear and radioactive materials and facilities;
D7. Provides technical inputs to international agreements and conventions signed
and entered into force by the Philippine government with the International
Atomic Energy Agency (IAEA) and other related Safeguards and Nuclear
Security;
D8. Coordinates the development of the national strategy for regaining control
over orphan radioactive sources;
D9. Participates and collaborates in regulatory and other safety-related activities;
and
D10. Performs other related functions from time to time
E. Radiological Impact Assessment (RIAS)
RIAS plans, manages and implements regulatory research and studies in support of the
various regulatory functions of the NRD including planning and preparedness activities for
response to radiological emergencies
RIAS shall perform the following functions and responsibilities:

E1. Performs radiological impact assessment of radiation facilities and operations


and makes recommendations, as appropriate;
E2. Conducts regulatory research in radioecology, radioactive waste safety, and
health physics to support the various functions of the NRD;
E3. Coordinates planning and preparedness activities for response to radiological
and nuclear emergencies;
E4. Establishes and updates training programs for members of radiological
emergency response teams;
E5. Maintains technical capability to perform computer modeling and software
operationalization for safety and radiological impact assessment;

The Technology Diffusion Division (TDD) increases awareness and
understanding of stakeholders and the public on the various aspects of
nuclear science and technology and takes charge in the transfer and
commercialization of technology and business development

Office of the Chief


1. Provides direction and guidance in the planning of PNRIs Technology Transfer
activities
2. Provides advice and supervises the operations of the following TDD Sections:
a. International Cooperation Section
b. Nuclear Training Center
c. Nuclear Information and Documentation Section
d. Business Development Section
e. Management Information Systems Section
3. Provides advice and recommendation to Management on policy formulation/setting
4. Initiates and promotes collaborative work with local agencies and international
bodies
5. Participates in various PNRI Committees, scientific symposia, conferences,

A. International Cooperation Section (ICS)
A1. Identifies and harnesses opportunities for international cooperation (bilateral/

A2. Facilitates the linkage between project sponsors and project stakeholders by
providing the necessary liaison and management support
A3. Coordinates requests for technical assistance, including its components, e.g.
foreign fellowship/scientific visits, attendance to international training

B2. Coordinates on the job training and thesis advisorship with technical groups in
the institute
B3. Continuously upgrades training techniques and facilities and updates programs
and lecture materials employed in the courses and seminars conducted by the
Institute
B4. Maintains updates training facilities and/or laboratories where scientists and
technologists can practice and gain proficiencies in nuclear techniques
utilization
B5. Participates in international cooperative training programs in nuclear energy

C. Nuclear Information and Documentation Section (NIDS)


C1. Formulates and implements the public information, education and
communication program of the Institute on various aspects of nuclear science

b. Coordination of technical tours within PNRI and conduct of nuclear
awareness seminars for various groups
c. Participation in special science and technology events/exhibitions/fairs
d. Promotion of nuclear science and technology through tri-media
publicity/linkages
e. Participation in local and international information dissemination programs
and cooperative projects/activities
f. Documentation and classification of PNRI activities through videos and
photos for easy access and retrieval
g. Monitoring of nuclear and related news in selected major Philippine

C2. Continuously maintains and updates reference materials in nuclear science and

acquisition (thru donation/exchange), technical processing and documentation
of materials
C3. Participates in the exchange of scientific/technical information and cooperative

C4. Provides assistance to clients through timely bibliographic reports, efficient
retrieval and release of requested information/references and other support

C5. Classifies and provides codes to technical reports forwarded by the PNRI
Technical Report Review Committee in accordance with the PNRI approved

D. Business Development Section (BDS)
D1. Implements a structured marketing strategy to bring the Institutes products
and services to end-users / adaptors / collaborators to achieve self-reliance and
higher degree of sustainability in the Institute
