CHARTER OF THE

AB-POLITICAL SCIENCE STUDENTS ORGANIZATION

Preamble
The AB-Political Science Students Organization, with the inspiration and guidance of
the Almighty God, desires to institute a collegial organization that promotes the best
interest of its members, seeks avenues for the enhancement and development of the
members potentials and skills, and allows them to engage and reflect to the everchanging condition of the society for the benefits of the body politic.
Article I
Name and Domicile of the Organization

The name of the organization shall be the AB-Political Science Students

Organization.
The AB-Political Science Students Organizational office shall be located
within the campus of the College of Maasin, Tung-tunga, Maasin City,
Southern Leyte.
Article II
Membership

All duly enrolled Bachelor of Arts in Political Science students are entitled
and encouraged to join the organization.
Membership and Renewal fees are not mandatory but fall on the
prerogative and collegial decision of the organization.
Membership shall be terminated automatically upon transfer or shift of
course.

Uphold this Charter, to cooperate with and support all programs, and
policies that may be adopted by the organization.
Exert his/her best to develop his/her potentials for the services that
he/she may become an asset to the organization.
Uphold the academic integrity of the College of Maasin, and endeavor to
achieve academic excellence and abide by the rules and regulations
governing his/her academic responsibilities and moral integrity.
Participate actively in civic affairs and in the performance of his/her
duties, act with justice, give everyone his/her dues, and observe honesty
and good faith.
Members should and must exercise his/her right to vote and to be elected.
Article IV
The Governing Commission

There shall be a Governing Commission which shall be the governing

body of the AB-Political Science Students Organization and composed of
the officers duly elected by its members.
The Governing Commission shall exercise the following powers:
a. Formulate and adopt internal rules and regulations consistent to this
Charter, to the Constitution and By-Laws of the Student of the College
of Maasin and rules and regulation of the College of Maasin;
b. Present and make recommendations, which shall or may directly or
indirectly affect the interests of the organization, to the Supreme
Student Council;
c. Initiate and conduct any activity that will serve the organizational
needs as long as it does not violate any rule and regulation of the
College of Maasin;
d. Express disagreement in a legal and professional manner to any policy
or decision of the Supreme Student Council and College authorities
that shall or may affect the interest of the organization;
e. Create and publish resolutions, manifestos, and measures of position
in any matter that helps advance the cause for which the commission
stands for; and
f. Draft and amend this Charter with the participation of all its members.

Section 3

The Governing Commission shall have the following duties and

responsibilities:
a. Uphold and preserve the Charter of the AB-Political Science Students
Organization;
b. Make decisions, plans, programs and projects including budgetary
appropriations;
c. Act on any matter brought to its attention;
d. Ensures the wise and noble administration of organizational funds;
and
e. Represents the organization in all matters and activities in the college.
Article V
Organization of the Governing Commission

The Governing Commission shall be composed of the Premier, VicePremier, General Secretary and General Treasurer.
The Premier of the Governing Commission shall act as the Chief Executive
Officer and shall have the following duties:
a. Convene and preside over all meetings of the organization;
b. Sign all resolutions, communications and papers of the Governing
Commission;
c. Represent the organization on occasions and events, in and out of the
campus, where representation is necessary;
d. Sign all requisitions and disbursements of the organizational funds as
endorsed by the General Treasurer;
e. Certify the correctness of the minutes of the meetings and other
records in his custody; and
f. Do and perform any lawful act to promote and uphold the best interest
of the organization and its members.
The Vice-Premier of the Governing Commission shall have the following
duties:
a. Assist the Premier in any administrative task;
b. Assume duties and responsibilities of the Premier in the absence or
temporary disability or incapacity of the latter; and
c. Exercise other duties delegated to him/her by the Premier.
The General Secretary of the Governing Commission shall have the
following duties:
a. Assist the Premier in any affair of the Commission as pertaining to
his/her office;

b. Be the custodian of the records of meetings of the Commission and be

responsible for the safekeeping of all records and documents of the
organization;
c. Give proper notice of meetings to all members of the Commission as
well as of the organization;
d. Serve as the link between the members and the Commission;
e. Be in charge of the press releases of the Commission which shall be
prepared at least ahead of time; and
f. Handle all matters related to information regarding the activities of the
Commission as well as of the organization and perform other functions
as may be required by the office.
The General Treasurer of the Governing Commission shall have the
following duties:
a. Be the custodian of all organizational funds;
b. Keep the book of accounts which shall be the subject of monthly audit
by the Commission;
c. Have the power to transact requisitions upon the approval of the
Commission;
d. Prepare and publish a statement covering the expenditures from the
funds under his/her custody at the end of the month;
e. Deliver to the bank for safekeeping all funds remaining from the petty
cash at the end of the school term; and
f. Perform such other functions as may be required to the office.
Article VI

The election of the members of the Governing Commission will be on the

first Monday of July.
The election will be conducted on a hand-raising manner.
Nomination strictly requires present candidates.
A candidate without an opponent wins by default.
Declaration of winners shall be done immediately after the casting and
counting of votes.
Article VII
Qualification for Office

Every candidate seeking an elective position must:

a. Be a member of the organization; and

b. Not have been found guilty in any offence specified in the College
Student Manual, as certified by the Office of the Guidance Counsellor.
No member shall be allowed to run if he/she is on academic probation or
disciplinary action.
Reelection is guaranteed to all elective position.
Article VIII
Term of Office

All elected officers shall take office upon their oath and shall continue
holding office until the proclamation of the newly elected set of officers for
the incoming year, unless expelled or otherwise disqualified.

A simple majority (50+1) of the total members of the organization shall

constitute a quorum to transact business in the organization.
A simple majority (50+1) votes of the members shall be necessary to pass a
resolution in all parliamentary business.
Parliamentary Procedures should be observed and followed in all business
of the organization.
A standard Order of Business shall be followed in all meetings:

There will be an adviser duly appointed by the Office of the Student
Development and Services of the College of Maasin that will facilitate and
guide the officers in their administration as well as to the members of this
organization.

Section 6

The appointed adviser shall serve for one academic year and
reappointment of adviser generally falls on the discretion of the Dean of
the Student Development and Services of the College of Maasin.

Any amendment to or revision of this Charter may be proposed by the

Governing Commission or members of the organization upon a vote of
two-thirds (2/3) of all its members.
This Charter may only be amended provided that the proposed
amendment(s) must be presented in a meeting called for the purpose and
copies thereof be sent to all the members of the Governing Commission
and the members of the organization at least one-week prior to the said
meeting.
Any amendment to, or revision of this Charter shall take effect when
ratified by a majority of the votes cast in a plebiscite which shall be held
not later than one-week after the approval of such amendment or revision.
Article XI
Ratification and Effectivity

Section 1

This Charter shall take effect immediately upon ratification by a majority

of the votes cast in a plebiscite called for the purpose.
Article XII
Separability Clause

Section 1

If, for any reason or reasons, any part of this Charter shall be held to be
unconstitutional or invalid, other parts hereof which are not affected
thereby shall continue to be in full force and effect.
