The concept would ‘maximize low-cost development and involve in-kind labor. Potential improvements include, but are not limited to, hydrology water gauge, canoe/kayak launch, picnic area, access stars, invasive plant treatment, native planting recommendations, boundary definition, and signage. An estimate of construction costs will be provided for reference by the Commission, Direction for the plan development will be through a single representative of the Paint Creek Trailways ‘Commission. ‘Scope of Work Based on our understanding of the project we propose the following approach. ROWE will ‘+ Prepare a base map using existing aerial images with property lines and utilities. We assume the Commission will provide utility maps and aerials through the county GIS system, ‘* Meet with the Commission for a site visit and workshop / design charette that will develop the program and site improvements to be addressed in the plan, '* Provide a color site plan, indicating proposed features for the 0.51-acre parcel, including representative precedent images. Preliminary construction cost opinions will be provided. ‘© Meet with the Commission and review the concept and cost opinion. Based on this direction, ROWE will revise the concept and cost opinion, ‘* Provide deliverables, including a pdf file of the concept and cost opinion. This format allows inclusion in future grant applications, website, or other tools for use by the Commission. Notes: 1. ROWE staff will attend a total of two meetings. 2. No permit applications or environmental investigations are included in this scope of work. 3. No survey, design engineering, or grant applications are included in this scope of work, Fees / Timeline The scope of work will be completed within six weeks of notice to proceed. The lump sum fee is $3,800. An hourly rate schedule is attached if additional services are required. He is the project manager for the Paint Creek Trail extension in Lake Orion and the current chair of the Flint Watershed Coalition, working with the National Park Service for a National Water Trail designation, He will bring water, tail, and site design experience together for this project. Doug will manage the project team and ensure tasks are completed on time. He lives within 20 minutes from the project and will be the primary contact for the Commission. The Engineer will strive to perform the services within the established schedule, if any. Services are considered to be complete ‘when deliverables have been presented to the Owner. The Owner will provide the Engineer with all available information pertinent to the site ofthe project and access to the project ste ‘The Engineer will assist the Owner in preparing applications and documents to secure approvals and permits. The Owner is responsible for payment of permit application fees and charges.
