RESTRICTIONS: The Taiwan Authorities do not permit ships to call at a
port in Taiwan immediately before or after a call in The Peoples Republic
of China. Also, ships belonging to, managed by, or operated by companies
in breach of this rule are denied entry to ports in Taiwan.
Entry Permit: Discharging: A letter of appointment from the vessels
Registered Owners (not Managers, Operators, Agents, or Disponent Owners)
must be presented to the vessels Taiwan Agents. If the agency appointment
is made by a Charterer, then a copy of the Charter Party (and Time Charter
Party if relevant) will be required. If the Charter Party is signed on behalf of
Owners, then a copy of the authority from the Owners to the signatory will
be needed. In all events, documents clearly showing the line of authority
from Registered Owner to Agency Appointed must be produced.
Loading: As for discharging, plus a copy of the Export Permit issued by the
Board of Foreign Trade.
When a vessel is loading export cargo where freight is paid in Taiwan, a
detailed Freight List and a deposit or a bank guarantee covering the total
freight must be lodged with the Harbour Bureau. The deposit, or guarantee,
is returnable after the cargo reaches its destination.

DEVELOPMENTS: An-Pings development plan is divided into the
following four categories: Administration, Operation, Yacht Pier and Service
Boat Maintenance. These are further grouped into four zones: San Kun Shen,
Szu Kun Shen, Fifth Replanning Pier and Industrial Pier.
After completion, the total area of the port is expected to reach 445 ha.,
of which land area would cover 180 ha., and port waters area 265 ha. There
will be 32 piers, with a total length of 5,566 m.

Brook, approximately 40 km. north of Kaoshiung and 140 km. south of
Taichung.

APPROACHES: The approach channel has depth of 11.5 m. with harbour

Overview: Berth: Berth No. N-2.
Cargo: Coal.
Location: The port is a new artificial port, situated at the mouth of Ho-Ping
River, in position Lat. 24 17.45' N, Long. 121 45.6' E, and is approximately
20 n.m. NNE from Hua-Lien.
Charts: BA Chart No. 3235 (Port Approaches). Currently no port chart
available.
Port Limits: A vessel is considered to be an arrived vessel when arriving
at the pilot station, or if berth is occupied, when anchored at Su-Ao or
Hua-Lien. The vessel will have 2 hours added to its Finished With Engines
time to account for the passage to the port.
Upon arrival at either anchorage, the vessel must register with Su-Ao or
Hua-Lien Port Controls.

Prior to arrival, the vessels Master should fax to the ships Agent the

Only the Immigration Officer boarded on arrival and checked all passports
and Seamens Books.
Upon arrival, the ships Agent took all the ships certificates and sent them
to Hua-Lien Harbour Masters office until our vessels departure.
Max. Size: Max. size of vessel is Panamax, with a draft of 13.7 m. at Berth
No. N-2 and 11.2 m. at Berths No. S-1 to S-3. Max. depth in the port is 14.5 m.
(LLW).
Density: Approximately 1023.5.
Restrictions: Vessels may only berth/unberth during daylight hours from
0800 1700 hrs.
Bridges: None.
Approaches: There is a power plant with a 250 m. tall chimney on the north
bank of the port that is visible from a far distance.
Pilotage: The pilot boarding area is approximately 2.0 n.m. south of the port,
in approximate position Lat. 24 16.2' N, Long. 121 44.5' E. The pilot ladder
for berthing is always placed on the port side of the vessel at 2.0 m. above
sea level. For berthing/unberthing Panamax vessels, the Pilot came from
Hua-Lien. While awaiting the Pilot, care should be taken as a very strong
northerly current may run at more than 2 knots.
Due to the port entrance facing south, it is recommended that vessels
approach the pilot station from the south, therefore avoiding a right angle
turn and making a safer approach.
Communications with Pilot is via VHF Channel 14. The Pilot boards the
vessel from a tug. The Pilot was very good and manoeuvring the vessel was
very smooth.
Anchorages: Due to the sea being very deep just off the port ranging from
200 1,000 m., there is no anchorage available at Ho-Ping. When a vessel
has to wait to berth, it is recommended that vessels anchor off Su-Ao or
Hua-Lien, depending on whether arriving from the north or south, incurring
no extra cost.
Pratique: Radio free pratique obtained by radio and should be sent 65 hours
prior to arrival.
Pre-Arrival Information: All communications with the ships Agent were
conducted via Inmarsat radio.
VHF: Ho-Ping Port Control works on Channel 14 and listens on Channel 16.
VTS: New Port Control Vessel Traffic Service station should be completed
by 2003.
Tugs: There are 33,600 h.p. tugs available. Panamax vessels will be
required to use all 3 during berthing/unberthing operations.
Tugs lines used.
Berthing: There are 5 berths available. Berth No. N-2 is used exclusively
for discharging coal for the power station and cement factory (all connected
by long conveyors). Berths No. S-2 and S-3 are used for loading cement.
As per ships Agents advice, 5 vessels berth per month discharging coal
(one for cement factory and 4 for power plant).
Airdraft for Berth No. N-2 is 23 m. and for Berth No. S-2 is 14.4 m.
Bulk Cargo Facilities: The port is designed for discharging coal and
loading cement in bulk. At Berth No. N-2 there are 2 continuous unloaders
with discharging rates of approximately 800 1,000 tonnes/hr. each. During
our call, only one unloader was used so as to avoid overloading of the
conveyor to the cement factory. We discharged cargo over 4 days, but
discharging at the power station takes approximately 2.5 days.

Stevedores: Discharging/loading operations continuous throughout
24 hours at the coal and cement berths.

Medical: Facilities available. 24 hours notice required by the ships Agent.

HUALIEN: 23 59' N 121 38' E

OVERVIEW: Port handles general cargo, bulk, tankers and passenger


vessels. Its exported cargoes include sand, gravel, dolomite, crystalline
limestone, cement, clinker and paper pulp. The imported cargoes are gypsum,
granite, wood chip, steaming coal and refined oil.
LOCATION: On the east coast of Taiwan, protected by the east and west
breakwaters from open sea.

to vessels departure by the ships owner or Agent.

Hualien

Typhoons easily form large and powerful swells in the port area. Before a
typhoon hits the Hualien port, the ship should be ready to depart at any time.
ARRIVAL: Upon arriving a distance of 2 n.m. from the beacon
(Lat. 23 58' 30" N, Long. 121 37' 07" E) of the west breakwater, the ship
must report the arrival time to Hualien Port Signal Station. The duty officer
at the signal station watches to confirm and record the time for arranging the
ships order of entry.
APPROACHES: The navigational channel for vessels entering and
departing the port is the water area where its centre-line passes through the
pre-leading light and the aft-leading light in the port. No vessel is allowed to
anchor in this area.
1. Width of the channel:
a) approximately 100 m. from the Inner Channel to the Inner Harbour.
b) approximately 275 m. from the harbour entrance to the Outer
Harbour up to a distance of approximately 0.75 n.m. from the East
Breakwater Beacon.
2. Leading lights:
a) pre-leading light: fixed green light after sunset or red equilateral
triangle signal before sunset.
b) aft-leading light: fixed red light after sunset or white upside-down
triangle signal before sunset.
3. Turning basins:
a) diameter of 700 m. in the outer harbour
b) diameter of 200 m. in the inner harbour.

BULK FACILITIES: Wood chip and coal are unloaded to the trucks
alongside.
General Cargo: Each cargo hold, approximately 150 t.p.h., if sufficient
landside back-up is available.

Berth No. 5: Operator: Fu Kuo Hsin Co Ltd.


There is a fixed conveyor system for loading sand and gravel, rated at
950 1,050 t.p.h.
Berth No. 6: Operator: Jin Sou Co Ltd.
There is a fixed conveyor system for loading sand and gravel, rated at
1,400 t.p.h.
Berths No. 8 and 10: Operator: Asia Cement Co.
29,000 tonne cement silos, 17,000 tonne kiln fresh cement clinker silo
with two fixed conveyors. Bulk cement loader rated at 1,000 t.p.h. and kiln
fresh cement clinker loader rated at 600 t.p.h.
Berth No. 11: Operator: China Steel Corporation.
There is a fixed conveyor for loading dolomite and crystalline limestone,
rated at 2,600 t.p.h.
Berth No. 13: Operator: Taiwan Cement Co.
There is a fixed conveyor system connecting the berth to its factory in the
Mei-Lun Industries District, rated at 650 t.p.h.
Berth No. 17: Operator: Grand Minerals and Chemicals Co Ltd.
There is a fixed conveyor for the loading of sand and gravel, rated at
1,600 1,800 t.p.h.
Berth No. 18: Operator: Asia Cement Co.
There are 27,000 tonne cement silos with a pipeline system. Kiln fresh
cement clinker loader rated at 600 t.p.h.
Berth No. 20, 21: Operators: Chia-Hsing, Ei-Chu and Zun-Wu Co Ltd.
Each company has 1 2 fixed conveyors for loading sand and gravel, rated
at 1,400 2,200 t.p.h.
Berths No. 22: Operator: Teng-Xia Co Ltd.
There is a movable conveyor for loading sand and gravel, rated at
800 1,000 t.p.h.
CONTAINER FACILITIES: None.
PASSENGER FACILITIES: Facilities at Wharf No. 16 currently used
by Coast Guard. Therefore cruise vessels must use multi-purpose wharf.
Tour buses permitted to take up passengers at cruise wharf. Max. size
6,000 tons in the inner harbour and 60,000 tons in the outer harbour.
OTHER FACILITIES: Ro-Ro: Must be arranged in advance to assure
berthing.
TANKER FACILITIES: Facilities not yet available, except for domestic
oil tankers. Oil discharging permission should be requested before berthing,
and discharge will be executed by the Chinese Petroleum Corporate (CPC).
LPG/LNG FACILITIES: None.
CRANES: Mobile cranes forklift trucks, shovels and other necessary cranes
are available and supplied by the stevedoring companies.
CARGO HANDLING FACILITIES: Storage:

warehouses and 38 stacking yards.

shore gears can also be effected by advanced arrangement with the

POLLUTION: Strictly prohibited. If an incident occurs, the Master should

Hospital and Minonite Christian Hospital a short drive by car.
FRESH WATER: Available at Berths No. 1 25. Rate 25 30 t.p.h.
FUEL: Bunkers can be obtained from Berths No. 3 8, No. 10 15,
No. 17 24, provided notice is given to Chinese Petroleum Corporation
(CPC), through ships Agent. Rate 20 t.p.h.
There is no bunker barge available.

3. Ships less than 30,000 g.t.: Anchorage A3 (Lat. 23 57' 56" N,
Long. 121 36' 37" E), range within the radius of 250 m., depth

4. Ships less than 45,000 g.t.: Anchorage A4 (Lat. 23 57' 39" N,

PRATIQUE: Health pratique can be applied by ships Agent within
4 72 hours prior to ships arrival. A notice of radio pratique from the ship
should include ships name and call sign, voyage number, last port and last
10 days port call, ETA of this port, Derat (Exemption) Certificate, number of
crew and passenger, whether there has been any person or animal dead on
board during last 10 days, and if so, the details of disease, etc.
The quarantine authority of the port can grant the ships entering by
delivering a free pratique or execute a survey on board.

Dangerous cargo vessels only.


The holding ground at both anchorages is good, and they are sheltered
from the worst of the NE monsoon winds in winter. Vessels may have to
vacate the anchorages and proceed to sea should a typhoon approach.
Tankers arriving at the SBM terminals should anchor 1.5 n.m. west of the
buoy to await arrival clearance, quarantine, Immigration, Agent and cargo
supervisor who will board by Agents launch. CPC Pilot, Loading Master and
watchmen will board by CPC tug. After discharge, the vessel should proceed
to the northern anchorage to await clearance for sailing.

Kaohsiung

TAIWAN

TANKER FACILITIES: China Petroleum Corporation (CPC) have two


jetty berths. Berths No. 104 and 105, respective capacities of 100,000 tons
and 50,000 tons.
Water and bunkers cannot be delivered to monobuoys. Small amounts of
stores and supplies, crew joining and/or repatriation can be effected by
launch.
After the discharge of cargo, the vessel is required to proceed to the

Agent can arrange emergency offshore supply by local supply boat owner,
but the price is quite high.
CHANDLERY: Off-limit deliveries can be arranged, although they are the
exception rather than the norm.
SERVICES: Laundry, ship chandler and competent technicians available
for repair of radar, radio, compass adjusting and other navigational aids. Tank
cleaning equipment and facilities not available.
DRY DOCK: China Shipbuilding Corp have a dry dock of 950 m. long with
breadth 92.0 m. and average depth of 14.0 m. This dry dock is separated
into three stages by two intermediate gates in between, of 380/390/180 m.
respectively. Each stage can be independently operated to facilitate
fabrication of ship sections, as well as to dock and repair ships.
REPAIRS: China Shipbuilding Corp provides 1,800 m. of quaywall and can
handle any kind of repairs.

vessel is informed of boarding time by Agent. No amount of calling on the
VHF will get any response.
Pilot boards from a tug together with surveyors, Mooring Master and hose
handling gang, who also assist with mooring to the SBM.
Mooring is only undertaken in daylight hours. The latest time for a Pilot to
board and be underway is 1700 hrs.

RESTRICTIONS: Keelung Harbour Bureau Vessel Traffic Control Centre
(VTCC) consists of Keelung Port Radio Station. Any ship shall apply in
advance of her actual entry/exit by light signal or via VHF to Keelung Port
Radio Station, and shall not leave dock nor weigh anchor nor sail, and remain
close to harbour entrance before obtaining from Harbour Bureau VTCC the
signal permit to enter or leave.
Pilots berth vessels 0700 2300 hrs. Unberthing at any time.
APPROACHES: Leading lights mark a passage for clearing Hsin Lai Reef
(depth 6.0 m.) on 201(T). This course should be maintained until a position
2 miles north of the entrance is reached. The ships head should then be
adjusted as necessary to transit the breakwaters or to a course of 165(T).
Strong cross currents often exist in the vicinity of the harbour entrance and
bold alterations of course may be necessary to maintain line.
The fairway is dredged to depths of 10.5 12.0 m. (MLWS). There is no
limit on vessels LOA, but manoeuvring problems arise for vessels over
250 m. in length due to the limited turning circle.
PILOTAGE: Compulsory for vessels of more than 500 g.r.t. Arriving
vessels should advise Keelung Port Control on VHF Channel 14 of their ETA
as soon as contact is established. The vessel should then slow steam off
the entrance, approaching to within 2 miles north of the entrance when
advised by the Pilot on VHF Channel 12 that he is on his way. Quarantine,
customs, immigration and foreign affairs police officers all board inside the
harbour entrance, and formalities are usually completed by the time the vessel
berths.
Container vessels (if LOA more than 200 m.) require 2 Pilots, except at
wharves No. E11, W18 W24. Car carriers (if over 15,000 g.r.t.) require two
Pilots.

General cargo: Passenger vessels and tankers require two Pilots if over
LOA 200 m.

ANCHORAGES: There is an anchorage area within a trapezoid zone
contained within an area joined by the following co-ordinates:

Anchoring is not recommended during the NE monsoon with its strong
onshore winds. Vessels waiting to enter are advised to slow steam off the
port during the winter months.
PRATIQUE: Radio pratique possible, vessel should advise number of
Certificate of Sanitary Inspection. Pratique will be granted when vessel is in
anchorage. Two measures will have to be conducted by ship, these are:
disinfection of ship, sampling of food and water, tetracycline drug for person,
if the vessel arrives from an affected area within 5 days.
1. To obtain free pratique by radio, the Master is required to cable the
following information to Agent within 4 to 36 hours prior to the vessels
arrival at the port.

Ships name.
(2)
First port of the voyage and date/time of sailing.
(3)
Name(s) of port(s) and respective departure time, where the vessel
called within the last 10 days prior to arrival at Republic of China
ports.
(4)
ETA.
(5)
Kind of Derat (Exemption) Certificate, place and date of issue.
(6)
Number of crew and passengers on board.
(7)
If any illness or death occurred within 10 days prior to the vessels
arrival, and if so, give a detailed report.
(8)
If any rat or abnormal death of rats is found on board within 10 days
before the vessels arrival.
(9)
If there is any shipment of foodstuff on board from an infected
area.
(10) Any other information (if any doctor on board, etc.)

2. Vessels under the following conditions are not allowed to apply for the
radio pratique:
(1)
The interim time from the date when the vessel left the infected
area and/or the place where infection is suspected to the date of
the vessels ETA at the Republic of China port, is not over the
legal incubative period of infectious disease, i.e. 5 days for
cholera, 6 days for plague and yellow fever.
(2)
Infectious disease and/or suspected infectious disease and death
occurred within 10 days prior to the vessels arrival in the Republic
of China.
(3)
When any inactive rat is found or abnormal death of rats is found
on board within 10 days prior to the vessels arrival in the Republic
of China.
(4)
When the vessel possesses no valid Derat (Exemption) Certificate.
3. The Quarantine Officer may still go on board the vessel after her berthing
for re-inspection even if the radio free pratique is granted.
If any discrepancy is found twice or more, then the vessel will be deprived
of the right to apply for the radio pratique for one to three voyages.
4. Fumigation by hydrocyanic acid gas (discoids) and methyl bromide is
carried out by quarantine station. Derat Certificate or Derat Exemption
Certificate issued also by quarantine station.
5. (i) Procedures of Ships Sanitary Inspection:
(1)
The ship company or the agency shall deliver the ships pre-arrival
report to the local quarantine station of the National Quarantine
Service of the Department of Health.
(2)
All items of Sanitary Inspection Record will be checked and credits
will be given by the Quarantine Officer from the Quarantine
Authority during the Harbour Joint Inspection.
(3)
Certificate of Sanitary Inspection will be issued to the ship which
has passed the sanitary inspection.
(4)
Before the arrival of a ship with valid Certificate of Sanitary
Inspection, the agency shall submit the ships pre-arrival report
with the number of Certificate of Sanitary Inspection listed. Then
the ship may be exempt from inspection on board if it meets the
quarantine requirements.
(5)
As soon as arriving at the port, the ship exempted from sanitary
inspection shall submit Maritime Declaration of Health, Lists of
Passengers and Crew, the Import Manifest as well as Derat
(Exemption) Certificate to the Quarantine Authority. If the ship
fulfils the quarantine requirements, a Certificate of Pratique will be
issued according to Section 14 of the Quarantine Regulations.
(ii) Duties of Ship:
(1)
Shipmasters with a valid Certificate of Sanitary Inspection shall
report to the Quarantine Authority any incidence of sickness or
death among the crew or passengers or the abnormal mortality
of rats or mice on board directly or through the agency before the
ship arrives at the port.
(2)
It is unnecessary to hoist the Q flag for the ship receiving the
Notification of Entry Allowance. But the Shipmaster shall submit
all the documents prescribed in 1-(5) directly or through his agency
to the Quarantine Authority for examination within 6 hours of arrival
(or the next working day if the ship arrives after office hours on
that day).
(iii) Duties of the Agency:
(1)
Hours before the arrival of a ship with Certificate of Sanitary
Inspection, the agency shall submit two duplicates of ships
pre-arrival report with the Certificate of Sanitary Inspection number
to the Quarantine Authority. After the copies are reviewed and
approved, the Quarantine Authority shall mark them with an Entry
Allowance stamp and send one copy to the agency to inform the
Harbour Joint Inspection Coordination Center and the Shipmaster
as well as other related authorities.

Unmooring is carried out at any time day or night.


Agent will board at the SBM with Customs, and requires a Crew List to be
faxed to them at least a week before arrival for preparation of passes.
Shore leave is dependent on the frequency of the ferry boat, about two a
day.
A tug is normally moored aft whilst at the SBM, but is only done if a tug
is available, and weather conditions merit it.
The area is fairly sheltered, but a heavy swell can affect the area when
there is bad weather in the China Sea.

PORT LIMITS: Any ship is considered to be an arrived ship once she


has reported to Keelung Port Radio Station whether or not actually entering
the outer harbour. However, quarantine and customs inspectors do not attend

The 34,893.5 sq.m. of backyard of wharves No. 20 and No. 21, with
storage capacity of 1,828 TEU/full boxes and 1,200 TEU/empty boxes, is
leased by Yang Ming Line.
Berths No. 22 24: Berths No. 22 and 23 are continuous, have a total
length of 400 m., and are equipped with 340 ton container gantry cranes.
Berth No. 24, length 240 m., is equipped with 240 ton container gantry
cranes.
Berths No. 25 and No. 26: Total length of 510 m. and are equipped with
235 ton and 240 ton container gantry cranes.
The back-up facilities include a 8.5 hectares container yard with a
maximum storage of 5,172 TEU, 830 ton 40 ton straddle carriers,
335 ton stackers and 140 ton stacker.
Berth No. 21: 135 ton container gantry crane, but can only accommodate
smaller ships (LOA less than 500 ft.).
The area of the container yard is 4.5 hectares with capacity 1,500 TEU.

1. Water supply facilities: Every wharf equipped with two hydrants of


2.5 in. in diameter, each tap delivering at rate of above 20 t.p.h.
2. Price: Water supplied alongside priced at TWD 45.00 per ton (current
exchange rate 35.00 TWD to USD 1.00).
3. The business of water supply is operated by J&L Marine
Engineering Inc. Ships Agents shall apply to J&L if they need fresh
water.
FUEL: Bunkers available subject to ships/Agents advance notice to CPC
who operate the bunker facilities. Five bunker barges available.
DRY DOCK: China Shipbuilding Corp Keelung Dockyard has three dry
docks, two for vessels under 100,000 tons and another for 25,000 tons.
Keelung Harbour Bureau Repair Plant has one dock for vessels under
5,000 tons.
REPAIRS: Any ship which needs repairs must itemise repairs and declare
them to Harbour Bureau via shipping company or Agent and then the repairs
will be carried out in accordance with the relating articles under the
Commercial Harbours Act and Administration Regulations on International
Commercial Harbours. As to docking, ships may deal with China Shipbuilding
Corp, Keelung Dockyard or Keelung Harbour Bureau repair plant via shipping
companies or Agents.

There are over 400 m. of repair wharves, cranes up to 60 tons, plate and
machine shops and foundry and a full staff of skilled tradesmen.
Repairs to radio, navigational and electronic equipment can be effected.
SURVEYORS: Surveys of all types can be arranged. Major classification
societies are represented.
POLICE/AMBULANCE/FIRE: Ships Agent will act in emergencies.
FIRE PRECAUTIONS: Special wharves for tankers, Wharves
No. 33 and 33B having automatic fire equipment; fire brigade and fire boats
available.
SECURITY/GANGWAY: Gangway free of charge. Other gangway/deck
watchmen are recommended.
REGULATIONS: Searching for stowaways is strictly carried out on arrival
and departure.
Discharge of smoke, tank washings, garbage, etc., not allowed.
TIME: GMT plus 8 hours. No alterations.
DELAYS: Keelung has rainfall on about 200 days in a year, port is
sometimes congested after continuous rain.
CONSULS: None. Mostly stationed at Taipei.
TELEPHONES: Local telephones available to be placed on board.
NEAREST AIRPORT: Taiwans international airport CKS is 65 km. from
Keelung via the freeway No. 1. Travelling time approx. 1 hour.
CUSTOMS: Each crew member allowed 200 cigarettes in bulk or half a
pound of tobacco and one opened bottle of wine and 12 cans of beer.
SHORE LEAVE: Crew allowed ashore except for crew members from
Peoples Republic of China.
REPATRIATION: Crew repatriation usually carried out through
international airport in Taoyung, and Immigration prefer either individual or
group visa for landing crew from ship.
IDENTIFICATION CARDS: Passport or other identification papers are
needed.
GENERAL: Shore pass issued by Immigration for each crew member on
ships arrival and will be collected on ships departure. Anyone who loses a
shore pass is subject to fine.
DEVELOPMENTS: Pneumatic unloader equipment for coal, capacity
800 tons per hour, with 40,000 tons transit space to be built.

Arrangement of discharge arms for LPG said to be, from forward, propane
vapour, propane liquid, butane liquid, butane vapour, but in practice the
products are interchangeable.
Storing at this berth is not recommended as the long, narrow walkway
makes transport difficult.

DEVELOPMENTS: The plan for Magong Harbour will be for commerce,

1. Two cargo/passenger piers at the shallow eastern end of the military
zone, with length of 200 m. and depth of 7.5 m.
2. Unloading pier for CPC oil tankers and LPG ships at the NW side of
the ship building area.
3. Three bulk piers to be built on the SW side of the CPC stevedoring
pier, with length of 380 m. and depth of 7.5 m.
4. Navigation channel and turning basin will have a depth of 7.5 m. Total
excavation volume will be about 400,000 cu.m.
5. Road construction for a total length of 750 m., as well as connecting
roads of 450 m. with a width of 20 m.

OVERVIEW: Primarily a petroleum port for Formosa Petrochemical


Corporation Refinery. The port also handles bulk, general cargo and
containers.
LOCATION: On the west coast, 130 km. north of Kaoshiung and 185 km.

Outer anchorage for vessels greater than LOA 200 m. is located over 7 n.m.
from the end of west breakwater, depth 20.0 30.0 m. The bottom is sand.
PRATIQUE: Vessels holding a valid Certificate of Sanitary Inspection may
apply for radio pratique provided that it is not arriving from a cholera infected
area within the past five days nor from a plague infected area within six days
or if Derat Exemption Certificate has expired. Vessels may berth directly if
radio pratique granted, if not, quarantine will be conducted at a designated
location.
Radio Pratique Message (RPM) should be sent to Agent prior to arrival
and should include the following:
1. ships name
2. name, time and date of departure from last port
3. list of last ports within ten days of arrival
4. ETA
5. Derat (Exemption) Certificate along with place and date of issue
6. number of crew and passengers
7. illness or death within ten days of arrival, if so, detailed report
8. any rats or abnormal death of rats found on board within ten days of
arrival
9. any stores taken from an infected area
10. any other information, i.e. doctor on board.

2 hours prior to arrival or not less than 20 n.m. from breakwater.

5. Stop all pumps, shut manifold and all appropriate valves.
6. Disconnect loading arms/hoses.

Oil Spill:
1. Cease all cargo operations.
2. Take all reasonable steps to contain spill onboard.
3. Inform duty terminal representative and terminal unit control on
walkie-talkie.
4. Inform Mailiao Port Control on VHF Channel 13, request assistance
if oil spill overboard.
5. Any small craft alongside let go and allowed to drift before starting
engines at a safe distance.

IG System Failure:
1. Cease all cargo operations.
2. Inform duty terminal representative and terminal unit control on
walkie-talkie.
3. Immediate action to rectify fault.
4. If system not online within reasonable time matter must be referred
higher authorities.

POLLUTION: All vessels shall take necessary precautions to prevent


pollution during navigation and while berthed. The owner will be responsible
for the cost on any pollution incident and may be charged for harbour
administration compensations.

WASTE DISPOSAL: Collected from vessel from 1300 1500 hrs.


Garbage is grouped into four categories:

Category 1: Flammable (plastic cups, bags, paper, plants, aluminium foil,


cartons), not including food waste.

Category 2: Glass (bottles, glassware, ceramics).


Category 3: Plastics (PET plastic bottles, PVC plastic bottles).
Category 4: Metal (cans and tins only).

SLOPS DISPOSAL: None.


MEDICAL: Treatment arranged through Agent.
FRESH WATER: Available via shore hose at all berths, except Berths

SECURITY/GANGWAY: Recommended, ships crew.
REGULATIONS: Operational instructions for all vessels arriving, entering
and leaving Mailiao Harbour.
1. All vessels shall comply with these operational instructions, except when
prescribed by other provisions.
2. All vessels arriving at Mailiao Harbour shall wait according to
instructions of Mailiao Port Radio before entering the port.

Mailiao
3. All vessels arriving at Mailiao Harbour shall communicate with Mailiao
Port Radio on VHF Channels 13 and 16. The following shall be reported:
3.1 ETA which shall be sent 2 hours prior to arrival at pilot station or
at a distance greater that 20 n.m. from the breakwater.
3.2 Vessels under pilotage shall apply for an entry permit via Mailiao
Port Radio through the Pilot.
Vessels not under pilotage shall apply for an entry permit via
Mailiao Port. Entry must be obtained before entry. No vessel shall
apply for an entry permit or wait for permission in the main channel
or in the vicinity of the breakwater.
4. The main channel is a one-way passage. Vessels are not to pass each
other in the passage, unless circumstances and conditions are
permissible and both Pilots are in agreement.
5. Vessels that have been granted an entry permit are to follow the order
of entry or departure.
6. Vessels requiring a Pilot for departure or port movements shall apply
for a departure permit via Mailiao Port Radio through the Pilot.
Vessels not requiring a Pilot for departure or port movements apply for
a departure permit via Mailiao Port Radio. The permit should only be
requested when the vessel is ready for departure.
7. If the vessel has been granted departure but is delayed for 30 minutes,
departure permit will be cancelled and a new permit is to be requested.
8. Outbound vessels must maintain a listening watch on VHF Channel 13.
9. The Harbour Authority has the right to deem any non-compulsory
pilotage vessel to require a pilot for arrival or departure.

Approaches: The main entrance channel extends 2.5 miles SW of the end
of breakwater where monitoring depth is approximately 20.0 24.0 m.
The main entrance channel beyond the breakwater has approximate depth
of 19.0 24.0 m. Inside the breakwater, the inner harbour channel has depth
of 16.0 19.0 m.
Pilotage: Compulsory. Agents will arrange for Pilot to board vessels at the
anchorage and/or 2 miles from the breakwater. Pilot boat flies code flag H.
Anchorages: The arrived vessels usually anchor at either of the following
anchorages:
Anchorage No. 1: Within 4 2 miles west of the harbour entrance
breakwater for deep-draft vessels.
Anchorage No. 2: Within 3 2 miles SW of the breakwater for small vessels.
Our vessel anchored 2.5 miles off the end of breakwater in Anchorage
No. 1 awaiting daylight.
Due to the strong SW current of 2.5 3 knots, allow sufficient or extra
2 3 shackles of chain, otherwise anchor will drag. Anchor holding power
very poor with sea bottom consisting of sand.

Location: The port is located in position Lat. 23 46.9' N, Long. 120 06.9' E
on the west coast of Taiwan. The port has been operating since 1998.
Approaches: The depth in the approach channel is 21.0 m. The channel
is to be dredged to 24.0 m. for VLCCs.
Pilotage: Compulsory.
Anchorages: Vessels anchor approximately 8 n.m. NW of the harbour
entrance. The bottom is mostly sand and poor holding.
Restrictions: Vessels berth/unberth from sunrise to sunset.
Berthing: The terminal on the west side is designed for VLCCs with depth
24.0 m.
Tugs: 44,000 BHP tugs available.
Time: GMT plus 8 hours.
Weather: The NE monsoon is strong from October to March.
General: Charts: 0313, 04507, 04508 (LCL Chart).
Navigational Aids: Navigational aids are presently not available.
Port Officers: Loading Master, ships Agent and Harbour Authority personnel
are all fresh with little experience.
Developments: The port is not yet officially open. Terminals to the north
and west side of the port have now been completed. The eastern side is half
complete and the southern section has yet to be started.
The final section on the breakwater is still under construction. Therefore
there are no navigational buoys in place or entrance light tower operational.
The breakwater is due to be completed in June 2000.

Location: Mailiao port is an exclusive industrial port of Formosa Plastics
Group (FPG).
Mailiao is located in position Lat. 23 46.9' N, Long. 120 06.9' E on the SW
coast of Taiwan, between port of Kaohsiung (60 km. north) and Taichung
(65 km. south).
FPG have completed construction of 11 berths in Mailiao. Two are capable
of accommodating VLCCs for discharging crude oil/clean products, one for
products/naphtha, one for multi-purpose, two for salt/ coal/bulk cargo and
another five for chemicals/LPG.
Charts: Taiwan Navigation Charts No. 0313, 04507 and 04508.
Pilotage: Compulsory.

Ships on Piers 2 7, and LOA less than 160 m.
Ships on Piers 8 13, and LOA less than 120 m.
APPROACHES: If approaching from the north or east, Kui Shan (Turtle
Shaped) Island, 15 miles N.N.E. of the harbour entrance, provides a good
landmark, with its 408 m. elevation.
San-Shien-Tai Island (30 m.), 1 mile E.N.E. of the entrance, is a good
leading mark, and vessels should make their approach from the S.E., clearing
the island by half a mile, before turning to enter. A 4.7 m. shoal exists about
450 m. S.W. of the island and another lies to the N.W. A red light sector
marks danger areas near the entrance. The channel depth at the entrance
is 22 m. The inner channels have depths of 15 m. to the north and 10 m. to
the south.
PILOTAGE: Compulsory. Pilot boards at outside anchorage position
(Lat. 24 35' 20" N., Long. 121 52' 30" E.). Hoist G flag. Daytime service
only available.
ANCHORAGES: Water area from north shore to south shore, depth 14 m.
to 31 m. and outer depth over 30 m. Ship may anchor and remain outside
breakwater when waiting for Pilot or entry instructions.
PRATIQUE: Radio Pratique possible (See Keelung). Quarantine will
clear vessel in anchorage area. Stool test will be conducted if vessel arrives
from an affected area within 5 days.
PRE-ARRIVAL INFORMATION: Send cables to Harbour Master
Suao, or Agent. Report ETA, draft, etc. (at least 24 hours prior to arrival).
VHF: Suao Harbour Radio and Pilot on Channel 14.
TUGS: Port Authority tugs assist with mooring and unmooring. Ships lines
used. 6 tugs, 22,400 h.p., 11,600 h.p., 21,000 h.p. and 1600 h.p.
BERTHS: Docking during daytime, departure also during daytime, but
sometimes at night time if permission granted from Authorities. Pilot
compulsory. Vessel usually anchors in outer harbour for Pratique and
inspection.
Deep water wharf 2,610 m. (13 berths) capable of accommodating vessels
up to 298,000 d.w.t.

FRESH WATER: Available by barge (capacity 200 tons) or alongside,
subject to 24 hours advance notice.
FUEL: Fuel oil and diesel oil are available from a 580 tonne barge, but
MGO is supplied by lorry tank trucks.
DRY DOCK: Length 165 m., width 23.7 m., depth 7.7 m. Vessels under
10,000 g.r.t. can be accommodated.
REPAIRS: Minor repairs can be carried out in port.
POLICE/AMBULANCE/FIRE: The gangway guard assigned by
Harbour Police or ships Agent will act in emergencies; in case of fire dial
119. Police and ambulance dial 110.
SECURITY/GANGWAY: Harbour policeman always assigned by
Authority for gangway, free of charge.
REGULATIONS: Crew cannot shelter any unlawful person on board.
Searching for stowaways is strictly carried out on arrival and departure.
TIME: GMT plus 8 hours. For local time check in Chinese, dial telephone
117 (free of charge).
LOCAL HOLIDAYS: See General before first port.
DELAYS: Port is sometimes congested after continued rain and delays of
a few days may be caused.

APPROACHES: Every vessel should have an up-to-date Taichung
Harbour Chart on board (Chart No. 0357 in Chinese Edition), on which the
traffic separation scheme and inbound/outbound routes are printed very
clearly. All year round, no matter where the inbound vessels come from, north
or south, ships should comply with the separation rule and proceed on the
inbound lane by course 065(T), heading to the centre of the entrance
maintaining speed about 6 9 knots. In order to steer effectively, the vessel
should not stop the engine.
The Entrance Channel is 300 m. wide and depth is 13.0 m.
PILOTAGE: Compulsory. Pilot service is arranged by local Agent at least
24 hours in advance. Pilot office Tel: +886 (4) 2656 3654. Fax: +886 (4)
2656 6344. Pilot will board inbound vessel at 0.5 1.0 n.m. off, WSW of south
breakwater. Inbound vessel, receiving Pilot outside of entrance, should have
ample manoeuvring space for the vessel and pilot boat. Confirm Pilots exact
boarding time by VHF on Channel 14. Always keep a pilot ladder ready on
the lee side (usually on starboard side). When a Pilot is unable to board a
ship at outer breakwater at night or due to bad weather, pilot boat will wait
inside the entrance, and boarding will take place as soon as the vessel passes
inside the breakwater.
The Pilot will bring a departing vessel to the fairway near the inner
breakwater, steady her course on 294(T), then the Pilot will depart the ship.
If the Master desires the Pilot to leave his vessel at outer breakwater, such
request should be submitted to Pilot Office in advance, the Pilot shall not
refuse to render this service unless it is night-time, during adverse weather,
or under other special circumstances.
ANCHORAGES: The outer harbour anchorage is located 1 4 n.m. SW
off south breakwater. It covers an area within the following co-ordinates:
A. Lat. 24 16' 51.7" N, Long. 120 29' 40.4" E
B. Lat. 24 16' 51.7" N, Long. 120 28' 59.4" E
C. Lat. 24 15' 48.7" N, Long. 120 27' 01.4" E

PRATIQUE: All vessels from infected areas, or not granted radio free
pratique, should anchor at the turning basin directed by Pilot for quarantine
purposes.
A vessel, to obtain a valid Certificate of Sanitary Inspection, can apply for
radio pratique, unless vessel arrives from cholera infected area within 5 days,
plague affected area within 6 days, or Derat (Exemption) Certificate has
expired. When radio pratique is granted, vessel can berth directly. If radio
pratique is not granted, quarantine will be conducted in the turning basin.

Inbound vessels arriving from foreign countries must report to quarantine


authorities through their Agents within 4 72 hours prior to arrival the following
information to request for review via electronic communication:
a. name of vessel, call sign and voyage no.
b. the last port of disembarkation, date and time
c. name of port anchored ten days prior to arrival, and date and time of
embarkation
d. expected date and time of arrival
e. type of derat certificate and date place of issue
f. number of crew and passengers
g. any person infected by diseases or deaths on board within ten days
prior to arrival and their details
h. any death on board of animals from unknown causes within ten days
of arrival
i. other relevant matters.
When radio pratique is granted, vessel can berth directly. If radio pratique
is not granted, quarantine will be conducted at the anchorage or other
designated site. If any personnel on board have died from unknown causes,
been infected by communicable diseases or suspected of being infected by
communicable diseases, the conveyance operator shall notify the quarantine
authorities immediately.
PRE-ARRIVAL INFORMATION: ETA: Agent to report ETA to Port
Authority 24 hours prior to arrival.
Send cables to Agent or Harbour Master Taichung for reporting ETA,
draft, etc.
Every vessel should report to Taichung Port Radio on VHF
Channel 14 when 20 n.m. or 2 hours in advance of arrival and state:
a. name and call sign
b. position
c. ETA at Pilot station
d. defects, damage, deficiencies and limitations.
Arrival: Every vessel should again report to Taichung Port Radio on VHF
Channel 14 when 5 n.m. off the south breakwater and state:
a. name
b. bearing and distance from the south breakwater
c. ETA at Pilot station.
Entry Permit: When entry permit is granted by Port Radio, the vessel should
proceed to west south west side of the south breakwater, join inbound route
in sequence, and approach Pilot Boarding Ground to receive the Pilot, while
maintaining a listening watch on VHF Channel 14 and state:
a. name
b. bearing and distance from the south breakwater
c. ships speed.
Vessels intending to drop anchor in Outer Anchorage of Taichung Harbour:
A vessel intending to drop anchor and await berth shall report her intention
to Port Radio when 5 n.m. off the south breakwater. The ship shall maintain
a listening watch on VHF Channel 14 with particular caution for inbound and
outbound vessels proceeding in the fairway. The vessel shall report to Port
Radio its anchor time and anchor position immediately after anchoring stating:
a. name
b. time of anchor
c. anchor position (bearing and distance from the south breakwater).
VHF: Taichung Radio, call sign Taichung Port Radio, listens on
Channel 16 and works on Channel 14. Channel 12 for harbour craft and Pilot
on duty. Pilots use walkie-talkies to communicate with tugs and mooring men.
TUGS: Authority tugs assist mooring and unmooring, ships lines used.

Unless an application is approved by the Customs, any taxable article
should not be taken off the ship, while each crew member is allowed to carry
ashore five opened packs of duty free cigarettes, 20 cigars or 500 grams of
tobacco.
SHORE LEAVE: Crew allowed ashore with a shore pass or an entry and
exit permit issued by the Taichung Harbour Police. Shore passes and
hand-carried articles must be shown to the gangway guard when going
ashore and to the gate police when coming aboard.
Before obtaining a boarding pass, which can be applied for through Agent,
no other ship may be boarded.
Before going ashore, read over carefully the notice on your crew shore
pass and comply with it.
Be sure not to lose shore pass, nor permit it to be used by others, since
it is an important official document. If shore pass is lost, the ships Master
must write an official note.
To avoid getting lost, keep in mind the number and location of the wharf
where ship is berthed, and in case the location of the ship is shifted contact
Agent.

future development project which consists of a commercial port expansion

Taichung Harbour project is to build 83 deep-water wharves.

Report: This is a new port midway up the west coast of Taiwan. Plans for
very extensive developments are at present in hand, Phase 1 has been
completed.
The western coast is low lying and exposed. During NE monsoon season,
when cold front comes from mainland China, the wind can be very strong.

foreign money. List of Stores. Deck, Engine, Victualling, Bond, Arms &

or items for overhaul (motors rewound, etc.) give plenty of notice.

Depth of Water: Vessel berthed at half tide with draft 12 m. Grain silo 13 m.
Berth No. 10, depth 13 m. Berth No. 9 depth 14 m. Dredging being carried
out. Rise and fall of tide 3.5 m. depth 4.0 m.
Density: Dock water density Berth No. 10 found to be 1023.
Radio: Taichung Local. 24 hour watch M/F, W/T no difficulties encountered.
Tugs: 13 tugs 1,600 3,400 h.p. Ships ropes used. Normal conditions for
Panamax, one tug each end.
Berths: Berth No. 10 (Berth No. 9 is similar) is a brand new container berth
with two gantries for containers. Berth used for bulk coal discharge into lorries
until new coal berth constructed (berth still not constructed in
September 1987). Large flat area. Mooring bollards set at jetty edge every
23 m. A further set of unequally spaced large bollards is along line 34 m. in
from jetty. When mooring 4 head/stern lines, 2 springs and 2 long breasts
each end are recommended. We experienced winds of over 30 knots off
berth for short period, nobody seemed at all surprised, so would suggest this
is reasonable tie-up.
Bulk: Grain Silo: I was informed that usual discharge rate is
5,500 6,000 tonnes/day.
Discharge: As stated this is a container berth. Panamax vessel with side
opening hatches, port side to. Hatch centre stops and minor hatch fittings
burnt off. Centre piece of hatch rail track tack welded on. Both hatch lids
moved to starboard side. Section of ships side rail in line with hatch burnt
off (this method not used on Berth No. 29). Wood sleepers placed on deck
and mobile cranes lifted on board, one per hatch. These use small 4 5 ton
grabs and discharge into lorries. Small bulldozer type vehicle put in each
hold to move cargo to port side. Preparation about one day, discharge nine
days, replacing of pieces, etc. one day.

Repairs: Ship repairs undertaken with a 10,000 ton dry dock.
Immigration: For non-Taiwanese crew this is a problem, including Hong Kong,
British and Indian. If any crew changes expected give plenty of notice. Visiting
Hong Kong shore staff such as Superintendents, etc. required to renew dock
pass every two days. Crew issued with shore pass (with photo for Chinese
ratings) this has to be shown at dock gate outward and inward. Passes
collected in on sailing, loss of pass results in fine on holder.
Chandlery: Victualling, fresh fruit and vegetables, reasonable price and good
quality. Milk, meat, European style tinned goods all up to Chinese National
Standard (CNS). Chinese dried foods, etc. appear good.
Beer can be obtained but not spirits or foreign cigarettes.
Customs: One person at least, around all the time. Bond and beer locker
sealed. Issue will be given after 5 days in port, but give plenty of notice.
Medical: Facilities available.
Drugs: Do not appear to be a problem in this port.
Telephone: Placed on board.
Currency: Only New Taiwan Dollars available. US Dollars cannot be
obtained. Obtain any other requirements at previous port.
General: Cameras: Not to be taken ashore.
Walport: Possible to change video tapes. NOT films.
