The goal of every construction project is to finish the work on time, within
the budget, and with good quality. The weather, availability of materials
and manpower, and soil condition contribute to the delay of a construction
project. The purpose of this research is to assess delayed road
construction projects of the 4thLegislative District Engineering office (DEO)
of Laguna of the Department of Public Works and Highways (DPWH).This
study focuses on road projects within the 4thLegislative District
Engineering office of Laguna and assesses the root causes of delay and its
effects mainly to the agency (DPWH), contractors, and the end users of the
road projects. It is to be supported by research and in-depth interviews
using the Likert 5-point rule to determine the degree of importance of
each factor. There were also interviews conducted on respondents as well
as investigations on the road construction sites to gather additional
information. Based from the results of this study, government road
construction project delays are caused mainly by the governments slow
and complex procedure of releasing permits, right-of-way problems, and
poor weather conditions.

The study focused much on the factors that cause delays in government road construction projects. In answering the research questions, the causes of delay
were grouped into four major delay factors. Responses were then arranged in order of importance using the Relative Importance Index. From the data
analysis, the major causes of delays in government road construction projects and the effects of these delays to the agency has been identified. Results are
further analyzed with the support of conducted interviews. A summary of the 23 factors has been displayed in figures above. Some of the major factors
include approval of permits, obstructions, weather and community related issues. The highest ranking cause of delay is the approval of clearance permit
(such as tree cutting and electrical post relocation). In short, the major causes of project delays lead to excusable delays. These factors accounts for the
reason why government road construction projects in Laguna are always completed later than scheduled. From the results of this study, government road
construction project delays have resulted mainly due to governments slow and complex procedure of releasing permits, due to right of way, and due to
weather conditions. This has led to excusable delays without compensation as can be seen in the responses from the survey. Out of the 8 government road
construction projects considered in the survey, none of them has been completed on schedule
