Out of Context:
The Presidents
Men Ready Plaint
This is what President Rodrigo Duterte said
in Davao upon his arrival from Vietnam which
earned him the ire of leaders of the international
community:
Hitler massacred 3 million Jews. Now there is 3
million, theres a 3 million drug addicts, there are.
Id be happy to slaughter them. At least if Germany
had Hitler, the Philippines would have you know my
victims I would like to be all criminals to finish the
problem of my country and save the next generation
from perdition. Salamat.
This is how the Presidents spin doctors
eventually explained his statement:
The Presidents reference to the slaughter was
an oblique deflection of the way he has been pictured
as a mass murderer, a Hitler, which is a label that he
rejects, said Presidential Spokesperson Ernesto
Abella.
Given the further context that the President
made the Hitler allusion in the wake of threats from
the United Nations and the European Union to hail
him to the International Court of Justice to face
charges for the killing of 3,000 drug suspects so far
in his war on drugs, we can understand or assume
that he said it also in exasperation.
Yet, this does not deny the fact that his was not
an oblique deflection but an expressed parallelism,
hence, expectedly it earned such negative readings
and reactions.
Clearly, the Presidents being taken out-ofcontext, can be explained by an oblique defect in
communication.
Theres so much hyperbolism, braggadocio and
spontaneity in the Presidents words.
Theres so much faux pax, not only in the
President himself, but also even in his men.
Take for instance Abellas two statements on the
Presidents Hitler comparison, and compare the
first with the second which was a revised one:

(PSEi) plunged as foreign investors
continued to dump stocks on the back
of lingering political woes. Investors

75TH B-DAY: How time flies so

inheritance. What my wife and I are
continually working on now are the
legacies we want to leave behind
for them. These include our love
of God, honesty, hard work, service
for others, respect for law and authority, punctuality, sacrifices to succeed, sincerity, humility and modesty. Legacies are not just lecture
words you must walk your talk.
AID FOR INDIGENTS: With the
help and support of our long-time
clients, sincere associates and lifetime friends and working staff, we
celebrated my big day with a Free
Medical Service for Indigents. It
was held at the Holy Face of Jesus
Parish Compound in Lucena City.
Parish Priest Fr. Ramil Esplana presided over our Thanksgiving Mass
joined by my fellow Lay Ministers.
The Sacred Heart College HS Class
of 1986 contributed medical and
nursing services, together with our
helpful doctor friends.
In addition to the medicines donated by our clients and friends,
our Acyatan (Family) Foundation
funded the costlier medicines for
the elderly and the snacks for the
patients and helpers. We also distributed free soap, milk sachets,
edible Tuna with Rice, and canned
adobo. The patients and our working crew feasted on rambutan
freshly harvested from our orchard
in Silangang Mayao. It feels great
to provide help to the least of our
brethren! Fulfilling and enjoyable
Birthday, indeed!

the House hearing on the illegal drugs
trade in the National Bilibid Prison.
That is unchristian and unnecessary.

presidential candidates Hillary
Clinton and Donald Trump on CNN
TV because the outcome of the
election in US will also affect the
Philippines. There are millions of
Filipinos residing, working or studying
there. Atty. Hillary Clinton is very
qualified to be President with her
experience as former First Lady,
Senator, Secretary of State. She has
good program for the people in the
US. Billionaire Donald Trump is antiimmigrants and showed a bad temper
even in his language. I believe his bad
temper is not good for America and
is dangerous for the world. We might
have World War III. I hope I am wrong.

Beyond the Surface


A bigger picture of K-12

During the initial presentation of the K-12 program and


the passing of the Republic Act 10533 or Enhanced Basic
Education Act of 2013, the National Government and the
Department of Education (DepEd) received a lot of negative criticism. The country was afraid of the possible repercussions of what seemed, at that time, like something of
a brash decision. Except it wasnt just a brash decision,
it was a product of various studies thatll give Filipinos a
competitive edge when face to face with international opportunities.
The Official Gazette of the Republic of the Philippines
has enumerated six salient features of the K-12 program,
these include: Strengthening Early Childhood Education
and making it compulsory through R.A. 10157 or Kindergarten Education Act, Making the Curriculum Relevant to
Learners (Contextualization and Enhancement), Ensuring
Integrated and Seamless Learning (Spiral Progression),
Building Proficiency through Language (Mother TongueBased Multilingual Education), Gearing Up for the Future
(Senior High School), and Nurturing the Holistically Developed Filipino (College and Livelihood Readiness, let Century Skills).
These features were specifically integrated into the
K-12 curriculum in order develop graduates who are holistically cultivated with 21st century skills and are ready
for employment, entrepreneurship, middle skills and higher education. K which stands for Kindergarten and 12
means 12 years in basic education, K-12 curriculum will
indeed slowly guide the students to more difficult problems
and situations while at the same time equipping them with
the necessary tools that would get them through tight spots
both in the academe and in real life.
One of the main concerns that sprouted from the implementation of the K-12 program was the addition of two
extra years as opposed to the prior system subsequently
adding an increase with parents expenses for their childrens education. If you look at it without really looking at
the big picture, you would see it as nothing but a burden.
But zooming out of the initial problems, it becomes evident
that the additional two years is more beneficial and less
detrimental.
With two more years, students are better equipped in
terms of knowledge and strategies that come in handy
when faced with theoretical and application type problems.
There is a stigma around Filipino students because of the
fact that we have not integrated K-12 into our educational
system and has manifested in the type of work and opportunities offered to Filipinos abroad. Having the K-12 allows
us to start at a level playing field with the rest of our international competitors.
It gives our students more time to better contemplate
what they want for their future. This would circumstantially
eliminate the phenomenon of underemployment given that
students are given more time to decide on the course they
would take. This is huge because apart from more time,
the K-12 curriculum gives students an overview of what
specific fields entail and require in terms of skill sets and
the like. There would be less students enrolling in courses
and degrees blind, they would have an overview and would
be better prepared.
The curriculum is underway and yet it has still been receiving negative criticism and sometimes downright opposition. Again, if you look at the big picture, this is a good
time to implement K-12. It would be better to work on what
needs to be improved now instead of waiting for a time
when it is only necessary. We need to work it now because
everything else is moving forward and is going with the
changes, this is how things thrive. If we stay in our rut, we
will never prosper. So, Go to K-12. We need it for our children and we need it for our country.

Legazpi City, Castilla town ink sisterhood pact

LEGAZPI CITY -- Mayor
Noel E. Rosal of this city and
Mayor Joan Aquende of Castilla, Sorsogon on Tuesday
signed a sisterhood agreement to foster a strong partnership that would be mutually beneficial for the two
localities.
The agreement, which was
signed on September 27 at the
session hall of the Sangguniang Bayan (Municipal Council) of Castilla, resulted from
the councils Resolution 0462016 expressing willingness
for a sisterhood relationship
with the Legazpi City government.
Legazpi City also passed
a resolution recognizing the
importance of fostering friendship and understanding between the two localities.
Rosal said the sisterhood
agreement will help the two local governments improve their
initiatives in the areas of science and technology, culture
and arts, education and sports
development, environmental
protection, public health and
social services, tourism development and in planning and
urban development.
He said he will encourage
other investors to put up businesses in Castilla to improve
the economic activities in the
place and give employment to
the people.
Aquende said the pact is
only the start of the sharing of
best practices between the two
localities that will benefit the
constituents of two parties.
She expressed optimism
that Legazpi Citys contributions in the areas of good governance and tourism development will help Castilla a lot.
Legazpi City, capital of
Albay, was recently declared
by the National Competitive
Council (NCC) as the third
most competitive component
city in the country.
It obtained high scores
from the NCC in terms of government efficiency, economic
dynamism and infrastructure
development. NCC is a publicprivate sector partnership created during the administration
of President Benigno Aquino
III.
Legazpi City is one of the
leading tourist destinations in
the country. It posted an increase of 45 percent in tourist arrivals, or from 666,210
visitors in 2014 to 967,396 in
2015.

local structure that will collaboratively address the
problems of trafficking and
violence against women and
their children, Gov. Joseph C.
Cua has issued Executive Order No. 13 creating the Provincial Inter-Agency Committee on Anti-Trafficking
and Violence Against Women
and their Children (PIACATVAWC) in the province.
Republic Act 9208 declares
that the State shall give highest priority to the enactment of
measures and development of
programs that will promote human dignity, protect the people
from violence and exploitation,
eliminate trafficking in persons,
and mitigate pressures for involuntary migration and servitude of persons to ensure their
recovery, rehabilitation, and
integration.
Republic Act 9262 also underscores the commitment of
the State on safeguarding the
dignity of women and children
while guaranteeing full respect
of their human rights and to
protect them from violence and
threats for their personal safety.
Cua said that the establishment of the PIACAT-VAWC
aims to establish functional parallel structure and system at the
local level, which will monitor
and oversee implementation
of the provisions of RAs 9208
and 9262 and other women/

VAWC-related laws and policies; Increase the capacities of


local partners in developing and
implementing culturally appropriate and gender responsive
policies and programs;
Empower and mobilize resources of the local community
in the prevention, recovery and
reintegration of victims/survivors; and Establish partnership
and participation on Non-Government Organizations (NGOs)
and Peoples Organization
(POs) in the development and
implementation of programs
and activities that will address
human trafficking and VAWC.
The following are the functions of the Committee: Institute policies and programs to
protect women and children
who are victims of trafficking
and violence through the formulation of local ordinances
and resolution; Create and establish systems on surveillance,
investigation, and rescue to ensure effective and efficient coordination; Undertake information, education and advocacy
campaign against trafficking in

more beneficial to both the

principal to voluntarily absorb workers rather than wait
for DOLE Bicol to rule a Labor-Only-Contracting (LOC).
DOLE Bicol said that if
the absorption of workers
were voluntarily done by the
principal, the office may even
give some sort of a lee-way,
in terms of the giving of monetary benefits, which is better
compared to issuing a Compliance Order.
If we issue a compliance
order then there the process
would have to be followed.
What the order says then it
shall be uphold. So we really suggest that we do it the
voluntary way, DOLE Bicol
OIC regional director Atty.
Ma. Karina Perida-Trayvilla
added.
On the other hand, some

been a voluntary act of the

the principals before the end
of 2016 which is in adherence
to the directives of DOLE

LEGAZPI CITY - Simultaneous earthquake drills
kicked off Wednesday morning in six Bicol provinces with
Pamplona, Camarines Sur
as the central pilot area in
the third quarter nationwide
earthquake exercise, the head
of Office of Civil Defense Bicol
(OCD-Bicol) said Wednesday.
Bernardo Rafael Alejandro,
head of OCD-Bicol and the Bicol Regional Disaster Risk Reduction and Management Council, said hundreds of disaster
responders took part in the drill
that started around 9 a.m in 107
towns and seven cities in Bicol.
The disaster responders included units from the Armed
Forces of the Philippines such
the Police, Army, Air Force and
Navy, Bureau of Fire Protection
and Philippine Coast Guard.
The third quarter drill aimed
to perfect the basic duck, cover
and hold model and increase
public awareness of the concept.
The simultaneous drill in
Bicol has achieved its objective
as the disaster responders were
able to impress evaluators that
they can swiftly respond during
a high magnitude earthquake
scenario, Alejandro said.
He said the outcome of the
exercise indicates that Bicol is
now prepared for the Big One.
Alejandro, in a phone inter-

view, said that in the past two


quarters of this year, the towns
of Pasacao and Sorsogon City
were designated as the central
area of the region-wide earthquake drill.
Alex Baloloy, volcanologist
of the Philippine Institute of
Volcanology and Seismology
(Phivolcs), in a phone interview,
said Bicol is vulnerable to both
offshore and inland quakes.
He said the Bicol peninsula
sits between two quake zones,
the Philippine Trench which
stretches along the Pacific area
and the Philippine Fault that traverses Luzon up to Mindanao.
Baloloy said an offshore

quake of magnitude 7 to 9 can


trigger a tsunami that could
affect the eastern coastal areas
of Albay, Catanduanes, Sorsogon, and the Camarines provinces.
Phivolcs defines a tsunami as
a series of sea waves commonly
generated by under-the-sea
earthquakes whose height could
be greater than five meters.
Mark Miraballes, senior geologist of the Mines and Geosciences Bureau (MGB), in an
interview, said an inland earthquake with a high magnitude
could hit all the Bicol provinces
as these areas are situated in
the periphery of the Philippine

Fault, where local faults such


as the Legazpi Fault, Masbate
segment and suspected faults in
Camarines Sur lie.
He said high magnitude
quakes could extremely affect
flat lying areas with alluvial
soil material deposits, flood
plains, coastal and river channels.
Alluvial deposits that consist
of silt, sand, clay and gravel are
materials deposited by rivers.
Miraballes added that an
earthquake with magnitude 6
to 9 can trigger ground shaking,
landslides, sinkholes and flooding. -PNA

smallholders.
To address food sufficiency,
DA looks to initiate a comprehensive technological upgrade
for staple food farming, like
that of rice and corn.
By the orders of President
Rodrigo Duterte to free the
farmers of irrigation fees, the
department is now thoroughly
study of the countrys water
management, irrigation and soil
analysis. DA, as well, reviewing the adoption of solar irrigation technologies, in order to
sustain water systems and preserve watersheds.
The DA also envisions a
more productive land-use policy, due to the declared two-year
moratorium on land conversion. He added that agricultural
losses is also expected to be
minimized through effective
soil rehabilitation and fertilizer
programs, coupled with modern
post-harvest facilities.
To improve on high value
crop production, like that of
coconut and livestock farming,
the DA promises to give focus
on the elimination of pestilence
that has caused considerable
agricultural damage.
Regarding the directive of
President Duterte concerning
the Coco Levy Fund distribution, Piol expressed the DAs
full support on the presidents
decision as the funding is to be
utilized in extending assistance
to coconut farmers by giving
scholarships to their children,
elimination of coconut pests,
and replacement of old coconut
trees.

The convention of external auditors was held at
the plush Iloilo Convention
Center (ICC) in the newly

Convention Chairman CPALawyer Arminda T. Acyatan-Guerrero, there were

574 registered delegates.


They were mostly billeted
at the new Richmonde Hotel located right beside the
ICC.
Drilon took pride in announcing that his native
Iloilo City and Province is

During the opening National Rice Technology Forum 2016 held in Polangui
Albay last September 27, the
secretary conveyed in a message relayed by Philippine
Rice Research Institute (PhilRice) acting executive director Sailila Abdula that the
departments concern on the
reduction of the countrys agricultural performance by 4.4
percent between January and
March of this year.
Citing the data from the
Philippine Statistics Authority (PSA), secretary Piol said
that this is already the agricultural sectors fourth consecutive quarterly decline since
the second quarter of 2016.
He further stated that this has
raised the administrations
