BALATAS DUMPSITE FUTURE


Mayor John Bongat, signed Wednesday (Oct. 12), a resolution partially
closing 70% of the Balatas Dumpsite and allocating P21.1M for the sanitary
landfill of the city which will replace it.
Once contracted out, the closure will be implemented over a six-month
period, which after completion will yield a partially closed facility. The existing
dumps will be rearranged to optimize space and elimate the nuisance plaguing
the sorrounding communities.

The remaining 30% of the dumpsite shall continue to be operated by the Solid
Waste Management Office to process the daily solid waste output of the city
for around 15 months while the city government builds a new sanitary landfill
(SLF).
The City is looking at a total of 20 months within which to establish the
sanitary landfill (SLF) at San Isidro, which per Technical Working Group is being
proposed to be procured and constructed under a Design-and-Built scheme.

Words Matter
An actress calling an incumbent president
psychopath is surely an invitation to war.
And so Agot Isidro said and sowed. And
so, expectedly, she reaped the brickbats
from Duterte defenders and trolls.
Yet, what triggered this heated exchange?
Certainly, President Rodrigo Duterte, who
dared the United States and the European
Union to withdraw their aid to the Philippines.
Isidro was surely speaking on behalf of
the marginalized as she said, the Philippines
is still a Third World country, and the aid
coming from those donor countries and
organizations matter to their survival. It was
her right to say so.
This was not the first time that the
President, of course, spontaneously
expressed his mind in his usual pugnacious
self.
He had done so in as many times as the
number of those killed in his drug war, if we
have to be hyperbolic about it.
And this had sent many of his supporters
and observers cringing or calling his
attention.
Sen. Dick Gordon for one, and former
Senator and diplomat, Leticia Ramos
Shahani, who said Duterte should learn
diplomacy in his words.
There is no doubt Dutertes double-speak
(he says one thing, he means another), is
also the reason why Shahanis brother,
former President Fidel V. Ramos expressed
his frustration on the President.
The recent surveys show the President
has still popular backing.
Yet, the words coming out of his mouth
are making people wary.
Last week, the media reported an unnamed
military officer who expressed confusion
over the Presidents pronouncements.
A message can only be clear, otherwise, it
can result to mayhem.
Right words matter, Mr. President.

personal issues. He is being accused
of having taken advantage of women
staff members and hurling invectives
that demeaned their femininity.
The Democrats are favored to win
most major voting states more so
those with bigger electoral votes. The
old issue against the lady candidate is
her alleged use of a private communication server while she was Secretary
of State which might have compromised US national interest but so far
she has been able to defend herself
on the issue. If Hillary wins she will be
the first woman president of the United
States and the Clintons will be the first
husband and wife to become US chief
executive.

The International Criminal Court should


investigate first before prejudging
The United Nations Charter declares
that all the member nations have the rignt
to self-determination meaning on how they
want to run their government. Now, why is
the Raporteur of the International Criminal
Court making a prejudgment statement
on supposed extrajudicial killings of the
Duterte administration when it has not
even come to our country and investigate?
Naturally, President Duterte will feel
insulted because it is an intervention in our
internal affairs. I did not vote for Duterte,
but I want him to succeed against drugs.
The following column of NinezCachoOlivares in the Daily Tribune dated
October 15, 2016 reports about the
result of the investigation of the Senate
Committee on Justice on drugs in the
National Bilibid Prison and the extrajudicial
killings initiated by Sen. Leila de Lima
which is informative:
International pressure is building up
against President Duterte with even an
International Criminal Court (ICC) chief
prosecutor being quoted as saying she is
deeply concerned over the thousands
of alleged killings in the Philippines,
warning that those responsible could face
prosecution.
Said she: I am deeply concerned
about these alleged killings and the fact
that public statements from high officials
of the... Philippines seem to condone
such killings, FatouBensouda, the chief
prosecutor at the ICC said, adding
that Philippine high officials seem to
encourage State forces and civilians alike
to continue targeting these individuals with
lethal force.
One wonders why an ICC chief
prosecutor issues such a remark which
tends to show her prejudgment of the
case, especially as she obviously does not
have any evidence of the guilt of Duterte.
Then too, neither did anyone from
the ICC, including herself, ever shown
the same virtual condemnation when
it came to Thailand during the time of
ThaksinShinawatras reign, apart from
the fact that the drug pushers and addicts,
suspects, are still being killed in Thailand

Nor did the same ICC condemn in
the same vein as bringing these leaders
to the ICC when it comes to Indonesia
and Vietnam. Yet when it comes to the
Phiippines and Duterte, they have been
continuously attacking him on his war on
drugs something that they never did
with the same intensity under the regime
of Noynoy Aquino, who had virtually the
number of extrajudicial killings as well
as police killings but which were never
investigated nor were cases brought
against them before the courts of law.
The real problem here is that like
Duterte or hate him, the fact is that to
this day, despite all the negative publicity
against him, these judgments from them
are largely culled from news reports from
the anti-Duterte media on the Davao Death
Squad and the recent killings, extrajudicial
or legitimate, generally without mention of
the number of those pushers/addicts who
have surrendered, who are currently in
rehab, and moreover promised jobs, by
the Duterte administration.
Truth is, all these allegations at this
time, are bereft of evidence. Not even
the noisy Commission on Human Rights,
whether during the time of then Justice
Secretary Leila de Lima, or ChitoGascon,
the current CHR chief, bothered to file
charges against Duterte, even when he
was still the Davao City Mayor. Neither
did any past CHR chiefs ever really come

up with allegations of human rights


violation against the governments led by
several presidents such as Cory Aquino
and Fidel Ramos. The local news media
only bear down on the presidents they
dislike and want them ousted.
This is more because the CHR was
never apolitical in going against the
previous Malacaang tenants, despite
their having clearly violated human
rights.
Leila and the CHR today are the
favorites of the Human Rights Groups,
as well as the US and Western leaders,
using the killings of suspects under
Duterte, and the President is not helping
either, in that he continues to verbally
abuse those global leaders who criticize
him.
Still, it has to be admitted that
there really is no evidence to speak
of to prove that Duterte was behind
the Davao Death Squad and the
extrajudicial killings during the time of
Duterte as mayor.
Not even Leilas fake and coached
witness, Edgar Matobato, could
convince the Senate justice panel, as
his testimony was ripped apart during
the interpellation from the senatormembers of the panel, showing not only
inconsistencies but more importantly
proving his testimony to be pure lies.
Leila, then Senate justice chair,
thought she could pull a fast one by
presenting Matobato, even going
against her own resolution, which was
for the Senate to look into the recent
extrajudicial killings under Duterte as
she presented Matobato, to testify on
the Davao Death Squad and Dutertes
alleged role in it.
This was the reason she was ousted
by the senators, with Sen. Richard
Gordon named as her replacement.
Leila the other day during a Senate
hearing, insisted that the CHR witnesses
must be made to testify against Duterte,
while the senators demanded an
apology from the CHR official who

Books on ip upland agriculture launched


NAGA CITY- Four
books documenting the
vanishing traditional upland agricultural practices
of four Agta tribes in Bicol
were launched last week
here.
According to Jacqueline
Canilao, one of the authors,
the books were the result of a
research study of the Philippine Rice Research Institute
titled Anthropological and
Socio-economic Characterization of Bicols Agta Indigenous Peoples.
Began in 2012, the research covered four indigenous peoples (IPs) communities, in Albay and Camarines
Sur, which gave the titles to
the four coffee table books:
Voices of San Pedro, Modern

Gatbo, Growing Danao, and


Understanding Joroan, Misibis and Mayong.
San Pedro is a mountain
barangay in Iriga City, Gatbo
is in Ocampo, Camarines
Sur; while Danao, Joroan,
Misibis and Mayong are located in Polangui, Albay.
Among the findings of the
group is that mono-cropping
and migration contributed to
the slow demise of the upland traditional agricultural
practices of the IPs.
Mono-cropping or cultivation of a single commercial crop like corn, and outward migration of the young
IP members to the lowland
areas to seek employment,
hastened the disappearance
of the upland agricultural

practices and crops, like rice,


of the Agta in the four areas
that were the subject of the
study.
The study showed that
the desire for quick return
of capital in market-driven
crops like corn, the high cost
of farm inputs in cultivating
this cash crop, the near absence of infrastructures like
roads, and the lack of job opportunities, compelled young
Agta IPs to abandon farming
as a source of livelihood altogether and leave an ageing and dwindling reserve of
farmers.
Canilao said that the research project was prompted
by the lessons learned by
the PRRI in its Palayaman
project in Mindoro which

showed that the change and


improvement of the lives of
the IPs does not only depend
on the introduction of new
farming technologies but
also in drawing from their
traditional
socio-cultural
practices, that is, in the diversity of agricultural products and traditional, local and
scientific knowledge.
The books, co-authored
by Canilao, Sophia Cuevas, Ferdinand S. Aguilar,
Marion Francis Q. Austero,
Imelda D. Olvida and Mario
M. Movillon, were translated
into Bicol and Tagalog and is
published by the PRRI and
the Department of Agriculture. The Bicol translation
was done by BR editor Frank
Peones Jr.

Bible in Rinconada language launched


IRIGA CITY --- The New
Testament Bible translated
in the Bicol-Rinconada language was launched here on
October 8, after more than
eight years of preparation.
This is certainly a result
of hard labor and dedication
which gives meaning to the
lives of the people as now
their language is preserved,
said Emy Ballenas, project
director of the Rinconada
Translation Project and a
member of the Translation
Association of the Philippines which along with the
One Book Canada, Summer
Institute of Linguistics and
the Philippine Bible Society,
supported the project since its
inception.
She said that the project
began in 2004 but was temporary shelved in 2006 when
Typhoon Reming destroyed
their initial output which
were mostly done manually.
We had to start all over
again, from the recruitment of
translators to their trainings in
linguistics and in cultural anthropology. It was a tedious
process, she said.

SM City Legazpi
to rise in 2017

LEGAZPI CITY -- SM
Prime Holdings, owner of
the countrys premier shopping malls, will break the
ground on the P1.5-billion
SM City Legazpi in January 2017, Mayor Noel Rosal
said Tuesday.
He said the company,
which is one of the biggest
shopping mall operators in
Southeast Asia, is in the last
stage of processing the necessary documents and permits
to prepare for the construction.
Rosal said the city administration and SM management are now looking for a
temporary transport terminal
before civil works for the
project could start.
The mall will be located
within the 4.5-hectare area
adjacent to the City Central
Terminal complex and Ibalong Centrum for Recreation,
which is at the heart of the
citys commercial district in
Barangay Bitano.
SM City Legazpi, a fourlevel structure, will house a
department store, supermarket, cyberzone, appliance
center and a five-level car
park, among other world
class lifestyle amenities,
said the developer.

Rosal said the mall is expected to provide around


3,000 jobs to Legazpeos
and residents from neighboring municipalities.
He said the Gokongwei
Group of Companies is also
planning to construct in the
city the Robinsons Galleria
de Legazpi, which is patterned after the Robinsons
Galleria de Cebu.
Rosal said this will also be
located at the adjacent area of
the citys grand terminal in
Barangay Bitano.
The four-level shopping mall, which will have a
multi-level parking area will
house the Summit Hotel, Go
Hotel and a Business Process
Outsourcing center.
There are now five malls
operating in Legazpi City,
including the Gaisano Mall
owned by the Cebu Citybased Gaisano family and the

LCC (Liberty Commercial


Center)-Ayala twin malls being managed by the Tan Family with the Ayala Group of
Companies as its partner.
The other malls that also
recently opened in the city
include Yashano Mall that is
owned by the Hong Family
and 101 mall which is owned
by a local businessman.
Expected to open in December is the Gregorian Mall,
a public-private partnership
of the city government and
WholeGrain Land Inc. that is
located at Old Albay District
across the provincial capitol.
It will house a city museum
and a sports activity center.
Rosal said the entry of
giant business groups in Legazpi signifies the city as a
center of investment in Bicol
with the citys neighboring
municipalities and provinces
expected to be a strong market for these groups.
He said these businesses
will create more employment
opportunities for the community and contribute to the
citys local coffers by way of
business taxes that the city
can use for health and social
services, infrastructure and
environmental projects for its
constituents.

against rabies because of its
stepped-up campaign on houseto-house anti-rabies vaccination
which was pushed without letup by his office from JanuaryJuly 2016.
Elad said that they are also
doing a very tough and taxing
job against stray dogs wherein
CVOs male personnel have
to wake up by 3:00 oclock in
the morning for at least thrice a
week to catch stray dogs.
Naga was among the cities
and municipalities in Albay,
Camarines Norte, and Camarines Sur as pilot areas for the
3-year program of the Bureau
of Animal Industry on rabies
elimination in the Bicol Region.
Among the programs more
than a hundred LGU-participants, the City of Naga was
chosen to be the best LGU rabies program implementer after
it achieved the highest score in
all the 4 criteria of the program
called S.T.O.P., which stands
for Social, Technical, Organizational, and Political.
Elad said in social aspect,
the NRPCC was convinced that
the city achieved an impressive performance in pursuing a
strong information and education campaign on rabies while
in the technical side, records
show that Naga has the most

number of dogs vaccinated with


anti-rabies, and has the most
number of stray dogs eliminated in the streets, along with the
high score it achieved in dog
and cat population control thru
castration.
In organizational phase, the
city has very active operations
of city and barangay rabies control committees, and in political
aspect, the CVO has a working
mechanism on rabies eradication and control by way of ordinances which are being strictly
implemented.
These measures are City
Ordinances 2006-025, which
regulates ownership, care and
upkeep of animals in the city;
and City Ordinance 2003-080,
which mandates rabies control
measures in the city of Naga,
prescribing penalties for violations thereof, organizing the rabies control council and defining its duties and functions.
The 2 ordinances, authored
by City Councilors Salvador
del Castillo and Sonny Raola,
respectively, were being used as
legal basis by the CVO in pursuing the campaign on rabies

brought their road safety
advocacy activities to San
Beda College Alabang and
conducted a seminar for
the schools more than 100
girl and boy scouts from the

September 2, 2016. As role
models, the scouts learned
about coping with the increasing risks students face
on the road daily, and how
they can share the knowledge to their schoolmates.

Road accidents involving kids are increasing by the


day, and that is alarming,
said MDPPA Road Safety
Vice Chairman Magnus Mateo. Streets are like jungles
and those are dangerous to
kids unless they are properly
educated, he shared.
MDPPA pointed out that
young pedestrians field of
vision is limited compared
to adults owing to their short
height. This, and some other factors cited on different
studies, increase childrens
risks for being involved in
road accidents.
