Position Paper on Proposed Federal form of Government under the

present Administration.

The ambitious proposal of Dutertes Administration to push the Federal Form

of Government is feasible. Considering the number of heads they currently have,
both from the upper and the lower house, though questions arise regarding the
manner to vote whether through joint session or separate voting. The question
really however, is that, Is this federalism better or not?

My personal position on this matter however, is affirmative. This federal form

of government gives more power to the local governments, such as almost all
Departments which is currently under the national government or from the central
government will be given to the exclusive control of the local government.

In the present situation, the only departments given to the local

governments are Department of Agriculture, Department of Social Welfare and
Development and the Department of Environment and Natural Resources. If, this
proposed federal government will soon to be realized ,it is going to be the other way
around, the local government will have almost every Departments under its
exclusive control, while the central government will concentrate mainly on areas in
Department of Defense, National Security, Finance, and Department of Affairs
similar to France which the President wanted it to be.

The good thing on this federal form of government therefore, is that, the local
government levels has the power to attend, serve and respond directly within its
reach, the needs of its people without waiting any grace from the national
government.
