SocialDemocraticPartyofAustriahashadthemajorityofrepresentativesonthe
commoncouncilandcontrolledthemayoralseat.Duringtheearlyyears,thesocialist

thecity,improvingtheextremeconditionsthattheindustrialrevolutionandrapid
urbanizationhadcreated.Mostfamouslythecitybuiltmanyhousingprojects(housing
estatesor"Gemeindebauten"),andtheyalsobegantooffermanysocialservicesand
madeimprovementsacrosstheboardinqualityoflife.Thepublichousingthatwasbuilt
atthattimeisnowfamousforitsdistinctivestyle.Tothisdaythecitycontinuestobuild
