Ladies and gentlemen,


I am delighted about the opportunity to be able to introduce
you to our climate community Saerbeck today.
I want to show you which path we have taken to make us
independent from nuclear energy and fossil fuels and thus
make a small, local contribution to climate protection.
Many of our approaches are based on the current
framework conditions in Germany. Nevertheless, the
fundamental concept to realize an own energy supply, using
locally-produced renewable energies with the participation
of citizens and a broad environmental education program is
transferable to all other regions of the world.

Saerbeck

The community of Saerbeck is a small municipality with


about 7,200 inhabitants in a rural region in the North of
North Rhine-Westphalia.
The area is predominantly used agriculturally. In addition to
agriculture, Saerbeck is also known for local companies.
These include Saertex, a supplier for Airbus and Boeing, as
well as EnviTec, a nationwide leading and globally active
bio gas plant manufacturer. In total, we have about 2,200
local jobs.

In 2008, the Federal State of North Rhine-Westphalia


proclaimed a competition for the title "NRW climate
community of the future", to develop and promote local
ideas and concepts for climate protection and climate
adaptation. The aim of this competition was to find a model
community, collecting experience in the field of climate
protection and energy transition by approaching practical
projects and sharing the experiences. And that is precisely
where we see our task since then.

energies up to the year 2030 - covering the demand for
electricity, heat and mobility. At the same time, total energy
demand and CO2 emissions are to be reduced.

In a control board, the concept was developed with


representatives from science, businesses, educational
institutions, public relations, as well as employees of the
municipality of Saerbeck to achieve these objectives. With
additional proposals from the general public, 150 measures
were drawn up (click), that are represented here in the form
of a subway plan. These were sorted into 7 fields of action
(click) and largely merged into 3 lead projects (click), which
I would like to introduce to you closer.

Akteure des Fragebogens

Here you can see the protagonists of our first key project
"Saerbecks sunny side". These are students of our
secondary schools geography course. After Saerbeck
received the message, to have won the climate community
competition with the developed concept, the question arose
how to determine the specific energy demand of our
households, as well as how to raise the interest of the
population and their willingness to participate in the
implementation of the project.
In order to find this out, this course created a questionnaire
that was sent to all of Saerbecks households in 2009.

Our second key project, the "Glass heating centre, combines technology with the social
aspect of environmental education.
On the one hand the central heating unit supplies the public buildings in the town centre
with climate-neutral heat. The heat produced in 2 boilers reaches two schools, a
kindergarten and sports facilities via a district heating network. These boilers are not
hidden in the basement, as would usually be the case, but are placed clearly visible
behind the glass facade of the building. The technology used here should be made as
vivid as possible. (Click)
We use wood pellets from sawdust, which is a by-product in a sawmill, as fuel

With the operation of the local heating grid, the municipality


could reduce the energy costs for its connected buildings
by 16%. As a result of heat with wood, we have even
reduced the CO2 emissions by 42%.

We are especially proud of the great external interest in the


climate community of Saerbeck. Because we as a model
community see it as our task to communicate the
experiences we have made and always to involve the
public, we offer interested groups from other regions, to visit
us and our projects. In the meantime, we have had nearly
50,000 visitors in Saerbeck.

In addition to visitors from the region, the international interest in


our project is very high, we of course makes us very proud.
Mayors, MPs and other representatives from Japan, China,
American States and the Environment Minister of the United Arab
Emirates have already visited us.
If we look off of Antarctica, we have had visitors and delegations
from all continents of the world except one. So if anyone knows
an interested group from Australia that would like to visit us, we
would be very happy to draw a line on this continent ;-)
The visit of high-ranking international visitors is of great
importance for our many often voluntarily involved citizens. It
strengthens them and motivates them to continue with their
projects and improve them. If, like for example, representatives
from Morris (United States) and Dubai (UAE) visit our small
community and then offer a partnership arrangement, our
citizens with their projects have done something right.

Our 3rd key project aims to provide us with the necessary


energy. We have created a bio-energy park on the grounds
of former German army ammunition camp in which a wide
range of power plants provide renewable energy. Currently
primarily electricity, but also heat and in the future even
renewable fuels. The facilities in this park are financed and
operated citizens and businesses from Saerbeck. Through
this approach of public participation, we achieve high local
added value, new jobs and a broad acceptance among
Saerbecks citizens.

Since 2011 the municipality is in possession of a former ammunition depot


built by the german army. This area, which contains 91 ha and is located 2
km outside the village, is since being converted to a bio-energy park for our
local energy transition. (Click) Different areas of use have thereby arisen:

In the northernmost part of the park a nature reserve was established,
which is completely being left to nature. (Click) Located south of it, in the
area of the former ammunition bunkers, is our photovoltaic power park.
(Click) On the western edge, two biomass plants were built, which provide
both heat and electricity. One classical agricultural biogas plant and one
plant in which the energy from bio-waste is made use of. (Click)
In addition seven wind turbines were erected on the site. One of them
belongs to the community itself. (Click)

Since 2011 a mix of uses of renewable energies has


developed on this terrain, which covers well over 200% of
our current electricity demand.

One of the most difficult tasks for us was to find a civilian


use for the 74 ammunition bunkers, in which up to 12,000 t
ammunition could be stored.

Also the walls of the bunker were proven to be useful. The


german army was kind enough to align the bunkers sloped
side to the South. Thus, we could erect one of Germany's
largest photovoltaic power plant on the bunker slopes with 6
MWpeak. It consists of 24,000 modules! And it produces
enough electricity to supply about 1,300 households.

BrgerEnergiegenossenschaft

Investors of this plant are the citizens of Saerbeck


themselves. The mentioned Cooperative "Energy for
Saerbeck" was able to collect over 2.6 million equity
capital for the total investment of approx. 9.5 million.
This form of public participation means that the earned
money remains in the hands of citizens resulting in high
acceptance and local value. Our goal was to realize all
investments in the bio-energy park with local money so that
our citizens and economy can benefit directly from it.

The wind farm in our bio-energy Park provides the most electricity. The
7 turbines with 3 MW each produce approximately 45 million kilowatt
hours per year. Enough to provide 12,000 households.
With 150m hub height and 200 m total height these wind turbines are
almost the largest that exist for weak wind sites like Saerbeck. The
length of each wing is 50m.
Also the wind turbines are funded by local Saerbecker investors. One of
the them belongs to our community itself.

The first of our two biogas plants is an agricultural system


which is operated with 60% corn and 40% liquid manure.
The two substrates are mixed to produce a pumpable and
energy-rich substrate mixture. It is then fermented by microorganisms which release biogas as a result.
This gas is converted into electricity and heat in two block
chp plants. Overall, the system can provide 1 MW of
electricity and 1 MW of heat. The electricity is fed into the
local grid.

The second biogas plant is the bio-waste fermentation and


compostation plant of the District of Steinfurt. Here, the
entire bio-waste of the district is first fermented and then
composted. A total 50,000 tonnes of organic waste are
delivered each year from the 24 towns and municipalities of
the district.
This waste is fermented for about one month in 12
fermenter boxes. During this time biogas is produced which
can also provide 1 MW of electrical and thermal power each
chp plants. The produced electricity is sufficient to supply
approximately 2,300 households per year.

The next step in the bio-energy park will be to operate energy storage
systems. Even if the sun doesn't shine and the wind is not blowing, we
want to make sure to use only our own climate-neutral electricity.

Here you can see how quickly the ammunition depot


changed from a military into a peaceful use as
Bioenerigepark. In the year 2012 only one year after the
acquisition of the area through the community the first
bio-gas plant and the photovoltaic system were installed.
A year later the wind turbines as well as the second biogas
plant were almost finished.
The right photo was taken during the official opening
ceremony of the bio energy park in 2013. On this day, about
20,000 people visited our.

Since the implementation of our first steps in 2009 we have


realized about one-quarter sofar (dark green). Another 50%
are ongoing or projects currently in implementation (light
green to yellow). Another quarter consists of not further
pursued projects and still unrealized measures (blue).

Here you see the development of electricity production from renewable


energies over the past years. electricity from biomass is represented in
green, electricity from wind power in blue and yellow is electricity from
photovoltaics. Our current demand is shown in dark blue. This shows
that we have already a positive energy balance in the field of electricity
supply. The bio-energy park produces approximately 208% of our
electricity demand and with the other facilities outside of the bioenergy
park the electricity generation in Saerbeck is a total of 319% of our
demand.
By storing our excess electricity we will exceed our original goal of only
a positive energy balance and even be able to supply ourselves
physically to 100%.

As you can see, our experiences with the climate


community were very valuable so far. For seven years we
been climate municipality. The bio-energy park has
emerged in only 3 years. And as to start with, the population
is backing the project convincedly.
We see it as our duty to share this experience with all
interested parties. During the past few years, we have had
more visitors per year in Saerbeck than residents living
there. These groups come from surrounding towns, other
German regions and from various countries over the world.
I would of course also like to invite you to us. See our
project with your own eyes and convince yourself that the
energy transition can be possible. If local governments,
politics, and especially the people work together hand-inhand, the shift to renewable energy will be a success.
