Exemplary Library Media Program Evaluation Rubric

Memo to Swainsboro High School Principal

The Swainsboro High School media program recently performed a self-evaluation using the
2015 Judy Serritella Exemplary Library Media Program Self-Evaluation Rubric. There are six
categories on this rubric. They include: Student Achievement and Instruction, Technology,
Staffing, Facilities, Access, and Resources, Administrative Support, and Staff Development.
These six categories are measured using basic, proficient, and exemplary ranges. There are 21
evaluation measures. Out of these 21, our media center scored exemplary in 11 of these
measures. The media center scored proficient in 8 of these measures, and basic in only two of
these measures.
We have created and included an action plan to move our two basic scoring measures to at least
the proficient level. We have also developed an action plan to move one proficient measure to an
exemplary measure. The self-evaluation is attached to this memo along with the action plans.
Basic Areas and Action Plans
Area 15
One of the national education technology goals states: Effective and engaging software and online resources will be an integral part of every schools curriculum. The GALILEO Virtual
Library provides Georgia students and teachers access to exceptional on-line resources at no cost
to the local school district
Current Basic Status:
Students will be given instruction in accessing GALILEO. The password will be provided in a
timely manner.
Action Plan:
Although the GALILEO password is updated and students are informed regularly, students,
faculty, and staff are not given instructions and professional development on the use of
GALILEO, as stated in the proficient measure of this category. To move this evaluation area into
the proficient category we propose the following measures be taken:

Teachers will be given professional development on the use of GALILEO at the start of
each school year and if needed at the start of the second semester (January) by the media
specialist.
Teachers, students, and faculty will routinely receive updates on GALILEO through
email.
The media specialist will incorporate the usage of GALILEO into media center
instruction.

Area 18
Each local board of education shall adopt a library media policy that provides for the
establishment of a media committee at the system level and at each school. A library media

committee makes recommendations and decisions relating to planning, operation, evaluation,

and improvement of the library media program. This committee shall annually evaluate library
media services and develop a multi-year media plan for budget services and priorities.
Current Basic Status
System and local school library media committees support implementation of the library media
program. A media advisory committee exists and meets once or twice a year. (This committee
may be the same as the technology committee in some local schools.)
Action Plan
Swainsboro High School currently does not have a library media committee. Therefore, the first
action step is obviously to create the committee. Other action steps are as follows:

Establish a library media committee consisting of 6-8 content area teachers, one
administrator, the instructional coach, and one member of the county technology team.
The library media committee will meet twice each school year.
The library media committee will update, correct, and revise the library media policies.
The library media committee will collaborate with the media specialist in collection
development, library media services, program details and promotion of the school library
media center.
The library media committee will assist and make suggestions to the library media
budget.

Proficient Area and Action Plan

Area 3:
Professional library media staff are engaged in active teaching roles.
Current Proficient Status
The Library Media Specialist and teacher plan and teach collaboratively so that the library media
program is an extension of classroom instruction.
Action Plan
Currently, the media specialist collaborates only with teachers that feel comfortable asking for
help. The goal would be for all teachers to feel comfortable asking for help and collaboration.

The school media specialist will assist teachers with integrating technology into lesson
plans.
The school media specialist will have two days after school each week open for teachers
to come in and collaborate on lesson plans.
The school library media specialist will consistently and weekly send out reminders that
he/she will be available on said days to collaborate on lessons and technology integration.
The school media specialist will use the AASL standards to plan collaborative lessons
with teachers.

The school library media specialist will assist teachers with making accommodations and
differentiation to lesson plans for students with differing learning styles and abilities.
