Minutes of the Senior Citizens, Board of Directors Meeting held at Senior Citizens Hall,
Barangay Cacawam Pinamalayan, Oriental Mindoro on October 30, 2016: at 1:30 Pm.

Minutes of the Board Meeting
A board resolution is pursued and passed requesting through the ABS-CBN Foundation
Incorporated, Manila, the provision of Cash/Material assistance intended to support the
development of INCOME GENERATING PROJECT of the senior citizen of Brgy. Cacawan,
Pinamalayan, Oriental Mindoro to wit:
1. Organize and put-up a senior citizens multi-purpose cooperative exclusive for Senior
Citizens of Cacawan.
2. Put-up and generate a livestock production like hog raising, poultry raising and goat
raising.
Through the motion of BOD Member REYMUNDO S. BUGAWAN and seconded by BOD Vice
Chairman CONSORIO M. HELERA, a Board of resolution have been unanimously favored and
approved by the Board of Directors: be it known:
RESOLUTION NO. 1
And Now Therefore:
It is resolved as it is hereby resolved that the Senior Citizens of Barangay Cacawan,
Pinamalayan, Oriental Mindoro respectfully request through the manager ABS-CBN Foundation
Incorporated Manila to provide assistance in terms of cash seed money and or materials/in kind
to develop and support the Senior Citizens INCOME GENERATING PROJECT as follows:
- Senior Citizens Multi-Purpose Cooperative
- Put-up and generate a livestock production (hog raising, poultry raising and goat raising)
WHEREAS, the Senior Citizens of Cacawan has no fund to support the above-mentioned income
generating project;
WHEREAS the Senior Citizens of Cacawan has a great desire to push through and realize the
Income Generating Project to earn additional income and improve each members family living.

WHEREAS, the Organization keeps on hoping and praying for the prompt approval of the
above-mentioned request, through the Manager of ABS-CBN Foundation Incorporated to
provide the Senior Citizens of Barangay Cacawan, a CASH SEED MONEY assistance purposely
in putting up and development of the Senior Citizens Multi-Purpose Cooperative and putting up
of Generating Livestock Production projects;
WHEREAS, the Board resolve further to furnish a copy of the Board Resolution to the
sponsoring agency the ABS-CBN foundation and a copy of cooperative By-Laws duly approved
by the SEC; a copy of feasibility study of each proposed income generating project to determine
the entire fund Cash seed money needed for the approval of the project.

CACAWAN SENIOR CITIZENS MULTI-PURPOSE COOPERATIVE


(Feasibility Study)
I.

Introduction:
Cooperative is a nationwide group association commonly organized to support and
improve the economic way, living individually and as a group of people in a community
of the Senior Citizens of Barangay Cacawan mostly has no means to support their family
living due to its low income which derived only from farming, livestock raising, still
others has no income at all. Due this, status the association of Senior Citizens of Cacawan
had come to resolve and plan that a cooperative is one means to augment their economic
family needs. The Senior Citizens Multi-Purpose of Barangay Cacawan has been planned
to be put-up and organized to support other income generating projects of the senior
citizens of Barangay Cacawan.

II. Objective:
1. Organized and put-up a Senior Citizens Multi-Purpose Cooperative of
Barangay Cacawan;
2. Assists and support the Senior Citizens Income

Generating Project like

hog raising and other livestock in the community;


3. Aid and support each Senior Citizens members to uplift their way of living
through the cooperative system;
4. Seek the government and non-government agencies for cash assistance
intended of the cooperatives seed money; and
5. To pass a resolution to higher authorities for solicitation of each assistance
intended for the purpose.
III.

Rationale
1. Through Cooperative Development Authority the Senior Citizens Multi-Purpose
will be aided through proper guidance on the activities for the development and
success.
2. The Securities and Exchange Commission is the agency which could provide the
association a better and legal basis of the cooperative by laws their approval could
ensure the cooperative legal and most fair operation.
3. The easiest way and better access to provide the senior citizens a better way of
living is through cooperative involvement;
4. The cooperative and its staffs honest and sincere management could offer good
services hence, it will enhance every member to give their full cooperation,

support and confident that will ensure a better factor to make the cooperative grow
and develop.
5. A progressive and functional cooperative would provide the members lots of
benefits and privileges such as:
a. Patronage refund
b. Credit items from the cooperative store;
c. Avail of loans for livestock production; and other purposes.
6. The Senior Citizens warm desires and determination to realize their purpose to
support and develop their income generating project is a great factor for success.
IV.

STRATEGIES AND INSTRUMENTATION


A. Planning
The Senior Citizens of Brgy. Cacawan, Pinamalayan, Oriental Mindoro
through the Board of Directors and Officers has planned to put-up a cooperative that
will support and develop their Income Generating Projects by the Following
strategies.

Formulate and plot a cooperative By-Laws and submit to Securities and

Exchange Commission for registration.


Submit and subscribe to the CDA requirements to wit;

Members should attend the pre-membership sessions to be

conducted by the CDA Staff;


Each member Senior Citizen who is determined to register as
member as required by the CDA is obliged to pay his/her premembership seminar fee of P100.00 as prescribe by the Staff
of CDA and Board of Directors of the Senior Citizen of
Cacawan.

B. Organization
The Board of Directors plans and organizes the following:
1.1 The Officers and Board of Directors manage and direct the Senior Citizens
Cooperative:
1.2 Plan and organize a Pre-membership seminar workshop; coordinate with the
CDA Staff for the said activity;
1.3 Set and formulate guidelines, rules for the good cooperative governance fit to
the aged senior citizens of Cacawan;
1.4 Set a regular cooperative assembly meeting for a Board of Directors
exclusively.
C. Instrumentation
A careful analysis and studies on the feasibility for the cooperatives success is to
be considered through the following instrumentation:
1.1 Methodology and Research

1.1.1 Survey of Barangay including its history and profile of residents.


1.1.2 Survey of residents including the different profiles on ages,
occupations, educational attainment of the Senior Citizens and
residents;
1.1.3 Survey on the total number of residents aging from 60 to 70; 71 to
80; 81-90 and 91 and above;
1.1.4 Survey of the registered Senior Citizen Members and non-registered.
D. Budgeting and Finance
The following expenses to be incurred in the initial operation of the
cooperative are the following:
1. Registration of the Senior Citizen Multi-Purpose Cooperative:
Payment to the documentation of the coops by-Laws
Payment to the processing of the coops registration to the SEC.
2. Pre-Membership Seminar Payment
Members seminar registration fees of Php100.00 one hundred pesos
to incurred for foods and honorarium of CDA Staff who conducted
the seminar.
E. Implementation
The operation of the cooperative commence immediately after the following
had been done and accomplished:
Approval of the Cooops Registration by the SEC;
Availability of the Senior Citizens accredited cooperative office
Availability of prepared cooperative Books of Records for
documentation
Availability of cooperative members cash on hand subscribed
Capital of at least Php100,000 pesos maximum each member for the
purchase of the cooperative store items such as prime commodities
and other food stuff;
While the cooperative is in operation the Senior Citizens Officers
and Board of Directors go in hand and search other means and ways
to solicit funds and seed money to the higher authorities by the
following strategies:
1. Formulate and pass a BOD Resolution requesting the GOs and
NGOs private agencies and Private Foundation Institutions for
funds intended to support the cooperative to grow and develop.
2. Coordinate and transact business with the Department of Trade
and Industry (DTI) to acquire grants and seed money for the said
purpose.

V. Conclusion and Recommendation


The success of the proposed plan to put up the Senior Citizens Multi-Purpose
cooperative of Barangay Cacawan will be feasible on the basis of the following
recommendations:
1. Senior Citizens of the Barangay Cacawan should demonstrate full support and
hundred percent involvement with great and warm desire to work hand on hand
towards the success and development of the cooperative so that the proposed
income generating project will be realized.
2. A thorough guidance by the CDA authorities and compliance to the CDA
Requirements rules and regulations are factors for the continuance progress
and development of the cooperative system.
3. Regular subscription to CDA News and updated of Cooperative activities are
strategies to help the cooperative always and good standing to keep away from
disclosure and cancellation of coops registration from SEC.
4. Proper disposition of funds and careful management by the staff and Board of
Directors are great factors to win confidence of the members and the whole
groups composing the Senior Citizens Multi-Purpose Cooperative- hence
paving the way to good governance and eliciting corruption.
