Introduction

The Philippines is one of the most vulnerable countries to global warming. This
vulnerability is worsened due to rapid increase of buildings generating significant CO2
emissions. The government, private sector, civil society, and every Filipino for that matter must
respond to the emerging disastrous impact of ecological imbalance. Promoting effective use of
building have long been introduced by some practitioners but only a few had actually pursue it.
From 1994 to 2015, Leadership in Energy and Environmental Design (LEED) grew from one
standard for new construction to a comprehensive system of interrelated standards covering
aspects from the design and construction to the maintenance and operation of buildings. It is one
of the most popular green building certification programs used worldwide that aims to help
building owners and operators to be environmentally responsible and use resources efficiently.
Moreover, the Philippine Green Building Council (PHILGBC) is a national non-stock,
non-profit organization that promotes sustainability and environmentally sensitive practices in
the property sector. The Building for Ecologically Responsive Design Excellence (BERDE)
Program was established by the PHILGBC to develop a nationally accepted and recognized
voluntary green building rating system for the Philippines. This rating scheme serves as both a
tool to measure a buildings environmental performance against established standards and a
guide to designing, developing, constructing, and operating a sustainable building. This also calls
for active participation of innovators particularly building practitioners, entice investors, and
encourage people to venture into this prospect for building and construction.
Cebu Technological University (CTU) Moalboal School of Fisheries plans to add
graduate school offering MAVED, MSIT, MTE and MPA courses in replacement to the
Technology Departments dilapidated building. The proposed project is a five (5) - storey

building conforming to the standards of sustainable development. Promoting the design and
construction of graduate school by incorporating sustainability across curriculum and into
communities, we can make a tremendous impact on students health and learning, school
operational costs and the environment.
The sole focus of this study is viewed by us, the researchers, and with it, we were
able to formulate guiding questions.

Statement of the problem


This study aims to determine the feasibility of the proposed five (5) - storey
sustainable graduate school building at Cebu Technological University (CTU) - Moalboal School
of Fisheries.
This specifically answers the following questions:
1. Will the Proposed Five (5) - Storey Sustainable Graduate School Building is feasible in
terms of the following measures :
a. Environmental performance of the building
b. Environment - resilient site development
c. Sound waste water management
d. Energy efficiency
e. Indoor environmental quality
f. Building materials reduction of CO2 emissions
2. How much operating cost will this building reduce?
Objectives
The following are the objectives of the study:

1. To determine if the Proposed Five (5) - Storey Sustainable Graduate School Building is
feasible in terms of its environmental performance, environment - resilient site
development, sound waste water management, energy efficiency, indoor environmental
quality, building materials reduction of CO2 emissions.
2. To determine the operating cost reduce this building will reduce.
Significance of the study
This study intends to provide environmental benefits, economic benefits and social benefits.
Environmental Benefits
When sustainable substitutions are made throughout each phase of the projects
development it allows us to protect the ecosystem, reduce CO2 emissions, improve air and water
quality and reduce waste streams.
Economic Benefits
By using sustainable materials, reducing energy consumption, and improving water
efficiency it will enable us to optimizes the life cycle of the building, reduce operating costs, and
helps the expansion of the Green Market
Social Benefits
By improving indoor environmental quality we can improve occupants comfort and
health, create an aesthetically pleasing environment, and increases occupants overall morale.
Scope and Limitation
Scope

The research study touches the technical specifically the architectural aspects on building
designs to come up a good building layout. It considers the BP 344, PD 1096, and other
requirements conforming sustainable development of the building project. Architectural drawing
lay-out and rough estimates are included.
Limitation
The research is limited only to the technical specifically the architectural aspects found to
be necessary for the study within a period of one semester. Complete specifications and detailed
works in plumbing, mechanical, electrical, etc. that is far-off to the expertise of the designers
were omitted.
Definition of terms
Building. This refers to the structure which continually consumes energy, water and
natural resources.
Carbon dioxide (CO2) emissions. This refers to the biggest contributor to climate change
generated by the buildings.
Environment. This refers to climate, weather, and natural resources that affect human
survival and economic activity.
Green Building. This refers to both a structure and the using of processes that are
environmentally responsible and resource-efficient throughout a building's life-cycle.
Operating Cost. This refers to the expenses which are related to the operation of a
building.
Resilient. An ability to recover from or adjust easily to misfortune or change.

Sustainability. The study of how natural systems function, remain diverse and produce
everything it needs for the ecology to remain in balance. It also acknowledges that human
civilisation takes resources to sustain our modern way of life.
