We use different detailed methodologies to perform the work to our clients based on the
nature and kinds of engagements, however, such specific working methodologies are

In line with our commitment of setting a one stop shop for new and existing businesses,
Lilac Associates has established business affiliation with Taxplan Associates Limited and
TPA Auditors. The two firms which are based in Arusha have been very successful in
offering tax and auditing services.

Tax advice and planning are of universal business importance, ensuring that the tax burden
is no higher than it should be. The growing complexity of tax regimes and constant changes
to tax laws, however, makes it almost impossible for any individual to keep pace with the
taxation updates.
The immense practical experience of Lilacs Director, CPA Advocate Nicholas Duhia coupled
with his knowledge and credentials in accounting, tax and law, provides a unique

our affiliation with TaxPlan Associates for tax advisory assignments has enabled us to

Our Team
Our team combines extensive experience in Financial and Operational Audits, Internal
Audit, Information System Audit, Accounting Services, Investment Advisory, Internal
Control Assessments, Compliance Reviews as well as
on Tax Consultancy and Support.
Lilac Associates employs professionals who
specialise in each area of its services. Before being
employed, each one's professional background
is thoroughly reviewed, to make sure that the person
being employed can keep up the highest standards
maintained. All staff are professionally recruited and
trained, before allowing them to service the clients.
Lilac Associates
Zawadia has presented a number of papers on Internal auditing at NBAA Conferences and
Workshops. She is also a long-time trainer on CISA and CIA while working on part time
with IGCL. She has also done a lot of public speaking locally and internationally while
working as a Director of Investment Promotion at EPZA.
5.2.
Godfrey L. Ngonyani
Godfrey is an audit expert and is well versed with the International Standards on Auditing
as well as the International Financial Reporting Standards. Godfrey has spent several years
auditing organizations and companies in the profit and not for profit sectors and has
extensive experience in audit of organizations in the Government (both Central and Local),
NGO, donor funded projects, financial services and commercial sectors.
Godfrey holds MBA (UDSM), CPA (T) PP, CISA (Certified Information Systems Auditor)
and B-Com Accounting (Hons) from University of Dar es Salaam. He was also one of the
pioneer in establishing the Institute of Internal Auditors (IIA), Tanzania Chapter and was
among the first certified IIA trainer in Tanzania.
He has almost twenty years (20) years of professional experience in Tanzania. He worked
for 5 years with PricewaterhouseCoopers rising to the level of senior auditor before joining
the Public Service Pensions Fund (PSPF) as an Internal Audit Manager and thereafter rising
to the position of Director of Internal Audit.
He has spent the last fourteen (14) years with PSPF at managerial level where his
contributions have immensely improved the entitys operational efficiency, governance and
internal control environment. Godfrey has also gained extensive experience in
procurement, expenditure reviews, and compliance appraisals.
Godfrey has also been co-founder, partner of Auditing firm, ABA Alliance, where he played
the vital role in its establishment and growth.

5.4.
Deusdedit is MBA (UDSM), CPA B-Com Accounting (Hons) from University of Dar es
Salaam. Deusdedit has about twenty (20) years of professional experience. Before joining
Lilac, Deusdedit has accumulated vast experience in dealing more with investments,
financial accounting and related compliance procedures on IFRS and Pensions and Health
Schemes. His current work evolves around a range of areas including but not limited to:
financial management particularly on budgeting and budget formulation; Financial and
strategic planning; cash forecasting and planning for investment; Human Resources
Management; Procurement procedures particularly in compliance with Public
Procurement Act; Planning and Investment management.
Deusdedit has served as Director of Finance and Investment at National Health Insurance
Fund (NHIF) for about five (years). Before that, Deusdedit has been Investment Manager at
National Social Security Fund (NSSF) for about five (5) years.

5.5.
Mary Simbakalia
Mary is a Financial Advisor, having over fifteen years experience in the fields of Business
Performance Management and Financial Management, particularly in the areas of Financial
Planning and Cash flow management; Investments in Financial securities; Investment
appraisals and Project Management as well as Preparations of Budgets and Business Plans.
She has an experience working with both private and public sectors in Tanzania. Her last
appointment was with the National Insurance Corporation, where she assumed the role of
the Planning and Investment Manager.
Prior to this assignment Mary has worked with, PricewaterhouseCoopers as the Senior
Consultant in the division of Transactions and Financial Advisory services. Mary started
her career with BP Tanzania Ltd where she spent about ten years performing various roles
in Marketing and Finance departments. On her last assignment with BP Tanzania Ltd, she
was involved in reviewing the Companys strategy, conducted in 2005. Her role entailed
supporting the Managing Director in preparing the case for change, and being part of the
project implementation team. Mary had also an opportunity to work with Bishop
Gamanywa Foundation (BGF) as the Financial Advisor to support the organisations vision
towards combating youth unemployment through modern agriculture.
Mary holds a BSc in Statistics and Mathematics, an MBA degree and she is a student
member (Finalist) of the Chartered Institute of Management Accountants (CIMA), UK.
5.6.
Jalia A. Mayanja
Jalia A. Mayanja is one of the key staff of the firm since its inception. Prior to cofounding
Lilac, Mayanja worked with PSPF for ten years, serving as a Procurement Manager in the
last three years of her engagement. Jalia also worked for two years as a part time
Procurement Expert of Watumishi Housing Ltd as well as procurement consultant with
Quality Plaza Ltd.
Jalia specializes in Public procurement, Accounting, Taxation, Contract negotiation,
preparation of bid documents. She is also well versed with Pension Laws, financial
reporting and entrepreneur.
Jalia holds a Masters Degree in Business Administration, is an Approved Accountant
registered with the Board of Accountant and Auditors as well as Approved procurement
expert registered by the Procurement and Supplies Professional Board. She is an active in
her whole career as a procurement expert; Mayanja has gained edge over commercial
corporate matters. She has also excelled in preparation of bid document for a number of
entities.
At PSPF, Jalia was the head of department dealing with Procurement. As part of the team,
Jalia took active roles in preparation of bid documents and procurement contracts.

Shadrack O. Aiko
Sebastian K. Mwasele
Sebastian is a CPA (T) Certified Public Accountant registered with the National Board of
Accountants and Auditors of Tanzania he also holds a Masters degree in Accounting and
Finance (MSc A&F) from Mzumbe University.
He is well equipped in matters relating to taxation and auditing as he has worked with
Tanzania Revenue Authority (TRA) for 5 years as a Taxpayer Service Officer and tasked on
various programs for improving level of tax compliance to various groups of taxpayers.
With TRA he has gained wide experience on tax assessments and tax audits.
In the last 3 years, Sebastian has been immensely providing his services to Public Service
Pensions Fund (PSPF) as an Internal Auditor tasked with matters relating on improving
entitys operations, efficiency, governance and internal control environment for it to
achieve its intended objectives. He has also gained experience in procurement and
projects performance appraisal.

Kevin W. Mkello
Kevin is one of member of staff who started working with the firm from its
commencement date; he holds degree in Bachelor in Business Administration from
Tumaini University Dar es salaam College and is registered member of Tanzania Institute
of Bankers with registration number TIOB/S/1027. Prior to joining Lilac Associates,
Kevin worked two years at Barite Tanzania Limited as marketer and then accountant.
In his responsibilities, Kevin has been massively involved in preparation of books of
accounts and financial statements for various types of clients. In addition, Kevin has been
dealing with tax issues which include: preparation and submitting of monthly VAT and
quarterly provisional returns to Tanzania Revenue Authorities. He is currently pursuing
an MBA in Finance at a local University.
