Use this command to set PS user inactive detecting timer.

Meaning: When detecting that the Ps' Conversational
User had no data to transfer for a long time which
longer than this timer, the PDCP layer would request
the RRC layer to release this Radio Access Bear.
GUI Value Range: 0~14400

Parameter Relationship: 1. For the detection timers
that do not need to configure conversational services,
the related T1 and T2 must be 0 at the same time. 2.
For the detection timers that need to configure

impact on the UE in idle mode)

Meaning: After sending release request to RRC layer, if
the Conversational Radio Access Bear haven't been
released until the Conversational service T2 timeout,
the PDCP layer will resend release request indication.

Interactive service T1 = 4 minutes, Interactive service T2 = 10 seconds.
Background service T1 = 4 minutes, Background service T2 = 10 seconds.
Conversational service T1 = 4 minutes, Conversational service T2 = 10
seconds.
Streaming service T1 = 4 minutes, Streaming service T2 = 10 seconds.
Fast Dormancy T1 = 360 seconds.
IMS signal T1 = 60 minutes, IMS signal T2 = 10 seconds.
