AT the thick of the National Broadband Network anomaly that kept
the whole nation reeling in disgust, Congressman Edcel Lagman
smugly announced that the House of Representatives will allot P1
billion in next year’s national budget for the purchase of condoms,
birth control pills and other “reproductive health products” to
control the population growth of the country.
As the news reports would have it, Lagman equates the increasing
population with the worsening poverty and underdevelopment. He
asserts that the growing population “impacts adversely on all
indicators of human development such as health education, shelter,
food security, employment and the environment.”
He further blamed the Catholic Church (and some religious beliefs
which after all does not work when it comes to working for a clean
andhonestgovernance)fortheinabilityoftheArroyoadministration,
wrongly or rightly, to confront the burgeoning population problem,
which, according to his seemingly personal statistics, is swelling
at 2.34 percent growth rate.
This, of course, is a wrong equation. While it is true that
demographics impacts on economic fundamentals, the growing
population is not the foremost factor of Filipino penury. It is

The Pope took advantage of today’s meeting, coinciding with the feast of St.
Francis of Assisi, patron of Italy, to send a greeting to the country’s president
and to elaborate on the magisterium’s vision of Church-state relations.
“The Church is not and does not intend to be a political agent,” the Holy
Father said in his discourse to Antonio Zanardi Landi. “At the same time, it
has a deep interest for the good of the political community.”
He recalled the teaching found in the Second Vatican Council document
“Gaudium et Spes”: “The Church and the political community in their own
fields are autonomous and independent from each other. Yet both, under
different titles, are devoted to the personal and social vocation of the same
men” (No. 76).
The Pontiff continued: “The Church is not searching for power, nor does it
expect privileges or aspire to positions of economic and social advantage.
“Its only scope is to serve man, aspiring to, as the supreme norm of conduct,

Our parish priest is all right except that he seems not to be a good example of the virtue of
poverty. Our parish church is in Metropolitan Manila, in a middle- to upper-middle-class sub-
division but also covers a depressed area. What tends to disturb us in the Parish Pastoral
Council is our parish priest’s apparent fondness for new cars. He changes cars every two years,
saying it is more economical than maintaining an aging car. He also has dogs which get better
food than the poorest in our parish. While we have nothing against owning pets, or having nice

seminar on Sacred Images and Christian Wor-
ship from Nov. 13 to 15 at the Paul VI Insti-
tute of Liturgy, Malaybalay City, Bukidnon.
In line with article 125 of the Constitution
of Sacred Liturgy, the seminar will discuss
the History and Theology of the veneration
of the sacred images, the images of the Holy
Trinity and Our Lord Jesus Christ, and the
