Telangana CM dedicates Kakatiya thermal plant Stage-II

Telangana Chief Minister K Chandrasekhar Rao on January 5th dedicated the 600-MW Kakatiya thermal
power plant Stage-II at Bhoopalapally in Warangal district of the State. This is the first major power
plant to be commissioned after the formation of the new State of Telangana

Indias largest textile park to come up in Warangal

Indias largest textile park will come up in Telanganas Warangal town, chief minister K. Chandrasekhar
Rao announced in January, 2016. He announced the formation of a special development authority for
development of Warangal, which has been selected under the Smart Cities project of the central
government. Every year, Warangal will be allocated Rs.300 crore in the budget. A total of Rs.3,000 crore
is expected to be provided under all schemes.

A multi-speciality hospital, multistoried buildings for the offices of municipal corporation, district
collector, police commissioner, development of a theme park and convention centre were the other
announcements made by the chief minister.

Horticultrue University in Mulugu

Telangana Chief Minister KCR on January 7th laid foundation for construction of Konda Laxman Bapuji
Horticulture University at Mulugu in Medak district.

Expenditure- Rs 1823 crore

Rs 50 crore for Forest College. This is the second forest college in South India. the first is being at
Coimbatore, Tamilnadu

Free Intermediate Education in Telangana

The Government has implemented Free Intermediate Education in Telangana for all the government
colleges from coming academic year. (2015-16). at present there are 402 Government Junior Colleges
functioning in the State. 1,15,111 students studied Intermediate Education in Government Junior
Colleges in the State in the Academic Year 2014-15, out of which, nearly 80% of the students are from
weaker sections such as S.C., S.T., B.C., and Minorities

Mahbubnagar to have skill training centre

Mahbubnagar district, which was so far considered to be a district with highest skill gap, will soon have
a skill development training centre. An Australian company has come forward to set up a skill development training centre at Kothur. The company will enter into a pact with TS government and will
begin from April, 2016.

Telangana becomes first State to make gender education compulsory

Telangana has become the first State to introduce compulsory gender education at the graduate level;

without repeating gender stereotypes in its bilingual textbook titled, Towards a World of Equals. The
book introduced on a pilot basis in engineering colleges affiliated to the Jawaharlal Nehru Technological University (JNTU-Hyderabad) discusses gender in its composite form without limiting itself to
crime against women.
Telangana launched e-Vahan Bima Scheme

Government of Telangana on 2 January 2016 launched e-Vahan Bima Scheme to issue motor insurance
policy in digital form. With the launch of this scheme, Telangana became the first state in the country
to legally accept motor vehicle insurance policy in digital form

Rs 791 crore sanctioned for Telangana

The High Level Committee (HLC) of the National Disaster Management Authority (NDMA) on 14 January 2016 sanctioned 791 crore rupees to the drought affected Telangana. The central team had visited
231 drought-hit mandals in the state. While the drought loss was estimated at Rs. 3,000 crore, the state
government sought Rs 2000 crore from the Centre and urged an immediate release of Rs 1500 crore.
However, the Centre finally agreed to offer Rs 791 crore to the state.

Sitarama project inaugurated

The Telangana Chief Minister laid foundation stone for two projects Sitarama Project (the redesigned Dummugudem lift irrigation scheme envisaging integration of Rajivsagar and Indirasagar
projects) at Rollapadu in Tekulapalli mandal and Bhakta Ramadasu lift irrigation scheme in
Tirumalayapalem, Khammam district respectively on 16th February.

The proposed fujnd for Sitarama lift irrigation project- Rs 7967 crore.

The government will ensure proper rehabilitation of the 817 persons of 246 families of Rollapadu,
Rukma tanda and Valya tanda under Bethampudi gram panchayat, where a balancing reservoir is proposed as part of the Sitarama project

The proposed 90.87 crore Ramadasu lift irrigation project will be constructed expeditiously to ensure
irrigation to 59,000 acres in Palair constituency consisting of drought-prone areas by next kharif.

Telugu states got award under

Telangana State along with AP bagged seven of the top national awards in the implementation of
MGNREGA works for the year 2015-17. While the two Telugu States bagged the award for social auditing and transparency, Telangana State also saw four more awards going its way.

Nizamabad district bagged the top award for effective implementation of the programme, Chandurthi
(Karimnagar district) sarpanch bagged the individual award for effective monitoring the
programme.Likewise,Bijjur PostOffice inAdilabad districtbagged thePost Officeaward forclearing
all payments within three days throughout.

Telangana State also secured one more award for employing 85 per cent of the total physically challenged persons. YSR Kadapa district bagged the best district award in Andhra Pradesh for effective
implementation of the programme in drought-affected areas. The awards were presented to the
officials and individuals on 2nd February, 2016 to mark completion of 10 years of the programme in the
country.

IT incubation centre inaugurated

Telangana Deputy Chief Minister Kadiam Srihari inaugurated IT Incubation centre. Expenditure is Rs
4.5 crore. It was inaugurated on 19th February. The IT Incubation Centre is funded by the state government and constructed by Telangana State Industrial Infrastructure Corporation over an area of two
acres with a total built up area of 15,000 sq ft to enable startups and micro, small and medium IT
companies to operate in a plug-and-play and hassle-free environment

Tata to partner state in double-bedroom scheme

Tata Group has agreed to partner with Telangana government in implementing the states flagship
scheme of building free two bed room houses for poor. Talangana IT Minister KT Ramarao met Tata
group Chairman Cyrus Mistry on 8th February in Mumbai.

22,817 additional houses for the state

The Central government sanctioned to the Telangana state 22,817 houses additionally under Pradhan
Mantri Avas Yojana in the second instalment. Now the state will get a total of 57,664 houses under this
scheme. The Centre will sanction Rs.1.50 lakhs and the state government will bear the rest of the
amount and link up this scheme with its prestigious double bedroom flats scheme. The total housed
sanctioned to Telangana under scheme is- 80.481

Maa Bhoomi Portal launched

The Government of Telangana launched an exclusive Land details website with online Telangana Maa
Bhoomi Land records in Telangana on 17.02.2016. The web site Maa Bhoomi Telangana
maabhoomi.telangana.gov.in will provide online services related to lands in Telangana. The

Walmart to sign 3 pacts with Telangana government

American retail giant Walmart will soon sign three pacts with the Telangana government to expand its
footprint in the state. Three MoUs signed between Telangana and Walmart

Walmart will encourage the women in the state to open kirana (grocery) stores. The second MoU
would be about the state-run horticulture corporation supplying fruits and vegetables to the company, while the third one would be about maintenance of Krishi Marts set up by the state government.

Ontario signs MoU with Telangana for economic cooperation

Canadas Ontario province on 4th February signed an MoU with Telangana for economic cooperation.
DataWind signed a MoU with the government of Telangana to open a manufacturing base in Hyderabad

Telangana and Maharashtra agreement on Irrigation projects

Telangana and Maharashtra governments on 8th March signed Memoranda of Understanding to construct five barrages across Godavari and Pen Ganga rivers. A high level meeting to sign the MoUs was
held in Mumbai in which Telangana Chief Minister K Chandrasekhara Rao and Maharashtra Chief Minister Devendra Fadnavis took part.

Of the five barrages, Maharashtra Government will take up construction of Rajapet and Penpahad
barrages while Telangana will take up Chanak-Korata across Penganga River.

Telangana will also construct Tummidihatti barrage across Pranahita a tributary to Godavari in Adilabad
district and Medigadda barrage across Godavari in Karimnagar district.

The two states will share irrigation water from Medigadda. On completion of all these projects, over 18
lakh acres will get irrigation facility in the two states.

Maharashtra CM Devendra Fadnavis informed that a joint inter-state control board has been formed in
order to take decisions, control and expedite these projects.

100 per cent digital literacy in Basar

The temple town of Basar in Adilabad has been declared the first 100 per cent digitally literate village
in Telangana State after completion of training and certification of the 475 digitally illiterate households in the village. The programme to make Basar a digitally literate village, Digithon, was undertaken by Telangana Information Technology Association in association with the IIIT Basar.

Nine projects under PMSKY

Minister for Irrigation T. Harish Rao stated that Union Water Resources Coordination Committee meeting held in New Delhi on 20th March had agreed in principle to include nine projects of Telangana in the
first phase of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). The projects to get assistance under
the PMKSY are Rajiv Bhima lift irrigation, Sriramsagar, Indira Flood Flow Canal (SRSP), Komaram Bheem,
Peddavagu, Mathadivagu, Palemvagu, Gollavagu and Rallivagu.

Telangana creates Special Development Fund

The Telangana state cabinet decided on 6th March to sanction Rs 5,000 crores to the chief minister and
Rs 25 crores to each minister every year, in order to take up urgent developmental works. Ministers are
allowed to instantly spend this fund which is termed as the Special Development Fund (SDF).

Telangana MLAs become highest-paid lawmakers with 163% salary hike

Legislators from Telangana became the countrys highest-paid state lawmakers on March 29th after the
assembly approved a bill that hiked their gross monthly salary by 163% to Rs 2.5 lakh. The basic pay for
members of the state assembly and council was increased from Rs 12,000 to Rs 20,000 per month. The
constituency allowance that comprises other perks, benefits and subsidies was hiked from Rs
83,000 to Rs 2.3 lakh a month. Chief Ministers salary was hiked 72%. He will now get a monthly package
of 4.21 lakh, up from the existing 2.44 lakh.

Telanganas MLA constituency development fund hiked to Rs 3 crores

Telangana chief minister K Chandrasekhar Rao (KCR) on 29th March announced to increase the MLA
constituency development fund to Rs 3 crores from Rs 1.5 crores. MPs are given Rs 5 crores per annum
under the Member of Parliament Local Area Development Scheme (MPLADS) for essential development works. The chief minister stated that the MLAs would be given full freedom over the manner in
which the amount is spent.

Telangana unveils new ICT Policy 2016

The Telangana government has announced a new ICT policy along with four other policies to support
innovation, gaming and animation, rural tech centres and growth of electronics aimed at attracting
investments while facilitating job creation.

Chief Minister K Chandrasekhar Rao on 4th April unveiled the Telangana ICT policy 2016 in the presence
of Governor ESL Narasimhan and NR Narayana Murthy, Chairman Emeritus, Infosys, leading IT sector
players and captains of industry. As per the vision statement of the ICT policy.

It is proposed to transform Telangana into the most preferred destination for any IT company which is
planning a new facility and enable it to make it a global hub for technology entrepreneurship and
innovation in the country.

The government accords highest priority to the ICT sector in the State covering not just Hyderabad but
also in the Tier-II and Tier-III cities and other small towns.

The State has identified three broad areas for big boost. These include data mining and analytics,
gaming and animation and cyber security.

Telangana IT sector employs more than 10 lakh people directly and indirectly, with IT alone accounting
for over 4 lakh jobs.

Electronics policy

Under the electronics policy, Telangana seeks to attract $3 billion investment and create about 1.6 lakh
jobs.

According to BVR Mohan Reddy, Nasscom Chairman, Telangana IT sector has logged exports of Rs
68,000 crore in 2014-15 and given the current rate of growth, it is expected to touch exports of Rs
1,00,000 crore within 24 months.

KCR approves 1000-bed Indo-UK hospital in Hyd

Adding another feather to its cap in health sector, the Telangana Government has agreed to set up a
1000-bed capacity multispecialty hospital on the outskirts of Hyderabad abutting Outer Ring Road in
coordination with Indo-UK Institute using foreign direct investments.

Centre Enhances FRBM Limit For Telangana

The Union Government has raised FRBM limit for Telangana state from 3% to 3.5%, approving the 14th
Finance Commission recommendations. However, the enhanced limit would be applicable only from
the financial year 2016-17. The TS government expects to secure an additional Rs 2,500 crore in loans
this year with this relaxation. Incidentally, the 14th Finance Commission had categorised only TS and
Gujarat as revenue-surplus states and recommended raising their borrowing limit from 3 per cent to
3.5 per cent in 2015. As per FRBM norms, states will be allowed to secure loans up to 3 per cent of GSDP.

Adilabad wins PM Swachh Vidyalaya Award


Adilabad district has won Prime Minister Swachh Vidyalaya award. The Central government had
launched, Swachh Vidyalaya Abhiyan to construct toilets in every school in the country in a phased
manner. Adilabad was one of the districts selected in the first phase and the Central government
sanctioned 4, 312 toilets for 3,999 schools in the district. The district administration reached the target

Bill on debt relief passed

To prevent debt-ridden farmers from harassment by private lenders, the Telangana government on
30th March adopted the Telangana State Commission for Debt Relief (small farmers, agricultural
labourers and rural artisans) Act 2016 in the Assembly

The commission would consist of a chairman and five members. The function of the commission is to
undertake conciliation for settlement of disputes between farmers and creditors, other than institutional creditors, on the basis of the fair rate of interest

Jyotiba Phule birth day declared as state function

The Telangana state government declared April 11th, i.e. the birthday of Myothibha Phule as the state
function. The event will be held officially.

CM lays foundation for Kaleshwaram irrigation project

Telangana Chief Minister K Chandrasekhar Rao on 2nd May performed the Bhoomi Puja for the
Kaleshwaram (Medigadda, Karimnagar) project aimed at harnessing the Godavari river water through
a series of barrages, reservoirs and lift irrigation schemes. The State proposes to lift about 160 tmc of
water using lift irrigation facilities by utilising water from Pranahitha and Godavari at Medigadda in
Karimnagar.

It is proposed to complete the project within two years. Once completed, Yellampalli, Mid-Manair,
Medak and Hyderabad will be able to benefit from the water supply. The project is expected to create
irrigation facility for 18 lakh acres and stabilising about 12 lakh acres. It is proposed to develop three
barrages on the river course at Medigadda, Annaram and Sundilla and reservoirs at several locations
with barrages storing about 30 tmc and reservoirs 150 tmc.

Antonov AN-225 Mriya, worlds largest cargo plane, lands in Hyderaba

The worlds largest cargo aircraft, Antonov AN -225 Mriya or the Dream, made its first landing in India
at the Rajiv Gandhi International Airport in Hyderabad on 13th May, the Ukraine companys collaborators. The wide body aircraft is powered by six turbofan engines and is the longest and heaviest airplane ever built, with a maximum takeoff weight of 640 tonnes. It is going to Perth. Stopped in India.

Apple opens its first development centre in India in Hyderabad

Apple Inc., the maker of iPhones and iPads, on 19th May opened its first development centre in India in
Hyderabad, which will work on Apple Maps, the companys digital maps and navigation service

TS allocates 5 acres to set up IYF Asian headquarters in Hyderabad

South Korea-based International Youth Forum (IYF) is all set to establish its second headquarters in
Hyderabad. The State government has allocated 5 acres of land in Hakimpet Sports School and a MoU
has been signed by both the parties to this effect. IYF centre is aimed at enhancing the skill development of the youth through conducting training and workshops.

DBS Bank to set up new technology hub in Hyderabad

Singapore-basedDBS Bankhas decided to set up in Hyderabadits biggesttechnologyhub outsideits


headquarters. Going ahead, the company also plans to hire about 1,500 people over the next two
years. DBS believes that this technology hub would help in strengthening its technological capabilities across the region as well as its overall digital banking strategy

T-Government recognized Jain as Minority Community

The Telangana government on 20th May declared the Jain community as a religious minority. A government order was issued from the Minorities Welfare Department (MWD) after the All India Digamber
Jain Organisations Coordination Committee, a Delhi-based organisation, presented the issue to the
government, that United Andhra Pradesh has given minority states to Jains in 2010

Kalyana Laxmi Scheme for BC and EBC

Government of Telangana has extended Kalyana Lakshmi scheme for extending financial assistance of
Rs 51,000 to each unmarried girl belonging to Socially and educationally Backward classes and EBC at
the time of marriage. The scheme first implemented for SC and STs, the for minorities it is implemented in the name of Shaadi Mubarak

Bharosa centre launched

Taking yet another step forward in assuring safety and security to women and children, the city police
started Bharosa - an integrated support centre for women and children on 7th May. The centre will work
toward resolving conflicts in families by involving Non Governmental Organisations (NGOs) and other
government departments. The Centre will provide integrated services related to police, medical,
legal, prosecuting and psycho-therapeutic counselling.

Telangana Household Survey Enters Limca Book Of Records

An intensive household survey conducted by the Telangana government in August 2014 has entered
into the Limca Book of Records. The massive exercise had involved as many as 4 lakh government
employees who covered over 1.09 crore households in a single day, between 7 am and 8 pm

The survey, to gather information on households, educational qualifications of their members, their
post office savings, bank account details, mobile phone numbers, Aadhaar card numbers and gas
connection details, was ordered immediately after K Chandrasekhar Rao took charge of the youngest
state in 2014.

ESICs telemedicine project launched

Union Minister Bandaru Dattatreya inaugurated the countrys first telemedicine project of the Employees State Insurance Corporation (ESIC) on May 22nd, in Sanathnagar ESI hospital. The project has
been launched in collaboration with Bhubaneswar-based Odisha Trust of Technical Education and Training (OTTET), in public-private-partnership mode at ESIC Hospital and Medical College in Sanathnagar
which will be connected with ESIC dispensaries in the country

Telangana to set up Pharma City near Hyderabad

TheTelanganagovernmenton10th June ordered setting up of a Pharma City on 12,500 acres of land


in Rangareddy and Mahbubnagar districts of the state. Telangana State Industrial Infrastructure
Corporation (TSIIC) shall send detailed project proposal (DPR) to the government on modalities for
implementation and execution of project and also carry out all aspects related to the development of
this park in a transparent manner duly following all relevant rules, a government order said.

The government has accordingly decided to set up a state-of-the-art pharmaceutical city, a one stop
shop for pharmaceuticals manufacturing companies, biotech and life sciences companies along with
all related activities

Jobs for the kin of Telangana martyrs

The State government has announced a job each to the families of six martyrs who laid their lives for
the separate Telangana Movement, this apart from Rs 10 lakh financial assistance each. The
appointment letters werel be given in an official ceremony on 2nd June on the occasion of second
anniversary of the State Formation Day.

Boeing, Tata to establish aerospace facility near Hyderabad

Boeing and Tata Advanced Systems have laid the foundation of a new facility in Hyderabad for its joint
venture TATA Boeing Aerospace Ltd (TBAL). The joint venture has been established to co-produce
Boeing AH-64 Apache helicopter fuselages and other aerostructures, as well as to pursue integrated
systems in aerospace. The Hyderabad production facility will eventually be the sole producer of AH64 fuselages globally. The Apache has been flown or selected for acquisition by the US and 15 other
nations, including India.

Karimnagar replaces Hyderabad in Smart City plan

Karimnagar, the epicentre of Telangana statehood movement and the third largest city in the State,
was included in Prime Minister Narendra Modis Smart City mission programme on June 16th. Chief
Minister K. Chandrasekhar Rao had recommended to the Union government the inclusion of Karimnagar
town in the Smart City list, instead of Greater Hyderabad Municipal Corporation.

California & T-Hub ink pact

In a major breakthrough, the delegation headed by IT & Industries Minister K T Ramarao signed a MoU
with the California Governors Office for joint innovation, exchange and cooperation in alternative
energy, environmental technology, health, agriculture and other technology-based industry sectors,
business innovation, research and development.

The State government had so far cleared 131 proposals under TS-iPass. The projects cleared would
secure an investment of Rs. 10,866 crore and provide direct employment to 23,342 persons.
Similarly under the new industrial policy, so far as many as 338 proposals had been cleared and would
provide 86,275 direct jobs and get Rs. 35,925 crore worth of investment.

State government had not restricted the industrialisation process to Hyderabad or its outskirts only.
As many as 1,792 investment proposals had been approved in districts. This would get investments of
Rs. 2,800 crore and provide direct jobs to 34,935 people.

The sand mining had fetched revenue of Rs 2,774 crore during 2015-16, which was the highest in
Southern States. The government aimed to earn Rs. 4,000 crore through sand mining during 2016-17

Amedkar Vidhya Nidhi, foreign assistance increased

The financial assistance under Ambedkar Vidhya NIdhi foreign assistance has raised from present Rs
10 lakh to Rs 20 lakh. The limit is given to poor dalit students

Nizamabad selected for insurance scheme on pilot basis

Nizamabad district has been selected on experimental basis for implementation of Unified Package
Insurance Scheme (UPIS) as part of Prime Minister Fasal Bheema Yojana (PMFBY) which will come into
force from the ensuing kharif.

The farmers enrolling under PMFBY are initially mandated in Nizamabad to opt at least two out of six
sections of UPIS personal accidents, life insurance, student safety insurance, dwelling/household
insurance, agricultural pumpset insurance and tractor insurance

The government also notified the crops and districts to implement the villages and mandals as
insurance unit schemes under the PMFBY. Soyabean in Adilabad, rice in Khammam, Karimnagar,
Nalgonda, Warangal and Nizamabad and maize in Medak, Mahbubnagar and Ranga Reddy will be the
predominant crops to be covered with villages as units of insurance.

The PMFBY aimed to support sustainable production in agriculture with financial assistance, stabilising
income of farmers, encouraging them to adopt innovative and modern agricultural practices and
ensuring credit flow. The WBCIS was meant to address the financial loss suffered by farmers on
account of adverse weather conditions.

Wanaparthy best MPP, Malkapur best GP

Telangana government has identified Wanaparthy of Mahabubnagar district as best Mandal Praja
Parishad, and Malkapur of Toopran mandal in Medak district as best village panchayat in the State.
Both wre awarded during festivities on the occasion of the Telangana Formation Day on June 2.

Telangana Sishu Aadhaar Scheme / Project Details

The Government of Telangana Introduced new Scheme called Telangana Sishu Aadhaar Schemefor
Newborn babies. GHMC would soon be issued an Aadhaar card, a birth certificate and a birth defect
registration under the Telangana Sishu Aadhaar Project (T-SAP), a pilot project at is being introduced
in 19 private and government hospitals

The project is being taken up at five government hospitals Osmania Hospital, Gandhi Hospital, Niloufer
Hospital, Modern Maternity in Nayapool and Sultan Bazaar Maternity Hospital. The initiative would
be taken up with the mottos of Government to CitizensandHappy Babies, Telangana Babies.

Second phase of Haritha Haram programme launched

The second phase of Haritha Haram programme of Telangana government was launched in the state
on 8 July 2016. Chief Minister Chandrasekhar Rao participated in the plantation programme at
Gundrampalli near Chityal in Nalgonda district by planting a Neem sapling.

The two-week long Haritha Haram programme aims at planting 46 crore plants, including 25 lakh in
Hyderabad, to improve green belt in the state.

The trees were planted over 163 kms of highway by over a lakh of people on the first day of the
programme.

As part of its five year programme to increase the forest cover in the state to 33 percent, the government
has selected Hyderabad - Vijayawada highway as a pilot project to plant trees on either side of
highways.

Logistic parks in Telangana

The Container Corporation of India (Concor) is planning to set up logistic parks in at least two in
Telangana. The logistic parks are being planned at Karimnagar and Patancheru on the outskirts of
Hyderabad in the near future. These logistic parks will cater to both domestic and international needs.
While the investment is expected to be around Rs 100 crore each for the logistic parks at Patancheru
in Hyderabad, and Rs 40 to 50 crore for the one in Karimnagar.

Telangana Kalyana Lakshmi Pathakam Change in certain procedures

Telanganga government has changed the procedure of Kalyana Lakshmi Pathakam. Under the Scheme,
a one time financial assistance of Rs.51,000/- at the time of marriage shall be granted to every SEBC/
EBC Girl with effect from 1st April, 2016, subject to the conditions specified therein. Orders were also
issued therein specifying certain guidelines in sanction of said amount to the SEBC/EBC unmarried
girls/beneficiaries.

ICJS to be first launched in Telangana and AP

TelanganaandAndhra Pradesh(AP) are the first states in the country where the Integrated Criminal
Justice System (ICJS) will be launched, Supreme Court Judge Madan B Lokur said on 17th July. He
inaugurated the first e-court (paperless court) in the High Court of Judicature at Hyderabad for the
states of Telangana and AP.

Nettampad Phase- II lift irrigation project inaugurated

Minister for Irrigation T Harish Rao on 21st July inaugurated the Nettampad Phase- II lift irrigation
project at Ryalampad village in Gattu Mandal of Mahabubnagar. The Nettempadu Scheme envisages
creation of irrigation potential and drinking water facilities for Mahabubnagar District, by lifting water
from Krishna River from the foreshore of Priyadarshini Jurala Project on the right flank near Upperu
(V), Dharur (M).

The scheme is intended to create irrigation potential to an extent of about 2 lakh acres in the upland
areas of about 148 villages in Dharur and Gadwal Mandals of Mahbubnagar District. The scheme
comprises two phases.

Phase I is for irrigation of ayacut of 62,000 acres under Gudemdoddi Balancing Reservoir and Phase II
is for 1.40 lakh acres under Relampadu Balancing Reservoir. As far as Bhima project is concerned water
will be lifted at Panchdev Pahad from the back waters of Jurala Dam.

Another lift canal originates separately from the Ramanpahad balancing reservoir which would help
in irrigating the upland areas. The Bheema Lift irrigation project would irrigate over 203,000 acres,
would benefit 180 villages under Makthal, Atmakur, Wanaparthy, and Kollapur taluks of Mahbubnagar
district utilising 20 TMC of water.

Handloom clusters launched in Motkur

Union government agreed to establish Handloom cluster in Nalgonda district Motkur. It costs Rs 1.73
crore, the Union government will provide Rs 1.43 crores. MSME Hyderabad regional centre will act as
Nodal agency for this.

50% interest subvention for SC and STs

The Telangana government has decided to give 50% subsidy to SC and STs on the lands, allotted them
in industrial areas, parks. Earlier, the government used to give only 1/3rd subsidy. Now it increased to
50%. Earlier the ceiling for subsidy was Rs 10 lakhs, but now it raised to Rs 75 lakhs.

PM Launches Mission Bhagiratha

On August 7, the Prime Minister, Narendra Modi launched Mission Bhagiratha at Komatibanda Village,
Gajwel, in Medak District of Telangana.

The scheme has been launched by the State Government with an objective to provide safe drinking
water to all.

The Prime Minister unveiled plaques to lay Foundation Stones for important development projects.
These included the 1600 MW Thermal Power station of NTPC at Ramagundam; revival of a Fertilizer
Plant at Ramagundam; Kaloji Narayana Rao University of Health Sciences, Warangal; and ManoharabadKothapalli Railway line.

The PM also dedicated to the nation the 1200 Mw Thermal Power Station of Singareni Collieries at
Jaipur, in Adilabad district.

Mission Bagiratha: Mission Bhagiratha is the brainchild of Telangana Chief Minister K. Chandrashekar
Rao to provide safe drinking water through a pipeline at Komatibanda, Gajwel in Medak district. With
this, about 67 thousand households of the Gajwel Assembly constituency will get safe drinking water
through a pipeline.

The massive 40,000-crore Telangana state water grid Mission Bhagiratha will comprise of a total of 26
internal grids.

The main trunk pipelines of this project would run about 5000 km, and the secondary pipelines running
a length of about 50,000 km would be used to fill service tanks in habitations. From here the villagelevel pipeline network of about 75,000 km would be used to provide clean drinking water to households.

The objective of the Mission Bhagirathais to provide 100 liters of clean drinking water per person in
rural households and 150 liters per person in urban households.

This project aims to provide water to about 25,000 rural habitations and 67 urban habitations.

The Telangana Water Grid, however, depends on water resources available from the rivers flowing
through the stateKrishna and Godavari.

A total of 34 thousand million cubic meters of water from Godavari river and 21.5 thousand million
cubic meters from Krishna river would be used for the water grid.

Water from Srisailam, Sriram Sagar Project, Komuram Bheem Project, Paleru Reservoir, Jurala Dam,
Nizam Sagar Project will also be used.

The deadline for water to reach these households is March 2018.

Telangana Krishna Pushkaralu

Krishna Pushkaralu were organized for the first time in the newly formed state of Telangana, from
12th August to 23rd August2016. The pushkaram will conducted Mahabubnagar and Nalagonda districts.
The official pegged the estimation at Rs 825.16 crore for all arrangements. According to sources, large
chunk of funds will go to laying roads in the two districts.

Telangana partners with ISRO to monitor water resources

Telangana on 6th August signed an agreement with ISRO to become the first Indian state to use space
technology for real-time monitoring of its water resources. The irrigation department signed a
memorandum of understanding with the National Remote Sensing Centre (NRSC) of the Indian Space
Research Organisation (ISRO) to create the Telangana Water Resources Information System (TWRIS).
This will go online with ISROs Bhuvan geo-platform, capturing every dam, barrage, main canal and
other resources up to field channels.

Committees report on reservation

The Chellappa Commission, constituted to study the socio-economic conditions of STs and the Sudhir
Commission, which studied the socio-economic conditions of minorities submitted their respective
reports to Chief Minister K Chandrasekhar Rao on August 12th

Since Muslims were considered as the most backward community in Telangana state, the Chief Minister
said that the government is committed to provide reservation in education and employment. The CM
pointed out that STs in Telangana were meted out injustice in the united Andhra Pradesh as they were
provided only 6 per cent reservation. In Telangana, the STs deserve 14 per cent reservation as they
constitute 14 per cent of the total population.

High Court quashes Telangana GO 123

A division bench of the Hyderabad High Court comprising Acting Chief Justice Ramesh Ranganathan
and Justice U. Durga Prasad Rao on 9th August stayed the operation of judgment of the single judge
who quashed the GO123 which is being used by the Telangana government to buy large chunks of land
in the name of projects.

The bench said the government cannot resort to registration of sale deeds even from willing land
owners till the government submits a GO to satisfy the court that the landless poor get all the benefits
enumerated under second schedule of Act 30 of 2013.

Back ground

GO 123: In order to procure land for public projects, government deems it fit to come out with a
framework that allows the land owners to participate in the development process by willingly selling
their land and properties thereon, for a consideration on the basis of an agreement between land
owners and user department/undertaking/society/authority.

The GO was issued by Telangana government on 30th July.

The State government intends to procure land by this GO 123 for Pranahita project and for setting up
manufacturing investment zone in Zaheerabad etc. The land thus to be procured is estimated to be
around 14,000 acres.

However, later Government issued another GO, 214, which led to controversy. GO 214 issued in
November 2015, under which the process of inviting objections from affected persons is done away
with, this led to a few people approached court.

Justice Suresh Kumar Kait of Hyderabad High Court on 3rd August quashed the GO 123 issued by
Telangana Government which provides for quick acquisition of lands from land owners for public
purpose.

The court found that the GO bypasses The Right to Fair Compensation and Transparency in Land
Acquisition, Rehabilitation and Resettlement Act, 2013 ( Act 30 of 2013) and reminded that the
government is not a private property dealer.

The court was allowing a writ petition filed by Tukkamma and 22 other agricultural labourers of Bardipur
village, Jarasangham Mandal, Medak district.

South Indias first Childrens Court inaugurated in Hyderabad

First Childrens Court was on 25th August 2016 inaugurated in Hyderabad. Moreover, it was also the
first Children Court in South India. However, two other states Goa and Delhi have already got their

24% populace in ULBs live in slums

About 24 per cent of the population of the municipalities still lives in slums which do not have even
basic civic facilities. The total slum population in urban areas in Telangana is 48.59 lakh, according to a
report by the Municipal Administration and Urban Development (MA&UD) department.

The highest number of slums has been identified in the GHMC area. Out of 1,476 slums, 1,176 are
under notified category and the remaining 300 were categorised under non-notified slums in the
city.

The nonnotified slums have the worst livable conditions as they lack basic civic amenities like
sanitation, hygiene, drinking water facility, housing and proper road network.

After the GHMC, the highest number of notified slums 66 have been identified in Bhongir
municipality in Nalgonda district followed by Nizamabad Corporation (55), Siricilla (49) and 47 slums
in Ramagundam Corporation.

The highest number of 254 non- notified slums has been found in Shadnagar municipality in
Mahbubnagar district, followed by Kothagudem in Khammam district where 115 non notified slums
were recognised. Officials said that migration of poor from villages to urban areas for livelihood was
one of the main reasons for the increase in the number of slums.

Telangana Goa governments Ink Pact on IT, innovation and skilling

The Goa Government signed an agreement with Telangana government for skill development and
development of Goa in the field of IT and innovation sector on Sept 16, 2016. The MOU was signed in
the presence of the Chief Minister of Goa Mr Lakshmikant Parsekar and the Minister for IT, Industry,
Municipal Administration of Telangana Mr KT Ramarao in Panaji.

Under the agreement, TASK and T-Hub of Telangana will support Goa in setting up incubation facility
for startups and development of IT industry in Goa. Telangana will also assist Goa in formulating its
own IT related policies. Telangana government will also set up an outpost of T-hub in Goa to supports
startups in the state of Goa.

Launch of IT Sectoral Policies

Telangana Government unveiled four sectoral policies at Hyderabad International Convention Centre
(HICC), Hyderabad on Sept 15,2016.

ICT Policy Launch in April this year, the department has finalized allied policies on Data Centres, Open
Data, Cyber Security, and Data Analytics, taking the count to a total of eight allied policies so far.

Another two policies on IoT and Smart Technologies, and e-Waste Management will be released
within two months.

On the sidelines of the main programme, seven Memoranda of Understanding (MoUs) and Letters of
Intent were signed by the Government of Telangana with Cisco, Factly, DSCI, CtrlS, SCSC, NASSCOM,
Cropdata Technology Private Limited.

Five places declared as open defecation free


Five towns in Telangana were declared as open defecation. They are Siddipet, Shadnagar, Suryapet,
Achampet and Huzurnagar. The municipal administration and urban development department is now
aiming at achieving 100 per cent ODF tag, covering all urban areas in Telangana, by March 31, 2017.

Telangana government has created 21 new districts in state, taking the total number to 31. Chief
Minister K. Chandrasekhar Rao inaugurated Siddipet, the new district carved out of existing Medak
district to which he belongs.

After reorganization the 31 districts are: Mancherial, Nirmal, Kumram Bheem (Asifabad), Kamareddy,
Peddapalli, Jagtial, Rajanna (Sircilla), Warangal Urban, Warangal Rural, Mahabubabad, Prof Jayashankar

Along with the reorganization of the districts, five new police Commissionerates Karimnagar,

Constitution of India has given powers to centre, state, local governments to levy taxes. It led to imposing
of many indirect taxes, which further made a complex indirect system in India.

Further, absence of any setting off mechanism results in cascading effect of these taxes. This is accentuated

the case of indirect tax, the burden of tax can be shifted by the taxpayer to someone else. Indirect tax has
the effect to raising the price of the products on which they are imposed. Customs duty, central excise,
service tax and value added tax are examples of indirect tax
Why Constitutional amendment required for GST?
The Constitution provides for delineation of power to tax between the Centre and States. While the
Centre is empowered to tax services and goods upto the production stage, the States have the power to tax
sale of goods. The States do not have the powers to levy a tax on supply of services while the Centre does

not have power to levy tax on the sale of goods. Thus, the Constitution does not vest express power either
in the Central or State Government to levy a tax on the supply of goods and services. Moreover, the
Constitution also does not empower the States to impose tax on imports.
Therefore, it is essential to have Constitutional Amendments for empowering the Centre to levy tax on
sale of goods and States for levy of service tax and tax on imports and other consequential issues.
As part of the exercise on Constitutional Amendment, there would be a special attention to the formulation
of a mechanism for upholding the need for a harmonious structure for GST along with the concern for the
powers of the Centre and the States in a federal structure
GST introduced through 122nd constitutional amendment of India.
How would GST be administered in India?

There will be two components of GST Central GST (CGST) and State GST (SGST). Both Centre and States will
simultaneously levy GST across the value chain. Tax will be levied on every supply of goods and services.
Centre would levy and collect Central Goods and Services Tax (CGST), and States would levy and collect the
State Goods and Services Tax (SGST) on all transactions within a State.

Cabinet approves creation of GST Council and its Secretariat

The input tax credit of CGST would be available for discharging the CGST liability on the output at each
stage. Similarly, the credit of SGST paid on inputs would be allowed for paying the SGST on output. No cross

2000: The then Prime Minister of India Atal Bihari Vajpayee flags off discussions on the GST. He sets up a
committeeheaded by the then finance minister of West Bengal, Asim Dasgupta, to design the GST model
