Pre-Procurement Conference
The pre-procurement conference was conducted on April 1, 2014 at 1:00 in the afternoon.
The conference was attended by the BSPMC Executive Committee and presided by the BSPMC
Chairman Domingo Ordas.

Deputy Area Coordinator, Engr. Loreto Sardana Jr. explained that the procurement
process will be managed by the BSPMC, particularly the Procurement Team and the Bids and
Awards Committee. The process of Local Shopping for Works which will be undertaken in the
procurement of the materials needed for the sub-project was explained in detail. (Local
Shopping for Works for packages Amounting 500,000 or more but does not exceed to Php
1.250.000 and followed by identifying possible Contractors for the Mechanical drier with
Accessories are as follows.

b. A/Ms Agriventure
c. SB AGA GENERAL MERCHANDISE AND CONSTRUCTION
1. Serving of personal invitation to qoute for Local Shopping for works will be done on April 2,
2014..
2. Contractors conference is scheduled on April 8, 2014 at 8:00 in the morning.
3. Opening of bids will be on April 13, 2014 at 1:00 in the afternoon.
4. Evaluation of bid will be on April 13, 2014 at 5:00 in the afternoon.
5. Post Qualification will be on April 16, 2014.
6. Awarding of bid on April 17, 2014 at 9:00 in the morning.

III.CONTRACTORS CONFERENCE
The Contractors conference was held last April 8, 2014 at 8:00 in the morning facilitated by
the barangay and convened by the BSPMC Chairman Domingo Ordas.
After getting to know each other by the participants particularly the potential
suppliers/contractors, brief orientation on KALAHI-CIDSS project was discussed by the
community facilitator Jasmin Dacillo and followed by the Deputy Area Coordinator Engr.
Loreto B.Sardaa Jr. discussed the sub-project scope of works, the items or package to be
procured thru local shopping for works which are the Mechanical Drier with complete
accessories. He also mentioned the different conditions of the contract and also the
documentary requirements needed as attachments to the bid quotations like site visit
certificate, detailed estimates, construction schedule, list of equipment owned/rent/leased
intended to use, list of personnel, statement that the firm is not blacklisted in any
government agencies, DTI, Business permit, latest audited financial statement, performance
security and others.
Agreements made were the following:
1. Schedule of opening will be on April 13, 2014 at exactly 1:00 in the afternoon at the
barangay hall.
2. Evaluation of bid will be on April 13, 2014 at 5:00 in the afternoon.
3. Envelope must be sealed enclosed with complete attachments
4. Late submission of quotation is disqualified

IV. Opening of Bids
The opening of bid/canvass was done on April 13, 2014 as scheduled during the preprocurement and contractors conference and as indicated in the canvass forms served to
suppliers/contractors. There was only one package subject for opening which is package 7 or the
Construction of Mechanical Drier with complete accessories. There were 3 contractors/supplier
submitted/returned the bid quotation which was:
1. BELTRAN SB AGA GBN MDSE & CONSTRUCTION Php 640,246.00
2. R/M Agri Machineries Center
- Php 709,901.66
3. AIMS Agriventure
- Php 685.829.76

V. Evaluation of Bids
After the opening of bids, April 13,2014 the documentary requirements being attached by
the supplier was evaluated by the BAC members as to the validity of the documents being
submitted particularly the list of equipment owned/rented or leased, list of personnel,
contractors license, latest audited financial statement and other supporting documents.
Based on the evaluation, BELTRAN SB AGA GEN MDSE CONSTRUCTION offered
the lowest and responsive bid quotation amounting to P 640,246.00 for Mechanical Drier with
complete accessories were the evaluation of documentary requirements it has been validated that
all documents was up to date and complete. On the other hand, the two contractors do not
comply with the complete requirements/ attachments which were failed during the evaluation.
Therefore, BELTRAN SB AGA GEN MDSE CONSTRUCTION is subject for Post
Qualification as the supplier with complete attachments for re-evaluation/validation of the
Procurement Team and BAC members scheduled on April 16, 2014 and awarding of bid
scheduled on April 17, 2014 after the conduct of Post Qualification.

Overall :BELTRAN SB AGA GBN MDSE & CONSTRUCTION was declared as the Lowest
Calculated & Responsive Quotation and were also able to comply with the technical and financial
requirements for the contract.
Remarks:
Conclusion :The BAC drafted contract as attached herein.
VII. AWARDING OF BIDS
Awarding of bid was conducted last April 17, 2014 at 9:00 in the morning held at barangay hall
as scheduled after the conduct of Post Qualification at BELTRAN SB AGA GEN MDSE &
CONSTRUCTION for the validity of the documentary requirements and availability of the
equipments needed for the supply and delivery of the supplier. It was then reported that the supplier
has the capacity to delivery all the materials and do the works awarded to them based on their
observation and interview with the Proprietor /manager itself and using the pass/fail matrix.
Based on the report, the BSPMC made a resolution to award and notice to award to the said
supplier, BELTRAN SB AGA GEN MDSE & CONSTRUCTION.

C. OBSERVATIONS
The procurement process prescribed for local shopping of works was followed.
