Motor Energy Efficiency Centre

Bureau of Energy Efficiency (BEE) as part of GEF-World Bank project Financing

Energy Efficiency at MSME had organized a study to know the dominant reasons of
motor failure, rewinding practices and its impact on energy and financial loss. Major
findings made during the Study are as follows:
a) It is important to enhance the knowledge of MSMEs related to procurement,
installation, operation and maintenance of motors in order to avoid winding
failures.
b) People involved in the rewinding should adopt best practices with more scientific
and advanced methods.
c) There is a need to adopt a quality checking process before accepting a re-wound
motor from the re-winders.
d) Knowledge propagation to industry and the re-winders should be done rigorously
across the cluster.
In order to implement the above recommendations in Faridabad cluster, a multi
approach strategy are suggested keeping immediate benefit in view.
Strategy 1: Establishment of a Motor Knowledge Center in the Faridabad Cluster.
Strategy 2: Creation of Knowledge Bank at the Centre so that information can be
accessed easily by each level of user.
Strategy 3: Conduct more detailed studies in other clusters to capture other
valuable information which can be very useful for creating awareness and adopting
best practices.
Accordingly, it was discussed with the M/s Integrated Association of Micro, Small &
Medium Enterprises of India (IamSMEofIndia) and agreed to set up a Centre of
Excellence in Motor Energy Efficiency for demonstrating the best practices for
attaining & sustaining high energy efficiency (EE) in industrial electrical motors. The
objective of this activity would be to showcase the EE benefits arising out of
adopting sound maintenance / repair / refurbishment practices of electrical motors.
This facility is initially targeted to train maintenance technicians and other related
personnel associated with SMEs / MSMEs located in and around Faridabad. In future
the resources may be made available for the benefit of industries in other parts of

the country as well. It is expected that this initiative would gradually increase the
awareness of the need & scope for enhancement in EE in the domain of electrical
motors, which in turn would lead to significant reduction in electrical energy
consumption in industries.
The agreed Terms & Conditions for the collaboration are as under:
1) IamSMEofIndia shall provide at its cost and liability the infrastructure such as:
(a) Space/ Building for the Centre (including acquisition of land, if required for this
purpose);
(b) Power supply to cater to the load of the testing facility, lighting, power points, air
conditioning, etc. as required for the Centre;
(c) Furniture as required for the premises such as desks / tables, chairs {for office areas
& training / seminar room(s)};
(d) Amenities as required for training / seminar purposes (such as overhead projection
system, audio / video systems, computers, printers, internet connection, etc.);
(j) Air conditioning of the relevant areas such as equipment laboratory, training /
seminar room(s), instructor rooms(s), etc.; and
(k) Administrative / support staff (both technical & non technical) for the Centre
2) IamSMEofIndia shall also undertake the responsibility of running / maintaining the entire
infrastructure as indicated above for a minimum period of 03 (three) years, and shall
also comply with all associated statutory norms, regulations, tax obligations, etc., and
BEE shall have no liability whatsoever in this regard.
3) Under the GEF-World Bank Project BEE shall provide / organise:
a. A grant up to a maximum of Rs. 30 lacs (Rupees thirty lacs only) towards
procurement, installation, and commissioning of the motor winding simulation /
testing set up at the Centre.
b. Technical specifications, drawings, etc. for the test equipments as required for the
Centre which would be finalized in consultation with IamSMEofIndia.
c. Capacity building / skills enhancement programmes for up to 200 representatives
from industries spread over a period of 12 months from the date of commissioning of
the Centre. Such expenses to be borne by BEE shall include the fees of expert faculty
(including their travel and lodging costs) as well as the logistical costs towards the
training such as may be incurred for tea/coffee/refreshments, printing of training
material, provision of folders to the participants, printing of participation certificates,
publicity expenses, etc.
d. Training of technical staff deployed at the Centre for the operation and maintenance
of equipments, as well as for imparting training to the participants.

BEE shall not bear the expenditure towards the procurement of test equipment exceeding
Rs. 30 lacs, the infrastructure related expenses such as power supply, air conditioning,
facility usage, etc. associated with the training sessions, and any other costs towards setting
up and running the Centre that have not been listed above. All such expenses shall be borne
by IamSMEofIndia.
4)

IamSMEofIndia shall continue with the Capacity Building / Skill Development

programmes for a minimum of 02 (two) years beyond the period during which BEE shall
organise the trainings, wherein a minimum of 400 participants shall be trained by
IamSMEofIndia in two years. During this extended period IamSMEofIndia shall
undertake the responsibility of identifying & inviting participants for the training
sessions. Thus the minimum period for which trainings shall be imparted by the Centre
shall be 03 (three) years from the date of commissioning of the Centre.
