1. How reciprocative the financial institutions became after being part of the

major challenge which is hindering its replication

4. As an end customer how do you foresee capital cost as a challenge for


transition to energy efficient or new technologies in your cluster:

The capital cost used to be a challenge initially but now with


evolving understanding the financial institutions are more
accommodative in providing loans and charging rational
transaction costs
Assessing finance is relatively easy, however, providing
collateral or equivalent surety is still a problematic area

The banks/FIs have gained insights but are still averse to


possible risks while making investments in EE due to existing
policies and regulations of bank
The scenario on ground has not changed much inspite of all the
capacity building assistance the banks/FIs got

5. Did the capacity building workshops/initiatives contributed to your


proposal quality improvement:

The workshops, interaction with financial institutions and


experts has really been beneficial to us in understanding their
requirements, which have translated into quality improvement
of our proposals to bank
The interaction assisted us somewhat in knowing as to what
they are looking in from a proposal and we are trying to come
up with it in all our future documents
The interaction was like all other previous discussions and
didnt really help us to improve the technical or financial
requirements of the proposal. It was mostly what they want but
didnt stressed on ways as how to comply with that
The interaction was out of context and didnt touched upon the
actual concerns what we are facing while trying to secure a
loan

6. Will you recommend the cluster level workshops in near future as the right
platform to hold discussions or meetings:

No, the cluster level meetings are too crowded and


unorganized during which the actual message at times is not
delivered
The cluster level workshops are fine but a more selective/small
group workshops will be more effective in putting the point
across
Cluster level workshops are a wonderful platform where apart
from listening to the external experts we also get an
opportunity to interact and learn from our own industry
experience

7. Moving ahead from our initial question about the central financial
institutions, do you foresee any change at the local bank level while
interacting with them:

Yes, the local bankers are now much more responsive &
understanding of our challenges & limitations while reviewing
our proposal for implementation of an energy efficient
technology
The local bankers have become receptive to our needs and
limitations to a certain extent, however, still a lot needs to be
done before we can term it a considerable change

8. Have the Government/Funding agencies been able to assist you in


covering the soft costs incurred for implementation of energy efficiency
technologies:

No, there has been no support from any agency in getting the
soft costs covered which we incur while endeavouring to
implement a EE project
No, there has been no support because we were not able to
fulfil the requirements that were required for being eligible
Yes, there have been partial assistance in which they did
covered some of the expense that we incurred but the
umbrella of assistance needs to be enhanced
Yes, the agencies were really cooperative and covered
whatever viable soft costs we incurred during the whole
process of implementation

9. Did you got any support from your local association which was also part of
the programme:

No, the association mostly played their part as facilitator and


was not of help beyond their obligatory responsibilities
Yes, the association did whatever was entrusted to them but
was not enough and may be their role should increase as they
understand our concerns better than others
Yes, the association did more than that was given to them and
couldnt have done anything more, however, the concerns are
still not resolved because of other factors involved
Yes, the association provided all possible help and have been
given the right set of responsibilities, it should be followed in
the future as well

10.Have you gone through the DPR submitted for your unit and implemented
any of the proposed energy efficiency measures:

No, we have not gone through the DPR as nobody explained it


to us and at our end we were not able to find much merit in it
Yes, we have gone through the DPR and had discussions with
the concerned agency, however, measures suggested doesnt
seem to be practical and so we have not gone ahead with the
implementation
Yes, some of the technologies proposed in the DPR were really
relevant but we were not able to go ahead with implementation
because of financial constraints as we were not able to secure
a loan

however, couldnt get ahead with the implementation because

technologies agreed upon but after the M&V we were not able
to realize the benefits perceived

for our as was suggested by the auditing agencies
The efficacy of the technology was known to us as well,
however, high capital or operational cost were a barrier
The technology inspite of the merits involved was not proven in
our kind of business in India and as so there was lots of
sceptism surrounding it amongst us as well as the financial
institutions
In our kind of business we cannot afford a shutdown for those
many days for implementation of the technology

No, it was mostly because of we received no implementation


support that was supposed to be extended
Yes, but an extent only as we encountered lots of concerns
from limited support to constraints finances as banks were not
releasing the fund on time

Yes, the implementation support was there as and when
required, however, we had certain concerns mostly because of
our internal plant related issues which hampered the entire
process

No, the technology supplier/provider didnt committed for


providing any guarantee/sharing of risk against the technology
just in case if it fails to deliver
Yes, the technology supplier/provider was willing to bear part of
the risk but it was too miniscule compared to the risk MSME
was asked to pursue
Yes, the technology supplier/provider did conveyed to
guarantee the performance, however, we didnt foresee that
realizing the guarantee would be possible for us because we
will never be able to prove that the poor performance is
because of non-compatibility/failure of technology

warranties which was considerable or equivalent to the risk
taken by MSME unit

loan so we have never got in touch with them
