ARTICLE 1: MODERATION

SECTION 1: Establishment of Moderator Offices


(a) There shall be one Head Moderator along with three Deputy Moderators who shall
form a Triumvirate.
(b) There may be positions inferior to the Deputy Moderators established by the Head
Moderator if he or she deems it necessary.
(c) The phrases moderators or moderating team or moderation or moderation team
in this Constitution shall refer to the summation of these offices.
SECTION 2: Head Moderator
(a) The Head Moderator is the highest ranking moderating office on /r/democraciv. The
Head Moderator possesses ultimate authority over all decisions made by other
moderating officials, and possesses the same powers as the Deputy Moderators,
excepting the removal of the Head Moderator him/herself. The Head Moderator is also
charged with dealing with any crises or other events outside the authority of the other
moderating officials.
(b) The Head Moderator is responsible for maintaining the voter registry and conducting
elections in a timely manner as specified in [Art. 7, Sec. 2]. They are also responsible for
counting the votes using a twitch.tv live stream to be recorded and posted on the main
subreddit. Being able to do this is key to having this position.
(c) The Head Moderator may develop meta rules and policies so long as they are subordinate
to and don't interfere with this constitution, except in the case that there is something not
covered here, which is addressed in [Art. 9, Sec. 4].
(d) The Head Moderator has no term length and no term limit; it is an indefinite role.
(e) The Head Moderator may be removed for misconduct, inactivity, or other legitimate
cause as determined by the judicial branch. Either of the Triumvirate or 20% of the
registered voters may organize a petition with said cause, at which point a general
referendum will be held, and if a majority (+1) reject the Head Moderator, he or she
will be removed from office. The replacement will be determined in a general election
using the points-based system used for the ministry. Between the time of a submission of

a petition and the vote on recalling the Head Moderator, or between the recall and
replacement of a Head Moderator, the Triumvirate will, in corpore, act as Head
Moderator.
(i)

If the Head Moderator has not made a post on /r/democraciv in thirty days, then
the seat will be deemed vacant unless Deputy Moderators override this. If the
Deputy Moderators do not override this, then a general election using the
points-based system used in ministerial elections will be performed to determine
the new Head Moderator. The Triumvirate will act, in corpore, as the Head
Moderator until he or she is replaced.

(ii)

If the Head Moderator has not started elections within a reasonable time frame
(three days), then the Triumvirate gains the power to run elections until his or her
reappearance. Note, a Head Moderator missing an election is something that
might get them recalled.

(iii)

If the Head Moderator has something going on in his or her personal life and
needs a leave of absence, they can announce this, and the Triumvirate will take
over until his or her return with no consequences to the Head Moderator.
However, this leave of absence or absences are not to exceed more than four
weeks at a time. Excessive absences could likely result in recall.

(f) The Head Moderator shall not hold any political office within the sub or be involved with
any party, and should strive to be as impartial and neutral as possible.
(i)

If the Head Moderator is found to be secretly using his influence to collude with
any particular party or coalition, and one can prove it as determined by the
judicial branch, it necessitates punishment from removal from office to outright
banishment from the sub. In this case, a general election will be conducted using
the points-based system used in the ministerial elections to replace the Head
Moderator. In this time, the Triumvirate will act, in corpore, as the Head
Moderator.

(g) The first Head Moderator under this constitution shall be /u/Divexz.
SECTION 3: Triumvirate of Deputy Moderators
(a) The three Deputy Moderators are the second-highest moderating position on
/r/democraciv. They are responsible for moderating the sub on a day-to-day basis. Unlike

the Head Moderator, the Deputy Moderators are allowed to keep their political offices
and partisan membership and links within /r/democraciv, but the abuse of moderator
status for the benefits of any one party or coalition is the most grave crime one can
commit.
(i)

If one can prove (as determined by the judicial branch) that a Deputy Moderator
has abused his status, it necessitates punishments anywhere from removal from
the Deputy Clerk office to outright banishment from the sub. In this case, a
general election conducted using the points-based system used for ministerial
elections shall be performed to replace this Deputy Moderator.

(b) Deputy Moderators have staggered term lengths. When they are first appointed, they will
use random.org to assign each of their first terms, one month, two months, or three
months. This is only for the first Deputy Moderators, all after will have full three month
term lengths. Deputy Moderators may serve a maximum of two terms, and each appoints
their successor or opts to remain in office in the exact same way as the Head Moderator.

(i)

When a Deputy Moderator leaves office, he or she must demod themselves from
/r/democraciv and any of her related subreddits and chatrooms within one week of
leaving office, or face punishment ranging from being forcibly demodded from
subs and chatrooms to being banished from the sub.

(ii)

Note, the of the first Triumvirate who randomly gets assigned the one month
term will be allowed two terms after their first term is up. However, the person
who rolls the two month term will only be allowed one term afterwards; the two
month term counts as a full term.

(c) The duties of the Deputy Moderators shall include, but are not limited to, issuing bans to
rulebreakers, removing comments in violation of the rules, or otherwise meeting out
justly deserved punishments. They are also responsible for the maintenance of the
subreddit wiki, the maintenance of the subreddit sidebar, the maintenance of flairs and
other images unless these duties have been handed over to a lower position. Finally, they
are responsible for overseeing press and media outlets, maintaining community forums
and subreddits, live internet chat channels, along with mediums of communication for
pleasure or strategy, and such other activities that are necessary or useful for the thriving
of the subreddit and the community.

(d) The Deputy Moderators may, with a vote and the consent of the Head Moderator,
develop meta rules and policies so long as they are subordinate to and don't interfere with
this constitution.
(e) The Deputy Moderators may, with a vote, create and get rid of inferior roles such as
CSS Master, Wiki Keeper, or Censor.
(f) The Deputy Moderators may, with a vote and consent from the Head Moderator,
appoint and remove a person in any inferior moderating position they create.
(g) With the exception of basic day-to-day maintenance and things of that nature, all
decisions amongst the Triumvirate must be approved with a vote.
(h) When the office of a single Deputy Moderator shall go vacant, the remaining two Deputy
Moderators shall appoint a replacement, subject to the confirmation of the Head
Moderator. If two or more offices of Deputy Moderator go vacant, then the Head
Moderator shall appoint the replacements.
(i) A Deputy Moderator may be recalled for misconduct, inactivity, or other legitimate
reason (as determined by the judicial branch). of the Triumvirate or one Deputy
Moderator and the Head Moderator must provide this reason, at which point the accused
Deputy Moderator will receive punishment ranging from removal from office to outright
banishment from the sub. However, in the latter case, if the remaining Deputy Moderator
who is neither accused nor accusing feels that the accused Deputy Moderator is being
wrongly accused, he may provide a counter-argument and start a referendum, where the
people will decide with a majority (+1) vote, whether the accused Deputy Moderator is
guilty or not.
(i)

If a Deputy Moderator has not made a post on reddit for thirty days, the office is
deemed vacant, unless the two remaining Deputy Moderators override this. If it is
not overridden, then a general election conducted using the points-based system
used in ministerial elections will be held in a timely manner to replace the missing
Deputy Moderator.

(j) Any provisions or rules not covered in this constitution shall be ruled on by the
moderation teams discretion, however they must set up rules, call a referendum, or
amend the constitution to include said new provision as soon as possible after the ruling.
More can be found on this in [Art. 9, Sec. 4].

(k) The first three Deputy Moderators will be /u/Nuktuuk, /u/sunnymentoaddict, and
/u/ragan651
(l) /u/Best_Towel_EU reserves the right to remain a moderator of the main subreddit, by the
fact it was his own original creation, and has any official powers given to him by the
moderation team.

SECTION 4: Outside Subreddits


(a) There shall be three types of related subreddits or to /r/democraciv. At its conception,
/r/democraciv will have no outside subreddits or, but as they are inevitably created, it is
up to the Head Moderator to classify them into one of the three categories below.
(b) The first is a core subreddit. This is a subreddit that directly affects the running of the
government. An example of this would be a subreddit made specifically for legislators to
vote on bills from.
(i)

A core subreddit must have the Head Moderator and all three Deputy Moderators
as moderators with full permissions.

(c) The second is a press subreddit. This is a subreddit either made for the press to post in, or
is about a specific press office (think a newspaper).
(i)

A press subreddit must have the Head Moderator and all three Deputy Moderators
as moderators with full permissions.

(d) The third is an affiliated subreddit. This a subreddit that is affiliated with /r/democraciv,
but doesn't release press materials or directly run the government. A good example of an
affiliated subreddit would be a subreddit just for one party.
(i)

Affiliated subreddits must have the Head Moderator and all three Deputy
Moderators as moderators with full permissions, except for party subreddits,
which only need to have the Head Moderator modded with full permissions.

(e) A note on live-Internet chat rooms, such as Discord. Any chat room made that relates to
/r/democraciv must be told about to the moderation team, classified under one of these
categories, and permissions given to the appropriate moderators.

ARTICLE 2: THE LEGISLATIVE BRANCH


SECTION 1: Role of the Legislative Branch
(a) The legislative is the branch of government which will make laws. These laws may
govern anything regarding the executive branch and the civilization itself not already laid
out in the constitution.
SECTION 2: Voting
(a) A law may pass the legislative branch with a simple majority (+1) vote, and once a law
has passed, it is sent to the executive branch where the ministers may pass the law with a
simple majority (+1) vote. If the ministers reject a law, the legislative branch can
override them with a supermajority (67%) vote.
(b) Legislators may propose a law at any time, but laws will only be voted on every three
days. These sessions will be organized by a Speaker, see [Art. 2, Sec. 5].
(i)

As a note, registered voters may also propose laws, but they must be sponsored by
at least one legislator.

(c) Legislators may vote either yea, nay, or they may abstain. A missed vote is an automatic
vote for abstain, and three missed votes within a term will result in automatic recall if
prior notice is not given by the legislator. See the section directly below for clarification.
(i)

If a legislator has something personal come up, they may appoint a proxy to vote
for them until the time that they return. This time is not to exceed two weeks; any
longer, and they may be subject to recall.
SECTION 3: Makeup of the Legislature, Term Lengths, and Elections

(a) The legislative branch shall be composed of citizens of /r/democraciv, and the number of
legislators shall be equal to 10% of the registered voters, however this caps off at 20
legislators automatically. If they so wish, the legislature may introduce legislation to add

additional seats to the legislature not to exceed 10% of the registered voters. There must
always be a minimum of five legislators.
(b) Elections for the legislature shall be held every three weeks in real time. Each time an
election is held, the proportion of legislators to registered voters will be recalculated, and
the amount of seats available to be run for will be adjusted accordingly.
(c) Initially, legislators will be elected using a points based system laid out in [Art. 7, Sec. 1,
e] where they run as independents who may be affiliated with a party, however once the
formation of at least three parties is complete, we switch to to a proportional method laid
out in [Art. 7, Sec. 2, d]. The main difference in this is that while there may be
independents, you will be able to vote for a party specifically, who must provide a list of
candidates to take the seats they win.
(d) Legislators have no limit to the amount of terms they may serve. The idea behind this is
that as legislators spend more time in the government, the more experienced they will
become and will write better bills, so if we set term limits, we would be disqualifying our
most experienced legislators from participating.
SECTION 4: Recalling Legislators
(a) Legislators may be recalled in two ways, laid out below.
(i)

The first is where a legislator is inactive or betrays the public in some way. In this
case, any registered voter may organize and have at least 18% of registered voters
sign a petition for recall. If they do this and state a legitimate reason for recall as
determined by the judicial branch, a recall election will be held, and if a majority
(+1) of registered voters vote to recall said legislator, they will be removed from
office.

(ii)

The second starts the same, a legislator is inactive or betrays the public in some
way. In this case, another legislator may assemble a petition of at least 20% of the
legislators calling for another legislators recall. Just like above, they must provide
a legitimate reason for recall as determined by the judicial branch. Then, if a
supermajority () of legislators vote to recall said legislator, they will be removed
from office.

(iii)

In either of the two cases above, if said legislator was a member of a party, that
party chooses his/her replacement, and if said legislator is unaffiliated, an

expedited byelection is held for the replacement of said legislator. Details on this
election can be found in [Art. 7, Sec. 2, e].
(iv)

A note on parties. A party, while it may withdraw its support from an elected
official, does not have the power to pull them from office.
SECTION 5: Speaker of the Legislature

(a) The Speaker is the person who ensures the legislature runs smoothly and fairly. Their
responsibility is to post the results of voting the day after the session is complete. These
posts must detail which legislators voted for which bill and how they voted in a clear,
concise manner of the speakers choosing.
(i)

Note, the Speaker must already be a member of the legislature to be eligible to


run.

(b) The Speaker is voted into office by their fellow members of the legislature using first past
the post voting as laid out in [Art. 7, Sec. 1, c].
(c) Failure to do these duties could easily result in recall using either of the processes laid out
in [Art. 2, Sec. 4, a] and [Art. 2, Sec. 4, b]. The only difference, is that in their petition,
the organizers must specify whether they intend to recall the Speaker just from his or her
office as Speaker, or as both Speaker and Legislator.
(i)

The process for replacement in the case of just recalling their Speaker position is
simply to hold another vote among the legislature for the new Speaker, and the
process for replacement in the case that a Speaker is removed from the legislature
as a whole is the same as laid out in [Art. 2, Sec. 4, c], but with the addition of a
first past the post vote among the legislature to determine the new Speaker.
ARTICLE 3: THE EXECUTIVE BRANCH
SECTION 1: Role of the Executive Branch

(a) The executive branch of government is responsible for overseeing and actually playing
the game.
(b) It is the responsibility of the executive branch to organize a schedule to play the game,
and stick to it. If a member of the executive branch misses more than four scheduled

sessions of the game, it will result in automatic recall without prior notice from said
executive branch member. See below for clarification.
(i)

If a member of the executive branch has something personal come up, they may
appoint a proxy to play and vote for them until the time that they return. This
absence is not to exceed two weeks, and if it does, could be grounds for recall.

SECTION 2: The Ministry


(a) The ministry is the federal level of the executive branch. It is responsible for overseeing
everything outside of individual cities. That means research, gold allocation, trade routes,
diplomacy, etc.
(i)

Note, the creation of additional roles for specific purposes, i.e. treasurer,
diplomat, admiral is perfectly fine even if it encroaches upon the powers of the
ministry or the general, however these roles should be created through laws, not
amending the constitution.

(b) The ministry consists of five people elected using a points based election system. A
detailed explanation of this system can be found under [Art. 7, Sec. 1, e]. These people,
while they may be associated with a party, are running independent campaigns, so one
won't be voting for a party in ministerial elections.
(i)

Any and all decisions made by the ministry must pass a vote by its members,
and at least three of the ministers + all mayors must be present to play the game.

(i)

Elections for ministerial positions will be held on rotating schedules, except for
the first election, where all five ministers will be voted in at once. After that, the
two ministers who receive the least and second-least amount of votes will only
serve a three week term, and the other three will serve six week terms. This three
week term does not count towards the maximum terms a minister can have.

(ii)

One of the ministers (preferably the one with the best computer set-up) will play
out the turns either through detailed screenshots or through a twitch stream. Every
minister will have access to the save file, but to play it separately from
/r/democraciv is a bannable offense.

(iii)

The ministry does not have control of any units save for exploration units, nuclear
weapons, and the original warrior, which they must hand over to the general by
turn fifty, and great people who are not great generals or great admirals.

(iv)

Exploration units is a designation that the ministry can apply to any water unit,
and one that automatically applies to scouts. Before researching Scientific Theory,
the ministry may have an unlimited amount of scouts and up to two exploration
vessels. After Scientific Theory is researched and scouts become obsolete, the
ministry can designate an additional two land units to be exploration units in
addition to any leftover scouts.
SECTION 3: The Mayors

(a) The mayors are the state level of the executive branch. They are responsible for
managing their cities production, citizen placement, and help in figuring out where to put
their city.
(i)

When a settler gets up for production, the game is stopped, and mayoral elections
begin. Mayors are elected using the same points-based system as the ministry, just
running for one position instead of two or three. A detailed explanation of this
system can be found in [Art. 7, Sec. 1, e].

(ii)

A mayor, while he/she may help in guiding where their city will be placed,
officially has his/her term begin when their city is founded. From there, they get
four weeks in office before the next election.

(iii)

The capital shall also have a mayor, but he or she shall be elected only after the
second city is founded. Until that time, the ministry will run the capital, making
all decisions with a vote (of which a is sufficient to pass a decision).

(iv)

If it is necessary, the mayor may create positions under him or her to help manage
the city. They may either appoint or hold an election for these positions, its up to
the mayor.

(v)

A mayor has control over only their workers and the city garrison not to exceed
two units. All other military units, whether produced by the city or not, are under
the control of the general.

(vi)

If a city produces a great person, it is not under the mayors control. All great
people belong to the ministry, save for great generals and great admirals, which
the general controls.

SECTION 4: Balance of Power between Mayors and Ministers


(a) Whereas experience has shown that when the balance of power between mayors and
ministers is uncertain great conflict can be caused, it is necessary for this section to exist,
which resolves that problem.
(b) Ministers may, with a vote, force mayors to build units, however they cannot force
them to change production immediately; they may only give no less than 20 turns to start
constructing whatever they were forced to build. Note, this power should only be used in
emergencies; not as a normal thing the ministry does often.
(i)

One exception to this is in the case that a city was settled in a certain place to
build a certain wonder (say settled in the desert specifically to build Petra), yet a
mayor refuses to build said wonder within a reasonable amount of time. With a
5/5 vote in the ministry, they may be forced to put that wonder as next in their
production queue.

(c) Another exception to this rule is during wartime. If the legislature votes to go to war, or if
an AI declares war on our Civ, then the government enters wartime, and [Art. 3, Sec. 4,
b] does not apply. The ministry may, with a vote and approval from the general, force
an indignant mayor to build military units to help the war effort.
(d) If a situation is to arise where a mayor feels a minister has overstepped his or her bounds
in power, if it is not covered in this constitution, it should be taken to the Supreme Court
if the two sides can't stay civil and come to a compromise.
SECTION 5: Mayoral and Ministerial Recall
(a) Ministers or mayors may be recalled in much the same way as legislators in the first way,
but to balance the executive branch, a second way is also laid out.

(i)

In the first way, if a minister or mayor is inactive, betrays the public in some way,
or makes a really bad decision in game, citizens may organize a petition (signed
by at least 10% of registered voters) calling for said ministers or mayors
removal. They must also provide a valid reason for recall, approved by the
judicial branch. Then, if a majority (+1) of the registered voters want said
minister or mayor removed, they will be, and a byelection will be held within the
specificied amount of time to replace them.

(ii)

In the second way, the ministry can start a vote to recall a mayor, and vice versa.
If of the ministry votes to recall a mayor and provides a valid reason (approved
by judicial branch), a general vote is held, and provided a majority (+1) of
people agree, then said mayor will be recalled and a byelection held to replace
said mayor, which is not to exceed the specificied amount of time. The mayors
may also get together with the exact same process as above to recall a minister,
provided there are at least three mayors. If there are three mayors, a vote is
necessary, if four, then , if 5, then , and it continues in this pattern.

(iii)

In either of these cases, if said executive official is a member of a party, that party
will choose a replacement, and if they are unaffiliated, an expedited byelection
will be held for their replacement.
SECTION 6: The General

(a) The general is the person who controls all military units outside of scouts and nuclear
weapons. He or she is responsible for strategy against other civilizations, battle plans, etc,
but does not have the power to declare war.
(i)

The general, in addition to normal units, gains control of any great generals or
great admirals who are born. While the general is authorized to use repair fleet
with the great admiral, he or she may not build a citadel without majority (+1)
approval from the legislature, as it is considered an act of war and can hurt
diplomatic relations.

(b) The general may move units how they please and dream up strategies to defeat other
civilizations all they want, but the general is not allowed to declare war or do something
that could result in war (such as moving troops onto the border of another civilization)
without a majority (+1) approval from the legislature.

(i)

As a note, the legislature is the body that decides when to propose peace to an AI
civilization, but the ministry shall do the actual negotiations of the peace deal.

(c) The general, unlike most seats is not elected (at least directly), but appointed. When a
general is needed, people may put out their strategies and why they should be general,
and then a joint council of the mayors and ministry will make a determination on who
they think should be general, and once a majority (+1) of this council has decided on a
person, the legislature will vote on whether to confirm this person as general. If they vote
yes, then said person becomes general, and if they vote no, the joint council must keep
picking people until one is approved.
(d) A generals term begins when they are confirmed, and ends six weeks later. At the
commencement of their term, the joint council of mayors and ministers must again take
applications for general, where anyone can apply (including the general whose term has
ended). If the general is picked again by the joint council and reconfirmed, so be it. There
is no limit to how many terms a general may serve.
(e) The general can be recalled for misconduct, inactivity, a series of terrible military
mistakes, or any other reason which the judicial branch deems legitimate. There are two
ways to recall the general.
(i)

The first is where at least 10% of registered voters sign a petition calling for
recall, and provide a legitimate reason (as determined by the judicial branch), then
a general referendum is called. If a majority (+1) of registered voters want the
general recalled, then so be it. In this case, the procedure for appointing a general
starts again until a replacement is determined.

(ii)

The second is where at least 20% of the mayors and ministers give a legitimate
reason (as determined by the judicial branch) and sign a petition calling for a
generals recall. If this first step is achieved, then a general referendum is called,
and if a majority (+1) of registered voters want the general recalled, so be it. In
this case, the procedure for appointing a general starts again until a replacement is
determined.
ARTICLE 4: THE JUDICIAL BRANCH
SECTION 1: Role and Composition of the Judicial Branch

(a) The role of the judicial branch is to settle intragovernmental disputes of any kind, and
interpret and enforce laws.
(b) The judicial branch shall be made of one court, the Supreme Court, consisting of five
justices. These people must be registered voters, and must not hold any other political
office while a justice. While they may be associated or even a member of a party, this is
discouraged, and justices should strive to be as impartial and unbiased as possible.
(c) If it is deemed necessary, the Supreme Court may, with a vote, may create lower courts
inferior to itself in order to aid in the judicial branch running smoothly.
SECTION 2: Duty of the Judicial Branch
(a) The Supreme Court is responsible for presiding over recall, specifically, deciding
whether a reason for recall brought forth against any member of the government is
legitimate. This can be decided with a vote of the Supreme Court.
(i)

In the case that a justice is to be recalled (using the process laid out in [Art. 2,
Sec. 4, a], but with justices), the legislature will vote on whether a reason for
recall is legitimate, where the majority (+1) decides.

(b) The Supreme Court has the power of judicial review. This means that they may declare a
law unconstitutional, and nullify it as they see fit. Note, the Supreme Court may not
challenge a law on their own. Their power of judicial review may only be utilized as in
[Art. 4, Sec. 4, c].
(c) The Supreme Court is responsible for settling disputes between members of the
government or different branches or parts of governments. This includes things like
disputes between mayors and ministers of between different legislators.
(i)

Note, the Supreme Court is specifically barred from intervening in intraparty


matters unless a dispute or problem threatens to tear the sub apart and spell the
end of the game at the courts discretion.

(d) The Supreme Court is who those seeking an appeal from a ban or a post being removed
should go to. The process for hearing and ruling on such a case is laid out in [Art. 8, Sec.
1, b].

SECTION 3: Appointment and Term Length of the Supreme Court


(a) The Supreme Court shall, like the general, be appointed by a joint council of mayors and
ministers. This council will look at a list of candidates, and agree on five potential
justices, with votes among said council done along the way to vet candidates. Once this
list has been made, a confirmation referendum must be held for each candidate, and if a
majority confirms, they are appointed to the court. If any one nominee is not confirmed, a
new one must be picked from the original pool until there are five confirmed justices.
(b) Justices on the Supreme Court serve terms of eight weeks, at which point candidacies for
court seats must be opened up again, and the process started over. Justices may serve a
maximum of three terms.
SECTION 4: Procedure for Hearing Cases
(a) As stated in Sec. 2, there are three types of cases that the Supreme Court can hear:
Deciding whether reasons for recall are legitimate, judicial review cases, and
intragovernmental disputes. The processes for each of these cases is laid out below.
(b) In the case of recall, if a petition is organized with a sufficient number of registered
voters, mayors, ministers, or legislators having signed it, the organizers must notify the
Supreme Court, and the Supreme Court must make a decision as to whether their reason
for recall is legitimate within three days, to be posted publicly on the main subreddit.
(c) In judicial review, any registered voter may request a law be reviewed by the Supreme
Court, and if at least justices agree to hear the case, a decision will be made as to said
laws constitutionality within three days of agreeing to hear the case.
(d) There are two types of intragovernmental disputes, and they are handled differently.
(i)

The first is disputes between two specific members of the government. This could
be between two legislators, two ministers, but it is strictly on a personal level.
Unless not hearing the case would result in endangering the subreddit as a whole,
justices must agree to hear the case. If they do agree, the hearing will take place
two days after agreement to hear a case, and once both sides have made their
argument, the Supreme Court will, after a period of discussion not to exceed one
day, make an appropriate ruling.

(ii)

The second is a dispute between two branches or parts of government. This would
be something like a dispute between the legislature and the ministry, the mayors
or the ministry, or something along those lines. In this case, the Supreme Court
must hear the case within three days of being notified. Both sides will pick a
representative to present their argument, and once both sides have finished, the
Supreme Court will, after a period of discussion not to exceed one day, make an
appropriate ruling.
ARTICLE 5: VOTER REGISTRY
SECTION 1: Purpose of the Voter Registry

(a) The voter registry is a list of all voters eligible to vote in elections, referendums, or other
public votes of any kind. One should sign up with the voter registry immediately after
joining the subreddit. If you are not a member of the voter registry, you may not vote.
(b) The purpose of the voter registry is to one, keep a list of all the active voters on the sub in
order to keep the proportion of legislators correct, and two, give us a list of usernames so
that PMs may be sent out whenever elections or referendums are held. This will serve to
keep people coming back and be more active on /r/democraciv.
SECTION 2: Maintenance of the Voter Registry
(a) The maintenance of the voter registry, along with elections, is the responsibility of the
Head Moderator. They may run it any way they like, so long as it follows these
guidelines.
(b) The voter registry and the page where one can register to vote must both either be
stickied, or linked inside a stickied thread. This is to make it easy to register as to not
drive away new players.
(c) Nobody may be rejected from or kicked off the voter registry except for the reasons
under [Art. 5, Sec. 3].
(d) The voter registry must be updated at least every three days with new voters and removed
voters.
SECTION 3: Qualifications For Getting and Remaining on the Voter Registry

(a) In order to qualify to be a registered voter, one must do nothing more than have a reddit
account. It is preferable that the account be a few weeks old, just so we know that its not
a duplicate, but it is not required. However, if you're a person reading considering making
an account just for this subreddit, dont. It looks suspicious.
(b) There is only one way to get removed from the voter registry legally, besides being
outright banned, and that is simply not voting. PMs will be sent to all registered voters
every time theres an election or referendum, and at the very least, 24 hours is given to
vote, so if one is to miss four voting sessions in a row, one is not qualified to be a
registered voter, and will be kicked from the voter registry.
(i)

If one will be away from reddit for an extended period of time, and will not be
able to vote, they may notify the Head Moderator and will not be kicked from the
voter registry if they miss four voting sessions in a row.

(ii)

If one forgets to notify the Head Moderator and is kicked from the voter registry,
one is allowed to reapply at any time, and their absence shall not be used to try
and deny one entry back onto the voter registry.
ARTICLE 6: POLITICAL PARTIES
SECTION 1: Requirements to Form a New Party

(a) A new party may be formed if they have amassed at least five members, have shown an
organized system for choosing candidates or otherwise running the party, have adopted a
platform regarding their political platform and/or ideology, have established a party
leader(s), and have had their membership approved by the moderation team (to make sure
theyre not just a brigade from another sub or alt accounts of other voters).
(i)

When and if the voter registry reaches two hundred members, parties will require
ten members to be considered as a new party.

(ii)

If the voter registry exceeds five hundred members, the rule regarding number of
people required for formation of a new party is up for review by the moderation
team, and may be changed as they see fit, with approval from the Supreme Court.

(b) Parties must keep their number of party members accessible to the Head Moderator.

(c) A new party shall be accepted or rejected by the moderation team in order to prevent the
creation of non-serious parties, similar parties, or those parties which the moderation
team feels are horribly offensive and have no place in the sub. If the moderation team
rejects a party, they must state a legitimate reason why they have chosen to do so.
(i)

The non-serious rule does not apply to names. If there is a group with a healthy
amount of members, an organized system, and a good platform, but they want to
be named the Potato Party? That's totally fine.

(ii)

If a group feels it was unjustly denied becoming a party by the moderation team,
they may take this up with the Supreme Court. This falls in the dispute between
different parts of government type of case.

(d) If they feel it is necessary, the moderation team is allowed to establish additional
requirements to become a party. However, these extra requirements are subject to judicial
review by the Supreme Court, and the moderation team is specifically barred from setting
restrictions on the number of parties.
SECTION 2: Dissolution and Merging of Parties
(a) A party may dissolve itself at any point with a majority (+1) vote of its members. Any
members of a dissolved party keep their political offices and have a choice of switching
parties or becoming independents
(b) Any number of political parties may merge into a single political party. The moderation
team, must approve of the merger and a referendum among each partys members must
be held, and a majority vote (+1) for yes to a merger must happen.
(i)

This new party must also submit a new platform and organized system. Said new
party must be different; one party shouldn't just absorb another.
ARTICLE 7: ELECTIONS
SECTION 1: Election Systems

(a) There shall be four main election systems used, each in different settings. Unless this
constitution is amended, these systems must be used in each of their apportioned settings.

(b) The first system used is simply majority voting. This is where a group of people, such as
justices, legislators, ministers, or just registered voters all vote yes or no on one issue or
bill, and a decisions is reached depending on which way a majority (defined as +1)
vote. This system is used for referendums, voting on bills in the legislature, and making
decisions in the ministry.
(c) The second system used is simple first past the post voting. This is where each voter gets
a single vote which they can apply to a single candidate. This system is used for runoff
elections and votes among the legislature to elect the Speaker.
(d) The third system used is a modified proportional system loosely based on the Dhondt
method. This system is to be used only for the election of the legislature, and only after
three parties have been formed. Until that point, the legislature shall be elected using the
same method as the ministry and mayors.
(i)

This method is done in five steps. First, we calculate the cost of each seat by
dividing the total votes casted by the number of seats available. Next, we take
each candidate, and divide their votes by this seat cost (round down). Assign that
many seats to that candidate. For each candidate, multiply the cost of each seat by
the number of seats available, and subtract that from said candidates total votes.
Finally, assign any final seats remaining in order of highest remaining votes. If
there is a tie for a seat, the person with the highest amount of total votes casted is
the winner.

(ii)

A great calculator can be found linked below. This is what we will be using in
actual elections, as computers are less prone to make mistakes than their human
counterparts.

(iii)

The thing that separates Dhondt proportional voting from normal voting is that,
save for independents, you dont vote for people, you vote for parties. On the
ballot, you will see only independents listed under their actual names, all other
voting will be done for a party.

(iv)

Parties must provide a list of people who will get any seats they win. This list
must be provided on the main subreddit anytime between announcements and
when voting begins. If a party gets more seats than they have a list for, then their
seat is vacated and given to the next deserved party.

(v)

Independents are allowed to run in Dhondt elections. They will appear on the
ballot as an individual instead of a party. Like a party, an independent may
provide a list of extra people to take any extra seats they might win. These people
must also be independents.

(vi)

If a party or independent wins more seats than they have people listed to take
them, then an extra Dhondt round is held for the remaining seats, except with the
exclusion of said party which failed to list enough candidates.

(e) The fourth and final system used is the points-based system, hereby referred to as such.
This election works where each voter gets three votes, a primary, a secondary, and a
tertiary. They may apply these votes to the three candidates they like the most, giving
their favorite the primary, second-favorite the secondary, and third-favorite the tertiary. A
voter does not have to give a secondary and tertiary vote if they dont want to.
(i)

Each primary vote is worth three points, each secondary worth two, and each
tertiary worth one. Once all the votes are in, all of each candidates points from
every category of votes is added up, and the candidate or candidates with the
highest number of total points wins the election.

(ii)

In the case of a tie between two candidates vying for a seat in total points, the
person with the most primary votes wins the seat. If they have the same amount of
primary votes, secondary votes are added in, with every vote counting as just one
point now.

(iii)

If these two candidates have the same amount of primary, secondary, and tertiary
votes, then a runoff election is held. This election is to be announced and the
voting to begin at the same time as the announcement of the original results, and
is not to exceed 24 hours in length for voting. Only people who voted in either of
the two candidates primary, secondary, or tertiary votes are allowed to participate
in this runoff, as determined by the moderation team. This runoff is to be a simple
first past the post election, as outlined in [Art. 7, Sec. 1, c].
SECTION 2: Election Times

(a) Whereas election times should be minimized on the sub in order to maximize
productivity towards advancing the civilization, election proceedings as listed in this

section, including debates, campaigning, political announcements, and otherwise should


follow these guidelines.
(b) Election times, defined as times when election proceedings for a government office are
being held, should be limited to the timeline laid out below. One week before voting on a
government position is to proceed, the Head Moderator is to make an announcement
thread where candidates and if it applies, parties may announce their candidacy or list of
candidates.
(c) There must be at least two questioning threads or debates held during election times. One
where the press may ask candidates questions, and another where registered voters may
submit questions to the candidates, similar to a town hall. Both of these questioning
threads must be open to candidates for at least 24 hours. If there is no active press to hold
a press debate, then there may just be a town hall which must stay open for at least 48
hours. To qualify for an election, a candidate must answer at least one question in either
of the questioning threads.
(d) Candidates are limited to one post (not comment) per day for campaigning during
election times, excluding their announcement, which must be limited to the
announcement thread.
(e) In cases where a position is vacated or the official holding the seat is recalled, an
expedited byelection will be held to put somebody in said seat. This byelection is
essentially a compressed version of a normal election, except the debates and questioning
is limited to two days, and the time for voting before the counting is limited to a single
day.
(f) The exact timing of debates and elections may be changed by a margin of two days either
way at the discretion of the moderation team. These regulations (only those regarding
timing of elections) are null until the second election; the first elections will be done
entirely at the moderation teams discretion.
SECTION 3: Prohibition of Dual Mandate
(a) No one person may hold any two elected offices at any level of the government
simultaneously.

ARTICLE 8: CONDUCT
SECTION 1: Rights Reserved by Moderators
(a) Moderators reserve the right to delete comments or posts at their discretion, and to ban
members of the subreddit for a length of their choosing at their discretion.
(b) Appeals about being banned or having a post taken down can be taken to the Supreme
Court, where justices must agree to hear the case, and where a vote will determine the
ruling whether in favor or not of the plaintiff.
SECTION 2: Appropriate Conduct
(a) All people are expected to maintain appropriate conduct on /r/democraciv, any related
subreddits, any related live internet chat channels, or any medium of communication
related to /r/democraciv.
(b) Swearing is okay, so long as it is not deemed obscene, and the ability to criticize others in
a polite manner is guaranteed. This does not however, extend to slander, defined as
personal insults deemed obscene at the discretion of the moderation team. This is
harassment, and is not allowed under any circumstances.
(i)

At first offense, unless ones violation of appropriate conduct was especially


severe, a warning from the moderation team will be sent to the person who
violated appropriate conduct. This letter must be in the form of a reddit private
message, which the violator must see.

(ii)

At second offense, temporary bans, muting, or other punishments inferior to


outright banishment are to be applied at the moderation teams discretion.

(iii)

At third offense, unless deemed otherwise by the moderation team, a permanent


ban may be instituted. This can be appealed as laid out in [Art. 8, Sec. 1, b].

(iv)

Any temporary ban or permanent ban must extend across all core subreddits and
live internet chats.

(v)

Note, the moderation team may apply a harsher punishment at any of the three
offenses if the violation of the violator is severe enough for it to be warranted.

(c) The Head Moderator, with the advice and consent of the Triumvirate, may develop
additional rules and policies for /r/democraciv and any of her core subreddits, live
internet chat rooms, or other mode of communication related to the subreddit.
SECTION 3: Honesty
(a) At the moderators discretion, those who are caught cheating should be immediately
banned, permanently. Cheating qualifies as something like creating multiple accounts to
vote with, having multiple accounts to hold office with, or having multiple accounts in
different parties. Other forms of cheating may be recognized and acted upon at the
moderators discretion.
(i)
If one feels that they were unfairly banned for cheating, they may take their case
to the Supreme Court, where the decision about hearing and ruling on the case are
the same as in [Art. 8, Sec. 1, b].
(b) After an extended period of time, one banned for cheating may go to the Head Moderator
and ask to be unbanned. This is, however, unlikely to succeed for obvious reasons.
SECTION 4: Downvoting
(a) Downvoting is considered inappropriate conduct and is punishable at the moderators
discretion. If you dont like someones opinion, refute them. If someone is being
malicious or obscene, take it up with the moderators.
SECTION 5: Poaching
(a) If and when parties are formed, and a Join a Party thread has been created as is
necessary, poaching, defined as one party responding to a request from a person to join
a different party and attempting to have them join their party.
(b) Only members of the party which a person has requested to enter may respond to a post
on said thread, unless a question is specifically asked of a party.
ARTICLE 9: CONSTITUTIONAL UPKEEP
SECTION 1: Protectors of the Constitution
(a) There shall be three Protectors of the Constitution. These peoples duty is to maintain the
constitution, and ensure that it is only changed when approved by this constitution.

(b) Each Protector shall possess one copy of the constitution, stored in eachs own separate
google doc only editable by them. One Protector shall have their google doc linked in the
sidebar, and when an edit is approved to the constitution, each Protector is responsible for
ensuring said edit is legitimate, and each is responsible for making the change to their
respective copy.
(c) The Protectors, unless they are deemed inactive, or are making unauthorized changes to
the constitution, in which case they will be removed and replaced, have unlimited terms.
(d) As an additional precaution, a fourth, unnamed person will possess a copy of the
constitution in its original form.
(e) The three Protectors shall be /u/Nuktuuk, /u/KingLadislavJagiello, and
/u/sunnymentoaddict.
SECTION 2: General Amendments to the Constitution
(a) Amending the constitution to add, change, remove anything of substance (something that
could affect government functions) is a fairly lengthy process, and for good reason.
Changes to gameplay should be done through legislation, not through amending the
constitution. It should only be amended if it is standing in the way of a necessary or very
popular change.
(b) In order to amend the constitution, one must first gather a petition to do so signed by at
least 10% of registered voters. Once this has been achieved, the amendment is put to a
vote, where a supermajority of registered voters () must approve of the change.
Anything can be amended, save for items laid out in [Art. 9, Sec. 5].
(c) After an amendment is approved by the voters, the starter of the petition must take it
upon themselves to notify the Protectors, and work with them to make the change. Note,
petitioner may write the language, but only the Protector may do the editing.
SECTION 3: Simple Constitutional Fixes
(a) These simple constitutional fixes are the only changes to the constitution the moderation
team may make without the peoples approval. These are things like fixing grammatical
errors or awkward wording. If it doesnt affect the way a phrase is interpreted, it can be
done.

(b) In this case, the Head Moderator would notify the Protectors that they had a change to
make, said Protectors would approve it and then make the actual change.
SECTION 4: Emergency Constitutional Amendments
(a) The Head Moderator may, with the advice and consent of the Deputy Moderators, go to
the Protectors to change the constitution without holding a vote, if and only if it is
deemed a very needed and urgent amendment. This must be announced to the subreddit
with justification.
(b) The moderation team must hold a vote within 72 hours of the emergency amendment,
where of the registered voters must approve. If the amendment is not approved or a
vote is not held within the appropriate amount of time, the amendment is automatically
deemed null.
SECTION 5: Limits on Constitutional Amendments
(a) Some parts of the constitution cannot be modified by the process laid out in [Art. 9, Sec.
2, b and c]. As in they may not be changed period or may only be changed by certain
people.
(b) The whole of Art. 1 and Art. 8 may only be changed by the moderation team in an
emergency amendment process. Before anyone gets upset over this, note that if a change
is necessary and the moderators refuse make it, this could be grounds for recall
depending on the circumstances.
(c) The whole of Art. 9, this article, may not be changed by anybody, period. Amending the
constitution is a process laid out by the constitution and should not and will not be
changed.
ARTICLE 10: STARTING THE GAME
SECTION 1: Game Settings
(a) This list of settings shall go in order of top to bottom in the Civ 5 user interface.
(b) The picking of the civilization is done by the people, and is laid out in the section directly
after this.

(c) The game shall be played on the Continents map type.


(d) The number of civilizations shall be set to Standard, and the amount of city states shall
stay at the number automatically assigned by the game.
(e) The difficulty of the game shall be King.
(f) The game pace shall be set to Standard.
(g) Once the above five settings are selected, no other button shall be pushed, save for Start
Game. Randomize shall not be clicked, nor shall any of the Advanced Settings be
changed. All civilizations, save for our own, shall be set to random. Exceptions to this
subsection can be found in [Art. 10, Sec. 3].
(h) Amending the previous rule, the resources layout shall be changed form standard to
strategic balance.
(i) Except for the section referenced in the subsection above, no modifications to the game
(such as extra civs not in the base game) are allowed.
(j) This game of civilization is to be played with all DLCs and extra civilizations added. This
includes Gods and Kings, Brave New World, and any extra packs that include
civilizations (map packs dont really matter).
SECTION 2: Choosing the Civilization
(a) The choosing of the civilization is one of, if not the most important decision in this
experiment. It is decided therefore, that it is the people and the peoples right only to
decide who they will play.
(b) On the announcement and reopening of /r/democraciv, a debate thread on which
civilization to choose will open. This will be open for debate for three days, at which
point the choosing of the civilization will begin.
(i)

Note, the purpose of the debate thread is not to decide on which civ to play, but to
let everyone get their opinions and their argument for why we should pick their
choice of civilization.

(c) After the debate thread closes, an informal poll which includes every civ (minus Venice)
will open. Every civ that gets at least one vote will be included in the final vote. The final
vote will be conducted using the points-based system used in ministerial elections
(imagine a civ was simply a candidate in an election, and youve got the idea) which will
stay open for two days, at which point the Head Moderator will count the votes and the
civ will be decided upon.
(i)

Because of Venices unique ability, which limits it to one city, Venice is barred
from being chosen, as it eliminates any need for advanced government or mayors,
and those are intended to be a big and fun part of the sub.

(d) The exact timing of the choosing of the civilization may be changed at the moderation
teams discretion.
SECTION 3: Open Second Games
(a) If and when the first game with the settings laid out in Sec. 1 of this Article is completed,
a second game will simply be started. When that time comes, the people may want to
change the settings to something more interesting than as laid out in this constitution.
That is why, when it is to start a second game, after the civ is picked (process stays the
same), all the settings, including advanced, will be open for debate and change, and the
ability to add mods will be allowed.
SECTION 4: Order of Initial Elections
(a) The first governmental body elected will be the legislature, whose debates will begin the
day after the Head Moderator announces which civ is chosen.
(b) The second governmental body elected will be the ministry, whose debates will begin the
day after the results of the legislative election are announced.
(c) The day after ministerial election results are announced, the appointment process for the
Supreme Court, General, or any other appointed positions will begin. This initial process
is not to exceed one week.
(d) After all governmental positions are filled, the ministry must draft a schedule for
gameplay, completing a minimum of 10 turns per week.

(e) It is the duty of the moderation team to schedule all elections, including these. By the
time legislative elections start, a schedule for elections should be available with dates,
which could vary depending on other factors, listed.
ARTICLE 11: RATIFICATION
(a) This constitution shall be enacted if a majority (+1) of the Discord chat,
DemocracivDrafters agree to do so.
(b) In order to give the people input into the constitution, for the first two weeks after the
opening of the subreddit, critique and suggestions on how to improve the constitution
may be submitted by any means, and if Protectors agree that a change is necessary, it
will be made.
