Employ 25% w/in County

Employ greater than 30% unskilled labor (based on total unskilled labor & hrs worked)
1. City w/in Redevelopment area (33136) (Exh E-1)
2. City w/in Overtown area (33136) (Exh E-2)
3. City w/in 33127, 33128, 33130, 33136, 33142, 33125, 33135, 33150 and West
Coconut Grove
4. City outside target area, but within City limits
5. County within 33010, 33030, 33034, 33054, 33161
6. Within County, but outside Target areas.

Contractor is required to hire unskilled labor with minor or insignificant non-violent felony
criminal records shall not be denied employment based solely on criminal record.

Employ greater than 10% skilled labor (same target areas and sequence as unskilled).

2. Sub Participation
- Hire greater than 20% subcontractors (based on $ value) whose Principal Place of
Business is within same target areas and sequence as labor hired directly.
3. Wage Rates
- $12.83 without fringe benefits (based on 2014). $11.58 with benefits. Rates must be
included in all sub agreements. Electrical Journeyman to follow Countys Responsible
Wage Ordinance as in Section 2-11.16 = $30.11 + $5.60 fringes.
4. Reports Quarterly (30 days after commencing end of 1st until 30 days after substantial
completion) Subcontractor Participation
5. Reports Monthly (same) Labor Participation Requirement, County Labor Participation
Requirement and Skilled Labor Participation Requirement during the prior month.
6. Penalties for non-compliance. All Penalties payable and due within 30 day after
Substantial Completion from Master Developer or Retail Developer to CRA.
a. Subs - $10K/% pt below requirement for 1st 3% pts below sub participation
requirement. $25K each addl % pt. up to 3 pts. $50K ea % pt less than 6% pts
below requirement
b. Labor - $10K/% pt for 1st 4 pts. $25K/%pt for each addl below 1st 4 pts. $50K each
addl % pt less than 8% pts below requirement.

c. County Labor - $10K/%pt below County Labor Participation for 1st 5% pts.$25K for
addl percentage pt below 1st 5 percentage pts. $50K per addl % pt below the 10
percentage pts below the requirement.
d. Skilled Labor - $10K for each % below required participation for 1st 1 pts. $25K
each addl % pt. below 1st 1 % below requirement up to addl 1.5%. $50K each
addl of a % below the 3% below the requirement.
7. Job Creation Monitoring SBE-Construction Services certified firm retained by CRA to
monitor compliance certify and prepare reports on behalf of Master Developer and Retail
Developer.
8. Employment Advertisement & Notice Developer may require GC to:
i. Electronically post job opportunities in outreach websites & organizations.
ii. Place full page weekly ad in Miami Times
9. SBE Program Master Developer and Retail Developer shall:
a. Award +7.5% to County certified CBE-A/E
b. Award +10% to County certified SBE-Construction Svcs
c. Award +10% to County certified SBE-Goods and Svcs firms
