Report

Stuart Reported that there was 1046 in the current membership fund.
There was 254 in the Parkhayes Plantation fund with another 1000 in the saving
account

Frank confirmed he has sent out a further follow up email to chase up


memberships.
He confirmed that there are 102 paid up members.

7. Village Scene
Projects

Village Road Plantation


Following the Parish Council purchasing Daffodils to be planted on the
Plantation on Village Road it was agreed that a planting session would be
arranged at 10.30am Sunday 26/11/2016.
Parkhayes Plantation.
The Chairman reported that the log table was ready to be placed on the
plantation
Hedge by allotments.
It was agreed that no action will be carried out on the Devon bank as it would
seem the hedge has been poisoned again.
Resilience Group
The Secretary reported that the Willow tree by Honey Lane Culvert was not to be
cut down as the removal of the routes would un-stabilise the bank but a section
of the bank was required to be dug out.
It had been reported at the previous meeting a tree and a root stump had been
identified as coursing a problem to stream flow bellow Honey Lane by the EA
who recommended the removal. The secretary reported that the removal of the
tree and stump would only be a benefit if the root balls were removed and that
was proving a problem

The EA are considering the placing the rain gauge in a field off Toby Lane.

The sand bins have been delivered and will be placed one close to the
Telephone Box and one at the bottom of the village.

The Secretary reported that due to his illness he was unable to co-ordinate any
training or setting up the group tasks but he will be arranging it shortly.
The floods on Saturday 21/11/2016 night and Monday 23/11/2016 did not create
any serious flooding within the village.
Diana Wackerbarth from Trevanin Farm considered that the water levels in the
stream at the top of the village was slightly lower than the 2015 flooding. This
may have been due to the maize crop being harvested earlier and the fields
re- ploughed reducing field run off, or slightly less rain.
A number of areas around the village were reported to have been a problem
with pooled water.
1. A pool of water outside Little Paddocks was caused by a blocked drain and
channels required to be dug into the plantation verge.
2. A pool of water just village side of Bidgoods which has been a problem for
many years could be solved by butting a drain channel through the Devon bank
into the field.

3. Honey Lane Ford. The surface water which passes over the road during flood
events flowed successfully and into the field and ditch. It was noted that this
ditch will need some clearance of debris.

4. The dip in the road close to Whitecross Road pooled to a level of over a foot.
A number of cars failed to negotiate this flood and were towed away. This flood
required the bus to bypass the village. This area of flooding was still blocking the
road 24 hours later. The solving of this problem is to be discussed with Devon
Highways.
5. The 2 dips in Whitecross Road which have not been a problem for the last few
years were over a foot deep. Again a number of cars failed to pass through and
were towed away. The problem seems to be hedge cuttings in the ditch that
has blocked the culvert in the field causing flood water into the road. The flood
water had drained by the following day.
Most of the drains within the village seemed to have coped but a few seem to
be blocked. Any blocked drains to be reported to Highways
A number of drains were blocked with leaves and it would seem that a few had
not been cleared for some time. However it was reported some drains had
been required to be cleared of leaves every few hours.
Railings by Trevanin Farm.
It was agreed that that a working party would carry out some repairs to railings
along the roadside close to Trevanin Farm on Sunday 27/11/2016.
Bus Shelter
Following a comment that the bus shelter required a good clean out the
Secretary reported that following the person who voluntarily cleaned it a

replacement person has not been found.


It was agreed to give the Bus shelter a jet wash on Sunday 27/11/2016
Footpaths
Working with Clinton Devon Estates and Wild Woodbury (Tony Bennett) a series
of footpaths are being considered with one or two being added to create
circular paths.

Planning Report

The Secretary reported that EDDC are considering 2 Tree Enforcement notices
regarding damage to trees at Hogsbrook Wood which is a Semi Ancient
Woodland protected by a tree preservation order, and on land between
Greendale and Brooklands Farm off Whitecross Road again on a wooded area
which is covered by a tree preservation order. It is possible that both these issues
could result in prosecution.

Planning App now Planning Appeal 30/09/2015 15/2311/PDQ
Hogsbrook Farm Milking Parlour to Dwelling. This was refused due to inadequate
residential curtilage surrounding it. This decision went to appeal and the
Inspector has decided to allow the application.
Ref 103.
Retrospective Planning App 06/11/2015 15/2592/MOUT Greendale
Extension East. 3 WSRA responded against the Application. The Application was
refused. The Applicant is reported to be submitting new application for the
development. However National Planning Policy states that only one application
can be submitted for a Retrospective Application. The applicant has until
07/1/2017 to submit an Appeal.
Ref 106.
Enforcement 10/012/2015 15//F0757 Greendale Cycle Track not
constructed correctly. It seems the case has been closed with no action taking
place.

Retrospective Planning App 08/03/2016 16/0568/FUL Hogsbrook
Storage of HGVs in Fruit Farm Enclosure Submitted comments not supporting. This
application was refused. WSRA responded against the Application. It was
refused however following a refusal they can carry on if they inform the Planning
Authority they wish to appeal. The Applicant has until 23/11/2016 to lodge the
appeal and Enforcement again is being considered to return it to agricultural
land.

Retrospective Planning App 19/05/2016 16/0845/MFUL Hogsbrook
Farm Large Silage Clamp. WSRA submitted response against the proposal. Parish
Council supported the proposal, Further details submitted developer but still
does not provide detail of landscaping details or an Agricultural justification.

Planning App 26/05/2016 16/1212/FUL Greendale Business Park
Unit 60 Viridor Compound for 31 Waste vehicles. Key Issue start time 4am in the
morning until 6pm 6 days a week. (No ref to bank Holidays)WSRA submitted a
response not supporting it. They have adjusted the hours to 5am and only one
vehicle on Saturdays. Due to be heard at East Devon Planning meeting
06/12/2016 with a recommendation for approval.

Retrospective Planning App 08/08/2016 16/1786/FUL Hogsbrook
Farm units 11 to 23 retrospective application from Agriculture to Industrial. This
Application was approved by EDDC Planning Committee Oct 2016

Retrospective Planning App 31/08/2016 16/188/FUL Unit 52
Greendale Business Park (2009 Expansion Area) A retrospective application for
extension. This unit was previously rented by Natural Horse Products that
processed wood chip for horse bedding. They stopped trading earlier this year.
There are no details on the new tenant and hours of work or transport proposals.
Further details giving trading hours and type of trade. WSRA have no objection
to the application.
Ref 128.
Certificate of Lawfulness. 16/2009/CPE Bedside Manor. Bonds
Lane. Similar to Ref 125 but in this case as it is residential the time limit is 4 years.
The applicant needs to demonstrate that the converted garage to Granny
Annex has been used as a separate dwelling to the main house. (I.e. separate
water gas electrics on separate meters) No comment submitted by WSRA.
Awaiting a decision from EDDC.
Ref 129.
Retrospective Planning App 15/09/2009 16/2111/FUL Greendale
Farm Shop. Retrospective Application for extension. WSRA responded asking for
further Information. Further development constructed which is extra to the
applied planning permission.
Ref 130.
Planning App 22/09/2016 16/2090/FUL the Hive Honey Lane.
Retention of Fence. (Planning Application is required for any fence next to the
highway higher than 1metre high. This is not required if it replaces an existing
fence) WSRA not commented. This Application has been approved

Planning App 16/2327/CM. Sita Suez Waste Facility Proposed
Operational Hours changes from 7.30 to 1800 Weekdays to 6.00 to19.00
weekdays and from 7.30 to 16.00 on a Saturday following a Bank Holiday to 7.00
to 1700 Saturdays. The WSRA sent a response for the agreed conditions to
remain. Awaiting DCC for Decision
Ref 132.
Planning App 16/2624/FUL 2 Parkhayes Extension to House. A
number of residents concerned regarding the flooding issues. It was agreed that
residents who are concerned should contact EDDC direct.
Greater Exeter Development proposals.
The secretary reported that the Local Authorities of East Devon, Mid Devon,
Teignbridge, and Exeter are jointly involved in creating a joint plan for the future
developments of all the area around the Greater Exeter area. (Approximately a
30 mile radius around Exeter.)
There is a committee involved in assessing this with representatives from each
council. They have asked developers and landowners to submit land for
industrial and housing land.
At this early stage is has been identified that following on housing developments
around Exeter and the East Devon growth point around the West End and
Cranbrook that another new town may be a solution to the shortage of housing
numbers.
The discussions are at a very early stage but the secretary reported that the
Association need to be aware that these discussions may involve locations in
East Devon.

Blackhill Quarry.

The Secretary reported that Blackhill Quarry will stop processing at the end of the
year with the processing plant expected to be removed with the following year.
The Quarry will be returned to the Common with substantial landscaping and will
be handed over to the RSPB for management.
Therefore the trucks will stop from Venn Ottery to Blackhill Quarry, and the
remaining finished gravel at Blackhill Quarry will continue to be shipped out until
exhausted for another 9 months.
Neighbourhood Plan.
There was no further news on the progression of the Plan
Village Plan.
The Greendale proposal for inclusion in the EDDC Village Plan needs to include
Hogsbrook Units now as they have been approved for Employment Industrial
use.
Noise from Dagworthys Farm
A number of residents have spoken to Stuart Dagworthy regarding noise
regarding the pumping of silage all night. He is hoping to rectify the noise issues
shortly.
