Introduction

Libraries have been seen as one of the pillars of civilization. No nation can function
effectively and efficiently without the use of the library. Information technology (IT) and
information and communications technology (ICT) skills have become extremely important
as we witness an intensive use of automated systems and tools in learning and teaching
activities. As a result, the IT and ICT component has become critical in the library and
information science (LIS) education programs. Libraries are essentially established to cater
for the information needs of different categories of users which covers different aspects of
life, such as political, economical, social and cultural aspects. (Alokun. 2003). From a library
perspective of our choice which is an academic library, we choose Open University Malaysia
(OUM) as our source. OUM digital librarys known as MyVLE which is standing for My
Virtual Learning Environment. This digital library mostly like others digital libraries that
already have. As we know, digital library help the students to link with their lecturers about
the task and assignments given. In this assignment, we will be discuss about the major of the
Internet-based technologies to the libraries, the advantages and disadvantages of drastic
changes towards library staff and users and the security that are taken by libraries to protect
the technologies. As the development of the technologies, this changed also can be seen in the
OUM digital library. All systems of communication do not necessarily reproduce the
hegemony of the dominant sectors. In order to understand the actual role played by
communication within each nation, it is necessary to know their history in detail. (Mattelart,
A., & Schmucler, H. 1985: 44).
Briefly, OUM was established as the seventh private university in Malaysia on 10
August 2000. Although incorporated as a Private Higher Education Institution Act 1996, the
University leverages on the quality, prestige and capabilities of its strategic partners which is
representing a consortium of the 11 public universities. OUM adopts the motto University
for All which is consistent with its philosophy to democrative education. This philosophy
underlines the belief that education should be made available to all, regardless of time, place,
age and social economic background. The open and distance learning (ODL) mode is
specifically targeted at working adults who need to take care of their families as well as
manage their careers while pursuing higher education.
