2 Overview
Overview
The UE enters the idle mode immediately after being switched on. The feature UE Behaviors
in Idle Mode feature ensures that the UE is ready to start a service (for example, to make a call
or pick a call).
The behaviors are as follows:
l
PLMN selection
This procedure ensures that the PLMN selected by the UE provides services properly.
Location registration
This procedure is used by the UE to report its status to the network. This procedure is of
two types: periodical location registration and the location registration necessitated by
changes in the location area.
Paging reception
The network sends paging messages to the UE in CELL_PCH or URA_PCH state.
The UE detects the paging indicator on the PICH within the predefined time and receives
corresponding paging messages on the S_CCPCH. If the cell and the UE in CELL_FACH
support the HS-DSCH function, UE in CELL_PCH or URA_PCH state receives paging
messages on the HS-PDSCH.

3 PLMN Selection
PLMN Selection
3.1 Overview
When the UE is switched on, or the coverage is restored, or the UE selects a cell that belongs to
another PLMN, the UE selects the registered PLMN or its equivalent PLMN. If no registered
PLMN or equivalent PLMN is available, or if registration fails, the UE performs one of the
following two procedures, depending on its operating mode:
l
Automatic selection
The UE automatically selects a PLMN according to the priority order.
Manual selection
The UE shows all available PLMNs to the subscriber. The subscriber then selects a PLMN.
For more details of the PLMN selection, refer to section 5.1 "PLMN selection" in 3GPP TS
25.304 V10.0.0 and section 4.4 "PLMN selection process" in 3GPP TS 23.122 V10.0.0.
The UE selects the combination of PLMN with radio access technology (RAT) in the
following order:
1.
Each combination of PLMN with RAT in the "User Controlled PLMN Selector with
Access Technology" data file in the USIM, in order of priority.
Combinations of PLMNs with RATs are saved in the data file in order of priority.
2.
Each combination of PLMN with RAT in the "Operator Controlled PLMN Selector
with Access Technology" data file in the USIM, in order of priority.
Combinations of PLMNs with RATs are saved in the data file in order of priority.

Other combinations of PLMNs with RATs providing high quality signals, in a random
order.
4.
Other combinations of PLMNs with RATs in order of decreasing cell signal quality.
The HPLMN are the PLMNs of which the MCC and MNC are the same as that in the IMSI of
the UE. The HPLMNs are the network that the UE subscribed.
The VPLMNs are the PLMNs that the UE camps on except the HPLMNs.
After the UE is switched on, a period of at least two minutes and at most T minutes shall
elapse before the first attempt is made.
Only the priority levels of equivalent PLMNs of the same country (which serve as the
current serving VPLMN) can be compared with the priority level of a selected PLMN.

After the PLMN is selected, the UE starts to select a suitable cell that belongs to the selected
PLMN to camp on and to resume normal services. For details, see section 5.2 "Cell selection
and reselection in idle mode" in 3GPP TS 25.304 V10.0.0.

There are a maximum of 63 intra-frequency neighboring cells. When the UE in idle mode
performs cell selection and reselection, only high-priority 32 neighboring cells of them are
delivered through system messages and selected as candidate target cells. The remaining lowpriority 31 neighboring cells are not delivered, and they are selected as candidate target cells
only when the UE is connected state triggers a handover.
SIB11 contains information about the UE's neighboring cells for reselection if the parameter
Sib11ind(BSC6900,BSC6910) is set to TRUE. The neighboring cells include intrafrequency, inter-frequency, and neighboring GSM cells.
The parameterSib11ind(BSC6900,BSC6910) of intra-frequency cells, inter-frequency
cells, and neighboring GSM cells can be set by running the ADD/MOD
UINTRAFREQNCELL, ADD/MOD UINTERFREQNCELL, and ADD/MOD
U2GNCELL commands.
The UE fails to perform a cell reselection when moving to the cell edge if the parameter
Sib11ind(BSC6900,BSC6910) is set to FALSE. In this case, the UE selects a new cell to
camp on.

When SIB11 contains different types of neighboring cells, the number of neighboring cells that
can be contained in SIB11 varies in different scenarios. Table 4-3 lists the number of neighboring
cells contained in SIB11 in a typical scenario where intra-frequency neighboring cells, interfrequency neighboring cells, and neighboring GSM cells are in the ratio 2:1:1.

Delete one cell from a type of neighboring cells at a time until the total number of neighboring cells is the
same as the maximum number of neighboring cells that can be contained in SIB11.
l During configuration of neighboring cells, you can set parameters to either default values or other
appropriate values, but you must consider the maximum number of neighboring cells contained in the
SIB11 and SIB11bis fields. The SIB11 and SIB11bis fields must contain 32 intra-frequency
neighboring cells, 32 inter-frequency neighboring cells, and 32 inter-RAT neighboring cells in total.
l Neighboring cells should be selected and reduced according to the principles for selecting neighboring
cells in section 4.2.2 Number of a UE's Neighboring Cells Contained in SIB11 if the number of
configured intra-frequency neighboring cells, inter-frequency neighboring cells, inter-RAT
neighboring is greater than that the limited number.

command on the RNC side.
Inter-frequency measurement
If Squal > Sintersearch, the UE does not need to start the inter-frequency measurement.
If Squal Sintersearch or Srxlev SsearchHCS, the UE needs to start the inter-frequency
measurement.
If system messages do not contain Sintersearch, the UE always needs to start the interfrequency measurement.
Sintersearch is set by IdleSintersearch(BSC6900,BSC6910) or ConnSintersearch
(BSC6900,BSC6910) in the ADD UCELLSELRESEL or MOD UCELLSELRESEL
command on the RNC side.
SsearchHCS is set by SsearchHCS(BSC6900,BSC6910) in the ADD UCELLHCS or
MOD UCELLHCS command on the RNC side.
When NonHCSCompatSwitch(BSC6900,BSC6910) is set to ON in the ADD
UCELLHCS command, a non-HCS-capable cell sends SsearchHCS through SIB3.
Inter-RAT measurement
If Squal > SsearchRATm, the UE does not need to start the inter-RAT measurement.

When HCS is used, the RNC determines the UE movement state according the following
condition:

Measurement Occasion
When a UE is in the CELL_FACH or CELL_EFACH state, the UE can perform intra-freq at
any occasion and can perform inter-freq or inter-RAT measurement during FACH measurement
occasion.
The UE in CELL_FACH reads the inter-frequency or inter-RAT FACH measurement indicator
contained in SIB11 and SIB12 (if possible) of the cell where the UE camps on.

The inter-frequency and inter-RAT FACH measurement indicators carried in SIB11 and SIB12
are respectively controlled by InterFreqInterRatMeasInd(BSC6900,BSC6910) and

If there is no cell with an HCS priority lower than that of the serving cell, the UE selects
the cells that have the lowest HCS priority (but highest than that of the serving cell) and
fulfill criterion H (H 0) and criterion S.
Second, the UE shall rank the cells according to the Criteria R as described in the following
cases:
l
If both neighboring GSM and UMTS cells fulfill the Criteria S, the R value is calculated
using the RSCP in the UMTS cell and the received signal level in the GSM cell. The UE
selects a cell with the highest R value.
If a neighboring GSM cell is ranked as the best cell, the UE reselects to the neighboring
GSM cell. Otherwise, the cell reselection procedure proceeds.
If the measurement quantity is CPICH RSCP (QualMeas(BSC6900,BSC6910) is set to
CPICH_RSCP) for cell selection and reselection, the UE shall reselect to a UMTS cell
with the best signal quality.
If the measurement quantity is CPICH Ec/No (QualMeas(BSC6900,BSC6910) is set
to CPICH_ECNO) for cell selection and reselection, the UE shall perform a second
ranking of all neighboring UMTS cells according to the Criteria R in Table 4-8.
Following the second cell ranking, the UE shall reselect the best ranked UMTS cell.
In all the previous cases, the UE can reselect a new cell only when the following conditions are
met:
l
The R value of the new cell is larger than the R value of the serving cell during a time
interval Treselections(BSC6900,BSC6910).
More than one second has elapsed since the UE camped on the current serving cell.
For details of the cell reselection criteria, refer to section 5.2 "Cell selection and reselection in
idle mode" in 3GPP TS 25.304 V10.0.0.
The license of the Interoperability Between UMTS and LTE feature is activated.

The UE measures the signal quality of UMTS cells working at frequencies that have higher
absolute priorities than the frequency of the serving cell at an interval specified by

Location Registration
Location registration is used for the PLMN to trace the current status of the UE. Location
registration ensures that the UE is connected to the network when the UE does not perform any
operation for a long period.

5 Location Registration
IMSI attach/detach
After being switched on, the UE selects a suitable cell that belongs to a new LA or RA.
That is, the LA or RA is different from that recorded in the USIM before the switch-off of
the UE.
When the UE is switched on or the system information indicates that periodic location
registration shall be applied, and the timer T3212 is not running. Then, the timer shall be
loaded with a random value between 0 and the value of T3212, and shall be started.
When the timer T3212 reaches its expiry value, the UE shall initiate the periodic location
registration.
The timer T3212 shall be prevented from triggering periodic location update in connected
mode. When the UE returns to the idle mode, T3212 shall be initialized with respect to the
broadcast timeout value and then be started.
If the UE performs a successful combined routing area update, a location update over the
Gs interface is also successful for the UE. After that, a combined routing area update,
including a location update, only uses T3312 in the CN. Therefore, T3212 is not used for
a location update and relevant radio resources are saved. However, the location update of
UEs processing CS services still uses T3212 if the network mode changes in such a way

6 Paging Reception
When the CN sends data to UEs in CELL_PCH or URA_PCH state, the UTRAN shall repeat
the paging process five times in case of a paging failure towards a UE for some reasons (For
example, the UE has moved out of the UTRAN and transferred to an inter-RAT network.). If
the UTRAN still fails to page the UE, the UTRAN considers that the paging towards the UE
fails and releases the RRC connection with the UE.
The maximum number of UTRAN paging retransmissions for UEs in CELL_PCH state and
URA_PCH state is specified by CELLPCHMaxPagingTimes(BSC6900,BSC6910) and
URAPCHMaxPagingTimes(BSC6900,BSC6910), respectively. The two parameters are set
with the SET URRCTRLSWITCH command.
Before releasing signaling connections of a UE that is in CELL_PCH or URA_PCH state, the
RNC first sends paging messages to the UE so that the UE enters the CELL_FACH state, and
then the RNC sends an RRC Release Request message to the UE. The maximum number of
times a paging message can be retransmitted to a UE in a paging type 1 procedure is specified
by the PCHRRCRelRePagingType1Num(BSC6900,BSC6910) parameter in the SET
URRCTRLSWITCH command. The interval at which the paging message is retransmitted is
specified by the RrcPaingType1Tmr(BSC6900,BSC6910) parameter in the SET
USTATETIMER command.

The initial scheduling periods of SIBs are the minimum scheduling periods. If all the SIBs
cannot be scheduled within one scheduling period, the RNC selects SIBs in ascending order
of scheduling priority and doubles the selected SIB's scheduling period until the problem
is solved. The following is an example. If SIB1, SIB2, and SIB3 cannot be scheduled within
one scheduling period and if their scheduling priorities are, in ascending order, SIB1, SIB2,
and SIB3, the RNC first doubles SIB1's scheduling period. If the problem persists, the RNC
doubles SIB2's scheduling period. If the problem persists, the RNC doubles SIB3's
scheduling period. If the problem persists, the RNC repeats the preceding steps.
The scheduling period of SIB3 will be adjusted to 320 ms only if the following conditions
are met:
The scheduling period of SIB3 has reached 160 ms.
The scheduling periods of other system information blocks except MIB and SIB7 have
been adjusted to 1280 ms.
All the SIBs still cannot be scheduled within one scheduling period.

PERFENH_R99_BRDCSTHSPA_SWITCH
(R99CellBroadcastHspaCapSwitch): When this switch
is turned on, R99 cells broadcast HSPA capability of
neighboring cells in a system information message. 2.
PERFENH_FACH_USER_NUM_SWITCH(Fach
User Select Switch): This switch is configurable in the
current version.The RNC, however,does not use this
switch any longer.Later versions will not support this
switch.Therefore,users are not advised to use this
switch. 3.
PERFENH_MBDR_LOADCOND_OPT_SWITCH
(Optimized MBDR Load Calculation Algorithm
Switch): When this switch is turned on, the DL transmit
power in a cell is calculated using the following
formula:Percentage of the DL transmit power in a cell
= Percentage of the non-HSPA transmit power +
Percentage of the HSDPA guaranteed bit power (GBP)
+ Reserved power coefficient for DL common channels
+ Reserved power factor for DL MBMS services +
Reserved power factor for DL HSUPA users.If UL or
DL load in a neighboring cell exceeds the value of
InterFreqUlMbdrTrigThreshold or InterFreqDlMbdrTrigThreshold (in the ADD UCELLMBDRINTERFREQ command), handover to this neighboring cell
cannot be performed. When this switch is turned off, the
percentage of the HSDPA GBP is not considered during
the calculation of the DL transmit power in a cell, and
the original algorithm is used for selecting a neighboring
cell using MBDR. 4.
PERFENH_CALALGO_FOR_HSUPAENU_OPT_S
WITCH: Whether to optimize the calculation results of
equivalent HSUPA UEs. When this switch is turned on,
the optimized calculation results can accurately reflect
the uplink cell load.Turn on this switch only when the
HSUPA guaranteed bit rate (GBR) is greater than 750
kbit/s. If the HSUPA GBR is less than or equal to 750
kbit/s and this switch is turned on, the algorithm for
calculating the number of equivalent HSUPA UEs will
not be optimized. 5.
PERFENH_HSUPA_CCH_PREEMPT_USER:
Whether to allow resource preemption of common users
for HSUPA common channels to ensure that the code
resources are allocated to the left. 6.
PERFENH_CE_RLS_ADM_OPT_SWITCH:
Whether to activate the RLS CE-based admission
optimization algorithm. When this switch is turned on,

Maximum number of paging attempts in the RAN

of 10 times. 2. ASU_RL_RESET_SWITCH(Switch for
RL Reestablishment During Soft Handover) Whether to
trigger radio link (RL) reestablishment during a soft
handover. 1: This switch is turned on. A UE sends a
CELL UPDATE message to the RNC and subsequently
the RNC reestablishes the RL for the UE when both of
the following conditions are met: -The RNC is waiting
for the UE's response to the ACTIVE SET UPDATE
message. -The RNC detects that downlink transmission

MC_RL_RESET_SWITCH(Switch for RL
Reestablishment During Meas Control) Whether to
trigger RL reestablishment during measurement
control. 1: This switch is turned on. A UE sends a CELL
UPDATE message to the RNC and subsequently the
RNC reestablishes the RL for the UE when both of the
following conditions are met: -The RNC has sent a
MEASUREMENT CONTROL message to the UE. The RNC detects that downlink transmission on SRB2
is disconnected when the UE state is stable. 0: This
switch is turned off. The RNC does not reestablish the
RL for the UE when the preceding conditions are met.

FD_PCH_REENTERSA_FORCE_RRC_REL_SWIT
CH. Whether to enable the RNC to release the RRC
connection of an EFD-capable UE that received an
SCRI message from the PS domain of the CN if the UE
sends the RNC a CELL UPDATE message after
reentering a service area. When this switch is turned on,
the RNC releases the RRC connection of such a UE in
the preceding scenario. This solves the problem that a
network becomes inaccessible when such a UE reenters
a service area. 1: This switch is turned on. The RNC
directly releases the RRC connection after receiving the
CELL UPDATE message from the Enhanced Fast
Dormancy-capable that leaves and then reenters the

preceding performance counters. 0: This switch is
turned off. The RNC does not count the number of

counters. 19. F2D_NO_RSP_RRCREL_SWITCH
Whether the RNC releases the RRC connection of a UE
if the UE does not respond to the RNC after its three
failed attempts at the state transition from CELL_FACH
