H092-92) on Power Sector Financial Restructuring and Recovery Plan
To assist International Consultants in developing an Integrated Financial Model

for power sector in order to assess the financial impact of recommendations for
financial restructuring and recovery of the power sector and to help identify the
best solution for financial restructuring.
To reflect the issues discussed in the Financial Restructuring and Recovery Plan
and simulate the financial performance of the sector entities during its
implementation in the financial model.
To demonstrate the implications of the recommended measures on sector
performance and indicate where measures have to be adjusted to achieve
optimum results.
To assess various financial restructuring scenarios based upon several
performance parameters.
To provide financial projections of all power entities, viz. Generation,
Transmission and Distribution entities, for the next 10 years up to 2015. The

To develop financial model that comprises one worksheet representing the submodel for each entity in transmission, transmission and distribution, and
distribution including: one sub-model for transmission, two sub-model for
transmission and distribution companies; two sub-models for distribution
companies.
The entity sub-models have only been developed to conduct the financial
projections of some distribution and transmission entities based on a consistent
set of assumptions and also to replicate the financial projections made by the
entity itself.
To use financial model to develop a gas price transition path, which balances the
finances of the gas sector
To develop alternative gas pricing options
To develop future gas prices over the projection period to recover the economic
cost and subsidy in order to make gas sector entities sustainable and viable in
the long-run
