PROJECT PROPOSAL
School-to-School Partnership Activities for November 2016
I. PROJECT DESCRIPTION
a. School to School Partnership Program for FY 2016: The Department of
Education believes that high-performing schools can be instruments for
reform. Through school-to-school partnerships, high-performing schools can
share their best practices and help other schools improve their school
performance using Learning Action Cells (LAC), the Continuous Improvement
(CI) Program, and School-Based Management (SBM). This requires that highperforming schools become Leader Schools with active leadership roles,
initiating partnerships with other schools and taking on broader
responsibilities to help elevate the performance of other schools within their
District or Division.

b.1. Conduct of a 1-Day Drill and Seminar on the Proper Conduct and Actions
During the Occurrence of Fire, Earthquake and Other Hazards
b.2. Purchase of Emergency Medical Kits and Painting of SDRRM Signages

e. Project Beneficiaries: 285 stakeholders of both Leader School and Partner
School

2016.
g. Budget Requirement: Php 35,000.00
II. BACKGROUND INFORMATION/ SITUATION ANALYSIS
The Philippines is considered one of the most disaster-prone countries. Every
year, storms, flash floods, landslides, earthquakes, and volcanic activities batter
the country. In disaster or emergency situations, children are very vulnerable to
illness and trauma and require special care and attention. During these trying
moments, schools offer safety and shelter to those displaced by disasters.
Schools, however, should not only offer safety after a disaster has struck. Our
schools should also be ready even before any disaster strikes. Our teachers,
school officials, and school children should learn basic life-saving tips. Our
schools should be a beacon of safety, and should be an example to the
communities which they serve.
III. OBJECTIVES:
1. To understand the basic concepts, terminologies and major types of disasters
2. To identify Hazard, Risk, Vulnerability and Capacity Assessment Methods
3. To enhance the understanding of process of mitigation
4. To enhance the disaster preparedness "within the context of emergency
planning and implementation
5. To teach the participants the skills necessary to provide first aid assistance
6. To ensure continuity of DRRM instructions.
