Notice of Acceptance of Final EIS

Jefferson County - The New York State Department of Environmental Conservation (NYS
DEC), as lead agency, has accepted a Final Environmental Impact Statement on the proposed
Hounsfield Wind Farm. A hard copy of the FEIS is available at the following locations:

http://upstatenypower.com/SEQRA.html. The action involves the proposal by the applicant
Upstate NY Power Corp (Upstate Power) to construct the Hounsfield Wind Farm, a windpowered electric generating facility. The Proposed Action will consist of the installation and
operation of up to 84 wind turbine generators (WTG) for the purpose of generating up to 252
Megawatts (MW) of electricity. The project is located on Galloo Island in Lake Ontario,
approximately 6 miles from the closest mainland shoreline (Stony Point in the Town of
Henderson) and approximately 8 miles west of the Village of Sackets Harbor, in the Town of
Hounsfield, New York.
