Why are not all LGUs included in BuB?

Not all LGUs were immediately covered by BUB because national government would have great difficulty in the
rollout of the planning process given such its scale. But the coverage of the program has rapidly increased in the
past two years and we are now close to 100% of all cities and municipalities.

Some LGUs were not able to receive BUB projects, even if they were included in the coverage, because they did
not comply with the requirements of the BUB program.
