The theme of National Volunteer Week 2006, April 23-29, is Inspire by Example, because it truly reflects
the power volunteers have to inspire the people they help, as well as to inspire others to serve. During
this special time it is appropriate that we honor some of the inspiring speakers of the Dividends
Community Resource Volunteer Program. This school year, the Dividends Department has coordinated
1,900 classroom presentations. The CRV (Speakers Bureau) catalogue which is available online to all
teachers in the district, offers 1,435 speakers, 560 topics, and 150 careers.
.
Today we are honoring 3 outstanding speakers for the 2005-06 school year:
Seminole Community College of Nursing Judy Laney
For the past four years SCC nursing students have presented an interactive program called Theyre Rich
Youre Dead. The program covers the consequences of tobacco use. The highlight of the program is
the demonstration of pig lungs. One set of lungs is normal; the other set depicts diseased lungs. This
school year, 26 SCC nursing student volunteers have presented this program to middle and high school
students.
Kids House Andrea Ray
Andrea Ray has been with the Speakers Bureau since November 2004. She presents programs on child
abuse and its effects on children. One of our students who experienced the program wrote, Thank you
for coming to speak to us about child abuse. I dont know if you realized, but I was severely abused as a
child and it is uncomfortable to me to hear about it, but you made it so much easier for me to hear it. You
were very pleasant to listen to. Thanks a lot!
Safe house of Seminole Michelle Figuerora
Since 1998, Safehouses speakers have covered such topics as Teenage Dating, Bullying, and the
H.E.A.L. Program. Michelle Figuerora has been with the CRV Program for the past 3 years. She
presents the teenage dating program at the high schools, and the bullying program at middle and
elementary schools. With the H.E.A.L. Program, elementary school students are educated about
domestic violence and having a safe plan in case they experience it in their home or a friends home.

1. Superintendents Recommendation:
That the School Board of Seminole County approve Budget Amendment Numbers 48 through 53 as
presented.
2. Background/Analysis:
State Board of Education Rule 6A-1.006, requires that the School Board approve budget amendments
whenever the amounts in the budgetary accounts are changed from the original budget.
The budget amendments for each fund reflect the following types of activity:
New Revenues: These are included in order to budget revenues, which were not anticipated at the
time of the original budget. This category normally includes state and federal grants, insurance
recoveries, and other miscellaneous revenues.
Routine transfer of funds between budgeted accounts: These are transfers between accounts
made by the various cost centers. These are included in the budget amendments in order to comply
with the State Board of Education Rule requiring budget amendments for any changes in the function
and object amounts. This necessitates that budget amendments be made at the lowest line item level
of the budget. As a result, any change in the use of budgeted monies such as buying supplies, instead
of equipment requires a budget amendment.
Funds Appropriated from Fund Balance or Transfers to Fund Balance: These are transfers from
fund balance for specific program needs.
The Budget Amendments, Numbers 48 through 53, are summarized on the attached page(s).

That the School Board of Seminole County approve the Phase III construction documents for additions
and renovations to Oviedo High School.
2. Background/Analysis:
The districts Ten Year Capital Improvement Plan identifies projects to be funded from the one-cent
infrastructure sales tax extension, and regular state and local capital funding sources. In the list,
renovations and additions to Oviedo High School (OHS) are slated to begin in the summer of 2006.
The construction will require multiple phases and will be completed by the summer of 2009.
Conceptual plans were reviewed with the board in a work session on December 13, 2005, and include:
Replacement of Building 2 (old classroom building) with a new 2-story classroom building
New kitchen and improvements to the existing cafeteria/commons area
Upgrades to Building 7 (practice gym & locker rooms)
Upgrades to Building 9 (auditorium) includes relocation of band, vocal, and drama suites to this building
Upgrades and/or replacement of applied tech facilities
New gym
Minor upgrades to buildings that will remain (HVAC, electrical, data, and interior finishes)
Various site improvements (including a new courtyard)
BRPH Architects have completed the plans for the project. At this time the Facilities Planning
Department requests that the school board approve the Phase III construction documents for Oviedo
High School. Based on board approval, the plans will be submitted to the DOE for review, and the
construction manager (SUITT/BE&K) will prepare a guaranteed maximum price (GMP) for the
proposed work. The Facilities Planning Department will present the final negotiated GMP to the board
on June 20, 2006. The estimated construction cost is $51.5M.

2. Background/Analysis:
The Florida Department of Education has announced a grant competition that provides funds for
tobacco prevention education. The district is applying for a second year of funding to expand and
enhance teacher training in strategies and methodologies that support the following proven programs:
Towards No Tobacco (TNT) and Ascent (a smoking cessation program for youth). In addition, the
Discovery Health Education program (a proven program) will be implemented at the high school level.
Training will be offered to teachers, DARE and GREAT officers, and SROs. The majority of training will
be provided during after school hours and during the summer. The TNT training is approximately 12
hours (offered over two days) and the Ascent and Discovery trainings are approximately 6 hours per
training (offered during one day sessions). The programs will be implemented in DARE, GREAT, and
th
th
Life Management Skills classes in 5 through 9 grade across the district.
A copy of the grant application is available in Jeanne Farmers office.

1. Superintendents Recommendation:
That the School Board of Seminole County approve the revised fees for having Seminole County
Public Schools continue as the data manager to support the 45 Florida school districts using the
Medicaid Administrative Claiming System (MACS).
2. Background/Analysis:
January 6, 1997, Seminole County Public Schools was awarded a grant for $65,000.00 from the
Department of Education to develop a Comprehensive Statewide Medical documentation tracking and
billing system. The new system would offer Florida school districts the ability to bill for Medicaid
services without the necessity for a consulting firm. The Medicaid Administrative Claiming System
(MACS) was piloted from October 2001 to December 2001 with fifteen Florida school districts.
The Department of Education, in March of 2002, requested application from districts willing to be the
billing agent for MACS. On May 21, 2002, the SCPS School Board agreed to have Seminole County
Public Schools become the data manager for 15 school districts. Seminole County Public Schools
would receive approximately $20,000.00 to process the data forms.
Paul Hagerty, superintendent of Seminole County Public Schools, was contacted by Hillsborough
County Schools superintendent on January, 2003. Hillsborough requested to join the Seminole County
MACS Consortium along with the other 15 districts. Hillsboroughs request was based on the fact that
their consulting billing firm for administrative claim left the state of Florida on March 2003. Seminole
County School Board on May 17, 2003, approved the agreement for Hillsborough County to join the
Seminole County MACS Consortium for a fee of $20,000.00.
On May 13, 2003, Seminole County School Board approved the change in fees for the Consortium
from $1.00 to $3.00 per form. All 45 districts within the MACS Consortium signed the fee increase
agreement. The increase was required to meet changes in expenses. Seminole County Public
Schools generated $46,935.00 through this increase.
A review of the cost incurred from the past two years indicate that Seminole County Public Schools
should be charging $6.00 per form to operate this service for the 2006-07 school year. The fees
include increase cost of materials, printing, postage, paper and technology support. This new fee
structure will generate an additional $23,256.00 for the district.

That the School Board of Seminole County accept the 2006-2009 District Technology Plan as
presented.
2. Background/Analysis:
Recognizing that technology and its applications in education are ever-changing, major revisions to
District Technology Plans are essential. The District Technology Committee confirmed, with one minor
change, the goals that were developed in 2001. However, sub-goals and objectives were developed to
reflect the current and future technology needs of the district. The format of the plan was changed to
ensure that the states eleven essential components of district technology plans were addressed and
easily discernable. In a work session on April 11, 2006 a Board Member requested clarification to
Section 10, E-Rate Planning Criteria, which has since been incorporated into the proposed District
Technology Plan.
This new plan has been reviewed and accepted by the District Technology Planning Committee.

Philosophy
High school teachers and administrators of Seminole County Public Schools recognize
that regular attendance provides students with the opportunities necessary to meet
course goals and objectives. Many integral activities, including class discussions,
laboratory experiments, field trips and guest speakers, cannot be simulated or
replicated with bookwork. Therefore, with the goal of promoting student success,
Seminole County Public Schools has adopted a uniform high school attendance policy.
It is our intent to encourage honest, accurate, and consistent adherence to this policy
by all of our students, parents, teachers and administrators.

Our commitment to the placement of an Automatic External Defibrillator (AED) in all of our Seminole
County schools is progressing very well.
The high school program is completed with at least one AED safely secured in a cabinet with an alarm in
an easily accessible location at all high schools.
Recently, funds from Exceptional Student Support Services (ESSS) and the Office of Safety and Security
Services Emergency Response and Crisis Management grant were able to purchase an additional twelve
AEDs and cabinets to be placed in all of our middle schools. We will follow the same placement
procedures as high schools and have an organizational meeting with all site representatives and invite Dr.
Agustin Ramos, MD to speak on Project Adam and the importance of the school AED initiative.
The partnership agreement with the American Heart Association about our AED commitment has also
been fruitful. We will be granted approximately $20,000 to continue this project. We will then be able to
purchase and place an AED in our elementary schools sometime early in the next school year.

The Altamonte PTA sponsored a carnival on Saturday, March 25 . Over 25 teachers had booths and
earned money for supplies that went directly back to their classroom. Two teachers tied for first place
earning over $225 each! The Scholastic Book Fair also opened during the carnival and remained at the
school the following week. Altamonte students supported the book fair by purchasing $3,000 worth of
books. Those monies were used to buy additional books for the media center. Everyone had a good time!
th
Fourth graders went to St. Augustine on Thursday, April 6 and brushed up on Florida History! The trip
was enjoyed by students, parents, and staff! They returned home tired but pleased that they were able to
participate in so many activities on this exciting trip!

th
Bear Lakes Annual Spring Fling, sponsored by the PTA, was held on April 8 . During the event, visitors
played carnival games, participated in freeze dances, and listened to the Bear Lake Ensemble perform.
The Soaking Tank was a favorite activity at Spring Fling. Students got the opportunity to soak teachers,
assistants, and even an administrator all in good fun! Another highlight of Spring Fling was the silent
auction. Each class assembled a themed gift basket and parents bid on the items, with all funds going to
support the PTA. Also, local business partners and community members donated items and/or services
for the auction. The event would not have been possible without the assistance of many different
organizations. Over 40 participants including PTA board members, Bear Lake Dividends, students from
Lake Brantleys National Honor Society, and the Bear Lake staff, volunteered time to make this day a
huge success. More than 30 local business members and vendors, provided food and additional activities
for visitors. Bear Lake thanks everyone who helped make Spring Fling a huge success.

recognized by the Oviedo Historical Society, as Partins History Student of the Year.
Spring Lake Elementary
The month of March was eventful for Spring Lake. Second grade visited Shamu at Sea World for a very
educational field trip. Parents joined staff in honoring third, fourth, and fifth grades for awards ceremonies.
The week after Spring Break began with the promise to be Violence Free. The goal was to raise
awareness of effective ways for preventing youth violence. Students made pledges, hung posters, and
were surveyed on bullying. Ms. Gendron took her students to the Environmental Center for a sunny day
with nature. Fifth grade chorus felt like celebrities while performing at the International House of Blues
and had a wonderful time. Random Acts of Kindness week came next. Students and staff were
encouraged to do simple tasks such as writing thank you letters, saying hello or good morning, and
speaking only kind words to one another. Spring Lake celebrated Read Across America with Dr. Seuss.
Students joined in the fun by reading their favorite Dr. Suess book, creating puzzles based on the book
cover, writing poems based on the rhyming of the authors books, and studying the authors background.
Students also designed hats and created characters based on the book, Hooray for Diffendoofer Day.
Sterling Park Elementary
th
On March 29 , students from Pre-K through fifth grades gathered outside on the PE field for a peace
rally. Each grade level wore different colored T-shirts that corresponded to the colors in the Olympic flag.
Students formed a peace circle while listening to readings and songs that encouraged them to do
something to reach out, be a friend, care about the people around them, and make peace.
th
In the afternoon on March 29 , Stuff, the Orlando Magic mascot visited Sterling Park to promote a healthy
lifestyle for students that includes physical activity. Stuff played a game of one on one basketball with PE
coach Jason Fox while the games play by play was called by PE coach, Scott Blondin. Stuff
congratulated Sterling Parks students on raising over $3,000 for Hoops for Heart.
National Library Week, April 3-7, was celebrated with daily special events hosted by Sterling Parks
Teacher of the Year, Margie Wells. Students enjoyed special story readings, voted for their favorite
Sunshine State books, and swapped gently used books with peers.
th
On Friday, April 7 , families and friends of Sterling Park Elementary gathered to enjoy a night filled with
BBQ, student artwork displays, and music by the chorus, violin group, and steel drum group. Themed
baskets were sold during a silent auction. One lucky student won Principal for the Day and another
student won Assistant Principal for the Day.
Walker Elementary
Walker Elementary had the school-wide Battle of the Books in April. Each team of four students had to
read all 15 of the Sunshine State Books and take Accelerated Reader tests on those books to participate
in the battle. Questions about all fifteen books were asked in minute detail. Sunshine State Books are
chosen in May for the following school year and students in grades 3-5 are encouraged to read as many
as possible. Finally, students voted on their favorite book in April. The school favorite this year was
Gregor the Overlander. Competitors for the Walker Battle were: Caitlin McMullen, Sonia Murril, Tiffany
Hurley, Danielle Mikell, Jessica Martinez, Josh Morales, Caitlin Haley, Melissa Garcia, Emma Ballantyne,
Katie Ballantyne, Kinsey Warburton, Ali Burdick, Michael Kalpaht Lopez, Pualani Dizol, Alex Analore, and
Devin Kubo-Assink. Mrs. Karnes (media specialist) and Mrs. Price (5th grade teacher) co-wrote a grant to
purchase books and prizes. Students with the most correct answers in the Walker Battle of the Books will

Woodlands Elementary
Woodlands administration rewarded four students with a special dinner and a movie. As part of the PTA
Technology fundraiser, students who raised the most money won the prize and could bring a guest. In
addition, all students who raised money were entered into a drawing and the winner and a guest attended
this outing.
PTA sponsored the Woodlands First Annual Spaghetti Dinner. Olive Garden catered the meal and
Brusters Ice Cream was available for dessert. Prize drawings were held with books being awarded. Over
300 people attended this inaugural event which was another way PTA helps to support the community at
Woodlands Elementary.
Cathy Brown, Reading Coach, along with Woodlands PTA hosted Family Reading Night. Families
brought blankets, sleeping bags, lawn chairs, etc. and set up camp in the multipurpose room and
commenced reading individually. After 30 minutes of quiet reading, the audience was entertained by
Madam Riddler and the Mystery Reader, Junie B. Jones. Holly Rubich, first grade teacher, played the
part of Junie B. Jones and acted out two chapters from a book that captivated the audience, leaving them
anxious to get a copy of the book and finish it on their own. Families and students really enjoyed this
event!
