INSTRUCTION
Goal 1: Faculty Excellence
To strengthen the capability and competitiveness of faculty and staff in the effective
delivery of instruction
Strategic Initiatives

1. Develop a comprehensive and pragmatic faculty development program


i. Sending faculty members to international universities to pursue postgraduate
studies in their respective fields of specialization.
ii. Training a critical number of biologists, chemists, physicists, IT experts,
engineers, educators, entrepreneurs and social scientists who will play a lead
role in technological advancement, in developing new products, and in providing
solutions to the problems of the industry and the society as a whole
2. Develop and implement relevant policies that would entice valued faculty members
to continue the practice of their profession in the University.
3. Formulate and execute plans of action and mechanisms for the objective assessment
of faculty performance, and provide scholarships or incentives to outstanding
faculty.

Goal 2: Educational Excellence


To create and sustain a culture that supports teaching excellence in all academic units

1. Strengthen the implementation of outcomes based teaching and learning in all


academic programs.
2. Improve the programs' overall status in order to be designated as Centers of
Excellence (COE)/Centers of Development (COD).
3. Conduct regular internal and external reviews of all academic programfor quality
assurance.
4. Prepare for international accreditation of flagship academic programs (Washington
Accord, Seoul Accord, Sydney Accord, Bolognia Accord)
5. Create a council of deans and associate deans to stir up academic reformsand
feedback mechanisms on academic program implementation.
6. Enrich the curriculum of the integrated school by introducing new
technology
such as robotics, programming, and sensorics, thus enabling our high school
students to participate in world competitions for greater global visibility of the
University.

7. Strengthen life's basic skills (communication, science, math, humanities) towards


the development of globally competitive graduates.
8. Review the curricula across disciplines to include entrepreneurship in different
programs in order to produce graduates who are equipped with basic business
knowledge and skills, thereby empowering them to venture on their own businesses
and generate more jobs for sustainable development.
Goal 3: Modernized Learning Facilities

To provide state of the art instructional facilities and learning spaces in order to create a
passion for inquiry and discovery among students and faculty

1. Upgrade library and laboratory facilities and equipment to international standards


to broaden and improve access to information, and to enhance opportunities for
hands-on generation and application of knowledge.
2. Create an instructional development center which will develop standard online
instructional materials and make these available in the Learning Management
System for the utilization of all faculty and students in the university.
3. Establish a science and technology centrum which will showcase state of the art
miniatures or prototypes of science concepts to arouse students' interest in science
and technology.
4. Cultivate a dynamic and vibrant University environment by providing exciting
opportunities for intellectual growth and avenues for continuous engagement
among members of the community.
Goal 4. Enhanced Access to Quality Education

To enhance access of deserving but financially challenged students to quality higher


education

1. Adopt a socialized tuition fee scheme that would further democratize the access to
the University's academic offerings.
2. Enhance the current student financial assistance program.
3. Increase the number of slots for student assistants.
4. Provide scholarships for enrollees in undersubscribed programs

6. Provide additional scholarship slots for the indigent members of cities and
municipalities where the University operates.

Goal 5. Strengthened Academic Consortia


To forge strong alliances and linkages with various international, national, and local
educational organizations and institutions to support the University's initiatives

1. Establish partnerships with top local and international universities by developing


more student exchange programs / twinning program, as well as provision of
faculty and student scholarships.
2. Develop a faculty exchange program with local and international universities and
industries to widen horizons and enhance teaching capabilities.
3. Review the current curricula in all disciplines, as well as the other university
policies, to take into consideration the mutual recognition agreement among ASEAN
member states for synchronization and preparation for ASEAN integration.

To provide extended support to students through the provision of enhanced services and of
enriching academic, co-curricular and extra-curricular experiences

Goal 1: Capability Building Towards International Competitiveness
To improve research capability towards international competitiveness
Strategic Initiatives:

1. Strengthen graduate education in priority disciplines.

2. Engage a critical number of "balik-scientists" in different fields to mentor local


researchers in conducting high impact researches.
3. Support graduate research scholarships and fellowships.
4. Devise inventive programs for pioneering and innovative technologies on higher
education fields such as nanotechnology, biotechnology, information technology
material science, etc.
Goal 2: Modernized Research Infrastructure
To establish high quality research infrastructure that support national development

1. Create research centers in specialized fields in engineering, science, technology and


environment in order to respond to the development challenges in the region.

2. Upgrade the existing research laboratories by procuring high grade equipment and

Goal 3. Effective Research Dissemination, Utilization and Commercialization
To promote and facilitate the effective dissemination and utilization of research outputs

1. Train researchers comprehensively on writing publishable papersin distinguished

accredited journals.
2. Publish a research journal for CHED accreditation.
3. Comprehensively evaluate the patentability of all research outputs of faculty and
students in engineering, science and technology.
4. Train faculty researchers, staff, and students on product development and
technology commercialization.
i. Create more industry advisory councils that will give advice /direction on what
product or technology to develop, or investment to be ventured.
ii. Regularly conduct industry-academe summit or technology forum to be able to
get the recent trends in the industry.
5. Establish a Technology Business Incubator
i. Engageresearchers from different colleges (engineering, science, technology, IT,
fine arts, business) for collaborative studies with the end goal of developing
products that will penetrate the market.

ii. Tap available government support and assistance in technology business


incubation (DOST's technology resource center, technology application
promotion institute, etc.).
iii. Comprehensively evaluate the completed researches of students, faculty
members and staff for further enhancement and potential product development.
iv. Establish an innovation hall which will showcase the products and technologies
developed by faculty and students.
Goal 4. Strengthened Multidisciplinary / Interdisciplinary Research Collaborations
To strengthen multidisciplinary / interdisciplinary research to generate high impact
research outputs

1. Spearhead research collaboration with top local and foreign research institutions,
universities, and industries.
2. Engage foreign researchers in different research areas in the University.
3. Encourage productive, mutually beneficial research collaborations between faculty
and students in the graduate school of different departments.
4. Conduct international conferences in different fields to provide a venue for
collaborative works among scholars while increasing global visibility of the
university.

EXTENSION SERVICES
Goal 1: Excellence, Quality and Impact
To provide high-impact and quality extension service and modality that caters to various
stakeholders in partnership with local, national, and international organizations and
agencies.
Strategic Initiatives:
1. Develop need - driven extension service programs that will transform the members
of the adopted barangays into self-reliant, productive and progressive members of
the community.
2. Provide extension programs and projects that will create measurable outcomes and
impacts among beneficiaries.
3. Establish a functional and institutional mechanism for monitoring, evaluating and
determining the impact of extension and programs, activities and projects.
4. Include an external-review component in the regular evaluation of programs for
continuous quality improvement.
5. Attain the highest level of recognition and excellence of the extension programs and
projects by accrediting bodies.

Goal 2: Significance and Responsiveness


To provide extension service programs through various trainings and technology
applications that will address the needs of concerned stakeholders
Strategic Initiatives:

1. Promote an overarching theme for interconnecting community-based extension


programs with on-campus research in agriculture, business, social science,
education, health, engineering, science and technology.
2. Become the prime deliverer of timely trainings and technologies for capacitybuilding of stakeholders to improve their quality of life.
3. Reduce vulnerability and enhance resiliency of high-risk communities by
strengthening local capacities and coping mechanisms for disaster risk reduction,
and by guiding the choice of agricultural practices, technologies and support
services.
4. Promote the application of modern science and technology in community disaster
risk reduction management, and decision support system for LGUs (Geographic
Information System- GIS, ICT, Telecommunication, Electronic Warning System, etc.)
Goal 3: Equity and Access
To provide equitable extension programs and projects accessible to the concerned
stakeholders
Strategic Initiatives:

1. Enable active participation of students, faculty members and stakeholders in the


conduct of extension programs, activities and projects.
2. Strengthen the implementation of gender and development (GAD) - related
programs, projects and activities in partnership with concerned stakeholders.
Goal 4: Linkages and Collaboration
To establish and sustain linkage with other government agencies and civil society
organizations in assisting, planning and conducting diverse extension service modalities to
promote economic development
Strategic Initiatives:

1. Promote and support collaborations between the University and selected local
secondary schools through the Adopt -A- High School Program to attract them to
enroll in the University's flagship programs.
2. Strengthen collaborations with BatStateU alumni in order to promote and enhance
the public impact of extension service.
3. Spearhead public-private partnerships (PPP) to augment the limited resources of
the University and to become more efficient in delivering extension services to the
underserved.
4. Establish a social information center, which is a database for relevant information
on business, education, health, environment, industry, emerging technologies and
others, that will serve as information intermediary between the university and its
stakeholders.

MANAGEMENT OF RESOURCES
Goal 1: Employee Development and Productivity
To review the job description of employees and provide them with appropriate
professional development trainings to achieve internal efficiency and effectiveness

Strategic Initiatives
1. Conduct periodic employee retooling towards total quality management.
2. Review the adequacy of employees / staffing ratios, as well as their workload, in
order to provide more efficient support services.
3. Apply the management principles of successful companies to ensure quality
assurance in providing services (e.g. lean manufacturing).
4. Adopt a more participative / consultative management by having regular meetings
with different employee groups as an effective feedback mechanism in achieving the
University's vision and mission, as well as development goals in all units.
5. Implement a comprehensive employee health plan through the University
Infirmary Services and government hospital facilities
Goal 2: Resource Generation
To engage in resource generation programs to augment the limited university funds

1. Establish a BatStateU Development Foundation with Board of Directors and
founding members who are prominent individuals and with the ability to source out
funds and endowment from generous local and international donors and alumni
2. Spearhead income generating projects
i. Establish a corporate center, which will showcase university insignias, souvenir
items, University products, and memorabilia.
ii. Production and selling of students', faculty, and employees' uniforms
iii. Establishment of University Press
iv. Centralized rental of Academic gown
Goal 3: Smarter Campus
To reengineer the existing system to develop an automated monitoring and decision
support system

Strategic Initiatives
1. Establish a University Command Center a centralized electronic monitoring of
student services and university resources, cash balances, supplies, weekly receipts
and expenditures, enrollment, research conducted and completed as well as
extension activities being conducted.

2. Provide a safe and secured University environment by installing security and


alarm systems throughout the university campuses in conjunction with the
university command center.

3. Upgrade the existing ICT infrastructure to cater to the increased demand for a more
efficient and timely delivery of services.

1. Conduct an energy audit of all campuses for efficient utilization of energy.


2. Centralize the control system of all air-conditioned rooms, electronically
programmed as to utilization.
3. Activate the faculty training and development committeeto rationalize the
duplicative training and seminars attended by faculty.
4. Partner with concerned agencies in harnessing alternative energy resources.
5. Develop a systematic preventive maintenance program of university equipment and
facilities.
